Secretarial Order No. 3285, issued on March 11, 2009, made productionandtransmission of renewable energyon publiclands apriorityfor the Department. This Orderestablishes aDepartment- wideapproachfor applying scientific tools toincreaseunderstanding of climate changeandtocoordinate aneffective response toitsimpacts ontribes and onthe land, water, ocean, fish and wildlife, andcultural heritage resources that theDepartment manages. This Order replaces Secretarial Order No. 3226, Amendment No. 1, issued onJanuary16, 2009, andreinstates theprovisions of Secretarial Order No. 3226, issued on January 19, 2001. Tofulfill our nation’ s vision for a cleanenergy economy, Interior is nowmanaging America’ spublic landsandoceansnot just for balanced oil, natural gas, and coal development, but also – for thefirst timeever – topromoteenvironmentally responsiblerenewable energy development. Sun, wind, biomass, and geothermal energyfromour publicand tribal lands iscreating newjobs and will power millions of American homesand electricvehicles. The Department isalsotaking theleadinprotecting our country’ swater, land, fishand wildlife, and cultural heritage and tribal lands and resources fromthe dramaticeffects ofclimate changethat are already occurring – from the Arctic to the Everglades. Therealities of climate change requireus to change howwemanage the land, water, fishand wildlife, andcultural heritageand tribal landsand resources weoversee. For example: Newwater management imperatives associated with climate change may require restoration of natural systemsand constructionof newinfrastructure toreduce newflood risksor tocapture early run- off. Strategies toaddress sealevel rise mayrequire acquisition of upland habitat andcreation of wetlands andother natural filters and barriers to protect against sea level riseand stormsurges. It may benecessary to relocatecertainiconicand culturally historicstructures. Shiftingwildlife andhabitat populations may requireinvestments innewwildlife corridors. TheDepartmentoftheInterior, withits67,000employeesandscientificandresourcemanagementexpertise, isresponsibleforhelpingprotectthenationfromtheimpactsofclimatechange. InparticulartheDepartmentmust:

Adaptitswatermanagementstrategiestoaddressthepossibilityofshrinkingwatersuppliesandmorefrequentandextendeddroughtstocontinuetosupplydrinkingwatertomorethan31millionpeopleandirrigationwaterto140,000farmers. Wiselymanagemillionsofacresofparks, refugesandotherpubliclands, andprudentlyexerciseitssharedresponsibilityformanagingthe1.7billionacresoftheU.S. outercontinentalshelf. Conserveandmanagefishandwildliferesources, includingover800nativemigratorybirdspeciesandnearly2,000federallylistedthreatenedandendangeredspecies. Protectculturalandarchaeologicalresourcesandiconicstructuresthatmaybeaffectedbyclimatechange. AddresstheimpactsofclimatechangeonAmericanIndiansandAlaskaNatives, forwhomtheDepartmentholdstrustresponsibilitiesonbehalfoftheFederalgovernment. Continuetoprovidestate-of-theartsciencetobetterunderstandtheimpactsofclimatechangeandtodevelopscience-basedadaptivemanagementstrategiesfornaturalandculturalresourcemanagers. EachbureauandofficeoftheDepartmentmustconsiderandanalyzepotentialclimatechangeimpactswhenundertakinglong-rangeplanningexercises, settingprioritiesforscientificresearchandinvestigations, developingmulti- yearmanagementplans, andmakingmajordecisionsregardingpotentialuseofresourcesundertheDepartment’spurview. Landscape ConservationCooperatives. Giventhebroad impactsof

climatechange, management responsestosuchimpactsmust be coordinatedonalandscape-levelbasis. For example, wildlifemigrationandrelatedneedsfornewwildlifecorridors, thespreadofinvasive speciesandwildfirerisks, typicallywillextendbeyond thebordersofNationalWildlife Refuges, BLMlands, orNationalParks. Additionally, somebureauresponsibilities ( e.g., FishandWildlife Servicemigratorybirdandthreatenedand endangered

The DOI CarbonStorage Project.This project is beingimplementedunderP.L. 110- 140, “TheEnergyIndependence andSecurityActof2007,” which givestheDepartmentstatutoryresponsibilitytodevelopcarbonsequestration methodologies forgeological (i.e., underground) andbiological (e.g., forestsandrangelands) carbonstorage. TheUSGShastheleadinadministeringtheCarbonStorageProject, butwillworkclosely withotherbureausandagenciesin theDepartmentandexternalpartnerstoenhancecarbonstorageingeologicformationsandinplantsandsoilsin

a mannerconsistentwiththeDepartment’ sresponsibilitytoprovidecomprehensive, long-termstewardshipofitsresources. TheDOICarbonStorageProjectisvitalforsuccessfuldomestic andglobalgeologicalandbiologicalcarbonsequestration efforts. b. TheDOICarbonFootprintProject. Theprojectwilldevelopaunifiedgreenhousegasemission reductionprogram, includingsettingabaselineandreduction goalfortheDepartment’sgreenhousegas

emissionsandenergyuse. TheAssistant Secretary forPolicy, ManagementandBudgetwillhavetheleadinadministeringtheDOICarbonFootprintProject, withthecooperationofallofthe Department’sagenciesandbureaus. AmericanIndiansandAlaskaNativesSec. 5.Climatechangemay disproportionatelyaffect tribesandtheirlandsbecause theyareheavilydependentontheirnatural resourcesforeconomicandculturalidentity. AstheDepartmenthastheprimarytrustresponsibilityfortheFederal governmentforAmericanIndians, AlaskaNatives, andtribal landsandresources, the Departmentwillensureconsistentandin-depthgovernment-to-governmentconsultationwithtribesandAlaska NativesontheDepartment’sclimatechangeinitiatives. Tribal valuesarecriticaltodeterminingwhatis tobeprotected, why, andhowtoprotecttheinterestsoftheircommunities. TheDepartment will support theuse

ofthe best availablescience, includingtraditionalecological knowledge, informulatingpolicypertainingtoclimatechange. The Departmentwillalsosupportsubstantive participationby tribesindeliberationsonclimate- relatedmechanisms, agreements, rules, andregulations. Implementation Sec. 6. The

DeputySecretaryis responsible forensuring implementationofallaspectsofthisOrder. Thisresponsibility maybedelegatedasappropriate. ThisOrderdoesnotalteroraffectany existing dutyor authorityofindividual
