PRESIDENT’S MESSAGE
Welcome to the Washington Association of Sheriffs and
Police Chiefs’ 2018 Fall Training Conference at Campbell’s
Resort on Lake Chelan.
As WASPC’s new President for 2018-19, I am pleased that we are able
to host the conference in Chelan County once again this year to
showcase Central Washington’s beautiful landscape. I have always
found the fall conference to be a very worthwhile commitment of
time and a great opportunity to make valuable personal connections
with fellow law enforcement executives. The conference gives us an
opportunity to network, to share information, and to discuss
important topics and formulate policy decisions moving forward.
WASPC has a wealth of knowledge at your disposal to mentor and develop your command staff, and we
encourage their participation as associate members. WASPC committees are at the core of the Association
and represent years of combined knowledge from Chiefs, Sheriffs, Corrections Chiefs and Jail Managers,
and other law enforcement professionals. Most of WASPC’s committees meet here at the conference.
Please take the time to attend as many as you are able. And, if there is one that you’d like to become a
member of, no invitation is necessary!
Agenda highlights for the 2018 Fall Training Conference include a training session Tuesday on Denied
Firearms Transactions. On Wednesday will be a very timely session by Dr. Bryant Marks, Sr. on “The
Hidden Bias of Good People: Implications for Sheriff and Police Departments and the Communities They
Serve”. On Wednesday afternoon, a session of great importance to all of us in law enforcement are line
of duty deaths of our fellow officers. Panelists will discuss their experiences, what was unexpected, lessons
learned, and what others need to know.
This fall’s conference is a first for us in that we are not providing hard copies of the program. It is available
for download on WASPC’s website, if needed. We have a very user friendly, fully featured app that
includes everything you need to stay up to date on the conference. It is available for download from your
app store for Windows, iOS, and Android operating systems. We encourage everyone to try it.
It is my hope that you will find the 2018 Fall Training Conference to be time well spent. Please take
advantage of all the conference has to offer to make the most of your experience here.

WASPC AWARDS The Gene Cotton Award is the Washington Association of Sheriffs and Police Chiefs’ highest honor. The award
is exclusively reserved for public officials whose public service careers have been dedicated to the creation of
outstanding public safety policy in Washington State and whose achievements and dedication are commonly

The Shanahan-Deveny President’s Award of Excellence is given to law enforcement administrators who
exemplify the highest traditions of excellence within the law enforcement profession. Award recipients possess
an in-depth knowledge and skill which allow for success to be achieved in regard to a complex issue facing
WASPC; understand that partnerships must be developed to allow for collaborative relationships which
generate constructive input; and possess strong effective leadership allowing for the group dynamic to provide
the solutions for the initial complex issue which expands the parameter of the WASPC organization, changes
lives, therefore individuals, the profession and the public we serve.
