    Our union, AFSCME, has many members with family,friends and neighbors in Haiti who have lost everything. The

    AFSCME encourages Haiti earthquake relief: solidaritycenter.orgloss of life and extent of damage is almost incomprehensible.

    The people of Haiti need our help in whatever way possible. AFSCME is do-nating an initial $25,000 in relief funds to the AFL-CIO Solidarity Centers Earth-quake Relief for Haitian Workers fund. In addition, we encourage people to go tothe Solidarity Centers website, solidaritycenter.org, to make a donation.

    WFSE/AFSCME mem-bers who have lost familymembers to gang violencepleaded with lawmakers fornew laws to choke off theprofit motive for that criminalactivity.

    They made their case at ahearing of the House Judi-ciary Committee Jan. 14 inOlympia.

    bers from across the state andagencies have united to resistlegislative attempts to divideand conquer state employeesas legislators and the gov-

    ernor try to ll the new $2.6billion decit.

    In several budget hear-ings the rst week of session,members told lawmakers theproposed cuts to institutionsmake no sense.

    For instance, the Sen-ate Ways and Means Com-mittee Jan. 13 afternoon gota lengthy brieng on theconsultants report closinginstitutions and the gover-nors closure plan. They dontalways match up, but WFSE/AFSCME members said theywere all bad.

    David Niles, a correc-tions ofcer at Ahtanum ViewCorrections Center in Yakimaand a member of Local 1326,said the governor had alreadyexerted her administrativeauthority and the aging andelderly inmates started mov-ing out that week.

    Niles urged lawmakers toslow down the closure untilthey can weigh it with all theother budget reductions.

    We believe this shouldbe placed in your hands,Niles said.

    Pine Lodge Corrections

    Center for Women in MedicalLake is also on the fast trackfor closure outside legislativereview.

    It would be completelyunconscionable to let PineLodge close without inves-tigating why, said HelenBiddulph, an administrativeassistant 4 at Pine Lodge anda member of Local 782.

    Pine Lodge is the onlywomens facility in EasternWashington, has top ac-creditation scores in the stateand nation and has the onlytherapeutic center for women

    in Washington, Biddulph said.Federation members from

    residential habilitation centerswere out in force and they

    yielded their time to Pat John-son, mayor of Buckley, home

    of Rainier School, which thegovernor targets for closure.

    Im about to lose 1,000highly skilled jobs, themayor said. Four hundredcitizens of my community

    (Rainier residents) are aboutto lose their home.

    Jerry Elliott, a juvenilerehabilitation residentialcounselor at Naselle YouthCamp and a member of Lo-cal 2263, said Naselle and allother JRA facilities make up acontinuum of care that aimsto return youthful offendersto the community who willcommit no more crimes.

    We need everyone ofthem, Elliott said. We haveto nd a way to save JRA.

    Otherwise, he said, youmight as well take the R (re-

    habilitation) out of JRA.We must remain intact to

    do our job, Elliott said.

    Julianne Moore, an activist out of Yakima Local 1326, andTon Johnson of state Community Corrections Local 308 inKing County, joined Jan. 13 to urge lawmakers to slow down

    the train already speeding down the tracks to close AhtanumView Corrections Center in Yakima and PineLodge Corrections Center for Women in MedicalLake.

    Have the Department of Corrections slowdown, take a look at what they are doing (be-cause) it really doesnt make sense, Moore toldthe House General Government AppropriationsCommittee. Ahtanum View is very cost-effective.They have an excellent staff there.

    We are concerned at the rate of which theyare closing (Pine Lodge), Johnson said. Itwasnt in the (consultants) recommendationsand now the Department of Corrections isnt giv-ing you the time to even consider closure beforethey consider the process....(It) has the lowest per offendercost of any female institution in the state.

    As chief steward of Local931 at Eastern WashingtonUniversity, I am sometimes

    painfully aware when theStatewide Grievance Com-mittee votes not to support agrievance through arbitration.As stewards we know thattaking a grievance to arbitra-tion is a timely process aswell as quite costly; lawyersfrom both sides get involvedand there is the cost of thearbitrators as well. It is nocheap process. The StatewideSteward Committee is devel-oping a plan to help stewardsnd out why a grievance diesat the state level.

    When a steward takes ona case, they put their heartand soul into preparingthe grievance and support-ing the grievant. They dothis throughout the ardu-ous process of collecting theinformation needed, decidingwhether or not any contractviolations have occurred,keeping the grievant involvedand unafraid of management,and nally presenting thegrievance at a Step 1 meeting.Most management ofcialshave autopilot head spins to

    the negative when it comesto responding to any Step 1grievances. They are deniedat an alarming rate. But theprocess continues.

    So Step 1 is denied. Thesteward gathers her or his re-solve and that of the grievantand marches to management

    moving the grievance to Step2. The steward has alreadydecided that the grievancehas merit and articles have

    been violated. The stewardnow has more of a vestedinterest in the process due tothe work and emotion thathas gone into the grievance.The steward and the griev-ant prepare again to face thedragon and this strengthensthe bond between the partiesinvolved. This also strength-ens the bond between theLocal and the grievant. Some-times the grievant becomes amore active member, thereby

    strengthening the local. Thisnew active member spreadsthe word that the union is notso bad after all. Together thecouncil representative, thegrievant and the steward go

    before management at StepTwo.

    At Step 2, another partygets involved: The coun-cil representative from theWFSE ofce. Even with theirhelp, management decidesto respond negatively to thegrievance. This happensquite often, and it is beingused as a way to break the

    union. So, the council repre-sentative in charge takes thecase to the local executive

    board or grievance commit-tee to hear the case and askto send it to arbitration. The

    board or committee agrees thecase either has merit or doesnot have merit and makes thedecision whether to back itall the way or to stop it in itstracks. The steward and thegrievant go away feeling likethey are on top of the world,and the grievance awaits itsfate at the Statewide Griev-ance Committee.

    The Grievance Commit-tee hears the case, and forreasons unbeknownst to thesteward, grievant or local,denies the case for arbitration.

    The steward and grievantare usually astonished at thisdevelopment and inconsol-ably disheartened by it. Thiscauses the steward certaindiscomfort after pouring heartand soul into the matter for itto be discarded so easily. Attimes, the grievant may blametheir steward or the local forthe situation causing the localto suffer in reputation. In de-fense of the Grievance Com-mittee that denied the griev-ance, they had good reasons.That, however, is what thelocal stewards need to know.

    The Statewide StewardCommittee is developing aprocess whereby any stewardwishing to know why theirgrievance has been deniedmay nd the answers. Griev-ances may be denied for amultitude of reasons, and the

    Statewide Grievance Com-mittee is the only body thatknows the answers. Theprocess will allow the stew-ards concerned to know howto present a grievance thatmay have a more favorableoutcome in the future. Withthis knowledge, stewards will

    be armed with the necessarytools to better see a grievanceall the way through arbitra-tion. The Statewide Stewardand Grievance committeeswill continue to work on thisissue and nd the best wayto help stewards advance in

    their grievance procedures.

    a nancial services specialist4 with DSHS in Tacoma anda 20-year member of Local

    53, died Dec. 4 from a severeheart attack suffered whileriding a motorcycle whilevacationing in Roseville, Calif.He was 56.

    Wes worked in the sameofce for over 22 years andmany of his co-workers cameto know him well, reportedthe iESA website for DSHSemployees. He was a men-tor to many and was alwaysthe Got To Guy in the ofce,extremely knowledgeable andgenerous with his time.

    About six months ago,we ramped up a little andstarted doing monthly lunchmeetings at the Pierce NorthCSO, WFSE/AFSCMECouncil Representative AmyAchilles said. Wes always

    attended and would stay anddiscuss the latest in politicsand the labor movement.

    He was an avid supporterof his union and his brothersand sisters in Local 53.

    A celebration of Wesslife was set for a later date inTacoma.

    IN MEMORIAM: Scott Tom-

    son, a maintenance mechanic1 in Building Maintenance atEastern Washington Universi-

    ty in Cheney and a member of

    Local 931, died Jan. 11 aftersuffering a severe asthma at-tack. He was 33.

    Tomson had been a mem-

    ber since 1998. He leavesbehind s wife and three youngchildren.

    Scott was a personalfriend of mine and he will begreatly missed by the rest ofhis friends and co-workershere at EWU, Local 931President Jim Pendleton said.

    Services were held Jan.17 in Spokane. A pancakebreakfast fundraiser for Tom-

    sons family will be 8:30-10:30a.m., Saturday, Feb. 6, at theApplebees at 2007 E. 29thAve. in Spokane.

    In a victory for DD case resource managers, DSHS in No-vember announced the agency would not contract out qualityassurance work needed for a national evaluation.

    The announcement came after the union met with man-agement of the Division of Developmental Disabilities at a

    demand-to-bargain meeting. At the meeting were: Bob Fur-man, Tacoma Local 53, a case resource manager in Region 5;WFSE/AFSCME Vice President Sue Henricksen; and JeanineLivingston, WFSE/AFSCME contracting compliance director.

    These are senseless actsof violence, Master said.These people are terrorizingour neighborhoods.I believethis is a stepping stone in con-trolling these senseless acts ofviolence on innocent people.

    I am in support of the

    proposed gang bill that willbe an effort to limit the illegalgang activities, Maravillasaid. Hopefully, it will pre-vent another senseless act of

    violence like the one that hap-pened to Jason.

    Passage of the bills would

    be some consolation to JasonBaldozs aunt, Rebecca With-row, who passes the site of hismurder every day on her way

    to work at the Yakima Com-munity Corrections ofce.
