Two sophisticated English pistols along-with 15 cartridges recovered. Two stolen/robbed luxury cars recovered.

A team of officers of Special Cell led by Inspector Sandeep Malhotra and Inspector Pankaj Sood under the supervision of Shri Ravi Shankar, ACP has busted a gang of Car Jackers/Thief led by notorious criminal Manoj Bakarwara. Manoj Bakarwara is involved in over 100 cases of car jacking and motor vehicle thefts after his escape from Police custody . 5 members of this gang namely (1) Manoj Bakarwara Aged 34 years r/o Vill. Bakarwara, PS Nangloi, Delhi (2) Parveen @ Kuku Aged 24 Years r/o Vill. Gurgaon presently residing at Najafgarh, Delhi (3) Sarwan Singh Aged 34 Years r/o Distt Mukhtsar, Punjab (4) Prabhsharan Singh Aged 31 years r/o Distt. Mohali, Punjab (5) Gurcharan Preet Singh Aged 23 years r/o Distt Ferozpur, Punjab have been arrested. The gang members have been arrested in CASE FIR NO 251/2009 DATED 12/07/2009 U/S 379/411/120B/467/468/471/34 IPC & 25 ARMS ACT PS SAKET, DELHI. Manoj Bakarwara is the most wanted Super Car Jacker/Thief and is wanted by Delhi, Chandigarh and Haryana Police. Reward has been declared by Delhi and Haryana police for his apprehension. Arms and ammunition have been recovered from their possession. Ford Endeavour SUV and Honda city have also been seized. Efforts are on to recover a large number of luxury cars.

Information was received in the Special Cell that Manoj Bakarwara and his gang involved in cases of car jacking and theft of luxurious cars is disposing off the stolen cars in Chandigarh. On the basis of technical and human surveillance it was learnt that the receiver of the stolen vehicle have made their hideout in Sector-38-D in Chandigarh. On 12/07/2009, an information was received that Manoj Bakarwara had stolen an Endeavour Car bearing No. DL-3C AN 2408 from Delhi and had delivered the same to his associate receivers at Chandigarh. On 13/07/2009, Special Cell team located this car in Sector-38D, Chandigarh, and chased it but it disappeared. At about 11:00 AM, the car was again located on Zirakhpur Rajpura Road near Lohgarh Chowk. The car was intercepted and the three occupants of the car were overpowered by the team. They were identified as Constable Sarwan Singh, Punjab Police, Prabhsharan Singh & Gurcharan Preet Singh. The car was seized and the trio were brought to Delhi. On sustained interrogation, it was revealed that they had received 18 luxury cars from Manoj Bakarwara in recent past. Sarwan Singh further disclosed that Manoj Bakarwara is presently using a Honda City Car bearing No. DL-3CB-1794 and will be visiting his village on 14/07/2009. Accordingly, a trap was laid on Nazafgarh Drain bridge near Nilothi and at about 12:30 PM, Honda City Car No. DL-3CB-1794 was spotted. The vehicle was intercepted and the prize catch of Manoj and Praveen was got. The personal search of Manoj led to the recovery of a sophisticated English pistol with 11 live cartridges. He found this pistol in a Pajero car which they had robbed in DLF, Phase-I, Gurgaon in Mid June 2009. The original license of this weapon was also recovered from the dash board of recovered Honda City car. Similarly, the personal search of Praveen led to the recovery of another sophisticated English pistol with 4 live cartridges.

Manoj Bakarwala, a B.C. of Police Station Nangloi on interrogation disclosed that he has stolen/robbed around 500 cars in his criminal career of last eleven years. He is very clever and desperate and has many accomplices in different parts of NCR/other states who commit sensational cases of Car-Jacking/Theft. He is expert in driving cars and prefers to commit crime late at night or early in the morning, preferably on wide roads having no traffic signals so that after committing the crime he could easily escape. He is fond of lavish lifestyle and luxurious vehicles. Manoj has developed intimate relationship with a girl of Haryana and had spent huge money on her. Moreover, she is presently pursuing MBA and Manoj has been bearing all her expenses including college fees since last many years. To evade the police net, he keeps changing his accomplices from time to time. He has disclosed that, he has taken an apartment on rent in Solan, Himachal Pradesh and Zirakpur, Mohali. He has disclosed that some thieves had stolen Rupees 10 lacs from this rented apartment in Solan along-with electronic goods i.e laptop and camera when he was not present in that house. After this incident he did not visit this rented apartment in Solan, H.P just to evade police questioning as the matter was reported to Police by the owner. However, he also prefers staying in the expensive hotels in different cities like Chandigarh, Punjab, Himachal Pradesh and Rajasthan etc. and constantly changes his hide-outs.

Manoj Bakarwara also disclosed that he began his criminal career in the year 1998. He joined hands with a notorious car thief Makhan r/o of his own village. Manoj initially worked with Makhan. He was first arrested by Delhi Police in the year 1998 in a case of car theft. After his release on bail, he again indulged in Car Jacking/Theft for earning easy money. He was arrested by Crime Branch, Delhi Police in the year 2003 but was released on bail after 8/9 months. Thereafter, Crime Branch of Delhi Police arrested him again in the year 2005 in a Car Theft case. He however managed bail after one year in this case. In the year 2007, he was again arrested in a case of car jacking and was lodged in Gurgaon Jail. There he came in contact with one Parveen who was also lodged in the same jail. In the jail both Manoj Bakarwara and Parveen hatched a conspiracy for the escape of Manoj Bakarwara. Parveen was released on bail in May 2008. Accordingly in the month of July 2008, Parveen conspired and helped Manoj Bakkarwala in his escape from the custody of Haryana Police from Dwarka , Delhi. They then joined hands and thereafter indulged in a spurt of carjacking/theft. The luxury cars above Rupees 10 lacs were sold by Manoj Bakarwara while car below Rupees 10 lacs are sold by Parveen. Parveen used to sell these stolen vehicles in UP while Manoj Bakarwara disposed off stolen vehicle in Delhi, Bihar, Chandigarh and Punjab. Parveen was arrested by the Special Cell in April 2009.

Recently, on 08.05.2009, Manoj Bakarwara was intercepted by Delhi police at Sector-22, Rohini, Delhi. He opened fire and succeeded in fleeing away. During the cross firing by South Delhi police, he sustained bullet injury on his hand. A case vide FIR No.162/09 u/s 186/353/307/34 IPC & 25/27/54/59 Arms Act was registered at Police Station Aman Vihar, Delhi against him.

Manoj also targeted the luxurious vehicles in posh areas in the early morning when the vehicles were cleaned by the driver/car clearner or servants. He would prefer stealing/jacking cars at the time when there were being driven by drivers or cleaned by cleaners/servants. He would avoid targeting owner driven cars as there he would meet stiff resistance. In many cases he would show pistol but there are also cases, where he would get the car on mere threat to driver to leave the car. In other cases he would simply drive away the car when the driver/cleaner would leave the key in the car and was busy in cleaning the vehicle.

Sarwan Singh is a Constable of Punjab Police and presently posted in Distt Firozpur, Punjab. Prabhsharan Singh is unemployed and pursuing his LLB. Gurcharan Preet Singh has done his 12th but is unemployed while Praveen is a school dropout. Praveen is car Jacker/thief who used to sell the stolen/robbed cars at comparatively cheaper rates whereas Sarwan Singh, Prabhsharan Singh & Gurcharan Preet Singh are the receivers of stolen/robbed cars who used to sell these stolen/robbed vehicles for the sake of handsome commission. Praveen was earlier arrested in an attempt to murder case in 2007 because of his family dispute over property. In that case, he was convicted from Gurgaon Court. He filed an appeal in High Court and managed to get bail about 2 months back. Manoj claims to have received Rs 2.50 to 3 Lakhs for disposing off these stolen cars.

Further investigation is in progress.

Efforts that have gone into arresting Manoj Bakarwara and his gang members:

1. On 12.2.2009 Crime Branch arrested two associates of Manoj Bakarwara namely Sandeep Pehal r/o Sonepat, Haryana and Praveen Choudhary r/o Gurgaon, Haryana from Shimla. They were also involved in two sensational murder cases. The associates gave useful inputs about the movement of Manoj Bakarwara.

2. On 22.3.2009 South District police arrested two members of his gang namely Narender Singh and Amit both resident of Rohtak, Haryana . One Honda Accord and One CRV was recovered from these associates.

3. On 1st , 3rd and 7th April 2009, Special Cell arrested 10 members of this gang including Praveen @ Sonu r/o Sonepat, Haryana who had helped in the escape of Manoj Bakarwara in july 2008 from the custody of Haryana Police. Thee associates were identified as Arun Kumar, Dharamvir, Anil Kumar , Tajudddin @ Mama, Gurjeet Singh @ Rinkal, Ikramuddin @ Danish , Shakeel Ahmed , Mohd. Shokeen and Narender Singh Chauhan @ Chirkut @ Ashok. 8 Luxury cars were recovered from these associates.

4. On 8.5.2009, South District police received another tip off that Manoj Bakarwara would come to Sector-22, Rohini for disposing off stolen Ford Endeavour car. At about 11.45 PM a Ford Endeavour having registration number HR-99-DA(TPM) -

4759 was noticed coming from village Karala side at Kanjwala Road at Rama Vihar. There was hot chase of this car and the South Distt police finally managed to corner the Endeavour driven by Manoj Bakarwara . However instead of stopping the vehicle and coming out Manoj Bakarwara and his accomplice opened fire at the police party. He even tried to crush the police officers under the wheels of the car. In order to save themselves the police officers fired and injured him and some how managed to save their lives. Manoj Bakarwara however managed to escape. After his apprehension by the Special Cell on 14.7.2009 it was found that one of the bullet fired by the police party had hit the middle and ring finger of his left hand.

5. On 14.5.2009, another very important associate of Manoj Bakarwara namely Daya Shankar @ Chimney r/o Nangloi, Delhi was arrested by South District police . One Black berry phone robbed alongwith Honda Accord car from the area of Greater Kailash was also recovered from his possession.

6. Finally on 13.7.2009 Special Cell arrested three of this associates namely Sarwan Singh, Prabhsharan Singh & Gurcharan Preet Singh from Zirakhpur Rajpura Road near Lohgarh Chowk, Patiala, Punjab. On their interrogation finally the big catch of Manoj Bakarwara was arrested on 14.7.2009 from Delhi.

It is worth mentioning that for the last couple of months sustained and intensive efforts were being made by Special Cell, Crime Branch, South District as well as several other state police forces. Teams were closely following various leads and were very close in tracking the movement of Manoj Bakarwara and his associates. The combined effort of Delhi Police finally bore results on 14.7.2009 when Special Cell finally arrested Manoj Bakarwara.

By now Manoj Bakarwara and his 18 gang members have been arrested in the recent efforts.

Two arrested for blind murder at PS IGI Airport. An unidentified dead body had been recovered on 01.07.09.

THE INCIDENT

On 01.07.09, an unidentified dead body had been recovered inside the boundary wall of IGI Airport Terminal –III in the vicinity of Samalkha Road. The deceased had been strangulated and stabbed. He was of about 5’7” in height, fair complexioned and aged about 30 years. The deceased had three rings on

his left hand and was wearing a golden colour TIMEX wrist watch. A case u/s 302 IPC was registered at PS IGI Airport on 01.07.09.

THE TEAM

A team under Inspector Vinod Narang, Inspector Investigation PS IGI Airport and consisting of SI Vinod kumar, HC Parkash, Ct. Raj Kumar and others was formed to identify the deceased and workout the murder case.

IDENTIFICATION OF THE DECEASED

Several steps were taken to identify the deceased including checking of missing person reports in the nearby police stations, updating the unidentifying dead body information on ZIPNET, issue of hue and cry notice, showing the body to nearby residents, publication of photograph in the newspapers, etc. Sustained efforts to identify the deceased culminated in the deceased being identified on 8.7.09 as Kamlesh Sharma, aged 32 year r/o Bhind District in Madhya Pradesh, recently living in Sector-18 police station of Gurgaon.

INVESTIGATIONS

During investigations it was ascertained that the deceased Kamlesh Sharma was in money lending business and used to give money on loan to his known persons. The deceased had given loan of Rs. 80,000/- to his distant relative Avdesh Sharma, aged 30 years also from Bhind of Madhya Pradesh.

Investigations revealed that the deceased had been pressurizing Avdesh Sharma for return of his money but Avdesh Sharma was not in position to do so because he left his job about 2 months back. As the deceased insisted on return of money, the accused Avdesh Sharma along with his associate made a plan to eliminate Kamlesh Sharma.

THE PLAN

When Avdesh Sharma was not in position to return the money, he along with Dinesh, aged 28 years r/o Mujjafar Nagar District of U.P., presently working as Mechanic Fitter in Gurgaon to eliminate Kamlesh Sharma. Avdesh Sharma told Kamlesh that as he was not in positon to return his money, he has planned to join an inter-state underworld gang which is in kidnapping for ransom business to repay his loan. Avdesh Sharma told Kamlesh that he wanted his opinion regarding the gang as he has called the gang members in Delhi. On the day of incident, accused Avdesh Sharma along with Kamlesh came on motorcycle of the deceased near the place of incidence and took unsuspecting Kamlesh inside the boundary wall of Airport. Dinesh, an associate was already waiting at the place of incident and once Kamlesh and Avdesh got inside the outer boundary of Airport at a convenient place the two strangulated the

deceased. The deceased was also stabbed by the accused and then dragged to a nearby drain.

During investigations, the role of Avdesh Sharma was ascertained. Initially, he denied his involvement but on sustained interrogation and investigations, he revealed his plan and act of murder. Incidentally, Avdesh Sharma had joined the family when the family started his search and had gone to Sector-18 police station, Gurgaon to lodge a missing report as well.

RECOVERY

During investigations, the motorcycle of the deceased, his purse and two mobile phones have been recovered. A country made pistol with five cartridges were also recovered at the instance of accused Avdesh Sharma.

The Tilak Marg Police has arrested three persons namely (1) Kalu Nath @ Kamal Nath @ Deepak S/o Prem Nath Bahadur R/o Ward No.5, P.S & P.O Martadi, Distt. Bajura, Anchal Sehti, Nepal, Age 39 years. (2)Mahesh Ram @ Tinney S/o Chander Ram R/o Vill Sangnol, P.O Mandalak, P.S Lohaghat, Distt. Champawat (Uttaranchal), Age 21 years and (3) Veer Bahadur Rawal S/o Dhan Bahadur Rawal R/o Vill Talgaon, Ward No.3, P.O Kanda, P.S & Distt. Bajura, Anchal Sehti, Nepal Age 32 years, who are involved in the recent cases of burglaries in Pandara Road Area of New Delhi. At their instance one Gold smith named Vijay Patil r/o H.No.218, Building No. 3725 ,Gali Barna, Sadar Bazar, Delhi has also been taken into custody for being the receiver of stolen property. Their involvements in other areas of Delhi is also being verified.

In recent cases a case FIR No. 150/09 u/s 454/380 IPC registered on 03.06.09, Ms Gloria Kumar W/o Sh. N.G Vasanth Kumar R/o A-108, Pandara Road, New Delhi had reported a burglary in her house when the family had gone to meet their relatives during daytime. Some Jewellery and watches were reported stolen. In case FIR No. 168/09 u/s 454/380 IPC registered on 27.06.09 another burglary was reported by Sh. Sanjeev Narayan S/o Lt. Shanti Narayan R/o A-33, Pandara Road, New Delhi. He reported theft of Rs. 15,000/- and some Gold Ornaments. In case FIR No. 171/09 registered on 02.07.09 Sh Kishan Pal S/o Sh. Gyan Chand R/o A-83, reported the theft from his house in which two mobile phones, cash Rs. 5,000/-, Kodak Camera and some silver items were stolen.Investigation: -

A team headed by Insp. Mohan Singh, SHO/Tilak Marg, SI Rajesh Maurya, SI K.L Yadav, Ct. Vinod and Ct. Jitender was constituted under the overall supervision of Sh. Vijay Singh, ACP/Connaught Place. After sustained investigation, the police got vital clues. The above said three

accused were nabbed from Pilanji village and Seva Nagar Areas. Accused Kalu Nath had worked as a Security Guard for 15 years in Moti Bagh area. Mahesh and Veer Bahadur are working as car cleaners in Golf Links area and Kotla Mubarkpur.Modus Operandi: -

The accused persons used to conduct extensive recee of the area during daytime to target such flats which remained locked for long period. Then they would plan for execution at an appropriate time. They used iron rods to break the locks and rear door latches and gained entry in the flats either during wee hours of the day or during noon when most of the Govt. colonies give a lonely/deserted look as most have working families. They had sold the stolen booty to a Goldsmith in Sadar Bazar area. The police has recovered a stolen mobile phone, a camera and a wrist watch from their possession. Further investigation regarding recovery of stolen items and their previous involvements is on. The Tilak Marg Police worked hard to work out these recent high profile burglaries in Pandara Road govt flats. The RWA also voiced concern over this. In joint efforts the police also took initiatives of preventive measures like plugging of the easy entry / exit routes in the back lanes used by these burglars. DCP/New Delhi District suggests that residents of such colonies should take extra precautions while leaving their houses locked.The residents should not use padlocks which are visible. Instead latchkey safety locks which are embedded on the floor should be used. After dark, there need to be some lights which are kept on as burglars tend to spot and identify their targets easily. The staff of PS Nand Nagri has arrested one Pick pocketer namely Suresh Kumar @ Tinku @ Mooli and recovered 4 stolen mobile phone instruments and put their efforts to control the incidents of snatchings/pick pocketing.

BRIEF FACTS

During last few days the incidents of Snatchings/Pick pocketing were increasing in and around the area of Nand Nagri. For prevention of such types of crimes ASI Rampal and Ct. Amit were patrolling the area. On 14.7.09 at about 6.15 p.m. when they reached near SDM chemry, they heard voice of a person raising alarm for an accused running after committing pickpocketing. Both the police personnel intercepted the accused Suresh Kumar @ Tinku @ Mooli, who had stolen a mobile phone instrument Nokia N-70 from the pocket of one Sirajuddin. On the complaint of Sirajuddin, a case of pick pocketing of mobile phone instrument was registered vide FIR no. 205/09 u/s 379/411 IPC at PS Nand Nagri and the accused Suresh Kumar @ Tinku @ Mooli S/o Rakesh Kumar R/o Flat no. 400, Gate no. 8, Sai Sadan, Building no. 660 Shalimar Garden Extn.-I, Sahibabad was apprehended red handed on the spot and stolen mobile phone instrument was recovered.

On sustained interrogation, the accused Suresh @ Tinku @ Mooli disclosed to have committed about 7 incidents of snatching of Mobile phone instruments and 3 incidents of

Gold chains along with his associates Naveen @ Goldy, Ravi, Atul @ Kasi, Kanwarpal @ Pappi & Pichasi of Nand Nagri area, in the area of GTB Enclave, Dilshad Garden, Mansarovar Park, DLF Sahibabad etc. On his instance, 3 stolen mobile phone instruments have also been recovered, which were taken into police possession as per the provisions of section 102 CrPC.

PERSON ARRESTED AND HIS PROFILE

1. Suresh @ Tinku @ Mooli S/o Rakesh Kumar R/o Flat no. 400, Gate no. 8, Sai Sadan, Building no. 660 Shalimar Garden Extn.-I, Sahibabad. Aged 20 years.

He is 6th class pass and is a motorcycle mechanic. He has been committing offence of snatchings of Gold Chain and Mobile phone instruments for last about 3 months along with his associates Naveen @ Goldy, Ravi, Atul @ Kasi, Kanwarpal @ Pappi & Pichasi of Nand Nagri area, in the area of GTB Enclave, Dilshad Garden, Mansarovar Park, DLF Sahibabad etc. He has been apprehended/arrested first time. His associate Naveen @ Goldy has also been arrested number of times for the offences of Snatchings, Rape, Pick pocketing etc.

Apart from this there are Law Faculty, Arts Faculty, School of Distance Learning etc.

These colleges are commonly known as North Campus.

In view of the directions of the Hon’ble Supreme Court in the matter of

“University of Kerala V/s Council, Principals, Colleges and others” in SLP No. 24295 of

2006 dated 16/05/2007 and that dated 08/05/2009 in Civil Appeal number 887 of 2009

and in consideration of the determination of the Central Government, UGC, Ministry of

HRD special arrangements have been made to prohibit, prevent and eliminate the courage

of ragging. No incidence of ragging or conduct by any student whether by words spoken

or written or by any act which has the effect of teasing, treating or handling with rudeness

a fresher or any other student or indulging in rowdy or indiscipline activity will be

allowed.

A meeting of Proctor, Principals of colleges and wardens of hostels of Delhi

University was also held on 08/07/2009. The anti ragging measures taken by various

colleges were also discussed. It has been decided that both educational institutes and

police must work in close coordination and any incident of ragging, however, trivial must

be taken seriously. Anti ragging committees are to be formed in all institutions and

police will also be member of these committees. The college authorities have also been

requested to deploy their own staff by-name and specific directions to prevent the entry

of outsiders inside the colleges and hostels. All the deans of faculty and principals of

colleges have informed about the name and mobile numbers of police officers to be

inducted as a member of Anti-Ragging Committee.

A meeting of owners and managers of private hostels was also held on

14/07/2009. The owners and managers have been instructed that they will be personally

held responsible if any ragging is reported from their hostels.

In order to prevent such mischief, police pickets have been deployed at University

Road, Chatra Marg and GTB Road in North Campus. Intensive patrolling on foot and

motorcycle will be done in University area. Apart from this special pickets have been

deployed for taking all kinds of preventive measures and ensuring law & order in and

around d the University Campus area. Approx. 50 lady police officials, in uniform as

well as in plain clothes, have been deployed at various strategic locations. Special bus

checking in plain clothes will be conducted in and around Campus. Elaborate anti eve-

teasing arrangements have also been in and around the Campus. Five Anti Eve Teasing

Squads have been formed consisting of 2 male and 2 female officials. Four PCR vans

have also been deployed for intensive patrolling in the Campus. Further adequate traffic

arrangements have also been made at all important entry points of the University for

checking of vehicles.

For smooth law & order arrangements, the Campus Area has been divided into 5

sectors. Each sector is headed by one inspector and sufficient number of upper, lower

and lady subordinates. 30 upper subordinates, 150 lower subordinates and 1 coy. male &

1 platoon female outside force has been deployed in the Campus for smooth

arrangements.

Special videography arrangements at important pickets and outside colleges have

also been made. Pamphlets and posters indicating helpline numbers and senior police

officials numbers have also been pasted at strategic locations giving directions to the

students. Special police arrangements have also been made at Delhi University Metro

Station. Lady police staff of North-East states has also been posted to help the students

of North East. Anti-Ragging Awareness efforts in the form of talks/workshops/march

etc are also being planned in coordination with university authorities.

All out efforts have been made to make Delhi University a visitor friendly.

 GANG OF ILLICIT LIQUOR SUPPLIER BUSTED:TWO PERSONS ARRESTED: 30

CARTONS OF ILLICIT LIQUOR AND ONE WAGON-R RECOVERED  

South District Police has arrested two members of an interstate gang of illicit liquor suppliers, who used to supply the illicit liquor in Delhi to bootleggers as well as liquor vends of nearby areas. With their arrest, 30 cartons of illicit/ spurious liquor have been recovered alongwith Wagon-R car used for transportation of illicit liquor in Delhi. 

 ACCUSED ARRESTED ARE:

1.                  Dinesh Kumar age 19 years s/o Late Sh. Rameshwar Dayal r/o Village- Rithawli, PS Chandpura, Distt. Bulandshar UP

 

2.                  Sachin Bansal age 21 years s/o Dharmvir Singh r/o Village- Naroli, PS NTPC Dadri, Distt. Gauttam Budh Nagar, UP

  

 

INCIDENT, TEAM & ARREST 

In the recent past, several complaints were received regarding a organized gang involved in supply of illicit/ spurious liquors in various parts of Delhi and even to Govt. liquor vends. It was also reported that these persons have contacts with Govt. wine shops and they supply to these also at cheaper rates. They specially supply that brand of liquor which is prohibited in Delhi. In order to prevent these incidents and to nab the criminals activily involved in this crime, several teams were constituted. A team of Special Staff, South District consisting of SIs Sanjeev Kumar, Jeet Singh, HCs Shyamvir Singh, Rajinder Singh, Shailesh, Ramkishan, Hawa Singh, Sheo Ram, Mahender and Satish, Cts Raghubir, Vikas, Mukesh and Virender Nagar, under the supervision of Inspector Vijay Singh, I/C Special Staff and Shri K.S. Bhatnagar, ACP/Operations was formed to collect information and bust the gang involved in these activities. The team so formed worked very hard and collected details of several criminals previously involved in such cases and activated their secret informers to develop information about the criminals involved in supply of illicit liquor. These details were analyzed minutely and on the basis of secret information, it came to fore that gang headed by one Veer Pal might be involved in this crime. The hard work of police team bore results and specific information was received on 14/07/2009 that one Dinesh close associates and partner of Veerpal, alongwith his other accomplice would come towards Meharuli from Gurgaon via Mandi Village in a cherry color wagon-R car with illicit liquor. 

As per information, the team laid a trap on 14/07/2009 at police picket near Mandi Village, and started checking of vehicles coming from Gurgaon side by putting barricades on the road. At around 8.40 PM, a cherry color Wagon-R car bearing number plate UP-16-R-4484, coming from Gurgaon side was signaled to stop. The driver of car instead of stopping, tried to run away but he was blocked by putting barricades and the occupants were overpowered by the alert staff. The driver of the car was identified as

Sachin Bansal s/o Late Sh. Ramehwar Dayal and the person sitting on side seat was identified as Dinesh s/o Dharamvir. On checking of the car, 30 cartons of illicit liquor ”Narangi Special Spiced Country Spirit” were recovered from the car. On enquiry, the occupants of the car stated that they were going to supply this liquor in Meharuli area and they work for Veer Pal who is on religious visit to take “ Kanwar” from Haridwar. Accordingly A case vide FIR no.337/09 u/s 61/78 Excise Act was registered at PS Meharuli and both accused persons were arrested.

INTERROGATION & PROFILE 

On interrogation, Dinesh disclosed that Veer Pal alongwith his other accomplices is active in Delhi, especially in South Delhi and supplies the illicit liquor in private cars to various bootleggers in Delhi as well as to the Govt. wine shops where Deshi liquor is sold. Accused Dinesh further disclosed that he was born in 1990 in his native village. His father is working in MCD and currently attached to Horticulture Department. He studied up to 10th class in his native village school and left the school as he failed in 10 th class examination. He came to Delhi and started working in an office at South Extension as office boy. He came in contact with Veerpal while he was working in South Extn. with cousin of Veerpal and Veerpal used to come to his office to meet him. Veerpal lured him to join his gang by saying that there is ample money in this business and risk is very small. He also wanted to earn quick money so he left the job and joined the gang of Veerpal and started supply of illicit liquor.

Accused Sachin Bansal was born in 1988 at his native village in UP. He passed his 9th class from Govt. School from his village. After 9th, he left his study and started working as Ward Boy in NTPC Hospital but left the job and started working in Sun Pipe Company as machine operator. He left the job and started driving the car in Dadri where he came in contact with Dinesh whose relatives are residing in his neighborhood. RECOVERY  

1. 30 cartons of illicit liquor (850 quarters and 130 bottles of “Narangi Special Spiced Country Spirit”)

 2. One Wagon-R car used for commission of crime.

 Investigation of the case is in progress to check whether the recovered liquor is

spurious or otherwise. The staff members involved in this good work are being suitably rewarded.
