The enclosed REQUEST FOR QUALIFICATIONS and accompanying specifications are
for your convenience in offering the referenced products and/or services for Washington
County.
Sealed REQUESTS FOR QUALIFICATIONS shall be received no later than:
9:00 A.M., TUESDAY, JULY 26, 2021

Washington County appreciates your time and effort in preparing a Request for
Qualifications. Please submit one (1) original and two (2) copies of your qualifications to
the designated location by the deadline shown. Requests for Qualifications received after
deadline will be returned unopened and shall be considered void and unacceptable.
Faxed or Email submissions will not be accepted. Opening is scheduled to be held at
Commissioners Court, Washington County Courthouse, 100 E. Main, Suite #105,
Brenham, Texas, at 2:00 p.m., on the closing date. Any questions related to this request
for information should be directed to the County Clerk by email at
GENERAL
The Washington County Expo is seeking to contract with a competent firm(s) or
individual(s) with the necessary credentials and qualifications as a Professional Janitorial
Service that has experience to clean bathrooms, remove trash, sweep floors ect, for the
two weeks of the Washington County Fair in September 10th to the 19th located in
Brenham Texas.
PROJECT INFORMATION
You are hereby requested to submit your qualifications in the area of janitorial services
on the attached form. You may attach additional information to this qualification form.

Fees or charges for services are encouraged to be enclosed in the Request for
Qualifications.
Once the qualifications are received and reviewed, you or your firm may be asked to
make a presentation to the Commissioners’ Court and selection committee members. It
is understood that Washington County reserves the right to accept or reject any and/or all
responses to this Request for Qualifications as it shall deem to be in the best interest of
Washington County.
However, all documentation shall be open for public inspection after a contract is
awarded, except for trade secrets and confidential information so identified by bidder as
such. All confidential information should be clearly marked in red.
Once Qualification Statements are reviewed, a short list will be compiled by an
Evaluation Committee appointed by Commissioners’ Court. Interviews may be
conducted with the individuals or firms most qualified. Additional information may be
required at that time. Negotiations will begin with the firm determined to be most
qualified for the project. Commissioners’ Court will make the final selection and
approve the proposed contract.
SCOPE OF SERVICES
The Scope of Services will include coordination with the appropriate related entities of
Washington County government including, but not limited to, the Commissioners Court,
the County Judge and support services related thereto.
The goals of the awarded respondent will be to assist the County to:
Statement of Work to be Performed / Project Schedule Duties to include but not limited to pick up and removal of trash, dust, sweep
and/or mop floors, disinfect, clean, and restock restrooms and restroom/shower
facility.
A. The Event Center Building: Empty trash and clean and restock restrooms once each day.
B. The Commercial Exhibits Building: Empty trash and clean and restock restroom once each day.
C. The Sales Facility: Empty trash and clean and restock restrooms three times each day.
D. The VIP Building: Pick up trash and empty trash cans once each day.
E. The Food Court: Clean picnic tables, pick up trash, and empty trash containers as needed throughout each day of Fair.
F. The Entertainment Center/ Plaza will be blown off each morning. Pick up trash and empty trash containers as needed throughout each day of Fair.
G. The Beer Barn: Pick up trash and empty trash containers as

needed throughout each day of Fair. H. Barn 1: Pick up trash and empty trash containers as needed throughout
each day of Fair. I. Barn 2: Pick up trash and empty trash containers as needed throughout
each day of Fair. J. Barn 3: Pick up trash and empty trash containers as needed throughout
each day of Fair. K. The Rabbit Barn: Pick up trash and empty trash containers as needed
throughout each day of Fair. L. The Rodeo Arena: Trash and litter will be removed from the area each
morning and as needed throughout each day of Fair. M. The Bathroom Facilities: Empty trash and clean and restock restrooms three
times each day.
N. The Carnival area: Empty trash containers as needed throughout each day of Fair.
EVALUATION PROCESS
An evaluation committee comprised of County staff will review the submission as
follows: Written submissions will be evaluated using the Evaluation Criteria listed. The
scores received will be used to identify a “short list” of the respondents. Those selected
may be asked to make oral presentations to the evaluation committee.
The Commissioners’ Court, at its option, shall accept the recommendation of the
evaluation committee and/or request that presentations be made directly to the court for
further evaluation. The Commissioners’ Court will select the firm or individual which is
the most highly qualified respondent and authorize a county representative(s) to negotiate
a contract at a fair and reasonable fee. Should an agreement not be reached with the
selected firm, the Commissioners’ Court will then direct the county representative(s) to
officially end negotiations with them, and begin negotiations with the next most highly
qualified respondent. This process shall continue until a contract is finalized.
The county reserves the right to select the acceptable respondent(s) who offer conditions
most favorable to the county.

TECHNICAL COMPONENT
Be responsible for confirming that all necessary requirements are performed and all
documentation is completed. List all State permits, licenses, etc. that you hold which
may be relevant to perform the job. Washington County’s intention is for the janitorial
service to maintain the visual cleanliness and reasonable sanitation of Expo grounds
during the Washington County Fair.
MANAGEMENT COMPONENT
The respondent will furnish evidence of capability to provide, in a professional and
timely manner, the services as stated:
