Special Commentary by Anthony Kings With only ten months left before the 2010 na-tional elections, voters are wondering if there’s really enough time to establish a fully automated poll counting machinery in the 82,200 barangays in the country. For those who think it’s an easy task, consider this; under the proposed system each pol l ing center would have two computers, the one that would copy and relay the vote to the municipal or city canvassing center,

and a back-up computer in case the other one malfunctions. This would require a total of 164,400 computer units, and this does not include the computers that would be needed at the town, city, provincial and national level. This mammoth un-dertaking will require the training of all the people involved in the election process; from the teachers who will man the voting centers, to the poll watchers and the COMELEC field and central office personnel. And since an estimated

25 percent of our polling precincts have no elec-tricity, the computers as-signed there would have to be battery operated. SLT discussed this is-sue with the Provincial COMELEC Director At-torney Antonio Gulay and this is what he had to say. “Ever y off ic ia l a t COMELEC wants to au-tomate the election can-vassing system. A US soldier’s Love Story(continued from page 8)

To make up for the beer consignment they lost when the supply ship it was on was torpedoed by a Japanese submarine. He said the Kentuckians of his company built 6 mini-whisky distilling plants in Tacloban which made brandy from fruit juice and hard alcohol. “Unfortunately,” he wrote “we had to close the plants when the doctors at the army hospital complained about the dis-appearance of huge quantities of rubbing alcohol from their dispensary.” Brown fondly recalls the Colabosog River in Dulag where they used to bath naked while ogling the women on the opposite shore who were washing their clothes. It was their favorite pastime, but they stopped cold turkey, when their medics told them the river was infested with deadly Schistosomes; a parasitic warm which entered through the mouth or any opening of the body and attacked its vital organs. But not all his reminiscences were happy ones. One tragic event he said he would never forget was the accidental shelling of the Dulag Church by US navy ships which killed the 300 men, women and children inside.. Brown also recalled his trip to Baybay town while on a furlough during the last days of the war. “We passed through a mountain teaming with mahogany trees whose massive trunks rose over a hundred feet high. And marveled at the multi-collared Cockatoo parrots perched on its branches.”

While walking along Baybay’s scenic beach he chanced upon a beautiful young woman who was with some friends and nervously introduced himself. Her name was Leoncia Dominese who was then a student at the Maasin Institute. After exchanging sweet nothings about themselves she invited him to lunch at her home to meet her family. He said it was his first real taste of Filipino hospitality and carabao steak which was so delicious he ate four platefuls. “I was captivated by Leoncia’s charm and her English which was better than mine or the commanding officers of my company,” he narrated. Corporal Grant would leave Leyte for the US soon after that chance encounter . But he never forgot Leoncia, and since he became a widower several years ago, he has been trying to find out if she was still alive. SOGOD - It still over nine months before the 2010 elections, but there are already ripples of political ma-neuverings to further strengthen the stranglehold of the Mercado Dynasty in the province. The lastest salvo has come from the Provincial Executive Officers and members of the Board of Directors of the Philippine Councilors League here headed by its President Leoncio T. Uy III. In its Manifesto of Support ad-dressed to Congressman Roger Mer-

cado and the Governor; Uy said, the League was unanimously supporting them because of their “strong leader-ship and dynamism that has paved the way for overall development of the province.” Coucilor Uy who is also a member of the Provincial Board cited Gover-nor Damian Mercado for his “Aksyon, Solusyon, Inisyatibo” program, and the Congressman for his tourism, environ-ment and infrastructure projects in Southern Leyte.

I do not come from an influential family and have no influence with the powers there. It’s sad to admit that my college education didn’t count for much in Southern Leyte. What are tourism offices doing?

I have been living in Lungsodaan Padre Burgos for over 4 years now run-ning a dive resort. I enjoy living here because its peaceful and safe. I am very concerned about tourism here and want to know what the tourism offices here are doing about it. Where is their website? Using google search engine you type Southern Leyte tourism and you don’t even get Southern Leyte tourism site. A website is the most important tool to encourage foreigners to Southern Leyte. Bohol and Dumaguete are so far ahead of us.We have a wonderful port in Maasin but we have no fast crafts? How can we encourage tourists to come here when our only passenger boat arrives at 2 in the morning..I have to fetch my clients from Tacloban because of the ridiculous schedules of the Cokaliong shipping lines. Some critics suggest we implement the automated polling system at the country’s three top cities first e.g. Ma-nila, Cebu and Davao in 2010 so that Smartmatics and COMELEC could streamline it before going nationwide. From our standpoint this appears to be

the most rational option. The question we should really be asking ourselves is: why the sudden rush to automate? We’ve endured the present system for 102 years and can certainly wait a few more years so we can fine-tune its replacement.

Three killed in stabbing spree BARANGAY MALANGSA, LILOAN - Rudy Delos Santos alias “Long Long” A farmer here was allegedly stabbed to death with a “Pisaw” by 29 year old Benjie Patsa Pilisco a fellow farmer and resident of the same place. The victim sustained several stab wounds and died on the spot.

BARANGAY HIMBANGAN, SAINT BERNARD- Vicente Alfaro Bacus, a 46 year old agricultural laborer and resident of Panyan was also reportedly stabbed with a “Pisaw” by 65 year old Felix Contredas Hingpit a fellow farmer and a resident of Sitio Calimpian, Brgy. Panian. Bacus sustained a single stab wound below his arm pit and was rushed to the Regina Medical Clinic in San Juan town but died before reaching it.

BARANGAY. ZONE II, SOGOD – A 15 year old resident here was knifed by a fisherman for no apparent reason. Police identified the victim as Marion San-chez Pitogo and his assailant as Christopher Sabotanan Prima alias “Topher”of Barangay San Jose. The victim suffered several deep stab wounds and is now being treated at the Sogod district hospital where doctors say he is in critical condition.

BARANGAY MAAC, SOGOD - Bonifacio Sapin Hetel alias “Boy”, a farmer and a resident here was allegedy hacked with a razor sharp bolo by Geno Kalalin Goso alias “Lopo” a 21 year old farmer and a resident of the same place. The victim sustained two hacked wounds on his left neck and hand and is now recuperating at the Sogod District Hospital.

SANTA CRUZ, MALITBOG – 37 year old Chito Guzon Labite a farmer was shot to death here with a shotgun by an unidentified assailant. Responding Malitbog Policemenled by SPO2 Antonio Lura said the victim had just left his house when his wife Anna Marie heard a gunshot and found his lifeless body two minutes later.

The affluent can pay for better nutrition, modern health services, schooling, not to mention the third car, summer vacations, etc. They live, on average, almost a generation longer than the poor. Consider varying life expectancies of our prov-inces. People born in La Union in 2006, for exam-ple, could hope to live 74 plus years. That’s not the case with those in Palwan where life spans are 63

years. Tawi-Tawi’s is even shorter: 53 years.“The shortened life spans of the poor is a scandal that calls for urgent redress,” the late National Scientist Dioscoro Umali wrote. “We can ignore this injus-tice only if we forfeit all claims to being a civilized society.” Today’s “fault lines zig-zag between an affluent few, blind to responsibility that wealth entrusts, and an indigent minority whose human needs, stoked by rising expectations, fester unmet. Yet, justice is the insurance we take out for our skins. The causes for hunger interlock. Many can not af-ford to buy. More than 5.6 million have only part-time jobs. Population increases are another. There are five mouths today where there was one in 1940. And if a “demographic transition” doesn’t occur, there’d be six mouths by 2015. Neglect, conflict and abuse kept Mindanao from fulfilling it’s potential to be the country’s breadbasket. Food for our grandchil-

MAASIN CITY - President Gloria Maca-pagal Arroyo’s cancellation of her city visit for the third time in 14 days have Maasin-hons wondering about the true state of the president’s health. Arroyo was first scheduled to come to Southern Leyte last July 1 to deliver the keynote address during the program mark-ing the province’s 49th anniversary. But she couldn’t make it because she quaranteened herself at the Asian Hospital to prevent the possible spread of the mystery flu virus. The President then agreed to lead the groundbreaking ceremony for the new pro-vincial hospital and to inaugurate the city’s new market. That visit was also canceled

because she was re-admitted to the Asian Hospita, for what her critics claim “recon-structive surgery” on a breast implant that had to be replaced. This visit was rescheduled to July 14 but later postponed indefinetly. The welcome streamers and tarpaulins bearing the president’s picture have since been archived but rumors about the presi-dent’s health continue to perculate. Mayor Maloney Samaco in his weekly radio program said the city was always ready to welcome the President when she finds the time to visit us despite her busy schedule.

To commemorate Philippine Ameri-can Friendship Day, which falls on July 4, we are featuring excerpts of Corporal Grant Brown’s hilarious narrative of his experiences in the country during the US army’s campaign to liberate Leyte from the Japanese Imperial Army. His impression of Filipinos and his fel-low soldiers during the Second World War is still as accurate today, as it was 65 years ago, when he landed on a lonely beach in Tanauan, Leyte in 1944. If he had a good editor, I believe his story would have been an international bestseller. Corporal Brown never claimed hero status and admits the only wound he suffered from the war was bruised knuckles when the LST he was on rammed the beach in Tanauan at full speed. He admits he was happy enough to have survived the Kamikaze attacks on his transport ship the Skylark as it sailed through the heavily mined Leyte Gulf and the daily bombings and strafing of

Japanese fighter planes on their supply depot in Dulag. But what was unusual about his story was the impression he had about Visayans, particularly its women, who he truly admired. “My assignment in Leyte convinced me that the women there only married when they earned enough money to support their husbands,” he narrated “and the women also did most of the work so they aged faster. “While the men spent most of their time drinking Tuba grooming their fight-ing cocks and losing money in the cock-fights that were held each Sunday.”Yet he admitted these same happy-go-lucky-guys were enterprising enough to convert their army jeeps and weapons carriers into pas-senger vehicles. He recalled their own pathetic attempt to compete in these cockfights, and the rooster they bought at an exorbitant price, which lasted just a few seconds inside the cockpit.
