I would like to welcome you to Lincoln, Nebraska for the WASHTO Construction and Materials Committee’s annual conference! We are excited to host an event that brings transportation professionals from across the WASHTO states to exchange best practices, new technologies, and ideas for both highway materials and highway construction and inspection activities.

Since last fall, our planning committee has been developing a program that will provide opportunities to delve deeper into diverse topics of interest. For example, the session on real-time testing using thermal imaging will examine the latest GPR technology, offering quicker turnaround and cost savings for inspectors and paving crews. Another session, on eConstruction, will share insights on the many benefits realized from the integration of digital technologies into business/construction operations. Added into the mix are breakout sessions and selected construction and materials topics. This is just a sampling of what you can look forward to over the next several days.

Our hope is that this will serve as a springboard for conversations, both over the next several days and after you return home to engage with your colleagues. This peer exchange continues to be the driving force behind innovations and advancements in transportation technology.

If you have attended WASHTO conferences in the past, you are aware of the opportunities the event provides to build professional relationships. CHARLIE BAUERConstruction Staff Engineer | Wyoming Department of TransportationCharlie Bauer has spent last 6 years working on Construction Staff in Cheyenne overseeing the implementation of Construction Management Software in addition to other staff duties associated with being liason/mediator with the Wyoming Contractor Association and the department. Prior to his time in Cheyenne, he was Resident Engineer for 13 years in Evanston and Project Engineer in Kemmerer.

FRED BEALMDT Construction | Montana Department of Transportation Fred Beal is a Professional Civil Engineer who has been employed by the Montana Department of Transportation since 2004. His primary duties involve oversight and support of construction inspection of bridge work across Montana however he has been closely involved with MDT’s UAS program since it began in 2016. He continues to research and test new UAS applications for MDT.

JOHN BILDERBACKEngineer Manager | Idaho Department of Transportation John Bilderback is the WASHTO Construction/Materials Committee Chair. He is the State Construction and Materials Engineer for the Idaho Transportation Department’s (ITD), a position he has served in since 2015. He is the direct liaison between the AGC, ACEC, FHWA, 6 ITD districts, and 2 local highway agencies regarding construction and materials within Idaho. He has undergraduate degrees in engineering from the University of Nebraska-Lincoln (GO HUSKERS!) and a degree in business from Montana State University-Bozeman.

CHRIS CHRISTOPHERDirector of Construction Division | Washington State Department of TransportationChris Christopher is the WASHTO Construction/Materials Committee Vice Chair. He began his WSDOT career in 1992 after graduating from Saint Martin’s College in Lacey, WA. He has worked in Hydraulics, a Construction Field Office and as a Region Traffic Engineer. In 2003, Chris became the State Maintenance Engineer, a position he held for 6 years before becoming the Director of the Maintenance Division in 2009. In 2015, Chris became the Director of the Construction Division, the position he currently holds today.

During his tenure in Maintenance, Chris had the privilege of serving on the WASHTO Committee on Maintenance, both in the capacity of Vice Chair and Chair. He also served as the Vice Chair of the AASHTO Subcommittee on Maintenance for 5 years. A career highlight for Chris has been the opportunity to develop close working relationships with his peers from around the country as he has participated in both WASHTO and AASHTO events. He looks forward to that same opportunity by being a part of the WASHTO Committee on Construction.

MIKI ESPOSITODirector | City of Lincoln Transportation and UtilitiesMiki Esposito is the Director of Transportation and Utilities for the City of Lincoln. She began her career as an attorney for the State of Nebraska Department of Environmental Quality specializing in Environmental and Natural Resources Law. In 2006, she joined the City Attorney’s Office. After a temporary post as Senior Policy Aide to Mayor Beutler, Miki took a position as Compliance Administrator for the Department. She served in that role until being appointed Department Director in 2012. She is a graduate of Washburn University School of Law and received a bachelor’s degree in biology at Baker University.

GINA GALLEGOSDirector of Construction Division | Texas Department of TransportationGina E. Gallegos, P.E., oversees the functions of the Construction Division, which include contractor prequalification, statewide highway improvement contract letting, bid analysis, and providing technical assistance, training, and expertise related to administration of the highway improvement construction program.

Gallegos began her career at TxDOT in 1994 as an engineering assistant with the Bexar Metro Area Office in the San Antonio District. She rotated as a young engineer through various sections such as design, lab and construction. In 2006, Gallegos was appointed Area Engineer for the Bexar Metro Area Office. In 2007, she was appointed Area Engineer for the Bexar County Area Office, which combined the Bexar 410 Area Office and the Bexar Metro Area Office. In 2010, Gallegos became the Director of Construction over a 12-county area in the San Antonio District. In November 2017, she became the director of the Construction Division.

Gallegos is a recipient of the 2016 Innovative Transportation Solutions Award and the 2017 Gibb Gilchrist Award.

Gallegos graduated from Texas A&M University with a Bachelor of Science in civil engineering in 1993 and earned her license as a professional engineer in 2001.

JIM KNOTTConstruction Division Engineer | Nebraska Department of TransportationJames (Jim) J. Knott started his 38-year career as a Civil Engineer for the Nebraska Department of Transportation (NDOT) following his graduation from the University of Nebraska – Lincoln in 1980 with a Bachelor of Science degree in Civil Engineering. He is a registered Professional Civil Engineer. His career at NDOT has included serving as District 6 Construction Engineer, District 7 Engineer, the State Roadway Design Engineer, and currently as the State Construction Engineer. Jim was a member of Subcommittee of Design from 2004 to 2016. Jim currently serves as the Secretary of the WASHTO Committee for Construction/Materials.

MATT KURLEGeotechnical Coordinator | North Dakota Department of TransportationMatt Kurle is a 2006 Graduate of North Dakota State University where he attained his Bachelor of Science Degree in Civil Engineering. He began his career as an Construction Engineer for the NDDOT working on projects near Minot and Devils Lake. He started working in the Geotechnical Section in 2008 developing recommendations for roadway embankments, structure foundations, and landslide mitigation. Currently Matt is the NDDOT Geotechnical Coordinator working with the Geotechnical Team to refine their work processes while integrating new and existing technologies to improve work flow.

STEPHEN LANIAssistant Construction Engineer | Nevada Department of TransportationStephen Lani is the Assistant Construction Engineer for the Nevada Department of Transportation, and a Licensed Professional Engineer in the State of Nevada. He has been with the Department for over 25 years, including: 4 years as the Assistant Construction Engineer, 10 years as a Resident Engineer, 7 years as a Constructability and Construction Manager, and 5 years in materials and pavement design. Stephen is a fourth generation Nevada native who obtained his BSCE from the University of Nevada, Reno.

He and his lovely wife Susan have been married for 27 years. They have two sons: Nicholas who’s in the second year of his DVM at Washington State, and Todd who’s a Junior at University of Utah majoring in Ballet and Business. They enjoy anything that gets them family time and outdoors, including archery, hiking, hunting, fishing, skiing, backcountry adventures, and work on the family’s ranch.

MICHELLE PAGEState Construction Engineer | Utah Department of TransportationMichelle Page has been with the Utah Department of Transportation for 21 years, spending the last 15 years in construction where she has been involved in digital delivery of 3D models for the Department, Central Advertising & Civil Rights, and statewide construction standards. She has a background in innovative contracting and deploying a number of innovative technologies. When not at work she enjoys spending time with her husband and two Alaskan Malamutes exploring the great outdoors.

ROBERT (BOB) REAFlexible Pavements and Quality Assurance Engineer | Nebraska Department of TransportationRobert is a University of Nebraska – Lincoln Graduate, born and raised in Ralston, Nebraska in a family of 11. He has worked in the Heavy-Highway Industry for 33 years in both publicand private positions, with most of his tenure with the Nebraska Department of Transportation.

He has been privileged to hold positions at NDOT at the District One Headquarters as a Project Manager and Local Assistance Engineer and in Materials and Research as the Pavement Design Engineer, PCC Engineer, and currently as the Flexible Pavements and Quality Assurance Engineer.

He recently became a grandpa and enjoys spending time with his grand-daughter teaching her how to fish, build sand castles, boating, and building things, but she is only 1.

SALLY REEVESState Construction Engineer | New Mexico Department of TransportationSally Reeves is the State Construction Engineer for the New Mexico Department of Transportation. She is a licensed Professional Engineer in New Mexico and has spent the last 13 years of her career working with the New Mexico Department of Transportation. She is a member of New Mexico’s prequalification team that is responsible for ensuring consistent implementation of the prequalification program throughout the state.

MIKE REYNOLDSHighway Quality Assurance Manager | Nebraska Department of TransportationMike Reynolds is the Highway Quality Assurance Manager in northeast Nebraska. He began his career with NDOT as a Construction Technician in 1997 and was promoted to Quality Assurance Manager in 2005. Prior to working at NDOT, Mike was a Project Superintendent for a state highway grading contractor.

KYLE SCHNEWEISDirector | Nebraska Department of TransportationKyle Schneweis has served as the Director of the Nebraska Department of Transportation (NDOT) since May of 2015 after being appointed by Governor Pete Ricketts. Since that time, Schneweis has led the agency’s more than 2,100 employees in building and preserving the Nebraska transportation system.

Schneweis brought his extensive experience from both the public and private sector to NDOT, and has promoted customer-focused and data-driven approaches to preparing the State of Nebraska to meet the transportation needs of Nebraskans in the 21st century.

Under his leadership, NDOT has emphasized transparency and stakeholder engagement with community and industry partners as the department has made strategic transportation investments to grow Nebraska’s economy.

Director Schneweis earned his civil engineering degree from the University of North Dakota and is a licensed professional engineer in Nebraska and Kansas. He and his wife Laurel are parents to two boys, Mazlo and Karver.

MICK SYSLOMaterials and Research Division Engineer | Nebraska Department of TransportationMick Syslo is a registered professional Civil Engineer and is currently the Nebraska Department of Transportation’s State Materials and Research Engineer.

He is a native to Nebraska and grew up in a farming community in east-central part of the state. His bachelor of science degree was obtained at the University of Nebraska – Lincoln.

Upon completion of his degree, he started with the Nebraska Department of Transportation (Roads) and spent his first 10 years in the Roadway Design Division. He then moved to the Materials and Research Division where he has been for the last 15 years of his career. In his free time he enjoys riding his motorcycle and camping with his beautiful family.

MARK TRAYNOWICZBridge Division Engineer | Nebraska Department of TransportationMark Traynowicz is the State Bridge Engineer for the Nebraska Department of Transportation. Mark’s career with the Department includes experience in bridge design, geotechnical engineering, research program, and construction management. He has been in his current position since December 2008.

JOSEPH WERNINGDivision Administrator | Federal Highway Administration, Nebraska DivisionJoseph A. Werning was appointed Division Administrator for the Federal Highway Administration’s (FHWA) Nebraska Division on August 18, 2008. In this capacity, Mr. Werning serves as the principal representative of the Federal Highway Administration and is responsible, along with his staff, for administering the Federal-aid highway program in Nebraska.

He is responsible for providing leadership and guidance to state, local, industry, and academic officials in the identification of transportation needs and priorities that, when implemented, carry out national transportation and safety program goals. He is also responsible for establishing Division office goals and objectives that will meet the agency’s strategic vision while maximizing available resources.

Mr. Werning earned a bachelor’s degree from the University of Maryland, College Park. For the past 29 years, Joe has held numerous professional positions with FHWA throughout the country, with a private engineering firm and for a county government. Over the years, Joe has received numerous performance awards, including the FHWA Administrator’s Award for Superior Achievement.

Joe resides in Lincoln, Nebraska with his wife, Sophia, and has four grown children.

KURT WILLIAMSState Materials Engineer | Washington State Department of TransportationKurt Williams is the State Materials Engineer for the Washington State Department of Transportation, in Tumwater, Washington, where he manages the Testing Laboratories, Fabrication Inspection, and Quality Assurance sections at the Washington State Materials Laboratory. He holds Bachelor of Science and Master of Science degree in civil engineering, and is a registered professional engineer in Washington State. Kurt has more than 30 years of experience in transportation engineering and worked in a variety of positions that provide a background in materials, construction, design, planning, and structures. Kurt enjoys spending time with his family and hiking and bird watching with his wife in the Pacific Northwest.

In mid-March of this year, Nebraska experienced blizzards on the west end of the state, heavy rainfall on the east end, and a mix in the middle of the state. The rain, quick snow melt from a deep layer of existing snow, and frozen ground resulted in flooding that essentially closed most roads and highways in the eastern third of Nebraska. This presentation will show the devastation, how we reacted to it, and what we are doing as we move forward (there is a long way to go).

WSDOT is in the beginning of a process to replace approximately 500 culverts by the year 2030 that are barriers to fish passage. The estimated cost to complete this work is expected to exceed $3.5 billion. The presentation will describe the issues and share the unique opportunities this challenge provides.

ND 73 - Drilled Shaft & Infiltration Trench Landslide Stabilization Matt Kurle, North Dakota Department of Transportation

In the spring of 2011 a landslide caused a road closure on ND Highway 73 approximately 30 miles east of Watford City. An attempt to repair the roadway in 2012 proved to be unsuccessful and led to the discovery of a much larger landslide mass. This presentation provides discussion of the ND 73 permanent slide stabilization project contructed in 2018-2019 including site investigation, characterization, monitoring, design, modeling, and construction inspection.

NMDOT Performance-Based Contractor PrequalificationSally Reeves, New Mexico Department of Transportation

In January of 2015, New Mexico Department of Transportation implemented a performance based pre-qualification program that is intended to reward good performing contractors and encourage poor performing contractors to improve. The program is meant to determine a contractor’s “responsibility” by measuring performance factors. The performance factors are reported upon the completion of all construction projects and the data is utilized to calculate annual pre-qualification factors. These pre-qualification factors are then used at the time of bid to evaluate each contractor’s bid in determining the lowest “responsible” bidder. This can result in a change in the order of bidders.

Increasing Pavement LifeKurt Williams, Washington State Department of Transportation | Regents Ballroom DEFIn close coordination with industry, WSDOT embarked on a process in 2017 to increase the overall lifecycle of its HMA pavements by focusing on density, oil content, and compaction bonus. The initial results are promising, and, if successful, will result in significant long term cost efficiencies for the agency.

RAP Incentive in HMABob Rea, Nebraska Department of Transportation | Regents Ballroom DEF

The NDOT utilizes an incentive system to optimize the use of RAP materials in its asphalt mixes for both economy and environmental stewardship. Since its inception in 2008, the NDOT recycles 100% of its asphalt millings and saves an average of $37 Million annually. Over the past 10 years approximately 400,000 tons of liquid petroleum crude oil and 7,000,000 tons of aggregate have been recycled and likewise reduced the consumption of raw materials. NDOT will provide an overview, history and details on how this incentive program works.
