1.0 Introduction
Lossimingori village community and MPDO-LARETO is grateful to welcome Roshan
Kaderali and Peter Brown for visiting again to Losimingori village to see the progress of
the project funded by Global partners for Development. This is the report of Lossimingori
village water pipeline rehabilitation project. This project was funded by Global Partners
for Development and implemented by MPDO-LARETO and the report covers the period
from 2007 to June 2010. Activities undertaken included introduction of project objectives
to concerned villages including planning and division of roles between MPDO-LARETO
and villagers; training of village water committees on proper water and infrastructure
management; excavation of pipeline trench and backfilling; removal of old pipes and
laying and fitting of new pipelines ; construction of domestic water point; domestic water
analysis to ensure water safety; and supply of durable water containers (250 Ltrs each)
for women home use.
MPDO-LARETO Background
Maasai Pastoralists Development Organization (MPDO - LARETO) is a Non-
governmental Organization formed in 2002 and formally registered in 2005 under the
Ministry of Home Affairs with registration No. 13284. Its headquarters are based in
Losimingori village, but having its communication office in Arusha City. MPDO-
LARETO was formed to with the objective of facilitating community development
initiatives through capacity building and awareness creation in all sectors of
development. The area of operation currently being Monduli District in the villages of
Naiti, Lendikinya, Losimingori, Mbuyuni, Lepurko, Mti-minoja, Lashaine, Arkaria,
Esilalei, Oltukai and Arkatan village. LARFTO is a Maasai word which means
"community self-help". The organization was formed after the realization that the Maasai
pastoral community especially in Monduli District are lagging behind in all aspects of
development when -compared to other ethnic groups in Tanzania as well as in this
modernized world.
2.0 Background to the project
Lossimingori village is one of the villages in Monduli District and is located in Sepeko
ward about 75kg from Arusha City. Previously in this project village there was an old
water scheme which was used by different water users according to their granted water
right. As the water scheme is old while many people need enough water for both
domestic and livestock use, then there was a need to rehabilitate the water scheme to
ensure reliable, clean and safe water supply to the village. Community members
approached MPDO-LARETO for support in which Global Partners for Development
funded the project from 2007.
3.0 Planned and Realized Activities
The main project activity was to rehabilitate and improve water system in Lossimingori
village. The following activities were realized during project implementation to include:
1. Excavation of pipeline trench and backfilling. Community members
contributed their labour to accomplish this work as seen from the photo
below.
2. Removal of old pipes and laying and fitting of fifty (5) new pipelines (see photos below)
3. Construction of Orkisima domestic water point. This point was constructed in order to
separate the former single place in which human and livestock get water together see
photo below of Orkisima domestic water point.
4. Domestic water laboratory analysis. Water analysis was requested by villagers
and partners (MPDO & Global Partners) in order to know and be sure of water
safety. The analysis (physical, chemical and bacteriological examinations) was
done by Arusha Urban Water Supply and Sewerage Authority (AUWSA) and the
final remarks and recommendation was that in accordance with the analysis the
water was accepted for human consumption.
5. The village water committee members were trained. The committee was trained
on proper water management, water user charges. Awareness was also done to
communities which helped them to conserve the water dams by planting sisal
seedlings around the banks of water dams.
6. Supply of 26 durable water containers (250 Ltrs each) for women was made to
help them store enough water for home use instead of paying a number of visits to
domestic water point therefore served their time for other purposes.
4.0 Benefits of the project to the village
After the implementation of the project the following benefits were realized by
Lossimingori villagers and their neighborhood to mention some:
Time served resulting from reduced distance to water point;
Increased water availability as a result of replacing old water pipes which used to
waste water through leakages;
Women, children and older people can now fetch water at near domestic points;
Safe. and clean water reduced water borne diseases especially for infants and
children all together therefore, improved community health;
Increased water for livestock use and separated domestic water point from
livestock watering .places (cattle troughs);
Community awareness raised on clean and safe water and water user charge.
Community members were ready and have contributed their efforts for water dam
rehabilitation;
Reduced water conflicts between human and livestock and between community
members when accessing water.
5.0 Sustainability of the project
The project is sustainable from the fact that the village water committee members were
trained on water system maintenance, water quality testing, and water management and
water fund management for sustainability of the project. The money from opened village
water bank account will also help to meet all required expenses for the water project
maintenance and minor repairs however, from training and awareness to communities on
the importance of their contribution to the project they will contribute towards running of
the project therefore; we believe that the project will sustain itself for the long run.
6.0 Recommendations
1. Still renovation is required to accomplish the project. About 1896 miters or about
312pcs of water GS pipes needed.
2. Supply of additional 100-200 water containers (2501ts) is required for village
women,
3. At sub-village level training is needed for village members to be aware and able
to elect proper and capable individuals in the coming election of new village
water committee; also trained on proper use and management of water funds etc.
4. More training is needed for large section of community members to understand
more on proper ways to use existing pipeline and dams domestic and cattle
troughs water points,
5. More education is needed to communities on environmental conservation
especially conserving water sources by planting sisal and trees seedlings around.
6. Community mobilization campaigns are needed to ensure that they fully
understand the importance of the project and engage themselves to participate,
contribute, implement, and own the project for its sustainability. This is because
some people are still seeing and feeling that the project belongs to donors and
outside support.
7.0 Conclusion
In conclusion therefore, Lossimingori water pipeline rehabilitation project came at a right
time to address the problem of water shortage resulted from an existing water supply
scheme fed by water spring from mount Losimingori reserved forest. The scheme is the
only source of reliable water for the village as the other source is from earth dams which
usually dry up during dry periods. The water infrastructure for that scheme were old and
no longer able to supply enough water to the village due to breakages, leaks, poor storage
and poor water distribution including poor water management in general.
The water rehabilitation project supported the village to restore and improve water
systems as old water pipelines were replaced by new ones; domestic water point
constructed; the village water committee members were trained on proper water and its
infrastructure management, water user charge, and conserving water sources; water
laboratory analysis was done to be sure of water quality for human consumption and
health protection.
The Lossimingori community and the neighbor village of Naiti, MPDO-LARETO is very
appreciative and is acknowledging the project support by Global Partners for
Development-the donor who helped them to have reliable, clean and safe water and also
improved their health status. In addition to availability of water for human use the
increased water quantity due to reduced water lose through improved water infrastructure
made water available for village livestock population from the same project. Therefore,
the above-mentioned stakeholders wish to forward their many thanks to Global Partners
for Development especially Mama Roshan Kaderali, and many thanks to Peter Brown the
initiator wishing him prosperous and good life after ' his retirement from work, we say
