Greetings Madeira Beach,

As fall is right around the corner and we give thanks for a wonderful summer, it’s great to reflect on the past few months of happenings in our great City. As a City we should feel good that we have welcomed with open arms Bill Karns and the Remember Our Children Foundation Park (R.O.C. Park). This park, to be located in our new City Hall Complex, will help residents and visitors enjoy a piece of Madeira Beach that celebrates the lives of children that have been lost.

It wil l give the families and friends of these children another place to play and enjoy their l ife here in our f lourishing C ity. We should be proud to have such a park and it again shows what it means to live in Madeira Beach. On the financial front, we have been able to amend our Budget (through a string of Resolutions) due to record increases of revenue coming into our City. Our enterprise funds and building department have exceeded our projections set in the 2013 Budget and these funds continue to grow. Working together we have been able to get more grants and money from bed tax dollars to keep projects rolling and also plan new ones for the future. The City Hall Complex Project continues to stay ahead of schedule and we have been able to bring more events to the City for all to enjoy.

Some of the events that have been growing with popularity are Wednesday’s outdoor market on Madeira Way, Flip Flop Fridays, and the 2nd Annual Motorcycle show. This year’s show was a huge success and I have heard from lots of residents that thoroughly enjoyed it and think this will become a major bike rally in the future. The 25th annual Old Salts and Bill Currie Ford Ladies Fishing Tournament was another giant success with lady anglers from around the state competing to bring in the big ones. All proceeds benefited All Children’s Hospital and the Celma Mastry Cancer Foundation. Plus, there is more to come with the Johns Pass Sea Food Festival which I understand is going back to the more traditional seafood contests and fishing tournament. Also coming up is the annual Fall King of the Beach Tournament. As you can see, it has become easier to find something fun to do in Madeira Beach.

stormwater reminder

We would like to remind you that the catch basins and grates you see on the sides of your streets convey the stormwater runoff directly into Boca Ciega Bay. Please do not put anything into these drains that could harm the waters or wildlife that depends on these waters. If you ever see anyone introducing something suspect into this system, please call our Code Compliance Department at (727)391-9951 ext. 235 and inform them.

It is illegal to dump toxic chemicals or waste into storm drains or anywhere else that may expose waste in the environment. To report illegal dumping, call the City’s Stormwater department at (727)399-2631 or the Florida Department of Environmental Protection’s Division of Waste Management at (813)632-7600 (Tampa).

Please remember that your yard trimmings should not be blown into the streets and consequently down the stormdrains. Sometimes your yard maintenance people overlook this in an effort to ‘speed’ their jobs up. Do not let them get you into trouble over this. Make sure they sweep or vacuum up their debris.

Let’s coordinate all our activities in an effort to keep our City a beautiful place to live.

Citizens and Visitors of Madeira Beach,

I hope you are all as excited as the Board of Commissioners are, along with my staff, to see the developments happening in Madeira Beach! As we come into the “7th inning stretch” on the completion of the Marriott Hotel and the Publix

grocery store, the amount of excitement in town is at an all time high! Although your new City Centre project isn’t as far along as those two projects, I’m happy to report that it is on schedule and within budget. Also, I recently saw the site plan for the development planned for the old Leverocks Restaurant site and let me tell you, that development will be something special! The City recently completed its budget proceedings and public hearings. For the first time in quite a while, the City Commission concurred with the City Manager and raised the millage rate slightly from 1.79 to 1.99. Approximately 10 years ago, the City had a millage rate as high as 2.20 and in an era of progression and development, the citizens came out in great numbers to support a slight increase in their tax rate. The change in millage rate for a $350,000 home with a 50k homestead exemption meant approximately a $60 change in the annual tax bill. Many citizens voiced their approval of the action and development happening in town and that is certainly appreciated by the Board of Commissioners and your City Manager. As the City Centre progresses, the need to coordinate rentals and book tournaments and frankly, turn our investment into a profit center will be addressed by some new employees. Mr. Doug Andrews, a Madeira Beach business owner, was hired to be the Department Head for the Recreation/Parks/Events Department. Also, Brittany Riefler was added to our staff to be the Leisure Services Director. Brittany comes from an area municipality as has extensive experience in a variety of recreational areas. As we become more entangled on what it’s like to run a sophisticated Recreation Center, I believe it was important to get the relevant staff hired and involved early in the process. These two individuals have already had a host of issues to tackle and as phases of the City Centre Projects get completed, the Recreation Center and sport fields will be first. I’m proud to announce our first NCAA women’s softball tournament will be played in mid-February and will involved Division I teams such as Texas State, Sienna, and Harvard! In the next edition of “The Wave”, I will devote an entire section to introducing the new personnel and programs and everything else that is new in regards to recreation in Madeira Beach including the City’s new launch and effort in the world of social media. Crabby’s Fishing Corner ....OffsHOre: Fall to me is the most productive and opportunistic time of year to catch a variety of species in the Gulf of Mexico. Just about every fish that frequents our coast line

is available to anglers that come prepared to fish the next few months. The abundance of bait and cooling waters send fish into a “get it while you can” state of mind, and a well presented bait is rarely snubbed by gorging fish. If bottom fishing is your thing, then this is your time of year.

Red Grouper season is over, so I implore you to expand your mind, bait choice and tackle selection. The same rock piles and ledges that you were grouper fishing on are home to an abundance of other tasty species such as: Flounder, Hogfish, Mangrove Snapper, Permit and Scamp. For these critters, a bait well full of shrimp, fiddler crabs, small pilchards or finger mullet are a must. Start by anchoring on a good piece of “grouper” structure and start fishing with some dead bait like squid or shrimp on spinners with 20-30 lb test braid. Mix up your rigs and presentation to see what’s working best. Knocker rigs and fisherman rigs with a one to two ounce egg sinkers are primarily the “go to” rigs. Try out some red or pink jig heads to mix it up. Once the bite gets turned on and there’s a few grunt in the box, switch to the live baits and be ready for some great light tackle action. While anchored, put out a flat line or two with larger live bait such as blue runners, cigar minnows or mullet. Run them way out the back about 75 yards on a balloon with a stinger rig under it. If you don’t have any large live bait, use the biggest frozen sardine you have on board. My second flat line is only about 50 feet behind the boat and has a 30 lb fluorocarbon leader, 2/0 hook, small split shot and a large shrimp. Anglers seldom realize how many Permit we have around our near shore reefs in 30 to 100 ft of water and lets not forget to mention the ever present Cobia that will slurp up any vulnerable crustacean in its path. Tripletail are starting to show up too. While you are cruising from spot to spot be sure to check under any crab balls or floating debris. They will look like a paper bag under the surface. If you spot one, then turn the boat around and approach it slowly. Free line a live shrimp or pilchard up current from the debris and hang on, this seemingly lazy fish will explode to life and even get airborne.

InsHOre: Fall is the prime time of the year for finding large schools of Redfish on the flats around Ft. Desoto and Tampa Bay. There are several methods that will put fish in the boat but the key to success is stealth. Stealth means much more than just being quiet. Eliminating small things like shadows, hull slap and even trolling motors will greatly improve your chances for success. Never cast your bait over or in the middle of the school because it can only take one fish to spook the whole school. Instead, observe what they are doing and the direction they’re moving and position your bait in their path. Spinning reels from 2500 to 4000 series with 15 to 20 lb braid and a 3 foot 20lb fluorocarbon leader tied to either your lure or a 2/0 circle hook for live or dead bait. Lures like weedless gold spoons, root beer colored jigs and Savage Gear shrimp will definitely get you some good bites. However if the water is dirty or the fish are pressured and more aware then you can’t go wrong with cut bait. Free line chunks of ladyfish, mullet or pinfish in the path of the school and let it soak. Redfish are very opportunistic and love fresh cut bait. Most of these fish are over the 18 to 27 inch slot limit and will need to be released. Take good care of them, making sure they swim away because these bruisers will fight it out until the end. Be respectful of other anglers that may be fishing the same school as you, giving each other space. This type of fishing is done either in the early morning or on weekdays. Weekend afternoons have just too much boat traffic and the fish are spooked out.

Dave Zalewski will be hosting a six week fishing class at the marina covering everything from tackle and electronics to trolling and bottom fishing. Call the marina or contact Capt. Dave for class dates. Also the Fall King of the Beach and Mad Beach Food Fest will take place from 11-6 thru 11-8. It is a great time for the entire family. Get more info at Oldsaltfishing.org.

Crossbridge Church has new Kid’s programs

MADEIRA BEACH - CrossBridge Church, located at 50 - 153rd Avenue has an innovative way of spreading the gospel of Jesus Christ to children in their community. Children of Madeira Beach and neighboring communities are invited to explore the Word of God through LEGO products and unique interactive activities every Sunday at 10:30 a.m.

The program includes customizable building activities that spark creativity in children by allowing them to use their gifts, talents and imagination to create LEGO models depicting biblical principles.

Also, beginning in October, the children are invited to “Weird, Wacky, Wonderful WeDo Weekends” each Saturday from 10:30 until noon. These robotics camp sessions will explore God’s Word in an innovative fashion. STEM (Science, Technology, Engineering & Mathematics) concepts will be integrated throughout the program activities. These unique experiences will not only peak interest in Bible stories, but allow children to develop cognitive abilities that will enhance everyday life. Students will engage in activities designed to hone decision making and critical thinking skills that translate to school and their future.

LeRonya Vaughn-Dunmore, Director of Childrens Ministries, was a finalist for Hillsborough Teacher of the Year - 2014. She was named Teacher of the Year at Sheehy Elementary School in Tampa, and Outstanding Teacher of the Year by Glazer Childrens Museum in Tampa. “Miss Roni” will engage the children of our community in using math, science and technology to reinforce Biblical truth and lay a solid foundation for life. Annual Update and Status ReportMadeira Beach’s Floodplain Management plan and Re-Certification of the Community Rating System

The City’s Floodplain Management Plan was initially developed in 1998 to identify our local flooding issues. The City also joined the National Flood Insurance Program (NFIP) and began participating in the Community Rating System (CRS). Because of the City’s involvement and dedication to reducing flooding and flood loses, our citizen’s currently enjoy a 20 percent flood insurance discount.

As part of this effort, the City must be recertified every year by the Insurance Services Office (ISO). Every five years, the ISO conducts a “cycle verification” which is essentially an audit of our program. Next year, Madeira Beach will undergo its 5-year cycle visit from the ISO.

As part of this recertification, a progress report is prepared, presented to the Board of Commissioners, and sent to the ISO. A copy of this progress report reviewing 14 action items can be viewed on the City’s website at www.madeirabeachfl.gov.

highlights of the report include:

• Notation that the City has a program of drainage improvements that is part of the City’s ongoing Capital Improvement Program to address problem and repetitive loss areas.

• Reiteration that flood protection standards for new structures, additions, and renovations are reviewed prior to building permit issuance to ensure compliance with FEMA regulations.

• That the Community Development Department works with homeowners to obtain FEMA mitigation assis-tance grants for eligible repetitive and severe repetitive loss properties (currently nine Madeira Beach prop-erties have been submitted to FEMA in this year’s grant cycle).

• Every summer, the City publishes its full page Flood Facts in the Beach Beacon to provide information to its citizens on flood insurance, flood safety measures, flood and hurricane threats, property protection, flood safety, drainage system maintenance, and floodplain permit requirements.

• Informing the public that flood insurance and flood protection literature are kept in the City Hall lobby at 300 Municipal Drive, the Gulf Beaches Public Library at 200 Municipal Drive, and via links through the City’s website.

• That the City’s Community Development Department provides current flood map information and answers to related flood questions by the public and interested parties.

• That the City maintains copies of all submitted Flood Elevation Certificates in the Building Department.

• That the City staff responds on-site to flood complaints from residents.

• And that the Public Works Department performs maintenance and cleaning of the City’s storm water collec-tion and outfall system.

Landscape and Fertilizer tips for homeowners and those Who

hire Lawn Services

fertIlIzer• Do not apply fertilizer before heavy rain• Use a slow –release nitrogen fertilizer product• Always read and follow instructions• Apply no more than the maximum amounts of nitrogen and

phosphorus• Only fertilize twice per year, only during the growing

season.• Use a deflector shield on all broadcast fertilizer spreaders.• Keep fertilizer and pesticides off sidewalks and driveways

and out of water bodies.

pROtECt thE WAtERFROnt• Fertilizers should not be applied by either professional

applicators or homeowners within 10 feet of a water body (such as a bay, lake, stream, canal, wetland or pond) unless deflector shield is used. With a deflector shield, fertilizer may be applied within 3 feet of a water body.

• Waterfront property owners should establish a 6 foot low maintenance or “no mow” zone adjacent to water bodies to reduce the potential for fertilizer residues entering bodies of water.

MOWing• Mow your grass regularly and at the highest recommended

height so that clippings and their nutrients can be recycled• Keep lawn mower blades sharp.

Cleanup• Leave short lawn clippings on the lawn. They provide

nutrients to your lawn and result in a 20-30 percent reduction in fertilizer use.

• Keep grass clipping, vegetable material and vegetative debris away from storm drains, ditches, conveyances, water bodies and roadways.

• Never hose down chemical spills. Keep absorbent materials such as “kitty litter” onsite for spill cleanup.

Madeira Beach Mid Week Morning Market

Today we visited the Mid Week Morning Market to see what it was all about. What a fun little market! There is a great group of vendors with a large variety of items for purchase. The traditional fruit and veggies, plants, arts and crafts and jewelry were all present. They even have food vendors with some tasty BBQ - so stop in and pick up lunch for the office or dinner!

We purchased some fresh papaya and avocados and I can’t wait to eat them!

The market is open on Wednesdays from 9am to 2pm every week. It is located in Madeira Beach on Madeira Way .... if you’re coming from mainland it is just over the bridge and at the first stop light. For more information:www.TheBeachMarkets.com

Gulf Beach Lodge congratulates Brother McCort Milne who was Raised to the Sublime Degree of Master Mason in the presence of 40 Masons last night. Prior to the degree the brothers enjoyed an Italian lasagna dinner prepared by the Junior Warden, Steve Nelson. Also, there was a strong contingency from Elmer O. Smith Lodge No. 307 who enjoyed the degree and claimed the Traveling Gavel.

The Old Salt Fishing Foundation presents the 21st annual King of the Beach (KOTB) Fishing Tournament. Last year we increased the top prize to $20,000 and we have decided to keep it!

the host…. The City of Madeira Beach will again serve as the host city for the King of the Beach. The city continues to be a strong supporter of the Old Salt Fishing Foundation and it’s tournaments, with more than 10,000 competitors and spectators from all around the bay area, state and beyond attending the three-day event making this the largest King and Spanish Mackerel Tournament on the West Coast.

the Field…. Consisting of more than 350 boats of all powers and sizes that will converge on Madeira Beach to create the most exciting fishing tournament ever! “Anglers tell me all the time that they fish a lot of kingfish tournaments, not only is this the most fun to fish, but if there’s one to win - it’s hands down the King of the Beach”, says Old Salt VP, Dan Casey. “We’ve designed this tournament to match anglers of all abilities”, says Verdensky. “We’ve leveled the playing field with a modest $195 entry fee and a 30 mile fishing boundary. This makes the K.O.T.B. a tournament that either a seasoned angler or a novice can win. The ultimate goal of the King of the Beach is to offer a competitive community tournament with the maximum opportunity for payouts at minimal cost to the angler, all while doing it for a deserving cause.”

three Days of Events….Thursday night kicks off this three-day festival with a bang. Picture this, an event lot on the water just minutes from the Gulf. Add live music, a food festival with the best local flavor, all types of marine and art vendors and a boat show. You now have a captains’ party like none other! Friday night continues the fun with more great activities, food and a FREE concert. Saturday starts off early afternoon with more food and drinks to try, live music all day, interactive kids zone, a King and Spanish mackerel weigh-in with over $100,000 in cash and prizes. To end the evening and this festival, a new “King” will be crowned.
