Future scope of the KB is open to your suggestions. We would like to encourage you to submit original research notes and articles as well as opinions. Mr Salim Jarrar is an experienced construction industry professional who has held senior executive roles in reputed construction companies in the GCC especially in Dubai (U.A.E) for 27 years. Mr Salim joined KCT as the General Director in January 2012 after a distinguished career with International Companies such as Arab Technical Construction, Al Naboodah & Dolphin L & T.

Mr Salim graduated from University of Southern California (USC) in 1984 with a Bachelor Degree in Civil Engineering (minor Structure) followed with a Master’s Degree in Project, Construction and Engineering Management a year later in 1985.

Mr Salim started his career as a Planning and Cost Control Engineer with Khalifa Al Jassim Company situated in Kuwait before moving to the Emirate of Dubai, United Arab Emirates, in 1995 to work for one of the largest Contractors in the Emirates, Arab Technical Construction. Working as a Project Manager Mr Salim successfully managed numerous projects expediently to provide the quality required to the satisfaction of the various Employers whilst ensuring that budgets and profitability were achieved on behalf of the Company.

In 2003, Mr Salim was appointed Managing Director of Group 6 Construction where many successful projects were undertaken. In 2006, following advances from Messrs Khalifa Al Naboodah Contracting, he was offered the position of General Manager.

During his time in the Emirates, Mr Salim qualified to act on Dispute Resolution as Registered Arbitrator and took part in various Arbitration Cases in the position of Arbitrator and Expert Witness in 2008 and 2009.

Mr Salim is currently in the process of obtaining a Master’s Degree in Construction Arbitration and Dispute Resolution.

For those of you who are unfamiliar with KCT, our roots go back to 1983 in Syria where the company was formed to provide the timely delivery of projects with an unrivalled level of quality. Today we proudly continue this tradition in Qatar where we are in the process of developing over 30 projects covering a variety of sectors including, entertainment, hospitality, infrastructure and manufacturing.

As a full service construction company, we understand that a degree of trust has been placed on our delivery and it is with this knowledge that we continue to pride ourselves on responsiveness, timeliness, quality and safety, flexibility and cost awareness.

As mentioned, today I wish to discuss the importance of planning the development of infrastructure with an emphasis towards the consumer and hospitality markets. As with any plan, there must be a founding set of principles to work with and the in the case of Qatar, this would surely be the national vision 2030. Based on the four founding principles of human, social, economic and environmental development, the realization of this vision will be made possible in part through the strategic organization and development of the country’s underlying infrastructure, such as its transportation, power and communication structures. With the added delivery deadline in the form of the FIFA World Cup in 2022 fast approaching, getting it right the first time will be integral not just for meeting the deadlines necessary for such an event, but also for the nation’s reputation.

While mega projects such as The Pearl or Lusail will have their part to play towards national development, the true transition of Qatar in terms of attracting greater volumes of tourism, both business and pleasure will depend on what attractions the country can offer. In order to do this,

Ladies and gentlemen, esteemed members of the construction community, it is indeed a great pleasure to welcome you all to Infrastructure Qatar 2012. I am Salim Jarrar and currently the General Director and Manager of Khayyat Con-tracting and Trading, most commonly known as KCT, and today I would like to address the issues surrounding the hospitality, consumer and entertainment aspects of infrastructure development and how we at KCT are supporting the vision of His Highness Sheikh Hamad Bin Khalifa Al Thani as Qatar continues to expand and diversify its economy.

Qatar is already slowly turning a corner and with the retail market opening up to cater for all types of consumers, the best example probably being the soon to be open IKEA; Qatar’s international reputation as the wealthiest country per capita in the world has helped the easy integration of many luxury brands who may well consider Qatar to be a strategic emerging economy.

At KCT we are in the process of creating our own contribution to the retail market through the Al Rayyan Mall.Soon to be one ranked within the top 20 largest shopping complexes in the world, Al Rayyan has been planned to maximize the experience for its visitors through numerous benefits.

It is a fact that when it comes to property, location is one of the most important factors to consider, and none

more so when it comes to retail. Located strategically on Al Rayyan- Dukham highway only 15 kilometres from the centre of Doha, the mall will be located not only on one of the proposed Metro stations, but also on one of the proposed international railway stations, offering highly efficient access for people travelling from Bahrain or Saudi Arabia. By reducing the volume of traffic on the roads through this strategic planning, we are helping to promote greater environmental sustainability as well as helping to solve the traffic issues which are usually inherent with many shopping malls.

Once at the mall, planning on catering for the public is equally essential. By offering the greatest diversity, we believe we can cater for the entire spectrum of customers, with 8000 m² hypermarket, 28000 m² anchor retails, 14000 m² shop units, 13000m² restaurants, 13000 m² luxury goods, 10000m² home stores, 8500m² Cinema Complex comprising of 14 individual screens, 4000m² wellness spa and 9000m² commercial offices spread over 375000m² of GBA with net leasable area of 152000m². With the national domestic demand to create an estimated 90,000 hotel rooms over the next three years, it is easy to see how Qatar Tourism and Exhibitions Authority increased its investment within the hospitality sector to $17 billion in 2008.

With a total of approx. 1,300 on-site labour, this milestone was achieved through a rigorous Health & Safety Management system in collaboration and commitment from all managerial levels. Our HS & E Team held continuous training and awareness sessions, followed by monitoring and work inspections to ensure a safe working environment. The key factor has and will continue to be Safety within the working environment as well as safety for each other.

HILTON TOWER – NOVEMBER 2012 HSE PROJECT OF THE MONTH AWARD

I last visited what used to be called the Office Tower project about two and a half months ago and since then there has been a transformation. Not only has the project now been re-named the Hilton Tower project but a good health and safety standard has been put at the forefront of the project’s objectives.

Although there may be another KCT project that has higher standards, if there is it will be by a very small margin. What stands out at the project though is the improvements that have been made in a very short period of time. This demonstrates that all KCT projects can achieve it if the site management are committed.

When I visited the site before, there were no barriers anywhere, housekeeping was particularly bad and not many workers were wearing PPE. Now I couldn’t find anyone not wearing PPE, housekeeping was very good and barriers were in place to provide edge protection wherever necessary. No site is perfect however and there are still lots of improvements planned so I look forward to using the Hilton Hotel as the standard by which all KCT projects will be measured (unless another project can do better).

My thanks go to the whole site team – without their hard work and dedication they would not have been presented with the KCT HSE Project of the Month Award for November!

What is a Policy?A policy is a principle that is used to set direction in a Company. It is a guiding rule that provides the boundaries within which managers make decisions.

What is a Procedure?A procedure maps the way of doing something. It is usually designed as a series of steps which must be followed for consistency. A procedure standardizes the way in which something is done. Sometimes a procedure may be written to explain the way a policy is applied in the workplace; to show how to put a policy into action.

Procedures provide a method for implementing consistency needed to reduce process variation, which increases process control. Decreasing process variation is how we reduce waste and increase performance. The biggest waste reduction with the meaningful insertion of policy and procedure, is the reduction in the waste of our time.

What are Human ResourcesPolicies and Procedures?We all talk about policies and procedures but you maybe wondering what is a policy and how does it differ from a procedure?

Bob Fields Started his career as a crew member on a forward deployedreconnaissance aircraft with the United States Navy. During this time he developed an affinity for high tempo operations. This quickly found a strong parallel in the construction industry where his earliest involvement with capital improvement projects was in a leadership role.

The automotive manufacturer, General Motors, supplied the first mega-project of Bob’s career in Shenyang China; a 500k Sq Mtr manufacturing facility for Chevy S-10s and Blazers. Immediately after this Bob joined Turner Construction Company where he participated in the construction of the Renaissance Center in Detroit, Michigan; a five tower, 84 story and fully integrated podium that is now the headquaters of the giant firm. After Detroit was Cleveland and the Intercontinental Hotel a five star plus super luxury, high tech and high security facility used by world leaders during their health care at the renown Cleveland Clinic.

Bob then went to Houston and Dallas for similar high value and high volume jobs. In Dallas, Bob settled in for a while and developed his skills as a Business Unit manager running multiple projects while addressing the financial and sales side of the construction business. In 2007 Bob was requested in Dubai to help bring to fruition the Burj Khalifa and the Dubai Mall. With a glowing success on both projects Emaar Properties appointed Bob as the Executive Director Of Projects for Emaar. Bob maintained this position throughout the time leading up to the economic crisis of 2009/10 where he was integral in the establishment of a lean management process. Bob Joined the Al Ahmadiah as the Director of Operations to resolve and complete the Masdar Project, a multi-billion dirham, zero carbon footprint, joint venture with Massachusetts Institute for Technology (MIT) and a number of towers associated with the royal family in Dubai.

Operations DepartmentKCT Operations Department has begun the standardization of our project execution process across all of Qatar and into Morocco. Currently, the staff team is close to seven hundred strong and are executing over forty builds across Qatar all while preparing for the large influx of new projects. Each day shows the tangible evidence of increased efficiency and productivity. Our labor force is over two thousand and growing every day.

In the end, all business operations can be reduced to three words: people, product and profits. Unless you’ve got a good team, you can’t do much with the other two

A few of our Flagship projects include the Al Rayyan Mall, Lekhwiya Sports Stadium, Hilton Double Tree Suites, the Clubhouse in Al Wajba, signature villas in West Bay, Al Dafna, Mesilla and Shahwani.

The North Area is growing leaps and bounds; it started with Umm Salal soon added Umm Garn and has continued at a rapid pace to add multiple series of villa complexes. The North Area has over one hundred staff and anticipates a quick twenty percent jump.

Morocco has capitalized on our reputation to build the finest most opulent residential structures and has underway a grand palace villa.

Over all the Operations Department has maintained the tempo set by our most senior managers and has banked energy and resources for a strong future outlook.

Establish a unified technical/engineering systems and procedures; which mandates the establishing of a management documentation system that will ensure proper flow of information amongst the project team and to properly safeguard project documents. It ensures that documents are filled correctly, formatted and are traceable in both forms, hard and soft copy forms, in order to ensure that only the latest revisions of the documents are being utilized.

- Recruit qualified staff to move the company to the new era and meet the upcoming inevitable challenges and allocate qualified staff as per each project requirements to ensure better quality of work while maintaining construction progress.

- Provide training to cultivate the capabilities of each staff and prepare them to handle the upcoming challenges. Developmental opportunities including training and mentoring are part of a total program of individual skills growth for each employee to prepare them for the timely enhancement of working software and management skills.

- Effective engineering management practice has always been the key to the success of construction projects because it manifests itself by focusing on human development and utilizing the state of the art engineering practices. This should eventually steer KCT to become more competitive amongst its peers in the construction industry.

Technical Department I envision KCT Technical/Engineering department with an established support system to provide and facilitate the construction needs for utilizing the most feasible engineering tools and standards.Highlighting the rapid and timely development of KCT in the construction industry, the following objectives for the development of the department are deemed necessary.

Engineering Management is the ART of Managing Engineering Efficiently

The BIM concept envisages virtual construction of a facility prior to its actual physical construction, in order to reduce uncertainty, improve safety, work out problems, and simulate and analyze potential impacts. Moreover, sub-contractors from every trade can input critical information into the model before beginning construction, with opportunities to pre-fabricate or pre-assemble some systems off-site. Consequently, waste can be minimized on-site and products delivered on a just-in-time basis rather than being stock-piled on-site.

BIM can bridge the information loss associated with handing a project from design team, to construction team and to building owner/operator, by allowing each group to add to and reference back to all information they acquire during their period of contribution to the BIM model. This can yield benefits to the facility owner or operator.

I have been asked to contribute to the Company Newsletter of this month which I found to be a good opportunity to communicate with all staff, as my ultimate goal is to prove that culturally diversified business environments, if well managed with transparency and effective communication, can avoid conflicts and provide the business with a great competitive edge.

It took me a while to select the subject as I am keen that my first message be as beneficial as possible, and I finally decided to share with you some thoughts about HR which I consider to stand for Human Responsibility.

The history of HR developed from Personnel functions shows that the reason behind the transformation was to ensure that the people agenda was adequately represented at the highest levels of organizations.

Getting the HR executives onto that “top table” was of enormous importance, as it is crucial in achieving genuine influence, enabling businesses to make decisions with a full appreciation of people factors. This was seen as a vital step in changing the perception of HR from being a non-critical service / compliance function into something at the heart of business performance.

Therefore, the role of HR in an organization should be influential to drive the people agenda enabling organizations to perform more strongly through a powerful appreciation of the crucial role of people in business success.

HR should also help leaders to recognize that a “humanizing agenda” is not at odds with commercial success, but is in fact the primary thing that enables companies to thrive, and build people strategy to go with the commercial strategy suggesting an appreciation of the fact that results simply won’t be achieved if people are not making them happen.We should remember that a real HR leader is not the

person who takes a big stick and makes it go up and down, while the band does the work of actually making the music, but a person who is in service to the team giving him credit and making everyone else successful.

A real HR leader should support the positive mistakes “encouraging people to learn from their mistakes”, keep an open communication channels acquiring staff feedback increasing their level of engagement, ownership and loyalty in order to increase efficiency and productivity.

Another more neutral word to be used for HR leader is a Protagonist who does not wait for permission to lead, innovate or strategize. Who does what is right for the firm, without regard to status. His goal is to do what’s good for the whole and help organizations become more competitive. After all, the word compete comes from the Latin com petire, which means “to seek together” so his intent is not to antagonize, but to drive towards something, as he is willing to name things others don’t yet see; pointing to new horizons. Without him, the storyline never changes.

I would like to end my message using the key word TRUST which is an essential quality for any leader. By understanding trust, by acting as a trustworthy role model and by advocating a business case for trust, we could help to improve well-being, staff retention and the performance of our organization.

On an individual level, one of the easiest ways to cultivate employee trust is to start trusting the people around us, listen to them, empathize with them, show our concern, be honest with them, be true to our word and treat them fairly.

There comes an urgent need to provide these projects with economical solutions using suitable materials and processes to complete the work safely and on time. This will also offer significant savings in manpower.

In order to do that, Mr. Salim (General Director / Manager) has brought this into reality by recruiting the manager of this department who has had a wide range of construction and formwork experience in GCC for the last 20 years.

The Formwork and Scaffolding issue is very critical and not clear to many construction related staff and engineers. Basically the cost of this item is almost 1.5% of the total cost of the project, BUT when it comes to execution it is exactly, we may assume, 80% of the structure work and the rest is concrete and steel reinforcement.

Formwork and Scaffolding DepartmentKCT are a fast growing company in the state of Qatar specializing in and already involved in large construction projects worth billions of USD.

The technical part will not finish by submitting the first design, but will be extended to other steps where we will be reusing the same materials throughout the structure till completion.

The department will be in charge for the supply of all KCT and UCC projects with materials appropriate to the structure design especially the system formwork materials.

System Formwork materials are defined through many products globally and the most well-known international ones are Doka, Peri & Hunnebeck.Other companies have started making copies of these systems and have beat the prices of the international ones mentioned above and this will help the department to make a bigger saving on cost.Scaffolding is something different, the major global manufacturer is SGB and again many companies are copying this product. This material can be used both for shoring and access systems for facades.

The department’s intention for future progress is to ultimately have 10,000m2 of land for offices and materials storage. The issue is big however and it will take time to reach our objective. FSD is now working under a strategy to serve the projects by supplying purchased materials instead of renting that will be the departments fixed assets at a later stage. Also, investing certain capital, targeted at critical aspects will make the process faster and even more cost effective.

Project staff and the whole team must implement the rules of the department and follow the manufacturer’s recommendations and instructions to carry out the job properly in a safe, efficient way plus saving and controlling material waste that will result in a total saving for the future profit centre.
