Review of evaluations: PEPFAR’s programs for orphans and vulnerable children
• 18 Evaluations, 22 Programs• 9 Countries – Kenya, Tanzania, Uganda, Mozambique,
Rwanda, Namibia, Zambia, South Africa and Haiti
Example: Child Protection impacts, measured in 16 of 18 Studies• Home-based visits and household economic strengthening
reduce child abuse, stigma and social isolation • Psychosocial interventions targeting guardians often
benefited orphans and vulnerable children as well • Children whose homes had been visited by a volunteer were
more likely to have a birth certificate (36% of all children had birth certificates)
• Home visitor training was associated with improved outcomes

Law and policy have the ability to further marginalise and silence populations living with, affected by and most at risk of HIV. The voice and presence of sex workers and drug users is lacking at this conference, as a direct result of laws that criminalise consensual adult behaviours
