Role Statement

This position is responsible for the coordination, investigation and evaluation of complex Tenders. The position assists the Manager Procurement Services in the Department’s compliance with relevant Government policies, regulations and best practice.

Duties and Responsibilities

1. TENDER EVALUATIONS 1.1. Undertakes, and/or co-ordinates and evaluates all complex, urgent and sensitive

Tenders.

1.2. Co-ordinates and liaises with external consultants to ensure that the evaluation is

undertaken in accordance with necessary procurement guidelines and codes.

1.3. Carries out investigations of contractor’s capability and financial capacity to undertake

tendered work.

1.4. Oversees the application of all apprenticeship and tender preference policies.

1.5. Develops a report of findings on contractors and their performance history.

1.6. Checks contractors’ submissions for compliance with requirements of the Building Act.

1.7. Co-ordinates the recommendation process for the acceptance of tenders.

1.8. Ensures tender recommendations are processed in accordance with contractual

timeframes.

2. POLICIES AND PROCEDURES

2.1. Assists Manager Procurement Services in the development and maintenance of policies and procedures for the Directorate.

2.2. Undertakes, and/or co-ordinates, the investigation, collation, analysis and evaluation of complex issues, policies and practices to identify relevant outcomes to provide recommendations and advice on procurement related matters.

2.3. Monitors and ensures compliance with relevant Government, Departments, Public Sector policy and processes and facilitates educational awareness where appropriate.

2.4. Monitors feedback received from stakeholders and implements required changes to the procurement policies and briefs management as appropriate.

2.5. Supports the Manager Procurement Services in seeking continuous business improvement concepts to deliver to the Directorate.

3. OTHER

3.1. Performs other duties as required.

Essential Work-Related Requirements (Selection Criteria)

1. Demonstrated experience in the delivery of Procurement Services inclusive of tender and contract management.

2. Well-developed communication skills, including written, verbal and interpersonal skills, with the ability to prepare reports.

3. Good analytical and investigative skills, including the ability to research and evaluate complex issues in relation to procurement matters, identify relevant outcomes to provide recommendations/advice.

4. Demonstrated knowledge and interpretation of legislative and other regulatory requirements in the delivery of Procurement Services.

5. Demonstrated experience in policy development.6. Well-developed time management skills with the ability to meet strict deadlines.

Desirable Work-Related Requirements (Selection Criteria)

1. Experience in the use of computers and computer modelling techniques.

Essential Eligibility Requirements / Special Appointment Requirements 1. Appointment is subject to a satisfactory National Police Clearance.
