Arts & Sciences Faculty Meeting

Wilson Hall, Room 214

Friday, February 19, 2010

Dean Gary Wihl called the meeting to order at 4:00 p.m.

1. The faculty voted to approve the minutes of the meeting held November 20, 2009.

2. Issue Requiring Vote

a. The faculty voted to approve course changes as proposed by the Curriculum Committee

i. Dirk Killen also brought to the Faculty's attention the matter of grade inflation

and the increasing number of Latin honors being bestowed upon graduates in Arts

& Sciences.

b. The faculty voted to approve the Faculty Council ballot of the Standing Committee of

the Faculty in Arts & Sciences. On-line voting concludes March 31, 2010.

3. Reports

a. Dean Wihl

Arts & Sciences is managing a modest budget deficit and anticipates a loss of $2,000,000

over the next year. A substantial part of the anticipated losses is attributable to

maintaining financial aid for current and incoming students.

The Dean also indicated that there are reduction plans in place to close the gap and is

optimistic about closing it by Fiscal Year 2011.

In addition, the Dean noted the cooperation of Chairs and Directors, the number of

retirements, and workload reductions across the University as factoring in the anticipated

reduction of the deficit.

Page 3: Washington University in Stfacultyminutes.artsci.wustl.edu/files/facultyminutes/2010-04-27Materials.pdfWashington University in St.louis ARrs & SciENCES Gary S. Wihl Hortense & Tobias

Lastly, the Dean also noted that there were no cuts in programs or reductions in the

number of faculty members or lecturers to manage the budget.

b. Artsci Council

Monica Rude provided a brief report on the activities of the Artsci Council and noted the

overall success of meetings its goals and objectives for the year.

c. College of Arts & Sciences

Dean James McLeod noted the increase in the number of applicants to the College and the

heightened competition of the selection process for the Class of 2014.

In addition, the Dean reminded the Faculty of the upcoming Celebrations, April

Welcome, and Finals activities that would bring prospective parents and students to the

Danforth Campus. He encouraged Faculty to welcome our visitors and to anticipate that

some might request visits to our classes.

d. Graduate School of Arts & Sciences

Dean Richard Smith provided a budget update on the Graduate School of Arts &

Sciences.

He indicated that the reduction in the budget notwithstanding, the Graduate School was

able to maintain and even increase its level of support for continuing graduate students.

In addition, the Dean noted that the Graduate School met the target number of offers to

the 2010 incoming class of students, which was mirrored to the number of offers made to

the 2009 incoming class of students.

e. University College

Dean Robert Wiltenburg reported that University College was undergoing a budget

reduction that was in some ways similar to and perhaps more challenging than some of the

other units within Arts & Sciences.

At the same time, the Dean expressed optimism about the College and noted the number

of new programs that it will offer in the immediate future and the anticipated increase in

its enrollment as a result.

4. Other Business

a. Dean Wihl spoke to the matter of the Competitive Leave Policy in the Humanities and

the Social Sciences. He indicated that a policy comparable or superior to that of

Washington University's peer institutions is vital for Arts & Sciences to retain and to

attract talented Faculty members.

The meeting adjourned at 4:37p.m. Minutes submitted by Garrett Albert Duncan, Department

of Education and Programs in African & African-American Studies, American Culture Studies

and Urban Studies.

L98 AMCS 3503 B i l l ie H o l iday: American I co n (TH ) What makes jazz critics, h istorians, a n d fans laud B i l l ie Ho l iday a s o n e o f the g reatest jazz voca l ists o f a l l t ime? How i s i t that she cont in ues to insp i re a wide range of creative artists-poets, novel ists, v isual artists, and choreog raphers-fifty years after her death from chron ic alcohol ism and narcotics abuse? This class j uxtaposes the h istorical rea l izat ion of Ho l iday's hard l ife with her icon ic status as a jazz gen ius . B iograph ies and critical stud ies of Ho l iday typ ical ly situate her a long two opposit iona l tracks : either as a trag ic victim or as a triumphant hero ine . Which Ho l iday is truer and why? We wi l l consider the importance of veracity (or lack thereof) i n Hol iday's autobiography, Lady S ings the B lues (1956), trace the h istory of her crit ical reception and recent reconfigurations by jazz stud ies critics, chart her rise and fa l l in the general media, al l the while examin ing the broad range and s ign ificance of her m usical legacy to the jazz canon .

L98 AMCS 484 Anti-S lavery i n the Courtroom : Using H istorica l I nfo Tech no logy to Understand S lavery & I ts Enem ies (TH )

St. Louis cou rts provide the nation's s ing le largest repos itory for arch ival materials re lati ng t o s lave freedom su its . These su its, which cu lm inated i n the famous 1857 Dred Scott Case provide u n ique ins ight into American's fi rst civ i l rig hts movement, one in which hundreds enslaved African American sought their freedom through the cou rts . This took enormous cou rage. Sometimes famo us lawyers, and more often obscu re ones, worked to he lp set them free. Many were successfu l , but too often powerfu l men, motivated by mater ia l i nterest and fierce proslavery bel ief opposed their quest for freedom . The vast majority of cases in th is co l lect ion were u nknown to h istory u nt i l the early part of th is centu ry and have on ly recently rece ived the arch ival conservat ion and organ ization to make them avai lab le for systematic scholarly study. Even so, their d iscovery has a l ready d rawn widespread popu lar and schola rly attent ion from across the cou ntry. Students engaged in this fie ld study wi l l learn how to employ state-of-art i nformation tech no logy to create new pathways to for researchers to create with new ways of understand ing , not on ly legal res istance to s lavery, but such topics as s lavery's u rban structure, its western m igration from Eastern states, the h idden rea l ity of i nstitutiona l ized slave ry of the Old Northwest, and the kinship networks that structu red power in the antebel l um west. I n addit ion to trad itiona l seminar d iscussion, students wi l l take part in a one hour weekly lab, which wi l l focus on the special ized learn ing needed to he lp i nformation techno log ical tra i n i ng . This wil l also inc lude class d iscussion of arch ival methods, and the tenets of informationa l science, and wil l be supported by special ists in these subjects, such as And rew Rouner, Wash ington U n ivers ity's D i rector of Dig ital L ibraries; Michael Everm an, Supervisor, M issouri State Arch ives-St. Louis ; and contextual h istorical d iscuss ion by Robert Moore, H istor ian, Jefferson Western Expansion Memorial and Old Courthouse, Nationa l Park Service .

L48 Anth ro 3616 F rom Deep Ecology to I nd igenous Ecolog ical I d e ntity : Env i ro n m e nta l Social Movements and Anth ropology (SS)

This cou rse provides a su rvey of environmental socia l movements around the world and over t ime, i n the process chal leng ing common ly held perceptions about environmental ism and environmental movements. Specifical ly, it demonstrates that environmental social movements are often as much or more about people, identity and human rig hts than they are about protect ing the environment . I n addit ion to j uxtaposing dominant trad it ions of American environmental ism with environmental movements i n other parts of the world, the cou rse focuses i n on new and emerg ing social movements that are often transnat ional i n scope but local i n scale . These new movements offer ho l istic re i nterpretat ions of human-environment re lationsh ips, identities and pol it ical and economic organ izat ion i n the i r attempts to transcend socio-environmental inequa l it ies. Throughout, the cou rse d raws on social scientists' (especia l ly anthropolog ists') descriptive i nterpretations and crit ical theoretical ana lyses of various environmenta l social movements and the d ifferences that constitute them.

L48 Anth ro 4215 Anthropology of Food (SS) The ris ing i nterest i n food research crosscuts var ious academic d iscip l i nes. This sem inar focuses on aspects of food of part icu lar interest i n anthropology. The fi rst 2/3 of the cou rse is read ing i ntensive and d iscussion- intens ive, Each student wi l l write short review/response papers of major read ings, For the fi na l th i rd we wi l l sti l l be read ing and d iscuss ing , but the read ing load wi l l be l ig hter (and we wi l l have a fie ld tr ip) as students devote more time to their research paper. The research paper wi l l be a major effort on a topic d iscussed with and approved by the professor. In most cases it wi l l have to deal with cultura l and h istorical aspects of a food, set of foods I form of consumption, or aspect of food prod uct ion . Papers wi l l be crit iqued, ass ig ned a provis iona l g rade, revised and resubmitted .

L01 Art-Arch 3460 B u d d h ist Art i n As ia : I nteractions i n Faith and Form (TH ) This cou rse emphas izes Ch inese Buddh ist art and its transm ission to and i nteract ion with the visua l trad it ions of I nd ia , Central As ian, Ch ina , Korea, Japan, Tibet and Southeast Asia . We trace the development of Buddh ist art from its orig ins i n I nd ia to other parts of Asia by ana lyzing the transreg iona l and transcu ltural d isseminat ion of re l ig ious ideas and forms . A focus on Buddh ist arch itecture, paint ings, scu lptu res and objects a l lows us to reth i nk trad itiona l notions of the re l ig ious, cu ltu ra l and artistic basis of changes in Buddh ist art across Asia . Such topics as youth development, youth engagement, and youth empowerment provide entry points for understand ing youth as learners, consumers, prod ucers, and active members of society. Central to the cou rse are youth's very own textual prod uctions, inc lud ing but are not l im ited to poems, performances, visua l art, short documentaries, m usic videos, web blogs, and pod casts, among others . Back then, Levitowns and the l ike were embraced with either gee-wh iz optimism, or seen as s in ister dystopias where youth, ideals, and romance went to fester and d ie . But now that the American mainstream is stucco McMansions, strip mal ls, and big box stores; now that the suburbs have become more eth n ica l ly d iverse; now that l iterature is being generated from these p laces instead of j ust about them, how have stories set in the 'burbs changed? We' l l read short stories written from the fifties u nt i l the present day explor ing th is particu lar sett ing , and, through a series of exercises, workshops, and our own short fict ion, we' l l exp lore the m i l ieu as writers (whether we happen to be from the suburbs or not), a lways on the lookout for the u nexpected in these fami l ia r p laces.

Nationa l ism is often stud ied purely as a pol it ical force, both i n the co lon ia l states and post-co lon ia l nation-states. An examinat ion of sport and society though the twentieth centu ry in Africa shows that people have used sport and other leisu re activiti es to press social and pol it ical agendas that extend beyond the field or cou rt. Using a variety of pr imary and secondary sou rces from all d ifferent d iscip l i nes and med ia, th is cou rse i ntrod uces students to the study of h istory i n Africa by examin ing the ch ang ing re lations of African people with the state in the 20th centu ry through the lens of sport and le isure .

Proposal for Revising the College of Arts and Sciences Policy

on Latin Honors and College Honors

1 . Statement of the Current Policy

The College of Arts and Sciences currently awards Latin Honors and College

Honors. Latin Honors are awarded for excellent work done by students in their

major (typically in the form of a senior thesis, though there is some variation

among departments), combined with a high cumulative GP A. Summa cum laude (SCL) is awarded with a minimum GPA of 3 . 80, magna cum laude (MCL) with a

minimum GPA of 3 .65 , and cum laude (CL) with a minimum GPA of 3 . 5 or

higher. College Honors are awarded automatically once a student finishes with a

GPA of 3 . 5 .

2 . Problems o f the Current Policy

Over the last ten years, grade inflation has continued to grow (in part because of

the caliber of students WashU has been able to attract) . As a result, about 60% of

our students graduated with a GPA of 3 . 5 or higher in 2009. This has meant that

significantly more students received Latin Honors or College Honors than not, a

tendency that has inverted the pyramid that should measure student achievement.

This inversion is strikingly evident in the numbers for Latin honors : in May 2009,

1 1 .26% of seniors in Arts and Sciences graduated SCL, 8 .9% MCL, and 4 . 1 4%

CL. Data from the college office show that these numbers are not an aberration,

but part of a regular pattern that has been building for over ten years.

3 . Proposal for Solving the Problems

The Arts and Sciences curriculum committee believes that this state of affairs is

not acceptable. Rather than proposing a temporary solution (an upward

adjustment of GP A levels), the committee would like to propose a more durable

solution involving percentages. The goal is to restore the value and meaning of

Latin and College Honors .

a) For Latin Honors, the committee proposes that the top 3% of students receive

SCL; the next 7% MCL; the next 1 0% CL.

b) For College Honors, we propose that the next 1 5% of students qualify.

4 . Effects of the Proposal

The committee ran a test based on the class that graduated in May 2009 (864

students) :

a) The test showed the following results (cut-off points adjusted for GPA) :

• 28 students would have received SCL (3%) • 6 1 students would have received MCL (7%) • 1 00 students would have received CL ( 1 0%) • 1 32 students would have received College Honors ( 1 5%)

Page 23: Washington University in Stfacultyminutes.artsci.wustl.edu/files/facultyminutes/2010-04-27Materials.pdfWashington University in St.louis ARrs & SciENCES Gary S. Wihl Hortense & Tobias

• A total of 32 1 students out of 864 (37%) would have received some kind of college honor.

b) The occasionally difficult negotiations about Latin Honors between

departments (who wish to reward students who have done exceptional honors

works) and the college (which has to pay regard to the GPA) would fall away.

c) In part because of these difficulties, many departments have already instituted

levels of distinction that allow them to reward students that have done

excellent honors work even if their GP As do not match the level of honors

work (these distinctions appear on the student transcript) . The curriculum

committee would inform those departments who have not adopted this system

about the advisability of doing so.

5 . Comparison of the Proposal with other Institutions

The curriculum committee considered the academic environment in which such a

proposal would appear. For example, among top colleges and universities, Rice,

Harvard, Barnard, and Stanford have instituted percentage cut-offs . At

Washington University, the Olin Business School awards SCL to the top 5% of

undergraduates and MCL to the next 1 0% (CL is not awarded) . The School of

Engineering currently applies the GP A as a standard for honors. Because of the

problems this has created, the school is planning to switch to a percentage-based

system in 20 1 01 1 1 . In the Sam Fox School, a percentage system is in place (the

top 1 % graduate SCL, the next 2% graduate MCL; students with a minimum GP A

of 3 . 5 receives Eliot Honors [equivalent to College Honors]) . The committee

believes that the proposed change fits well into the current academic environment.

6 . Implementation of the Proposal

The proposal would be implemented for the next incoming class .
