I. Introduction
All utility design for the proposed development has been performed in accordance with theWoodmoor Water and Sanitation District No. 1 Rules and Regulations, revised April 9, 2012,WoodmoorWater and SanitationDistrictNo. 1 System Specifications, June 2014, and theElPasoCountyLandDevelopmentCode. SupportingdesigncalculationsareincludedintheAppendixAofthisreport.
II. ProjectDescription
North Bay at Lake Woodmoor is a proposed multi‐family residential development located innorthern El Paso County, Colorado. The site is located in a portion of the Southeast Quarter ofSection 11, Township 11 South, Range 67 West of the 6th Principal Meridian. The propertyencompassestwoparcelsofwhichoneiscurrentlyplattedunderthesubdivisionnameof‘TheCoveatWoodmoor’. Theproperty is currently undeveloped and covers a total of approximately 7.23acres.Thepropertywillbeplatted/replattedas‘NorthBayatLakeWoodmoor’.Thestreetswillbeprivate and 28 townhome lots will be developed. With the platting of North Bay at LakeWoodmoor,waterandwastewatermainsandserviceswithinthepropertywillbeconstructed.
III. WaterDistributionSystem
TheproposedwaterdistributionsystemforNorthBayatLakeWoodmoorwillbeconnectedtotheexistingWoodmoorWaterandSanitationDistrict (WWSD)watermainat three locations, twooffDeerCreekRoadandtheotherwithintheexistingCoveatWoodmoorsubdivision.Proposedwatermains within North Bay at LakeWoodmoor are all 6‐inch PVC (DR 18). These lines are to beconstructedperWWSDStandardsandSpecifications.
DemandflowcalculationsarecontainedintheAppendixAofthisreport,andareprovidedtotheDistrictforreviewandanalysis.TheUtilityPlanisincludedinAppendixHofthisreportandshowsthelocationsoftheexistingandproposedwaterlinesandassociatedappurtenances.
IV. SanitarySewerCollectionSystem
TheproposedsanitarysewercollectionsystemforNorthBayatLakeWoodmoorwillbeconnectedto the existing WWSD sanitary sewer main in Deer Creek Road with new mains with serviceconnectionsalongtheproposedprivatestreetswithinthedevelopmentlocatedonbothsidesoftheLakeForkofDirtyWomanCreek.Theproposedsanitarysewercollectionsystemwillbecomprisedof existing and new 8‐inch and 12‐inch PVC (SDR 35) gravity sewer constructed per WWSDStandardsandSpecifications.
Wastewater flowcalculations,whicharecontained inAppendixAof thisreport, indicate that thenew8‐inch and12‐inchPVC sanitary sewerswill be adequate forNorthBay at LakeWoodmoorgravity sewer system. The Utility Plan is included in Appendix H of this report and shows thelocationsoftheexistingandproposedsewerlinesandassociatedappurtenances.
Costsforthewastewatersystemareexpectedtobeapproximately$210,423.Thisincludes$65,800for8”PVCsanitarysewermain,$42,700for12”PVCsanitarysewermain,$59,475formanholes,and$42,448forservices.

V. WastewaterCollectionandTreatment
ThesanitarysewercollectionsystemthatwillbeconstructedwithNorthBayatLakeWoodmooriscomprisedof8inchPVC(SDR35)gravitysewer. ThecollectionsystemwithinNorthBayatLakeWoodmoorisanticipatedforbyWWSDassummarizedinSection4.0oftheDistrict’sLongRangePlan(LRP).ThecompleteLRPhasnotbeenincludedinthisreport.ContainedwithinAppendixBisacommitmenttoservethesubdivisionfromtheDistrict.
Wastewater conveyed by the existing WWSD’s collection system outfalls to the Tri‐LakesWastewaterTreatmentPlant.AdescriptionofthePlant’scurrentoperationandfutureprojectsiscontainedwithintheLRP.ThePlanthasadequatecapacitytotreatanddischargewastewaterflowsgenerated byNorth Bay at LakeWoodmoor in conformancewith current CDPHE standards andregulations.
VI. Water Supply, Resources and Quality
Containedwithin Appendix C of this report is thewater supply summary forNorth Bay at LakeWoodmoor. The estimated water supply requirements listed on theWater Supply InformationSummary is based upon the District’s average domestic water supply of 0.342 acre‐feet perdwellingunitperyearandisinclusiveofirrigation.ProjectsthatexceedthisaverageconsumptioncanarrangeforsupplementalwatersupplyfromtheDistrict.
IncludedinAppendixDisacopyoftheExchangeAgreement,showingthatLaPlataCommunities,asthesuccessortoKABPenkey,doesholdasupplementalwateragreement.Theattachedcopyisportion of the original agreement due to its size. Appendix E contains a copy of the WaterAllocationNotice.
Summarized in the District’s LRP is a description of the existing water supply and distributionsystem, aswell as descriptions for possible future improvements and expansions to the system.ThewaterrequirementsnecessaryforNorthBayatLakeWoodmoorhavebeenaccountedforintheLRP.Summarizedinsection2.4.1.1oftheLRParethecurrentwaterrightsownedbytheDistrict.Summarized is section 3 is a summary of the future water system including on Table 3‐1, asummaryoftheDistrict’swaterservicecommitments.Excerptsfromsection3havebeenincludedinAppendixFwiththepertinentportionshighlighted. BaseduponthedatacontainedintheLRPregardingthewaterresourcesthatareavailabletotheDistrict,subdivisionsservedbyWWSDwillbe suppliedwithwater resourcesmeeting the requirements of El Paso County’s 300‐yearwatersupply regulations for future subdivisions relying on the Denver aquifer. Contained withinAppendixBisacommitmenttoservememorandumforNorthBayatLakeWoodmoor.
ThequalityofthewaterproducedforbytheWWSDfordomesticandcommercialconsumptionissubject to regulationsprescribedby theCDPHE that limit theamountof certain contaminants intreated or untreated water. Contained within Appendix G is the District’s 2014 ConsumerConfidence Report that summarizes the quality of the water produced by the District and itsconformancewithCDPHEregulations.
