On behalf of the Illinois Section American Water Works Association I would like to invite each of you to attend WATERCON2012 in March, 2012. Springfield is always a great place to meet with water and waste-water professionals from around the state and the country. If you have attended WATERCON in the past, you already know how much there is to see and do; in 2012 we will offer even more.
From multiple days of water and wastewater training, an exhibit hall with 212 booths, the museum, TOP OPs, Meter Madness, Tapping Contest and a Texas Hol-dem contest, there is something for everyone. Please mark your calendars and make plans to join us. Your attendance is what makes WATERCON the place to be!

Mark HalmPresident 2011-2012Illinois Water Environment Association
On behalf of the Executive Board of the Illinois Water Environment Association (IWEA), I welcome you to the WATERCON 2012 Conference and Exhibition. This is the fourth joint conference of the Illinois Section of the American Water Works Association and IWEA. This event provides an unparalleled educational and networking opportunity for water professionals across the State.
The collaboration of our two organizations has resulted in a program which highlights many of the regulatory and operational issues of concern. I hope you spend time outside of the technical sessions in the exhibit hall to see what new and innovative technologies may be unveiled.
The IWEA Board looks forward to the continued collaboration of our two organizations which are jointly committed to enhancing and protecting the Illinois Water Environment today and for future generations. Looking forward to a great conference!

David St. PierreMetropolitan Water Reclamation District of Greater Chicago (MWRD), Executive Director
The Metropolitan Water Reclamation District of Greater Chicago (MWRD) Board of Commissioners unanimously appointed David St. Pierre as the MWRD’s executive director from among 50 candidates after a nationwide search in June, 2011. He received his Bachelor’s degree in Electrical Engineering from Southern Illinois University and is a licensed Professional Engineer.
As the Executive Director, Mr. St. Pierre manages a staff of nearly 2,000 to effectively protect the health and safety of the public, protect the quality of the water supply source (Lake Michigan), improve the quality of water in watercourses, protect businesses and homes from flood damages, and improve the environment for the MWRD’s 883.6 square mile service area.
Mr. St. Pierre has more than 25 years working experience in the water industry in various cities. Most recently, he served as the Deputy Commissioner of the City of Atlanta, Georgia Department of Watershed Management, where he was responsible for the city’s drinking water supply system and water reclamation treatment facilities. During his tenure, operating costs decreased by $37 million per year - a reduction of nearly 40 percent – while at the same time Atlanta wastewater treatment facilities earned four Platinum, nine Gold and three Silver awards from the National Association of Clean Water Agencies (NACWA). Water reclamation facilities across the country compete each year for NACWA awards, which indicate that the facility is discharging effluent which meets or exceeds National Permit Discharge Elimination Standards (NPDES), a national benchmark for determining that wastewater facilities across the country consistently discharge high quality effluent.
Prior to working in Atlanta, Mr. St. Pierre was the operations director for the Metropolitan St. Louis, Missouri Sewer District, where he managed the city’s collection system and wastewater treatment facilities. He initiated and implemented an innovative sewer maintenance program that reduced sewer backups and increased customer satisfaction to above 90 percent. The success of the program was determined through an independent customer satisfaction research agency who called customers who had received District services and had them rate the service. Before implementation of the program satisfaction scores were in the 60 percent range.
Earlier in his career, Mr. St. Pierre worked on the design and installation of instrumentation control panels at water distribution and wastewater treatment facilities in Eugene, Oregon and Seattle, Washington. He continued his work in automation in St. Louis developing and programming four of the seven plant control systems. He is a member of the Water Environment Federation, the American Water Works Association, Illinois Water Environment Association and the Georgia Association of Water Professionals.

John F. Hart2011 - 2012 Board of Trustees WEF
John is a member of the 2011-2012 Board of Trustees for the Water Environment Federation (WEF), an international organization of water quality professionals headquartered in Alexandria, Va.
John is currently the Chief Operator at the Saco, Maine Wastewater Treatment Facility. In that role, he oversees the operations of the 4.2 mgd secondary treatment plant, which strives to be an energy producer rather than an energy consumer through a broad range of initiatives such as wind power, solar collectors, high-efficiency aeration, biosolids reduction, and geothermal energy from wastewater. During his 39 years in the wastewater industry, he has held positions in various municipal and industrial facilities throughout Maine and also as an instructor for the New England Interstate Water Pollution Control Commission.
A WEF member since 1988, John has held multiple leadership and committee roles within WEF. He most recently served as a Delegate at Large on the House of Delegates (HOD) and was a member of several HOD committees and subcommittees as well as the WEF Nomination Committee. He has also been heavily involved with WEF’s Operations Challenge competition as a judge and event coordinator as well as chair, vice-chair and ongoing member of the event’s committee.
John is also an active member of the New England Water Environment Association (NEWEA) and the Maine Waste Water Control Association. John also holds a Command Cadre position with the United States Coast Guard as the Reserve Command Senior Chief for the USCG encompassing ME, NH, VT and northern NY. Other affiliations include memberships in the local USCG Chief Petty Officer Chapter, American Legion Post 91, National Chief Petty Officers Association, and the Fleet Reserve Association.
John has received numerous awards of merit including the WEF Arthur Sidney Bedell Award in 2006, WEF William D. Hatfield Award in 1999, WEF Quarter Century Club in 2001, NEWEA Operator of the Year for Maine in 1999, NEWEA Alfred E. Peloquin Award in 1996, Maine Waste Water Control Assn. Bruns Award in 2005 and 2009, USCGAUX Flotilla Gold Award in 2004.
John has held a State of Maine Grade V Operator License since 1979, along with holding a NEWEA Collection System Voluntary Grade IV since 1985. He is currently working towards a B.S. degree though his USCG educational benefit program.

rebecca deopke, Mondo learning solutionsMany independent consultants have a unique set of skills or a rare knowledge that is extremely valuable in their respective industries. Unfortunately, this talent alone usually doesn’t generate enough business in the long term to survive and thrive.
One ongoing obstacle that many independent consultants face is how to consistently develop business in today’s market place. Sales strategies, business development initiatives, and marketing through social media are key ingredients for today’s successful
independent consultant. In this thought provoking session we will explore:
• How to leverage your brand. Identifying who you are and what makes you unique.• Getting noticed. How to position and market yourself without being pushy and aggressive.
• Uncovering opportunities. Using social media to grow your network.• Nurturing relationships. The start of a project and working with a new client is only the beginning. The “sale” is great, but how
do you retain and grow relationship?

amber sabin, cWlP & ernie slottag, city of springfieldAt some point or another, many water and wastewater professionals find themselves needing to give an interview, speak at a public event, or talk with the media “on the record”. The mere thought of having your every word scrutinized is terrifying to most technical folks! This interactive workshop covers public speaking and public relations basics and gives each attendee an
opportunity to go through a brief practice on-camera interview.

attendees and find out what cool projects they’re working on.
By the way, you might be wondering what is a young Professional? a yP is anyone who has been in the water industry for less than 10 years, or members or prospective members age 35 or younger.

The Illinois Section AWWA and Illinois Water Environment Association are sponsoring a Texas Hold em Tournament to benefit both associations scholarship funds at WATERCON 2012. We are inviting all who are interested to play regardless of your skill level. If you don’t know how to play and would like to learn, we will have a player training session at 4:00 pm in the Capital VI room that day to provide you with everything you need to know to have a very enjoyable experience.
There is no cosT To play!!!Table sponsorships are being sold to help offset costs and generate proceeds for the scholarships. In addition, Water Well Solutions, Inc. has generously offered to be the event sponsor and provide some tap beer and commemorative glasses for the event. Prizes will be awarded for many of the lucky winners (and first out).
HOW DO I SIGN UP TO PLAy?Each table sponsor will be given 8 jokers to distribute to anyone they wish. Look for signs in the exhibit booths of the table sponsors and ask for a joker as your entry ticket for the event. We are limited to about 200 people so be sure to get your joker early before they’re gone. If you have not received a Joker card, we will also have a sign up list at the registration desk you can add your name to. Players with Joker cards will be given first seating and the players on the sign up sheet will be filling open spots starting at 9:10pm. You must show up by 9:00 p.m. to play. You will begin the tournament at the sponsors table from whom you received your joker. As the evening progresses tables will be consolidated as necessary to a final championship table. As stated earlier, prizes will be awarded to the 1st, 2nd, 3rd and first out players. The Grand Champion will be presented the 2012 WATERCON 2012 Texas Hold em Trophy. Don’t be bashful about playing; it will be a very friendly and enjoyable experience for rookies and experts alike.

ExHiBiTOR lOGO HuNT CONTEST enter for your chance to win an iPad!
logo hunt rules: All logos have been modified to remove the exhibitor’s name of the company they represent. Your goal is to locate as many logos as you can and record the company name on the line under each logo. Once you have found and recorded the company name for every logo, fill out our contact info above and turn this completed sheet in to the Conference Registration Desk. All entries must be turned in to the Conference Registration Desk by 2:30 pm on Wednesday, March 21st. Exhibit personnel are not eligible. In the event that there are multiple entries that contain all the correct company names, the MAC Committee will randomly draw a winner from all the correct entries. The grand prize announcement will be made at 3:45 pm on Wednesday, March 21st in the main Exhibit Hall. The winner does not need to be present to win but it would certainly be more fun that way.
