Water Playground Proposal

1. BackgroundThe Shire of Boyup Brook is working towards installing a water playground splash pad at the Boyup Brook swimming pool. This is an exciting project which requires a significant investment of approximately $130,000.00 including "in kind" from the Shire and the community for landscaping.

Water Playgrounds are not only fun for the children they also offer physical, social, sensory and cognitive enhancement for participants using them. The benefits of this type of facility are:

The zero depth water provides a safe, very low risk, play environment bringing together people of all ages.

It is a sustainable and eco-friendly option using "repurposed" water. Unscripted play stimulates imagination and creativity for children. It encourages the physical, functional and social development in children of all abilities.

2. Splash pad recommendationThe Shire has investigated various suppliers and the only suitable quote for the design and construct of the Water Playground for the Boyup Brook Swimming Pool was from Tropical Pools.

The Tropical Pools proposal includes:

2.1 The construction of Water Playground concrete pad:

Construct concrete pad designed to allow a feature area of 78m2 with oxide to provide “fun” colour finish.

Encase all pipework in concrete. Hydrostatic testing of all pipework.

2.2 Water Playground features:

Supply and install:

304 stainless steel Vortex Aqua Dome No.2 (figure 3) Vortex Sea Silhouette Turtle (figure 4) Vortex Frog No.2 (figure 5) uPvc Jandi Tunnel (figure 6) Fountain (figure 7) Jelly Sprays (figure 8) as detailed in splash pad layout drawing.

Vortex Features installed using Safeswaps bases so features are easily removed and are all interchangeable. Supply and install leaf catcher to Splashpad.

2.3 Water Treatment Plant:

Supply, install, test and commission electrical control for Water Playground. Supply install test and commission Filtration and Water Treatment Plant including but

not limited to;o Recirculation Pump, Feature Pump, Flow Switches, Sand Filter, Chemistry

Controller.o Supply and install underground poly balance tank (Principal to provide excavator

to assist with lift).o Connection to existing backwash tank.

2.4 Splash pad layout

3. Proposed splash pad locationThe Splash pad requires a flat area 13m long and 6m wide. The proposed location for the Water Playground is where the swimming pool BBQs are currently located. This provides easy access to the children's splash pool and is away from the deep diving pool. The zero depth water provides a safe, low risk play environment and cameras could be mounted to monitor the area. As always, it would be the parent's responsibility to ensure the safety and wellbeing of their children. The BBQs could be relocated

and incorporated into a disability access ramp on the opposite side of the pool. See figure2 below for proposed location.

4. Cost summary

$120,000.00 excluding GST

The Shire has committed $100,000.00 to this project ($36,000.00 of its own funds and $64,000.00 of grant funds from the Department of Local Government, Sport and Cultural Industries, formerly Department of Sport and Recreation);however, this still leaves the project $20,000.00 short plus in-kind for landscaping to make this project a reality for the community.

5. Lotterywest Grant

To cover the $20,000 short fall the Shire of Boyup Brook will apply for a Lotterywest Grant.

The Shire requests that community groups and/or key stakeholders act as a referee for the grant application.

The Lotterywest Outdoor Community Spaces Grant help create spaces for people to come together and take part in activities that benefit their well-being. The splash pad is a safe, secure and affordable space that is open to the whole community, and would also be accessible and usable for people of all abilities. It would encourage the whole family to enjoy the pool, increase physical activity and be of great community and social benefit. This supports the Shire's Strategic Community Plan 2013 - 2023 social goals of:

Strengthen community participation, interactions and connections; and, Build and strengthen an active and vibrant community.

It is for these reasons and for the general benefits to the community (noted above under the heading Background) that we believe that the community would provide support and provide references for this fantastic community and recreational development project.
