Results of Wakely Report on Plan Pricing

• Before application of subsidies, rates are increasing by 2.9% on average (weighted by enrollment).

• Rates for bronze and silver plans are increasing by 3% –4% on average

• 53.5% of WAHBE customers are enrolled in silver level plans; 37.6% are in bronze plans

• 25% –30% of bronze and silver plan enrollees selected the lowest cost plan in that metal level; only 10% of gold plan enrollees selected the lowest cost gold plan

• 48% of silver enrollees are in the two lowest cost plans

What is Changing for Consumers

• 90% of enrollees reside in areas of the state where the second lowest cost silver premium is decreasing.

o 60% of enrollees reside in areas where the second lowest cost silver premium decreased by 6% or more.

o 35% of enrollees reside in King county where the second lowest cost silver premium is decreasing by 10%

• The identity of the second lowest cost silver plan is changing in 27 out of the 39 counties which accounts for 90% of enrollees.

• The lowest cost silver plan is changing in all but three counties

Important Message for the Current Subsidized Population

• Your cost may be changing: Because of the interaction of generally falling subsidies and generally rising premiums, most subsidized enrollees will experience a net (after-subsidy) premium increase of more than the before-subsidy rate change, if they simply auto-renew

• There may be a new plan that is more affordable: Many subsidized enrollees will have access to lower cost plans if they shop and move to a different plan in 2015 and in some cases their premiums could be lower than what was available in 2014

What This Change Looks Like for “Ted”

• Ted is 40, single, lives in Seattle (King county) and has an annual income of roughly $23,000, or 200% FPL

o Subsidy calculation is based on household contribution of 6.3% of income, or $120 / month toward the 2ndlowest cost silver plan (benchmark)

o The 2nd lowest cost silver in 2014 is $280/month for a 40-year old single, so Ted’s subsidy is $160/month ($280-$120)

• Ted picks the lowest cost silver plan in 2014 ($245) and pays $85/month, after the tax subsidy of $160/month

• For 2015, Ted’s income is unchanged, but his tax subsidy falls to $140 because the second lowest cost plan in 2015 only costs $260

What This Change Looks Like for “Ted”

▪ Ted’s plan is no longer the lowest cost silver plan, so he must “buy-up” from the benchmark if he wants to continue in it

▪ Monthly rate for Ted’s plan increases 59% from $85 to $135

▪ Or Ted can shop: his lowest cost option for 2015 is a different plan at $240/month (unsubsidized), or with his $140 subsidy it will cost Ted $100/month Changes for 2015
