Wisconsin needs to continue to focus on lowering the tax burden for employers, controlling regulations and ensure the manufacturing sector is protected and promoted to ensure job creation in all sectors. We have made great strides, and we can do so much more. And, critical to our state’s success is to continue to defend and promote manufacturing because that sector is responsible for one-third of the Wisconsin economy, the report says. Growing Wisconsin: Recommendations to Build an Enterprising State • Implement tax structures targeted at entrepreneurship and job creation. • Streamline regulatory processes to build up the state’s existing economic strength. • Invest in improving worker knowledge and training. • Modernize government and improve efficiency to reduce compliance costs for small businesses. Focus spending on critical investments like training and infrastructure that promote growth. • Protect and defend manufacturing — 33 percent of the Wisconsin economy — to promote job creation in all sectors. • Promote assistance for manufacturers for exports, training and tax relief. The report draws special attention to the Wisconsin manufacturing sector, which directly and indirectly provides 35 percent of all wages in the state. “State leaders should do everything possible to support current manufacturers,” the report says. Wisconsin has 88 percent more manufacturing concentration than the typical state, the report says. “Manufacturing leads the way as the state’s most competitive industry.” Wisconsin is headed in the right direction and we can do so much more.

Cellcom has begun preparations to deploy fourth-generation (4G) long-term evolution (LTE) technology across their network. According to president and CEO Patrick Riordan, Cellcom has purchased cellular equipment for the advanced 4G wireless network from Ericsson, a world leader in mobile technologies, and will begin installing the equipment through the remainder of

2011. Extensive network testing will begin in early 2012 and the company plans to deploy 4G LTE across portions of all of its Wisconsin markets by the end of 2012. As the 4G network is turned up, customers will simultaneously have access to a nationwide 4G network thanks to Cellcom partnerships.

Waupaca is spotlighted in a New York Times magazine, Oct. 16, 2011, article “What You Get for $300,000 In…” thanks to Joe Udoni of United Country - Udoni & Salan Realty Group. Watch for Waupaca in the Appleton Christmas Parade The Waupaca Area Chamber of Commerce is excited to be part of the 41st Annual Appleton Christmas Parade on Tuesday, November 22, 2011. The parade will have over 80,000 spectators as well as being televised live on WFRV-TV Channel 5 to over 100,000 viewers. The entry will feature the Waupaca High School Madrigal Singers performing holiday favorites while being pulled through the city streets on horse drawn wagon by Horsin’ Around Wagon Tours of Weyauwega. In addition, the wagon will be surrounded by individuals walking and acting out their favorite Christmas past time.

Wintervergnügen - It’s a Winter Festival…German Style!

2012 Postal Rate Increase BACKGROUND:

Prices for most Postal Service mailing services will change on January 22, 2012. Mailing services includes First-Class Mail, Standard Mail, Periodicals, Package Services and Extra Services. Prices for shipping services will also change on January 22. We will provide customers the new shipping services prices later this fall.

While actual percentage price increases for various products and services varies, the overall average price increase across all mailing services is capped by law at 2.1 percent, the rate of inflation as measured by the Consumer Price Index.

FIRST-CLASS MAIL HIGHLIGHTS:

■ ■Letters (1 oz.) – 1-cent increase to 45 cents. This is the first increase in the price of a First-Class Mail stamp since May 2009.

■ ■Single-piece letters additional ounce rate – unchanged at 20 cents.

■ ■Postcards – 3-cent increase to 32 cents

■ ■Letters to Canada or Mexico (1 oz.) – 5-cent increase to 85 cents

■ ■Letters to other international destinations – 7-cent increase to $1.05

■ ■The second ounce will be free for First-Class Mail Presort pieces weighing between one and two ounces.

ADDITIONAL PRICE ADJUSTMENT HIGHLIGHTS:

■ ■The price increase for Standard Mail Letters is slightly below the overall average at less than 1.9 percent

■ ■A new 3-month pricing option will be available to rent PO Boxes for people on the move and others that need a PO Box for a shorter time period.

■ ■Delivery Confirmation will be free for several parcel products as the Postal Service continues to make tracking an integral component of parcels mailed at commercial rates.

PERCENTAGE OF PRICE CHANGE BY CLASS OF MAIL:

*With the excep on of Delivery Confirma on and Confirm, most Extra Services prices increase at about 2.1 %. Adding Delivery Confirma on and Confirm services as included services for some parcels results in the overall price reduc on for Extra Services.

ROLE OF THE POSTAL REGULATORY COMMISSION:

The new prices were filed with the Postal Regulatory Commission on Oct. 18, 2011. The Commission has 45 days to review the prices to verify they comply with the overall 2.1 percent price cap for each class of mail. The new prices will go into effect on Jan. 22, 2012.
