ECTS : very « easy » or very « EC » ?

• Although ECTS has been part of the Bologna Process since 1999, it is still not fully implemented across all the countries.

• ECTS credits are widely used for both credit

accumulation and transfer, but there are two main challenges in fully implementing ECTS : measuring credits in terms of student workload and linking them with learning outcomes.

Diploma Supplement (DS)

• “Founding fathers”, 1999

• Berlin Communiqué (2003!): every student graduating from 2005 should receive a Diploma Supplement automatically and

free of charge, in a widely spoken European language.

Diploma Supplement

• Automatically? In a significant number of countries: only in certain groups of institutions or for certain programmes

• Free of charge? In a few LLP countries, fees are still charged

• Widely spoken European language? Many countries opt for national / regional language first

=> NEED for ECTS / DS incentives => labels

ECTS and DS label: HOW

1. Label promotion and counselling

The National Agency: - selects the Bologna Experts who will be assisting the HEI on

their label applications.- outlines how the Bologna Experts promote the labels vis à vis

the HEI.The Bologna Experts - promote the ECTS and DS labels amongst HEI, explaining

the conditions and criteria.- assist the HEI in preparing their application.

2. Screening and pre-selection

The National Agency:• organise the first evaluation of proposals • forward the pre-selected applications to the Executive

Agency.The Bologna Experts:• assess the label applications• the assistance / evaluation of the label applications will not be

performed by the same Bologna Experts/ECTS/DS counsellors.

LESSONS LEARNT

The selection procedure was organised on the principle that both labels are labels of excellence

Higher success rate than in 2006 But high level of rejection for the DS label in some

countries Institutions will be informed of « common pitfalls » Strengthening the collaboration of the National

Agencies and the Executive Agency/Commission in the selection process

Behaviour change within the institutionKeeping up to the labels

Cannot be sustained only by International Offices: ECTS/DS label are a start for certain institutional behavioral pattern that underlines and targets more than mobility goals

Necessity to have structures and committed personnel who follow :

1. Timely renewal of the information

2. Mobility procedures

3. Recognition procedures

• Updated following the new ECTS Users’ Guide 2009: key features, information package, course catalogue

• The DS Explanatory Notes as an annex

• A « common pitfalls » section based on assessors comments

Outlook – making best use of the labels and its holders

Build on experience of the label holders:• Room to initiate projects – example: “the DS as seen by its

users” – “ECTS in the third cycle”• Participation in ECTS – DS seminars (example: Bologna

Experts’ Training seminars) • Networking amongst label holders• Eu Commission regards label holders as important

stakeholders - feedback group on ECTS - DS issues

Outlook – making best use of the labels and its holders

• The label is a signal of being an international player: many label holders use it to raise attractiveness for foreign students/teachers

• The Commission promotes label (holders):- Label award conference, press releases (June 2009)- Publication in “Erasmus success stories”- Label holders may promote labels internationally
