The Higher Education Program is in the process of updating the website college list (http://training.fema.gov/EMIWeb/edu/collegelist/). The update is an effort to keep the information as fresh and current as possible.  This enables users of the college list to have the very latest information concerning emergency management and related programs accessible on the Hi Ed website college list. 

If you are the Point of Contact (POC) for your program, you will be receiving an email from Shannon Cool, requesting your approval for the current write-up or to make corrections and send the write-up back to her. If your college or university has more than one listing you will receive more than one notification.  Notifications are being done by college list section rather than by college or university name. The process is very time consuming and may take several weeks/months before you receive your initial email. However, if you would like to have your program updated sooner you should go to the website to review your current write-up and send us your approval or corrections.

This intensive one-week residential course provides a cross-disciplinary overview of trends in homeland security and its evolving mission space, including the international dimension.The program features interactive syndicate work, networking receptions, and short excursions to a state fusion center and a county emergency agency, a risk and vulnerability assessment exercise, as well as lectures by leading experts in the field.  

The course can be taken as two options:

Hurricane Sandy: An Investment Strategy Could Help the Federal Government Enhance National Resilience for Future Disasters

What GAO FoundDuring the Hurricane Sandy Recovery, five federal programs—the Federal Emergency Management Agency's (FEMA) Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), the Federal Transit Administration's Public Transportation Emergency Relief Program, the Department of Housing and Urban Development's Community Development Block Grant-Disaster Recovery, and the U.S. Army Corps of Engineers' Hurricane Sandy program—helped enhance disaster resilience—the ability to prepare and plan for, absorb, recover from, and more successfully adapt to disasters. These programs funded a number of disaster-resilience measures, for example, acquiring and demolishing at-risk properties, elevating flood-prone structures, and erecting physical flood barriers.State and local officials from the states affected by Hurricane Sandy GAO contacted reported that they were able to effectively leverage federal programs to enhance disaster resilience, but also experienced challenges that could result in missed opportunities. The challenges fell into three categories:

implementation challenges with PA and HMGP—for example, officials reported that FEMA officials did not always help them pursue opportunities to incorporate mitigation into permanent construction recovery projects;

limitations on comprehensive risk reduction approaches in a postdisaster environment—for example, officials reported difficulties with navigating multiple funding streams and various regulations of the different federal programs funded after Hurricane Sandy; and

local ability and willingness to participate—for example, officials reported that some home and business owners were unwilling or unable to bear the required personal cost share for a home-elevation or other mitigation project.

Central Asia floods reawaken glacier anxieties EurasiaNet Floods across Central Asia are highlighting the perils of failing to adopt robust water-management measures and put adequate early-warning systems in place. Tajikistan has been the worst hit, with abnormally high temperatures causing rapid snow and glacier melts. The country is 93 percent covered by high mountains, making it particularly vulnerable to landslides and flash floods. Dozens of homes have been destroyed and at least a dozen people killed.

Floods are getting worse, and America's coasts are unprepared New Republic Flooding is a well-known natural hazard along the U.S. coastline. Nearly 40 percent of the U.S. population resides in its coastal counties. A clear understanding of the various flood types and changes in the frequency of their occurrence is critical toward reliable estimates of vulnerability and potential impacts in the near-term as well as into the future. Given the heavy reliance on coastal zones for natural resources and economic activity, flood preparedness, and safety are key elements of long-term resilience.

DHS/FEMA announces final allocations for FY 2015 preparedness grants IAEM The Grant Programs Directorate (GPD), a component of the Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA), on July 28 announced the final Fiscal Year (FY) 2015 funding allocations. The announcement includes the previously announced allocations for the State Homeland Security Program, Urban Area Security Initiative, Emergency Management Performance Grants, and Intercity Passenger Rail Program-Amtrak. It adds the allocations for the competitive programs: Operation Stonegarden; Tribal Homeland Security Grant Program, Nonprofit Security Grant Program; Transit Security Grant Program; Port Security Grant Program; and Intercity Bus Security Grant Program. Report: 18 states and DC fail to meet emergency standards for kids* USA Today Are we prepared to protect our children? Eighteen states and the District of Columbia still fall short on at least one basic element of kids' care in Save the Children's state-by-state, child evacuation plans for major disasters. As of 2015, 32 states have met all elements of Save the Children's criteria compared to just four states in 2008. The requirements created by the NGO necessitate the creation of an evacuation/relocation plan for children in child care, a family-child reunification plan, an evacuation plan for children with special needs and a K-12 multiple disaster plan.

Florida leads nation in property at risk from climate change* Miami Herald Florida has more private property at risk from flooding linked to climate change than any other state, an amount that could double in the next four decades, according to a new report by the Risky Business Project. By 2030, $69 billion in coastal property in Florida could flood at high tide that is not at risk today, the report found. That amount is projected to climb to $152 billion by 2050.

Disastrous sea level rise is an issue for today's public — not next millennium's* The Huffington Post Dr. James Hansen writes: In 2005, I argued that ice sheets may be more vulnerable than the Intergovernmental Panel on Climate Change (IPCC) estimated, mainly because of effects of a warming ocean in speeding ice melt. In 2007, I wrote "Scientific Reticence and Sea Level Rise," describing and documenting a phenomenon that pressures scientists to minimize the danger of imminent sea level rise.

How this El Niño is and isn't like 1997 Discovery News It was the winter of 1997-1998 when the granddaddy of El Niños — the one by which all other El Niños are judged — vaulted the climate term to household name status. It had such a noticeable impact on U.S. weather that it appeared everywhere from news coverage of mudslides in Southern California to Chris Farley's legendary sketch on "Saturday Night Live." Basically, it was the "polar vortex" of the late '90s. So it's no wonder that it is the touchstone event that people think of when they hear that name. And naturally, as the current El Niño event has gained steam, the comparisons to 1997 have been increasingly bandied about.

Drones: A force for good when flying in the face of disaster The Guardian After typhoon Haiyan wreaked havoc on the Philippines in 2013, killing more than 6,300 people and destroying farms and villages, several relief groups flew drones over the affected areas to survey the damage, identify blocked roads and find displaced people. But the drone operators didn't share the information they gathered with local authorities or other relief organizations, says Patrick Meier, who was in Manila doing humanitarian work with the UN at the time. Many of the drone teams didn't even know about one another, making their work inefficient and even dangerous.

First responders experiment with social media in disaster response* GovTech Social Last November the emergency management team in Nashua, New Hampshire, participated in a cross-border disaster preparedness exercise with Canadian agencies to evaluate how digital volunteers and social media can be incorporated in the official emergency response to address alerts, warnings and notifications as well as mutual aid. A short time later, over Thanksgiving weekend, a powerful nor’easter hit New Hampshire, causing multiple accidents and power outages.

No supplemental reviews will occur prior to the scheduled November/December 2015 online review meeting.

Ad Council and FEMA have launched new PSA to raise awareness about preparedness IAEM The Ad Council and the Federal Emergency Management Agency (FEMA) have launched a new public service advertisement (PSA) to raise awareness about the importance of being prepared for emergencies. While the PSA targets all communities, We Prepare Every Day is the first in a series of videos that aim to deliver a strong preparedness message by showing people with disabilities taking charge to prepare themselves and their families for emergencies. We Prepare Every Day drives to Ready.gov/MyPlan and is an extension of FEMA's Ready campaign with the Ad Council that has helped to generate more than 87 million unique visitors to the Ready.gov website since its launch in 2003. The new PSA emphasizes the Ready campaign's four building blocks of preparedness: be informed, make a plan, build a kit, and get involved. The PSA is available here. New Philadelphia's Lauren Innovations launches free safety app The Daily Jefferson Safety technology company, Lauren Innovations, which is headquartered in New Philadelphia, announced the launch of a free safety app that features information developed by the Federal Emergency Management Agency. Part of the company's award-winning NaviGate Flipcharts mobile app product line, the new NaviGate Flipcharts Free app for Apple and Android offers peace of mind that in an emergency situation, app users are better prepared.

Beneath Alaskan wildfires, a hidden threat: Long-frozen carbon's thaw NPR The Fish Creek Fire in Interior Alaska isn't much to look at. It's about 7,500 acres in size, sitting about an hour south of Fairbanks near the twisty Tanana River. The main fire front — the made-for-TV part, with torching trees and pulses of orange heat — flamed out more than a week ago, leaving behind a quiet charred landscape. But the fire is far from over. It's one of nearly 300 fires still burning in Alaska, after a spectacular lightning storm late last month sparked hundreds of blazes and a wave of fire larger than any in the state's history — nearly 5 million acres in total. And though the Fish Creek Fire looks benign, with little wisps of white smoke as its only sign of life, it's not.

Climate change 'triple threat' increases severe flooding risk in biggest US cities The Guardian America's biggest cities are at far greater risk of serious flooding in the coming decades than was previously thought, because of a “triple threat” produced under climate change, researchers said. A combination of sea-level rise, storm surge and heavy rainfall — all functions of climate change — exposes New York, Los Angeles, Houston, San Francisco, San Diego and Boston to a much greater degree, research published in the journal Nature Climate Change found.

FEMA wants people with disabilities to lead the way on emergency preparedness* The Huffington Post For people with disabilities, being prepared is often one of the most fundamental skills necessary for coping with complicated medical problems or special needs. Some of us meticulously monitor our medical needs, from staying on top of medications and treatments to keeping a thorough record of symptoms and doctors' appointments. Others navigate the challenges of environments that aren't tailored to their differences by using interpreters or making arrangements to work in accessible buildings. The fact that our needs are not the societal standard means that we must prepare and adapt.

Students learn lessons on disaster management from landslide tragedy The Indian Express While scores of students lost their lives in the Malin tragedy that struck last year, a new lesson in Class V of the state board textbooks hopes to teach a few life lessons to students on what to do during natural calamities. Introduced this academic session, the chapter on Malin landslide that killed 151 villagers has been incorporated in the Marathi language textbook of Class V in the state board's Marathi-medium schools.

'Knowledge for Life': UN launches search for communities good at managing the risk of disasters*

PreventionWeb The U.N. Office for Disaster Risk Reduction launched a search for communities that demonstrate excellence in managing disaster risk in order to draw attention to the importance of local knowledge, traditions and customs in the struggle against extreme weather events, climate change and earthquakes.

U.S., Canada test cross-border resiliency* EMS World Disasters aren't constrained by borders, so emergency response can't be constrained either. If a hurricane were to cause major damage in cities within the United States and Canada, responders and government leaders from both countries may need to work together to provide emergency assistance. The Canada-U.S. Enhanced Resiliency Experiment uses cross-border information-sharing experiments to help increase resilience at our northern border.

NWS requests participation in the Hazards Simplification Survey IAEM For the past several years, the National Weather Service (NWS) has been exploring the strengths and weaknesses of the Watch, Warning, and Advisory system used to convey expectations of hazardous weather. The system has been in place for decades, and it serves a critical need for the public and NWS partners for decision-making purposes. The NWS is considering whether the current system is the best to accomplish hazard messaging goals and promote a Weather-Ready Nation. The answer to this question rests, in part, with the needs and the experiences emergency managers and other users have using the present system. Please share your experiences by completing this survey. The survey asks you to consider a particular hazardous weather event where the messaging did (or did not) work well from your viewpoint, or from the viewpoint of your community or audience. You may also provide input on your general experience with specific types of hazardous weather situations rather than focusing on a particular event. The survey can be taken in about 20 minutes if you have information from an event (or your general experience) already in mind. You may also complete the survey in more than one session; your completed responses will be saved for up to one week. Submissions are due by Aug. 15, 2015. Email any questions to [email protected].

NAPSG to hold Aug. 13 virtual training on tornado standard operating guidance IAEM The National Alliance for Public Safety GIS Foundation (NAPSG) will offer a virtual training session on Aug. 13, 2015, 2:00-3:00 p.m. EDT, on its latest standard operating guidance (SOG) template, which is focused on tornado events. The training session will help local and state agencies with the creation, preparation, coordination, and dissemination of GIS services and products for a tornado event, focusing on how each organization using GIS can best allocate staff resources to serve their unique mission. Online registration and details are posted here. A copy of the SOG will be available for download on the NAPSG website immediately after the virtual training session.

NEMA will offer Aug. 19 webinar on 'Crude by Rail Preparedness' IAEM The National Emergency Management Association (NEMA) will present a webinar on Aug. 19, 2015, 2:00 p.m. EDT, to help emergency managers understand crude oil transportation trends, routes, implications for sensitive populations and critical facilities, crude oil characteristics, lessons learned from crude oil derailments, and crude oil preparedness recommendations. In 2013, a dramatic surge in North American oil production caused the United States to become the leading crude oil producer in the world. As a result, there has been a significant increase in the transportation of crude oil across North America via maritime, pipeline, rail, and motor carrier transportation systems. Because of the unique requirements associated with crude oil emergencies, there is an urgent need to improve state and local emergency preparedness and response programs for such events. Weather radar detects swarm of bugs over Texas CNN Nothing seemed unusual when the National Weather Service Forecast Office in Norman, Oklahoma, picked up what appeared to be rainclouds over western North Texas. Nothing unusual ... except the clouds weren't rain. "We didn't have any clouds yesterday to form anything like that," said Jonathan Kurtz, a meteorologist at the Norman Forecast Office. "Our first indication was some kind of biological feature."

Exceptionally strong cyclone brings wild mix of summer, winter weather to northern US The Weather Channel In the dead of summer, a time when attention-getting storms are typically tropical and the atmosphere is otherwise stagnant and steamy, a cyclone straight out of the spring and fall playbook is winding up north of the U.S.-Canada border. It whipped up a wild combination of snow showers and straight-line thunderstorm winds of 90-100 mph within the same state. The storm then produced extremely strong non-thunderstorm winds in the northern Plains, including gusts in excess of 70 mph in parts of two states.

California seeing more wildfires, but sustaining less damage The Associated Press via ABC News The number of California wildfires so far this year is up, but the acreage burned is smaller, the result of favorable weather and more firefighters who can quickly be dispatched to corral flames, fire officials say. Since Jan. 1, about 5,200 fires have burned on state and federal lands, according to the U.S. Forest Service. That's 10 percent more than last year, but the 74,000 acres is 6 percent smaller.

Moderate earthquake rattles Alaska days after 6.9 quake KPIX-TV The U.S. Geological Survey says a 5.4-magnitude earthquake struck in the central Aleutian Islands in Alaska. The shallow quake struck with its epicenter about 59 miles southeast of Yunaska Island, Alaska. The quake struck at a depth of 6.2 miles. Deeper quakes are less noticeable while a shallow quake — in the 0 to 40 mile depth range — can feel much stronger than their actual reported magnitude.

Iowa extends bird flu disaster proclamation through August Reuters Iowa Governor Terry Branstad extended the state's bird flu disaster proclamation by a month until Aug. 30, keeping in place a raft of state resources for poultry farms recovering from an outbreak of the disease, the country's worst-ever. Without the extension, the disaster proclamation would have expired on July 31 even though a cleanup had not yet been completed, the governor's office said in a release. More than 48 million birds, mostly chickens and turkeys, have died from highly pathogenic avian influenza or been culled to control its spread since late last year.

Meteorologists eye rare early season tropical cyclone in Pacific The Sydney Morning Herald A tropical depression over the Solomon Islands is being watched closely by meteorologists and climate experts alike in case the deep low pressure system forms into a second rare early season cyclone for the region. This month, Cyclone Raquel became the first July cyclone in Australia's eastern region since the satellite era began in the early 1970s.

France wildfires: Thousands evacuated from Provence campsites BBC News Around 10,000 tourists have been evacuated from campsites in the French region of Provence after wildfires made worse by hot winds. The tourists had to leave three sites in the Var area of Provence, in the south of France. At one site near the town of Frejus, 30 mobile homes were destroyed, AFP says. President Francois Hollande had visited the area before the fires broke out to observe a fire-fighting exercise and warned of the need for "vigilance."

inundated hundreds of villages, leaving tens of thousands of people homeless, authorities said. The floods have affected 300,000 people in the two weeks since deluges hit the northern city of Chitral and the eastern Punjab province, the National Disaster Management Authority said. It warned of more rains this week and asked authorities to take necessary steps to prevent further destruction.

Egypt raises death toll from Nile boat collision to 35 The Associated Press via ABC News Search parties retrieved four more bodies from the Nile River from a boat collision, bringing the death toll to 35 people killed, Egypt's Health Ministry said. Ministry spokesman Hossam Abdel-Ghaffar told The Associated Press that the search efforts continued. Egypt's President Abdel Fattah al-Sissi said he ordered a sum of 60,000 Egyptian pounds (around $7,600) to be paid to each family of the deceased and called for measures to be taken to prevent future collisions. Prime Minister Ibrahim Mahlab has formed a committee to review legislation related to Nile River management.

NYC Health Department Investigating Outbreak of Legionnaires' Disease in the South Bronx 

The Health Department is currently investigating an outbreak of Legionnaires' disease in the South Bronx. Thirty-one cases have been reported since July 10. There have also been two deaths reported in patients with Legionnaires' disease in these neighborhoods. The Health Department is actively investigating these deaths and their relationship to the outbreak. The Health Department is testing water from cooling towers and other potential sources in the area to determine the source of the outbreak. New Yorkers with respiratory symptoms, such as fever, cough, chills and muscle aches, are advised to promptly seek medical attention.  Read more from the NYC Health website.
