We are excited to announce the NAFTZ’s 41st Annual Conference and Exposition in beautiful Miami Beach,

Sept. 8-11, 2013. Our timely theme is: “FTZs: A Gateway to Global Opportunities.” Our program this year is packed

with informative speakers and panel discussions on the expanding opportunities provided by the new regulatory

environment. We hope you will enjoy the program along with the splendid setting of Miami Beach.

With the increasing globalization of the U.S. economy, and deepening sophistication of supply chains, the U.S.

Foreign-Trade Zones program is more important than ever to economic growth. In the almost eight decades since it

was established, the FTZ program has become a proven tool to promote the export-competitiveness of U.S. industry,

to attract foreign-investment to the United States, and to retain manufacturing activity and jobs on U.S. soil. From

the White House through the halls of Congress, policy-makers are realizing that the FTZ program plays an important

role in achieving each of those national economic objectives.

As the latest report of FTZ activity demonstrates, the program is being used by more than 2,800 U.S. companies

employing 340,000 workers in zone operations across the United States. The new, streamlined FTZ Board

regulations published in 2012 have combined with growing use of the Alternative Site Framework to open FTZ

benefits to an expanding circle of U.S. producers. Small and medium-sized enterprises can now qualify for zone

status in a matter of weeks rather than months or years, with more predictable approval of manufacturing activity.

The responsibility of grantees has been clarified, along with rules regarding uniform treatment. With the continued

recovery of the U.S. trade sector, the FTZ program is poised for a new round of growth in activity.

Our conference program offers both a broad perspective on the role of the FTZ program in promoting economic

development and competitiveness, as well as the nuts and bolts knowledge that grantees and operator/users need

to utilize the program to its full potential. We will also have a conference session with Andrew McGilvray, Executive

Director of the FTZ Board in Washington, DC, and we have invited key officials from U.S. Customs and Border

Protection. The program will offer more specialized tracks for Grantees, Operator/Users, and the Petroleum sector, as

well as a Fundamentals track for those new to the FTZ program.

Our 41st Annual Conference will be a great opportunity for education and networking, but it is also a time of fun and

celebration. Since 1973, NAFTZ has been serving the needs of the zones community while advocating in Washington

to expand the program’s important benefits. The recent regulatory improvements are the culmination of years of work

by dedicated NAFTZ members.

Again, we welcome you to join us in Miami Beach, to explore the new world of opportunity through the FTZ program!

Sincerely,

Scott Wienke, Chairman Daniel Griswold, President

The largesTforeign-Trade zone Team
