Salem Spring Subdivision – Permit

Ken Schwartz, Superior Township Supervisor, stated that Superior Township is in strong opposition of the Road Commission granting a sewer permit for Salem Springs Subdivision. This would permit approximately 8 miles of sewer throughout Superior Township which will pose increased responsibility on Superior Township.

Boland Corridor

Pamela Greenleaf Hagen stated her opposition to the Border to Border path going through the front of her property and stated that many other residents are also not in favor of this path going in front of their properties.

Retirement Resolution of Public Service – Harold (Charlie) Chumney

WHEREAS, Harold “Charlie” Chumney has served as a valuable employee of the Washtenaw County Road Commission from October 14, 1993 through October 15, 2018; and has elected to retire on October 15, 2018 to enjoy time with his friends and family; and

WHEREAS Charlie Chumney, in his role as Heavy Truck Driver, has exhibited an exceptional work ethic and steadfast dedication to duty as a Heavy Truck Driver on the State Trunkline, District 2 and 5 Crews. Throughout his 25-year career, Charlie Chumney was an exemplary employee who was always willing to help no matter how bad the weather was or how late the call came, the Road Commission could always count on Charlie. His work has greatly benefited everyone who worked with him, the citizens of Washtenaw County and the traveling public; and

WHEREAS, in having provided 25 years of faithful and skillful service to the Washtenaw County Road Commission, we know he will be greatly missed.

BE IT FURTHER RESOLVED that we, the Washtenaw County Board of Road Commissioners, thank, acknowledge and commend Charlie Chumney for his dedicated service, and wish him continued good health and happiness and success in all his future endeavors.

Whitmore Lake and Stein Roads Encroachment Removal Order

RC18-332 R. Green moved, B. Fuller seconded

WHEREAS, fill material resulting in a drainage restriction is present at the property of I- 09-08-100-002 (northwest corner of Whitmore Lake Road and Stein Road), in the northwest quarter of Section 8 in Ann Arbor Township, and,

WHEREAS, Stein Road is a 66-foot-wide County road and the action taken by the property owner has created a drainage restriction located within the road right-of-way, and

WHEREAS, in the opinion of the County Highway Engineer, this drainage restriction is a detriment to the public roadway, and

BE IT RESOLVED that the Washtenaw County Board of Road Commissioners orders that the drainage restriction be removed thirty (30) days after service of this Order to the conditions prior to the placement of the fill by the property owner.

BE IT FURTHER RESOLVED that if this drainage restriction is not resolved within thirty (30) days by the property owner, the fill material will be removed after thirty (30) days by the Washtenaw County Road Commission in such a manner as to cause the least damage to the property or loss to the owner and shall recover from the owner the cost and expenses of such removal as authorized by Statute.

4450 Valentine Road Encroachment Removal Order

WHEREAS, a woven wire fence, posts and gates encroach in the Valentine Road right of way upon a parcel commonly referred to as 4450 Valentine Road, Whitmore Lake, in Section 11 of Webster Township, tax parcel number C-03-11-300-018, and,

WHEREAS, Valentine Road is a 66-foot-wide county road and encroachments exist within two feet of the traveled way, and

WHEREAS, in the opinion of the Director of Operations, the encroachment is detrimental to maintenance of the public roadway, and

THEREORE BE IT RESOLVED that the Washtenaw County Board of Road Commissioners order that encroachments be removed from within the Valentine Road right of way upon said parcel thirty (30) days after service of this Order.

BE IT FURTHER RESOLVED that if this encroachment is not resolved within thirty (30) days by the property owner, the woven wire fence, posts and gates will be removed after thirty (30) days by the Washtenaw County Road Commission in such a manner as to cause the least damage to the property or loss to the owner and shall recover from the owner the cost and expenses of such removal as authorized by Statute.

Commissioner Doug Fuller attended a SEMCOG event last Friday on workforce training. One presentation was made by a Ford representative in charge of training initiatives for Ford Motor Company.

Commissioner Rodrick Green

Commissioner Rod Green attended the SEMCOG meeting on September 28th. The WCRC was featured on a study of roundabouts. On October 1-14, SEMCOG will be having a traffic safety campaign.

MANAGING DIRECTOR’S REPORT Work Stoppage Update – Michigan Infrastructure Transportation Association (MITA) and Operating Engineer’s Local 324 Sheryl Siddall, Managing Director, reported that there has been a temporary agreement between MITA and the Operating Engineers Local 324 to resume work and complete projects through the 2018 season. Ms. Siddall stated that most projects impacted by this work stoppage are now resuming. Textile Road Project Sheryl Siddall stated that although the vast majority of projects have resumed from the work stoppage, this work stoppage has put the Textile Road project behind schedule. The Textile Road project is a complete reconstruction of 2 miles of road. Ms. Siddall stated that we are working with MDOT on this project to determine how far the contractor can get with construction on this project for this year. The Road Commission and MDOT must determine if this road can be safely opened if not complete and who will be performing winter maintenance on this road. There is also a concern regarding the cost for winterizing this project. WCRC Community Engagement Policy and Procedure presentation Sheryl Siddall reported that she and Emily Kizer, Public Relations Manager, attended the Washtenaw County Board of Commissioners Working Session to present the WCRC Community Engagement Policy and Procedure and provide an update on millage work. Road Sub-Committee Meeting The first Roads Subcommittee meeting with new members will be held on November 1st.

STAFF REPORT – 9-10 to 9-23-18

Jim Harmon, Director of Operations

• On September 20th, Jim Harmon attended the annual disaster relief exercise. • The Quarterly Blood Drive was held last week at the Road Commission. • Jim Harmon provided a project update sheet. • The Bemis Road Culvert between Fosdick Road and Warner Road was successfully placed

today. Crews are continuing work and Bemis Road should reopen by early next week weather dependent.

Brent Schlack, Assistant Director of Engineering

• Mast Road is now reopened. • Harris Road is scheduled to open this week, weather dependent. • Bemis Road and Moon Road will be paved and reopened soon. • Dennison Road was closed on Monday for bridge repairs. This project should take

approximately 30 days to complete. • Sharon Valley Road Bridge – staff is working with MDOT for proper fixes to the

underground water issues at this location. • Pavement markings for chip sealed roads is scheduled for this week. • Engineering is planning for 2019 projects.

Dan Ackerman, Director of Finance & IT

• Michigan Transportation Fund Receipts is projected to be a little over $27 million.

Finance Report • Tracy Balkwell, Finance Clerk is currently out on maternity leave. The Finance

Department is covering her duties while she is out. Lori Hackbarth, Payroll Clerk, has been handling a large majority of Tracy’s functions and Tiffany Lobbestael, Operations Clerk, has also been assisting the Finance Department.

• Staff is working on the budget for 2019 projects.

IT Report

• Staff is working on cell phone upgrades. • The fuel master database was recently updated. • The SAW Grant is providing some funding for new laptops

A. CONSENT ITEMS

1. Retirement Resolution of Public Service – Randall (Randy) E. Uhr Staff is requesting the Board to present Randy Uhr, Assistant Storekeeper, a Retirement Resolution of Public Service. Mr. Uhr began his full-time employment with the Washtenaw County Road Commission on October 14, 1993, as a Heavy Truck Driver on State Trunkline and then transferred to District 4. After 10 years as a Heavy Truck Driver, Mr. Uhr transferred to the Shop to serve as the Assistant Storekeeper where he has been an invaluable source of knowledge and experience. Mr. Uhr has chosen to retire on October 24, 2018. Staff is requesting that the Board present Mr. Uhr with a resolution to recognize, commend and thank him for his 25 years of outstanding, dedicated public service to the Road Commission and citizens of Washtenaw County.

PROPOSED MOTION:

WHEREAS, Randall E. Uhr has served as a valuable, full-time employee of the Washtenaw County Road Commission from October 14, 1993 through October 24, 2018; and has elected to retire on October 24, 2018 to enjoy time with his family and friends; and

WHEREAS Randall E. Uhr has provided over 15 years of knowledge and experience as the Assistant Storekeeper and prior to that dedication to duty, he provided active participation as a Heavy Truck Driver on the State Trunkline and District 4 Crews which has greatly benefited the Road Commission, the citizens of Washtenaw County and the traveling public; and

WHEREAS, in having provided 25 years of faithful and valuable service to the Washtenaw County Road Commission, his presence will be greatly missed.

2. Capital Equipment Purchase Authorization – Four Western Star 4700SB Truck Cab/Chassis

Staff is requesting the Board authorize the purchase of four (4) new 2020 model year Western Star 4700SB truck cab and chassis from D & K Truck Company of Lansing, Michigan using the State of Michigan MIDEAL purchasing program (MIDEAL Contract # 071B6600119). In accordance with the attached quotation from D & K Truck dated September 25, 2018, the cost per unit is $119,710.00 for a total cost of $478,840.00 for all four units. Component upfitting will be presented for Board approval separately also using the State of Michigan MIDEAL Purchasing Program. This purchase authorization is planned for the FY2019 budget for road equipment capital outlay.

PROPOSED MOTION: that upon the recommendation of the Director of Operations and the concurrence of the Managing Director, the Board hereby approves the purchase from D & K Truck Company, 3020 Snow Road, Lansing, Michigan, 48917 through the State of Michigan MIDEAL purchasing program of four (4) new model year 2020 Western Star 4700SB truck cab and chassis for the total cost of $478,840.00.

3. 2019 Capital Equipment Purchase Authorization – Four Western Star 4700SB Truck Upfitting

Staff is requesting the Board authorize the purchase of component upfitting for four (4) new 2020 model year Western Star 4700SB truck cab and chassis from Truck & Trailer Specialties, Inc. of 1200 Victory Drive, Howell, Michigan, 48843 using the State of Michigan MIDEAL purchasing program (MIDEAL Contract # 071B5500010). In accordance with the attached quotation from Truck & Trailer Specialties dated September 29, 2018, the total cost is $634,014.00 for all four units. This purchase authorization is planned for the FY2019 budget for road equipment capital outlay.

PROPOSED MOTION: that upon the recommendation of the Director of Operations and the concurrence of the Managing Director, the Board hereby approves the purchase from Truck & Trailer Specialties, Inc., 1200 Victory Drive, Howell, Michigan, 48843 through the State of Michigan MIDEAL purchasing program of component upfitting for four (4) new model year 2020 Western Star 4700SB truck cab and chassis for the total cost of $634,014.00.

4. Cavanaugh Lake Road – Final Plan

Cavanaugh Lake Rd over Mill Creek Consolidated is located in Section 11 of Sylvan Township. The work will consist of a full replacement of the structure, approaches and guardrail. The project is funded through Surface Transportation Urban Program (STU) at 80% for the construction costs. The 20% local match for the construction costs will be the responsibility of the WCRC. The project has been completed pursuant to MDOT policies and procedures.

PROPOSED MOTION: that upon the recommendation of the Director of Engineering and the concurrence of the Managing Director/County Highway Engineer, the Board hereby approves the final plans, specifications and estimate at approximately $330,000.00 for the structure replacement at Cavanaugh Lake Rd over Mill Creek Consolidated in Section 11 of Sylvan Township.

5. Payroll & Bills for October 3, 2018

Staff is requesting the Board to approve the payment of payroll and bills for October 3, 2018.

PROPOSED MOTION: the Board hereby approves Voucher 10318 totaling $267,530.48 for payroll of October 3, 2018, and Voucher 10319 totaling $1,677,677.24 in payment of bills for October 3, 2018.
