Dear Madam and Sir,

On behalf of the WCRR Organizing Committee, I am honored to invite you to the 12th World Congress on Railway Research (WCRR 2019) that will take place in Tokyo, Japan, from October 28 to November 1, 2019 at the venue called Tokyo International Forum.

WCRR was established for the purpose of providing an overview of the world's development of railway technologies and discussing future directions to be taken by the railway sector. This is the world's largest international congress on railway research, proudly unprecedented in the sense that railway researchers and engineers gather together with managers and executives of railway operators in one congress.

Although economic and social circumstances under which railways are doing business differ greatly from region to region or from country to country, it is common for all railways that their important role is to further deepen ties among people by realizing safe and comfortable mobility of people as well as secure and effi cient transportation of goods. Providing railway customers with quality experience by fulfilling this role is what railway businesses should aim to achieve and will lead to the raison d'être of railways. Therefore, we believe that even in this era of highly advanced communication technologies including the Internet and smartphones, the value of railways delivered by its functionality to assist passenger mobility and goods transport in the real world will be and must be further elevated. In order to achieve the goal mentioned above, the railways need to keep providing high-quality and reasonably-priced customer services, while maintaining high standards of safety and excellent environmental performance. Innovation which will be brought about by technological breakthroughs will be indispensable, and the role of research and development for this purpose is exactly the main agenda of the entire congress.

Therefore, at WCRR 2019, we would like to provide the time and place where railway delegates from around the world are able to share their views regarding the roles that research and development are expected to play in order to further elevate the values of railways, while railway engineers and experts are able to share information and expertise. Your participation in all possible forms will be highly appreciated, to achieve these goals.

In Japan, we have been steadily promoting the development of urban transit systems which will meet the demands of densely-populated urban areas, and expanding the Shinkansen network which will have a tremendous impact in vitalizing the Japanese regional economy. I am expecting that, if you come to Japan, you can sense the impacts that the railways have had and are still having upon the Japanese society and economy, and experience how vital a role railways are playing in this country.

We will host WCRR in the autumn of 2019, and Japan will host the Tokyo Olympic Games in the following year 2020. So I fi rmly believe that in the year 2019, you will be able to experience a highly-charged, vibrant metropolis of Tokyo.

I am very much looking forward to welcoming you in Tokyo.

The Tokyo International Forum, which is located in Tokyo's central Marunouchi district, is a convention and arts center equipped with a range of facilities including 8 small-to-large-size halls, 34 conference rooms, a symbolic glass atrium, a refreshing greenery-embellished ground-level plaza, a variety of shops and restaurants and an art museum. The Forum is visited by more than 20 million people each year, and it serves as a center for promoting and communicating comprehensive culture and information.

The General Education Center is an employees’ training center of Central Japan Railway Company (JR Central) about 120 km southwest of Tokyo, in Shizuoka Prefecture. The Center was established in 2011, and has been providing workers engaged in railways with practical and eff ective education in an excellent learning environment fully equipped with various training facilities. Please note that an additional fee for the fare of the Shinkansen will be charged in the registration.

Technical Visit 5 (Full-Day Visit): General Education Center (JR CENTRAL)

The Comprehensive Learning & Training Center is the railway staff education center of Tokyo Metro in Shinkiba located in the Tokyo Bay area. It was newly opened in 2016 as a place to educate railway-related workers thoroughly in their skills and mind. This Technical Visit will be off ered in a morning course (4A) and an afternoon course (4B).

Technical Visits 4A (AM Half-Day) & 4B (PM Half-Day): Comprehensive Learning & Training Center (TOKYO METRO)

Saitama New Urban Transit Co. Ltd., established in 1983, operates a guideway transit system, on a line 12.7 km long starting from Omiya Station. This transit system is environmentally friendly, with its non-gas-emitting electric power supply system. At The Railway Museum displaying various railway equipment, you will have a chance to learn the history and background of railways in Japan, while observing real full-scale rolling stock and experiencing driving simulators.

Technical Visit 3 (Full-Day Visit): Saitama New Urban Transit Depot & The Railway Museum

Tokyo General Rolling Stock Center is a workshop of East Japan Railway Company (JR East). It is near Oimachi Station and was established 145 years ago. This facility serves as a factory to inspect and repair more than 7,000 rolling stocks which run on lines in the Tokyo metropolitan area such as the Yamanote Line and the Chuo Line.

Technical Visit 2 (PM Half-Day Visit): Tokyo General Rolling Stock Center (JR EAST)

Tokyo Freight Terminal Station is a station of Japan Freight Railway Company (JR Freight). It is near Tokyo Port and Haneda Airport, and is one of the largest freight terminal stations in Japan, serving as the center of logistics in the Tokyo metropolitan area and a hub station for container transportation connecting the entire country.

Technical Visit 1 (Full-Day Visit): Tokyo Freight Terminal Station (JR FREIGHT)

WCRR 2019 will be providing each Delegate and Student Participant with a choice of one of 11 special Technical Visit courses. Participants will have a chance to see facilities related to high-density train operation, service quality, railway history, staff training, vehicle technology and infrastructure technology in Japan. The organizers of WCRR 2019 would be pleased if these Technical Visits help participants fi nd solutions to the challenges of tomorrow. Hamamatsu Workshop is a maintenance base for Shinkansen rolling stocks of Central Japan Railway Company (JR Central) about 250 km southwest of Tokyo, in Shizuoka Prefecture. This workshop is engaged in conducting inspection and repair of rolling stock for the Tokaido Shinkansen. Rolling stocks are disassembled to the equipment level and are precisely inspected through overhaul inspection. Please note that an additional fee for the fare of the Shinkansen will be charged in the registration.

The main visit site is Minami-Sunamachi Station, of the Tozai Line of Tokyo Metro. It is one of the busiest stations in Japan. To resolve this congestion and to increase convenience for customers, Tokyo Metro is promoting a large-scale renewal construction project which involves additions of a new platform, and new escalators, elevators and entrances/exits as barrier-free facilities. This Technical Visit will be off ered in a morning course (10A) and an afternoon course (10B).

Wind Tunnel Technical Center is a facility of the Railway Technical Research Institute (RTRI) in Shiga Prefecture near Kyoto. It has a large-scale low-noise wind tunnel with the world’s top-notch performance of low noise. Kyoto Railway Museum opened in 2016, where you can experience the modernization of Japan through railway history. Please note that an additional fee for the fare of the Shinkansen will be charged in the registration. The ending point of 6A is Tokyo Station and that of 6B is Kyoto Railway Museum.

Technical Visit 7 (Full-Day Visit): Hamamatsu Workshop (JR CENTRAL)

Shinkansen Rolling Stock Maintenance Center is a workshop of East Japan Railway Company (JR East) about 350 km north of Tokyo, in Miyagi prefecture. It is engaged in conducting rolling stock maintenance and operational support of all Shinkansen for JR East. Please note that an additional fee for the fare of the Shinkansen will be charged in the registration.

Technical Visit 8 (Full-Day Visit): Shinkansen Rolling Stock Maintenance Center (JR EAST)

The main visit site is an inter-station tunnel (Shin-Yokohama Tunnel) and an underground station (Shin-Yokohama Station, tentative name) which is on the Eastern Kanagawa Line being built. Aiming to improve passenger flow between central Tokyo and its south-neighboring Kanagawa Prefecture and accessibility to the Tokaido Shinkansen, construction of this new railway line was launched, with commercial operation to start in 2022. Note that participants will be in the tunnel about for 2 hours, including considerable walking and some long staircases.

Technical Visits 10A (AM Half-Day) & 10B (PM Half-Day): Construction Site of Minami-Sunamachi Station (TOKYO METRO)

Railway Technical Research Institute (RTRI), which is the host of WCRR 2019, is located in Kokubunji City in the western area of Tokyo. Its experimental facilities have various kinds of equipment such as for testing of rolling stocks, structures, electric power, track, signal communications, and human sciences. JR Systems has an exhibition room within their facility grounds with displays that include a historical collection of the world’s fi rst on-line train seat reservation system called “MARS (Multi-Access Reservation System).”

Welcome Reception

The Welcome Reception will be the first formal gathering of this congress, which will be an ideal networking opportunity for the WCRR 2019 participants. The Welcome Reception will be held at the Exhibition hall of the Tokyo International Forum, Hall E, where you will be able to visit each exhibition booth during the Welcome Reception.

The Gala Dinner will be held as the offi cial congress banquet at Tokyo Kaikan (reopened in January 2019 after refurbishment), which has been serving as an authentic venue of social exchange in Tokyo since 1922. You will be able to enjoy an elegant banquet while relaxing in conversation with fellow participants and experiencing Japanese hospitality.
