Warren County Executive’s December Report

Another busy month is behind us…with a new year of progress ahead. Thanks for your continued support of our many projects. Your leadership is important to the success of our operations.

Thanks to all who attended the CTAS Commission Training sessions. Ben Rodgers did an exceptional job answering your many questions.

ESG continues to move forward with the upgrades across the many county buildings.

The flood mitigation repairs at the Admin Building are almost complete. The FEMA reimbursement check has already been deposited. I continue to work with FEMA, NRCS and TEMA on a daily basis to help move those projects forward.

ADA Plans are submitted to the State. Work will continue into 2020 as we complete our list of compliance requirements.

Barrett Group and SpyGlass are continuing their audits across several accounts.

Several grants are being reviewed for the Commission’s consideration. These will be presented at a later date.

Our attorneys have signed the Motion for Default in the City-County Tax Sale. Right now, there are 255 parcels to be auctioned. The Clerk and Master is looking at a late January 2020 sale date.

I will be advertising RFP’s soon as we move closer to providing counseling and HR services to the County. Bidding out the professional services is the opinion and recommendation of the Comptroller’s Office. We will be bidding out the mowing contracts early in 2020.

The 40 year-old elevator at the court house will need to be replaced during the upcoming year. An assessment by Duncan Elevator Company bought us additional time from the State Inspector. I am assessing costs at this time

The contract on the Jail Generator is being reviewed by MES. .

Additional projects are under consideration and I will report on these as they become available.

Reminder: I will be hosting the County Employee Holiday Breakfast on Friday, December 20, at the WC Middle School Cafeteria. The time will be 7-9am. If you wish to contribute to the door prizes, please contact my office. We welcome your attendance.

Hilda Lytle County Director & Extension Agent UT-TSU Extension Warren County Family and Consumer Sciences

Greetings from UT-TSU Extension Warren County. Thank you for your continued support of Extension programs and activities. Following are highlights of quarterly efforts in the areas of family and consumer sciences, agriculture, community resource development, and 4-H youth development. Family and Consumers Sciences Arthritis Exercise

• Completed a Level 1 Arthritis Exercise Program (total of 16 classes) for 8 participants. This program included arthritis education, warm-ups, range-of-motion-endurance and strength exercises, cool-downs, and relaxation techniques targeting adults with arthritis.

• Completed a Level 2 Arthritis Exercise Program (6 sessions) for 2 participants including more exercises with more repetitions and relaxation.

Cancer: Thriving & Surviving

• Completed this six-session course for one participant. Participant learned ways to break the ‘challenges to thriving cycle’ while dealing with cancer diagnosis and treatment, or giving care to someone with cancer.

Co-parenting

• Three sessions of this state-mandated four-hour course were taught to sixteen participants this quarter. Divorcing parents of minor children learned ways effectively co-parent while living in separate households and ways to keep their children out of the middle of adult conflict. They also learned about the divorce process, the parenting plan, communication techniques, domestic violence, stress management, conflict resolution and love languages of adults/children.

Family and Community Education (fce) Clubs

• Eight fce members attended the regional annual meeting. Competitions were held in cultural arts and fashion review. Warren County participants who made it to state competition in November

included: Fran Farmelo, Sue Adcock, Janis Darnaby, Frances Hobbs, Crystal Davis, and Teresa Priestley. Janis Darnaby brought home first place in a quilt category.

• Assisted with the quarterly fce county council meeting to help coordinate community-wide events and activities.

• Taught the fce county wellness leader training for five local club leaders. Topic was “Coffee Barista Basic” which focused on health benefits of coffee and differences in light, medium, and dark roast coffees.

• Assisted with the fce ‘Fall Planning Meeting” where members came together to plan service projects, events, and activities for the 2020 club year.

• Taught a “Brain Games” program at five fce clubs with a focus on healthy foods for the brain, hydration, physical activity and mental challenges to keep the brain engaged.

Living Well with Chronic Conditions

• Co-taught this six-session class at the McMinnville/Warren County Senior Center. Five participants completed the course which focused on healthy eating, exercise, positive thinking, guided imagery, working with health care system and providers, communication, making action plans and problem solving.

Tai Chi for Arthritis

• Tai Chi Tuesdays – The agent facilitated four sessions of Tai Chi for six program graduates to refresh memories and improve Tai Chi skills.

• Tai Chi Level I – Completed Level I Tai Chi class (total of 16 sessions) for 2 participants

• Re-certified in Tai Chi for Arthritis & Fall Prevention – Part I, Part II and Seated Tai Chi.

• Taught nine sessions of the Seated Tai Chi for Arthritis to two participants. Nine forms of sun-style Tai Chi from a sitting position were taught along with warm-ups and cool-downs. Both participants were able to do all forms on their own by the end of the program.

Tennessee Nutrition and Consumer Education Program (TNCEP)

• Program Assistant Margie Foster participated in the bi-monthly commodity food distribution by giving out fliers on “Making Healthier Holiday Choices” to approximately 300 participants.

• Eat Well, Feel Well – This five-session program was conducted by Margie Foster with the Family Resource Center serving as partners. Program was held at Hamilton Street Activity Center with six adults enrolled and three completing it. The sessions focused on hydration, healthy soups, fruits & vegetables, physical activity, and use-by/sell-by dates.

• Nutrition Displays – Set up displays at Brookside and Midway Head Start Open House events to promote healthy eating for pre-school age children and their parents.

• Began a series of adult classes in November with Centerstone using the “Eating Smart Thru the Lifecycle”. These classes will continue in December & January and there are currently five individuals participating.

• “Making Tracks with Rudy Raccoon” has started back in twenty third-grade classrooms throughout the county. This program is taught on a monthly basis and will continue through May, 2020.

Warren County A&L Fair

• Assisted with departmental oversight of entries, educational booths, judging recruitment and other assistance as needed.

Warren Wellness

• Participated in the Mayor’s Walk at the Park in Morrison in October as part of the Warren Wellness group. This group promotes physical activity and wellness throughout the county. A water challenge was conducted in October at all county schools. Students were encouraged to use water refill stations and drink necessary amounts of water.

Agriculture Heath Nokes, Extension Agent

County Standardized Variety Trials

• Over the course of the past two

months, we have harvested the UT standardized variety crop trials here in the county. This research project is sponsored annually through the University of Tennessee Department of Plant Sciences and agribusinesses throughout the nation. The same brand and type of corn and soybeans are planted in counties across the state. These crops are harvested in the fall and the yield data is submitted and compiled to complete the annual crop yield reports. Farmers can utilize this data to make educated decisions regarding what to plant the next season.

• Locally, Warren County conducted three trials, a corn and two soybean trials (one for each herbicide technology. Results of the corn variety trail was an average of 195.2 bushels per acre with Dyna-Gro 54VC14 topping the contest with an average of 231.08 bushel per acre. As mentioned earlier, there were two soybean variety trials in the Liberty Link herbicide trials, the plot averaged 60.3 bushel per acre (3rd highest in the state) with Credenz 4820 leading the pack at 68.93 bushel per acre. The Extend herbicide plot averaged 39.3 bushel per acre with NK S44 winning the contest at 48.69 bushel per acre. This

plot proved what we suspected all along, with our late-planted beans, the extreme drought of late summer and early fall took its toll on yields. Once thought to be a bumper crop, resulted in a disappointment for many of our farmers in the area.

Master Beef

• This past October UT-TSU Extension Warren and Cannon Counties, held their annual fall Master Beef Class. Forty-Eight participants graduated the seven-session course to become Certified Master Beef Producers. In addition to the usual herd health, reproduction and nutrition components, the class focused on safety, hay quality, and current issues in the beef industry. Evaluation results revealed that participants felt that if they implemented what they learned in class on their farms the savings would be approximately $5,800 each.

Tennessee Agricultural Enhancement • This past October was also the

annual sign-up for the Tennessee Agricultural Enhancement Program. There were several changes to the program, which were met with enthusiasm. Although total numbers will not be available until summer of 2020, historically Warren County has had exceptional participation in this

program. So much, in fact that Warren County tops the state in dollars coming back to the farmers throughout the history of the program. Master Dairy

• October also concluded our three- part series of the annual Master Dairy program. Throughout the year, over 60 dairy producers participated in the program. This program is offered three times a year for the dairy producers to become certified Master Dairy Producers to get increased cost share with the Enhancement Program.

4-H Youth Development Shay Davis, Extension Agent Emily Mote, Extension Agent Warren County 4-H Clubs

• Warren County 4-H clubs have met each month with a total membership of over 1,400 students. Monthly educational programs 4-6th grade will focus on communication, economics and nutrition. The monthly contest for November was the speech contest with over 800 speeches presented. Youth in grades 7-8th participated in healthy relationships and positive communication lessons.

• 9-12th grade 4-H Honor Club members conducted an officer training workshop for the 4-6th grade club officers. There were 65 club officers, including presidents, vice-presidents, and secretaries who received leadership training to assist them in leading their individual 4-H club meetings this year. Each 4-H club selected a service project chair for their classroom and are encouraged to complete service projects throughout the year. Senior honor club members donated candy for Trail of Treats and made dog toys for the animal shelter as their October service projects. Junior honor club members raked leaves at Meals on Wheels.

Warren County A&L Fair

• 4-H agents assisted with conducting youth judging, live demonstrations and exhibit booths for 4-H members, and the recruitment of department judges. The remaining time was spent working with 4-H members, parents, and volunteer leaders at the 4-H Funnel Cake booth. This annual fundraiser provides money to support 4-H club programming throughout the year, through purchasing awards, general supplies and curriculum.

Central Region Poultry Judging Contest

• In September 12 youth grades 5-11 competed in the Central Region Poultry Judging contest. 4-Hers had to learn how to properly candle and

grade eggs based off their exterior, grade broken-out eggs, grade whole chicken carcasses, and identify all 17 retail poultry cuts and judge a class of laying hens. Warren County’s teams placed 8th and 14th.

Holiday 4-H Workshop

• In December 20 youth grades 4-5 will have an opportunity to participate in a craft workshop focused on line and design and food preparation. Youth will learn food safety methods and basic skills to plan, and prepare snacks safely. Honor club members will have the opportunity to utilize leadership skills by assisting youth with projects.

Market Hog Project

• Members of the Market Hog project are preparing for the Central Region and State Market Hog show, held January 5-9th in Murfreesboro. This year Warren County will have eight members exhibiting at the regional and state shows. Members are brushing up on their swine knowledge by participating in weekly skill-a-thon practices where they go over breeds, feeds, equipment, parts of the hog and other information the 4-H’ers may be tested on.

During this quarter we have attended a pipeline safety meeting put on local natural gas companies.

We met with school officials and emergency services to review their emergency plans.

We completed the County Hazard Mitigation Plan and it has been approved by FEMA.

We updated our County Basic Emergency Operation Plan and it was approved by TEMA.

We updated our county's Mass Fatality Plan with the State Health Department .

I met with our Homeland Security Committee in Cookeville in November.

We helped our local health dept. with the drive in flu vaccination event.

I have been meeting with the Red Cross about the upcoming Smoke Alarm event.

We met with Bridgestone and our County Emergency Responders and discussed communication problems inside their facility and ways to solve them.
