Terms of Reference of Development, Operations and
Management of Pollution Control Technology Extension Platform
(3iPET)
(TOR)
1 Background
In order to better serve the construction of the big data service platform
for eco-environmental protection along the “Belt and Road”, and promote the
development of the eco-environmental protection industry and the progress of
environmental treatment technology of the countries along the “Belt and
Road”, the Foreign Environmental Cooperation Center ( FECO ) has
established a 3iPET International Platform for Environmental Technology
(referred to as "3iPET platform"). The 3iPET platform integrates the supply
and demand of technology and capital by collecting the technical information,
supply and demand information and project information, promotes the
exchange of environmental protection technologies and the industrial
cooperation of countries along the “Belt and Road”, and serves the green
“Belt and Road” construction and the uphill battle for domestic prevention and
control of pollution. It has played an active role in promoting the “bringing in”
and “going out” of the environmental protection technology and industry,
serving the green “Belt and Road” construction and accelerating the
popularization and application of technological achievements.
The Action Plan for Prevention and Control of Water Pollution (GF [2015]
No. 17, abbreviated as "10 Articles against Water Pollution") issued by the
State Council in April 2015 clearly proposes to study and establish a
management system for water ecological environment by function zoning and
also clearly defines the idea of taking the control unit as the basic unit of water
environment management. In order to support the improvement in prevention
and control of water pollution in China, the Project on Mainstreaming
Integrated Management of Water Resources and Water Environment of
Global Environment Facility (GEF) has provided grant funding support to
improve the construction of the 3iPET platform.
The current working basis includes the following:
1. The existing working basis on PC: 3iPET platform website:
http://www.3ipet.cn. It mainly shows the environmental protection information,
conferences, technology supply and demand, project information, bidding
information and financial M&A information. In order to shift the offline
exhibition to the on line, an electronic exhibition hall has been researched and
established, with functions of visual display, intelligent matching in some
industries, and generation of preliminary solution.
2. The existing working basis on the mobile terminal: The mobile APPs
(Android and IOS) have been developed. The six functions of the website, i.e.,
policy news, technical information, demand information, bidding, electronic
exhibition hall, and combination of supply and demand, are implemented on
the mobile phone.
3. The existing working basis of the background management system:
preliminarily realized the management of the website data, APP data and
other content for the platform administrator. The platform administrators can
log in to the same management center, and administrate the modules with
their own rights according to different permissions. The administrator account
and password are assigned by the super administrator. Administrators can
manage, review, and publish information.
The 3iPET platform has played an active role in promoting the exhibition,
combination and popularization of water environment technology. At present,
the project has been approved by the Global Environment Facility (GEF).
According to the overall arrangement of the project, it is proposed to employ
qualified units to undertake the development, operation and maintenance of
the 3iPET International Platform for Environmental Technology.
2 Significance
Water pollution control is an important direction of environmental control in China. The Haihe River Basin is facing a severe situation of water pollution. 3iPET platform, as a platform dedicated to environmental protection technology and industrial applications, is committed to providing pollution control technology for sewage enterprises and local governments, promoting the improvement of pollution control and playing a positive role in the improvement of pollution control in Haihe River Basin.
By collecting environmental protection technologies and selecting the advanced and practical ones, 3iPET platform provides a platform for environmental protection enterprises to display their technologies, enriching the sources of technologies, and picking out practical pollution control technologies, especially water pollution control technologies. Up to now, the platform has collected more than 1400 water pollution control technologies and more than 200 water pollution control cases, providing technical support for the water pollution control and prevention in Haihe River Basin, which is the area involved in GEF's integrated water resources and water environment management mainstreaming project. Through the development of intelligent matching function, the problem of how to select a suitable technology, especially water pollution technology, among many technologies, has been solved for users in Haihe River Basin. Through the development of knowledge sharing function, advanced and practical water pollution control technologies and experience are disseminated to users to serve the improvement of water environment quality in Haihe River Basin. GIS function shows the location of the holder of water pollution prevention technology through maps, making it easy for users to locate a technology. The water pressure evaluation model built on the platform can provide data support for ET calculation and provide reference for calculation of water environmental capacity of river basin.
As a technological and industrial platform, 3iPET, on the one hand, realizes the application and promotion of excellent treatment technologies, especially water pollution treatment technologies, on the other hand, matches technologies that meet the treatment needs of polluting enterprises, and ultimately serves the overall
improvement of water environment quality in Haihe River Basin. 3iPET platform has a broad user base. It currently has 1 million users, with more than 4 million visits per year, showing an increasing trend year by year. As the carrier for promoting GEF projects, 3iPET facilitates the promotion and popularization of project results by integrating GEF project research results and models into the platform.
3 Objective
In this phase of the project, it is proposed to establish online technical evaluation models, intelligent matching modules, the "Belt and Road" boutique exhibition hall, etc., to display excellent practical environmental protection technologies in categories, and further evaluate environmental protection technologies on the basis of this, so as to promote environmental protection technology exchange and industrial cooperation along the “Belt and Road” countries, design and build the environmental knowledge sharing modules, and share professional environmental knowledge. It will develop a “Belt and Road” technology online fill-in module to improve the efficiency, and to serve the green “Belt and Road” construction and support the uphill battle for domestic prevention and control of pollution. It will conduct statistical analysis of platform data, including data collection, to further enrich the platform data resources. The "Belt and Road" water pressure assessment and risk prevention subsystem and ecological environment comprehensive analysis subsystem will be constructed to better serve prevention and control of water pollution and the "Belt and Road" construction.
4 Content
According to the construction objectives, the main construction contents
of the project include platform construction demand analysis, platform basic
database integration and data collection and processing, platform PC
construction (including online technology assessment model, “Belt and Road”
environmental technology online collection module, environmental knowledge
sharing, technology supply and demand intelligent matching model, "Going
Global" boutique exhibition hall, platform data map visualization and GIS
function development, "Belt and Road" water pressure assessment and risk
prevention and ecological environment comprehensive analysis module,etc.),
unified background management system, platform mobile APP, WeChat public
account of the platform and platform system operation and maintenance
service, etc. as shown in figure 1.

4.1 Construction demand analysis
Based on a comprehensive investigation on the current construction
status and demands of the 3iPET platform, after being analyzed from the
institutional functions, system architecture, business management and other
aspects, combining with the offline construction requirements of the 3iPET
platform and the overall objectives of online construction, detailed business
system and requirements are studied, the platform operation function is
designed, and the demand analysis report of the 3iPET platform is proposed.
4.2 Basic database integration of the platform
The input data is standardized according to relevant international and
national standards, based on which, various types of data are sorted and
standardized, and coding specifications are established for data input or
import. The “going out” supreme technology library is newly established, the
existing platform database is integrated, and on the basis of newly collected
data, basic databases such as, case library, policy library, and environmental
protection expert library etc., are supplemented.
"Going out" supreme technology library is newly built. According to the
“going out” technology exhibition needs, it highlights the technical
characteristics, advantages and success stories of selected technology
companies.
Case library. A third-party governance case library is established to collect
and summarize outstanding third-party governance project cases at home and
abroad.
Policy library. It is established for the easy inquiry of the enterprises for
relevant policies and regulations of ecological authorities at all levels in
different industries. When building the library, it is classified according to the
environmental protection policy fields, and further divided according to the
specific content of the policy.
Enterprise library. A third-party governance enterprise library is
established, including enterprise introduction and service areas. The content
can be classified and managed by keywords, countries, regions, and service
areas provided.
Expert library. An expert pool of the 3iPET platform industrial park is
established, which integrates the experts' resources in various fields of
pollution prevention and control, and is convenient for classified search
according to experts' expertise.
4.3 Data collection and processing
1、Data acquisition.
Information collection on environmental protection technologies, policies,
etc. will be carried out, and environmental information of the founding of the
People's Republic of China "the Belt and Road Initiative" will be collected and
put into storage, specifically including dynamic change data of air, water,
ecology, solid waste, ocean, etc.
2、Clean original data
Original data is cleaned based on the existing data of 3iPET, specifically
including sorting out the existing database of 3iPET, integrating the data
dictionary, deleting and modifying invalid and missing values in the data.
3、Data review
The format and specification of the original data and newly collected data
should be unified, and the newly collected data should be mainly reviewed
from two aspects of completeness and accuracy. Integrity audit is mainly to
check whether there are omissions in data and whether all collected fields are
complete. Accuracy review is to check whether the data truly reflect the actual
situation objectively, whether there are errors in the data, whether the
calculation is correct, etc.
4、Data integration
Based on middleware model and data warehouse, the data of different
sources, formats and characteristics are logically and physically integrated,
thus providing a comprehensive data sharing for the platform.
4.4 PC end construction
The construction content at the PC end of the 3iPET platform includes:
online technology evaluation model, Belt and Road environmental technology
online information collection, environmental knowledge sharing, technology
supply and demand intelligent matching model,,the platform data map
visualization and GIS function development, "Going Global" boutique
exhibition hall, "Belt and Road" water pressure assessment and risk
prevention and ecological environment comprehensive analysis module, etc.
4.4.1 Online technical assessment model
Based on the structured data, an online technical evaluation model for
desulfurization and denitration of coal-fired flue gas is established. Through
the technical evaluation model, comprehensive analysis and scoring are
conducted, giving reference for the technical selection of sewage companies.
The technologies for desulfurization and denitration of coal-fired flue gas
are evaluated separately, taking into account of factors such as technological
advancement, treatment effects and economic rationality. A parameterized
form is created and an evaluation module developed.
The existing assessment model for the sewage treatment facility in the
industrial park is improved.
4.4.2 Online collection module for “Belt and Road”
environmental protection technologies
“Belt and Road” environmental technology online collection module is
developed. Through collecting and summarizing the information of the
environmental protection technologies of the Belt and Road in the past many
years, the thematic materials related to environmental protection technologies
will be sorted and classified. Through the special modules developed this
time, the “Belt and Road” environmental protection technologies are collected
for online exhibition.
4.4.3 Environmental protection knowledge sharing
An environmental protection knowledge sharing section is built to share
related knowledge in forms of pictures, texts, video recordings and others.
Multiple content categories can be set up to show environmental expert
lectures, public meetings, etc. through videos, texts, or pictures for online
learning. All video resources are stored on third-party video sites, such as
Tencent Video, Youku, etc.
4.4.4 Platform data map visualization and GIS function
development
Through BI technology,on the one hand, the spatial visualization of
multiple modules is realized. On the other hand, through the capture of online
bidding information and the screening and calculation of the platform basic
database information, the data statistics and reports of pollution prevention
technologies in multiple dimensions are automatically generated. It creates a
measure to display hotspot technologies in a map.
Development of system GIS function. Develop some GIS analysis
functions, utilize the macro-monitoring results of ecological environment along
the "Belt and Road" route, and realize the business analysis functions of
buffer zone analysis (such as railway distribution and construction analysis
within the designated scope of nature reserves and wetlands), overlay
analysis (such as the overlay of land use layer, soil type layer and slope layer
for land suitability evaluation) based on main business scenarios, and provide
the functions of thematic map making and annual analysis report making, etc.,
to provide data basis for regional ecological environment decision analysis.
4.4.5 Technology supply and demand intelligent
matching model
8 intelligent matching models for technology supply and demand in
polluting industries are designed and built to serve the preliminary technology
screening and selection by sewage companies. They can select the
recommended functions of pollution prevention and control technology
through industry, process and other conditions for intelligent matching.
Based on the published technical guidelines and proved by industry
experts, the platform selects 8 typical industry segmentation areas such as
electroplating wastewater, coking wastewater, tanning and fur processing
wastewater to develop technology matching models. The specific industry will
be agreed with Party A. The platform integrates the matching models. The
technical demander and the sewage enterprise can obtain the list of pollution
prevention technologies recommended by the platform through the selection
of basic technical parameters. After selecting a specific technology in the
recommendation list, a preliminary solution can be generated for the user. For
further consultation, users can select the environmental protection enterprises
they are interested in through the platform to contact offline, and the
customized service of pollution prevention and control scheme for sewage
disposal enterprises is achieved.
4.4.6 "Going Global" boutique exhibition hall
We will build high-quality pavilions with the theme of “Going Global”, and
classify them into "going global" technology, classic cases, ecological and
environmental protection thematic forums and other thematic high-quality
pavilions in the form of virtual pavilions. The exhibition hall supports
independent browsing, information inquiry and network interaction.
The network interactive function supports users to enter the interactive
circle of the theme exhibition hall, asking questions, consulting and sharing
relevant information on the theme in the interactive circle.
4.4.7 "Belt and Road" water pressure assessment and
risk prevention module
Work on the module development for "Belt and Road" water pressure
assessment and risk prevention and the generation of special reports. On the
basis of information collection on national water resources, water environment
and risk sources of countries along the “Belt and Road” route, the "Belt and
Road" water pressure assessment and risk prevention subsystem is
developed by establishing a water pressure and water risk assessment
model. Through subsystem operation, the research on the "Belt and Road"
water pressure and water risk assessment of typical watersheds or countries
will be carried out, and corresponding special reports will be generated.
4.4.8 "Belt and Road" ecological environment
comprehensive analysis and evaluation module
Work on the "Belt and Road" ecological environment comprehensive
analysis and evaluation module development and the generation of special
reports. Based on remote sensing and other technical means, the relevant
index data of the ecological environment of countries along the “Belt and
Road” route are collected and sorted out, data analysis is performed, and
information of the background of the regional ecological environment as a
whole is obtained. Through the establishment of sensitivity analysis, carrying
capacity evaluation, quality evaluation and other models for the ecological
environment, a comprehensive analysis and evaluation subsystem for the
"Belt and Road" ecological environment is developed. Based on the system
model, special research on ecological environment monitoring and
assessment in key regions is carried out, and special reports are generated.
4.5 Upgrade of unified background management
system
Upgrade the unified background management system for the platform,
enterprise users, business database and model algorithm based on B/S
architecture, including upgrade of background architecture, user experience
improvement and optimization of database structure. Log management
function is added. Based on the idea of software development in three-tier
architecture, each layer of the background architecture is upgraded, and
security protection is added to the data access layer to enhance system
security. The code specification and reusability are improved in the business
logic layer, the anti-injection code of each module is strengthened, and the
safety of the system logic layer is improved to make it easy for the platform
upgrade iteration. At the presentation level, the application of W3C
specifications and Html5 new technologies in the platform are further
strengthened, the usability in UI specifications is followed, and a standardized
back-ground management UI framework is introduced. While adapting to new
back-ground business functions such as online technology assessment
model, online collection of environmental protection technologies along the
“Belt and Road” route, sharing of environmental protection knowledge, and
"Going Global" boutique exhibition hall, the overall back-ground management
experience is reconstructed, and the experience of ten management modules
such as back-ground content, technology supply and demand, project/bidding,
electronic exhibition hall, conference, finance/merger, intelligent scheme,
platform users, data management, and system setup is reconstructed.
4.6 Safety requirements
According to the needs of security management, the existing user
security login function is optimized. A user login control module is provided,
user identity authentication is realized by adopting a user name+complex
password authentication technology, identity authentication information is not
easy to be fraudulently used, and a login failure processing function is
provided. These include:
Login control, user identification uniqueness check function, and
authentication information complexity check function to ensure that passwords
are regularly modified and are complex enough with a certain length. Users
are forced to modify the initial password when logging in for the first time, and
check the complexity of the user's authentication information.
4.7 Platform mobile APP
The 3iPET platform mobile APP includes two versions, Android and IOS,
both of which have Chinese and English bilingual interfaces. It is mainly used
to serve corporate and individual users. The corresponding data is consistent
with that in the PC. Specific functions include,“going out” supreme technology
exhibition hall, intelligent push and knowledge sharing.
4.7.1 “Going Out” supreme technology library
In the "Going out" supreme technology exhibition hall, excellent "going
out" technologies are showed. Practical environmental protection technologies
and equipment are displayed in categories, and accurate technical information
for sewage companies is provided in forms of pictures, text, video and other
means. It can be filtered by category, ranking, year of selection, etc. in
multiple angles. Users such as sewage companies, local governments,
industrial parks, environmental protection practitioners, etc. can click on the
relevant technology to enter the detailed introduction interface. Detailed
characteristics of the technology and related cases, if any, can be learned
through pictures, texts or videos.
4.7.2 Intelligent push function
The smart push function for the environmental protection technology at
mobile terminal is developed, and the push notification mechanism is
introduced. By sharing the demand data of sewage enterprises and the
environmental protection technology exhibition data on PC terminal, based on
the user’s browsing habits and preferences of the environmental protection
technology, relevant technical information is pushed for the user, thereby
facilitating the rapid and effective combination of the technical supply and
demand sides.
4.7.3Knowledge sharing
In the mobile terminal APP of the 3iPET platform, an environmental
knowledge sharing function is established. The content is synchronized with
the PC, and the environmental knowledge is shared in various forms such as
pictures, texts, video recordings and the like. Multiple content categories can
be set up to show environmental expert lectures, public meetings, etc. through
videos, texts, or pictures for online learning. All video resources are stored on
third-party video sites, such as Tencent Video, Youku, etc.
4.8 Integrated with current platform
。 Continue to implement the existing technical route and seamlessly
interface with the existing platform functions.

4.9 WeChat public number of 3iPET platform
It is interfaced with a WeChat public service account to synchronize the
users of the 3iPET platform and the fan users of WeChat service account, so
that the 3iPET platform can be logged in through WeChat scan code. On the
one hand, the platform can be registered through WeChat scan code so that a
quick registration and login platform function for the new fans of the WeChat
public account is established. On the other hand, the existing users of the
3iPET platform can bind with the WeChat account to realize the
synchronization of the old users and their WeChat accounts.
4.10 Platform system operation and maintenance
service
In order to ensure the long-term, normal, safe and stable operation of the
3iPET platform, it is necessary to monitor and manage the security and
operation status of the platform, and provide short-term training for the
operation and maintenance personnel. The platform operation and
maintenance personnel need to provide a two-year operation and
maintenance service for the platform system to ensure its security and
stability and guarantee the operation to be user friendly.
(1) They are required to perform daily maintenance for the 3iPET
platform system to ensure safe and stable operation of the system and timely
solve various problems arising. They shall provide on-site and remote
technical service support for 3iPET platform system, with a response for
processing within 30 minutes for common faults, and 24-hour response for
major faults;
(2) They shall cooperate with users to complete network security
assessment such as the security level protection certification of 3iPET
platform system. They shall supervise the information security events, solve
the software faults and other problems on site in time; and coordinate with the
person in charge for the system to deal with hardware faults in time or provide
backup machines at key nodes.
5 Technical Requirements
5.1 System development requirements
(1) The analysis results of the construction demand of the 3iPET platform
are used as the specific objectives and requirements of the project
development, which provide guidance for the software concept design and
serve as the basis for software testing.
(2) On the basis of ensuring its security design, the development of
3iPET platform shall follow the principles of system usability design,
extensibility design, distributed design and cross-platform design, and use
JavaEE, PHP and other cross-platform Internet technology languages for
encoding.
A full-station optimization solution for the PC-side foreground system
shall be made to facilitate search engine indexing and platform access
rankings.
(3) It shall guarantee the registration of a million users and the stable
operation for 100,000 daily active users.
(4) As the platform will be deployed in the environmental protection cloud
after being built, the system development hardware adaptation and database
version must meet the requirements of the environmental protection cloud.
(5) According to the business needs and the business process, the
system design, function and module division shall be carried out from the
perspective of user convenience. The operation of the system shall be simple
and convenient, so that the operator can quickly grasp the method for system
operation. The user interface shall be beautiful, simple and clear, with
humanized features.
(6) By setting the system log, it shall automatically record all operations.
The confidentiality and security of information processing shall be ensured as
well as the security and stability of the data transmission process.
(7) The system is required to operate normally and without conflicts
under the network and security system of the data center in the department
level, and can be integrated with the website designated by the Foreign
Economic Cooperation Office.
5.2 Technical support requirements
The software development unit shall have a special team for consultation
and maintenance. During the technical service period, it shall be responsible
for providing technical consulting services to relevant personnel of the Foreign
Economic Cooperation Office and its designated implementing units. The
technical service period shall be at least 2 years after the acceptance of the
project. It shall also modify the technical defects found during the operation of
the software.
1. Technical support service content
After the final acceptance, the software development unit shall complete
the installation and deployment of the relevant application software within the
time specified by the Foreign Economic Cooperation Office, according to the
overall structure and distribution strategy of the application software of the
project. It shall provide the technical support service including the on-site
service during the technical service period.
During the technical service period, the software development unit is
responsible for providing consulting services for the technical issues raised by
the Foreign Economic Cooperation Office and its designated units. The
software development unit shall provide 7x24-hour response service to the
system. For the relevant technical issues raised by the Foreign Economic
Cooperation Office and its designated units, the software development unit
shall give a reply within 2 working days. If it needs to coordinate multiple
parties to solve the problem, the software development unit shall submit an
application and the Foreign Economic Cooperation Office will coordinate all
units to solve the problems.
During the technical service period, the software development unit shall
assist the Foreign Economic Cooperation Office to collect and clarify the
issues put forward by the implementing unit.
During the technical service period, the software development unit is
responsible for modifying the technical defects found during the operation of
the software within the time limit approved by the Foreign Economic
Cooperation Office.
During the technical service period, the software development unit shall
be responsible for timely release of the latest software-related information to
the Foreign Economic Cooperation Office and the designated implementation
unit.
Technical support services are in forms of hotline, website, email and on-
site services.
2. Technical support staff
During the technical service period, the software development unit shall
set up a professional technical support service team with the software
development team as the core, and ensure the staff stability of the technical
support service team.
The members of the technical support service team shall include relevant
responsible personnel and development backbones that play an important
role in the project implementation process.
6 Project Implementation and Quality
Assurance
(1) Organizational unit
It is organized by the Foreign Environmental Cooperation Center.
(2) Development location
The organizational unit specifies the development location.
(3) It shall establish a scientific project management system, implement
the project in accordance with development specifications of ISO9001
standard, ensure the overall quality of the software through the SQA team,
and ensure the consistency of the documents formed by the project and the
software development results. It shall accept the quality supervision,
development documentation review and supervision opinions from the
Ministry of Ecology and Environment in the process of software development,
and sign and confirm the output of the software development in accordance
with the quality requirements of the Ministry of Ecology and Environment.
(4) According to the relevant requirements of the state, development and
construction shall be carried out in accordance with the information system
security level protection, and assistance shall be provided to complete the
evaluation and rectification of the relevant information system security level
protection.
(5) It shall assist relevant departments to complete the software
copyright application work related to the development of 3iPET platform.
(6) In addition to the management needs of the Ministry of Ecology and
Environment, the software development involved in this project shall also
comply with the national and industrial standards, including Software
Development Specification (GB 8566), Guide to the Development of
Computer Software Product Development Documents (GB 8567), and
Guidelines for the Standardization of E-Government (GBWGX [2002] No. 42).
7 Project Output

9 Qualification
9.1 Unit qualification requirements
1. It shall have more than 5 years’ experience in information system or
platform development, operation and maintenance;
2. The one having experience in designing and building big data
platforms is preferred;
3. A CMMI certificate is a must;
4. It shall have ISO20000IT service management system certification,
ISO14001 environmental management system certification, ISO27001
information security management system certification, and ISO9001
quality management system certification.
9.2 Membership qualification requirements
1. Subproject leader
(1) He/she shall have a certificate of senior engineer in the field of
computer software.
(2) The project manager shall have the experience of undertaking the
information system development project as the project leader, with strong
organizational communication and coordination skills, and more than 10 years
of work experience in the field of environmental management.
2. Main members
(1) At least 2 members in the project team shall have more than 3 years
of experience in software development.
(2) The project team shall have members with master's degree or above
in environmental engineering or computer related majors.
(3) The project team shall have senior project managers with information
system integration and service project management certificates.
3. Other members
(1) The membership shall be reasonable, including visual designers,
database designers, programmers, after-sales engineers, etc.
Members in the project team shall have more than 1 year of experience
in software development.
Members in the project team shall have bachelor's degree or above.
Note:
1. In the case that other members of the project team provide better
qualifications, this will add points as appropriate during the review process.
Subproject team workload arrangement
Total staff input is estimated at 90 person months.
