Job Description

PATIENTS FIRST – SERVICE STANDARDS

JOB PURPOSE:

The Project Manager (PM) will work as an integrated member of the Estates and Facilities Development team and hold responsibility for the day to day management of the strategic capital projects allotted to them. They will take schemes through from inception to implementation and evaluation, both pre and post contract. The main capital projects pending include the development and build of a new 160 room residential accommodation plaza, the on-going refurbishment of the main building roof and structure, the day to day management of the minor works contract and the ward refurbishment programme.

The post holder will have responsibility for the management of the Consultancy Framework team in relation to the project in hand. They will ensure compliance with the current standards are maintained and that a good value for money service is delivered by all external organisations with which the Trust has a contract.

The post-holder will implement and input to the on-going management of the quality management system (ISO 21500:2012) for development and backlog projects.

The postholder will be responsible for the management and correct filing of all record drawings and information in relation to the projects under their responsibility.

The post holder will work closely with and deputise for the Estates and Facilities Capital Project Manager as and when required; this will require attendance at and contribution to management meetings including Capital Strategy

Group, Estates and Facilities Governance Steering Group, Estate Development Steering Group and Development Team meetings.

The Project Manager will provide supervisory support to the Development Management Team and this will include aspects of people management such as acting as a profession advisor and mentor to less experienced team members.

The SPM will directly manage contractors around the estate as required.

- At times will be required to participate on an on-going basis in an out of hours Estates on call rota. - At times work nights and out of hours to meet project requirements.

KEY TASKS:

Planning and Organising1. To act as Project Manager on local and national initiatives, following local and national procedures and

guidelines.

2. To provide planning and asset utilisation guidance to support directorates and assists/lead in the preparation of business cases.

3. To work as an integrated member of the Estates and Facilities Development Team, liaising with colleagues and clients, monitoring and reporting on progress including exception reporting on project success and lessons learnt.

4. Assist with managing the capital programme planning process; liaising with team colleagues, operational managers and other staff in order to minimise disruptions from capital schemes in occupied areas and to advise the estates team if enabling works/shutdowns are required.

5. To produce project briefs and room data information in conjunction with the users to inform subsequent design and tenders.

6. To generate reports, data and presentation material in line with the role requirements and project timescales.

7. To liaise with the various capital programme project and design team colleagues.

8. To contribute to the production of the Directorate’s annual business plan.

9. To organise and supervise asbestos R/D surveys before projects start on site.

10. To organise and supervise building condition surveys, pre/post construction surveys, site surveys for electrical, communication and mechanical infrastructure.

11. Record the site minutes of meetings attended.

12. Provide site surveys of space and infrastructure and update CAD drawings as agreed with the development team.

13. To ensure all capital activity is correctly assessed from a risk management and contingency planning standpoint.

14. Manage & Monitor Asbestos Contamination via approved Contractors. Instigating R&D surveys and controlled removals where necessary in a cost effective manner.

15. Publish Monthly Position statements setting out key facts and the status of the project.

16. Obtain Approvals for schematics, specifications and designs from Clients and end users.

17. Write Detailed Project Initiation document to obtain approvals from Clinicians and /or end users.

18. Monitor and Authorise Architects instructions.

Policy and Service Development1. To contribute to the successful implementation and management of a quality management system (ISO

21500:2012) for development and backlog projects.

2. To provide leadership on the development of Business Cases for capital schemes.

3. To give sound professional advice on all aspects of new developments and refurbishments of Trust property, ensuring the end product is fit for purpose and complies with relevant Health Building Notes/Health Technical Memorandums, infection control and any other relevant professional guidelines.

4. To maintain and utilise the operational outline brief and room data sheets for capital projects.

5. To contribute to the development and maintenance of the estate strategy, site development plan, site master plan and green travel plan.

6. To develop and maintain a network of contacts with other Trust’s and organisations external to the NHS for sources of information and guidance.

7. To assist with the development, maintenance and review system for performance monitoring of external contracts and internal service provision.

8. To assist in the development of a project managers staff hand book which will give guidance and act as a memory aid for all team members in dealing with complex capital schemes.

9. Provide support in developing new procedures and working practices.

Managing - People and Resources1. Day to day management of the capital programme as directed by the Estates and Facilities Capital Project

Manager and the Estates and Facilities Development Manager.

2. To act as the lead regarding the commissioning process for projects in areas of responsibility.

3. To provide leadership to the Development Team in terms of the commissioning of services, plant and equipment.

4. Witness testing of services, plant, equipment, drainage and material and issue of test certificates.

5. To ensure discrepancies, faults and variations from contract documents are raised with the appropriate person and action to rectify the problem is carried out.

6. Check setting out in relation to line, level and datum as shown on drawings and report any deviations to the relevant colleague(s).

7. Identify record and report back to the relevant colleague(s) any design errors.

8. Lead on the handover to the Estates team for any services, plant and equipment for projects in areas of responsibility.

9. Ensure project teams are informed of equipment requirements and cost implications of schemes. To advise on priorities and suitability of existing equipment for transfer.

10. To be responsible for the management of contracts for the supply of goods/services as required within area of responsibility.

11. Responsible for maintaining accurate files in relation to the projects under their control.

12. To act as a mentor and a professional advisor to less experienced members of the Development Team.

13. Set up and manage technical meetings with nominated contractors and departments such as ICT to ensure a seamless delivery of the required project infrastructure.

Communication and Team Working1. To maintain effective communication between design and construction project teams and Trust staff. To act as

an effective role model to colleagues to ensure effective communication links.

2. To provide professional advice and feasibility studies relating to capital development.

3. To provide professional advice to ensure key operational, medical staff and patients are represented and consulted as appropriate. To provide practical advice to colleagues to ensure they also maintain communication links with all appropriate groups and individuals.

4. To ensure operational and site managers are made aware in advance of any likely disruption to be caused by projects.

5. To liaise with staff and site managers during the feasibility stage to provide advice on the implications of undertaking capital work to occupied areas.

6. To translate NHS terminology/acronyms to those external to the NHS and translate plans and briefing guides for clinicians.

7. To identify and take into account the needs of professional, technical/non-technical staff and patients within the confines of projects in pursuit of the operational and design brief.

8. To effectively communicate with all levels of staff within the organisation and present information to staff and senior managers at Board/Committee level, both internally and externally. This could be both complex and sensitive and includes presentations regarding estate development of backlog projects to Corporate Managers, Scrutiny Committee or Trust Board.

10. To promote a positive image of the Trust in any dealings with external agencies/organisations, communicating issues which may have an impact on service delivery.

11. Write a detailed Communication plan for any project for circulation to the Estates and Facilities Department Affected Clinicians and stakeholders and any other departments or personnel affected by the project.

12. Produce regular communication and newsletter in addition to any Greensheet communication to improve overall communication Image of projects under your control.

13. Create presentation and mood boards for stakeholders.

14. Set up regular project meetings between PM's and Clinical stakeholders to discuss the overall design and any issues or changes. After project commencement these are to be update and progress meetings.

Training and Teaching1. To contribute to the delivery of training and/or workshops and/or CPD sessions in relation to projects and

commissioning/handover of services, plant and equipment.

2. Partake in training as directed by the Trust to enable up-skilling as required to meet the requirements of changing job responsibilities.

Financial Management-1. To manage all projects within agreed financial resources.

2. To be responsible for ensuring financial, project management and contractual documentation is completed for all projects and a recorded on the master file.

3. To ensure projects comply with the Trust’s SFI’s and SFO’s.

4. To hold responsibility for raising orders and approving invoices for payment in line with project tolerances.

5. To carry out the day to day management of project finances, including commitment accounting.

6. To update project related financial records.

7. Set up budget monitoring using integrated spread-sheets to monitor all Invoices and PO's giving a clear and current indication of costs at any given time.

Human Resources Management1. To aid in the co-ordination of training and development for the Development Team.

2. Manage staff, contractor grievance and disciplinary issues.

3. Manager the activities of contractors on site and provide the necessary guidance and technical support required in line with the Trust Policy and procedures.

4. To encourage and participate in organisational and management development activities designed to enhance the Trust, Directorate, function and individual’s capacity and capability.

5. To act as a mentor for and provide support to the Project Managers and Assistant Project Managers.

6. To provide supervision to technical staff and others working on projects.

Health and Safety1. To actively contribute to the Trust Risk Management process, ensuring all relevant policies are adhered to.

2. To ensure that risk management planning and contingency planning are at the forefront of all project and site activities.

Research and Development1. To ensure best practice and most up to date knowledge is built into all projects and policy development by

using a research based philosophy, incorporating national guidance where available. Co-ordinating site visits as and when required.

2. Ensure surveys and audits are undertaken to demonstrate improvement in practice.

Professional1. To provide technical advice to the Capital Project Manager and Estates and Facilities Development Manager in

delivering a cost effective, compliant and professional facilities service to the Trust.

2. To remain up to date with professional developments at local and national level in order to ensure advice given is relevant.

3. Preparation of technical drawings using CAD and specifications.

General1. To carry out any other duties commensurate with the post and grade as directed by the Capital Project

Manager and the Estates and Facilities Development Manager.

2. To work out of hours from time to time in order to facilitate fulfilment of the job role.

3. Will have a full clean driver’s license, of good character, be fit and able bodied able to climb scaffolding and ladders, do roof inspections, work at height, lift and move items as allowable under manual handling regulations.

GENERAL NOTES

CHANGES TO JOB DESCRIPTIONThe duties outlined above are subject to changes, after consultation with post holder, which meet the needs of the service as a result of the full implementation of the Trust Plans.

INFORMATION TECHNOLOGYEmployees of the West Suffolk NHS Foundation Trust are expected to develop the IT skills necessary to support the tasks included in their post. They will, therefore be required to undertake any necessary training to support this.

HEALTH AND SAFETYThe post holder is required to conform to the West Suffolk NHS Foundation Trust’s Policies on Health and Safety and Fire Prevention, and to attend related training sessions as required.

MAJOR INCIDENTSAs the Trust is a receiving hospital for major incident casualties, the post holder is required to conform to the West Suffolk NHS Foundation Trust's Policy on Major Incidents and to attend related training sessions and exercises when required.

CONFIDENTIALITYIn the course of their duties employees will have access to confidential material about patients, members of staff and other Health Service business. On no account must information relating to identifiable patients be divulged to anyone other than authorised persons, for example, medical, nursing or other professional staff, as appropriate, who are concerned directly with the care, diagnosis and/or treatment of the patient. If there is any doubt whatsoever, as to the authority of a person or body asking for information of this nature, advice must be sought from a superior officer. Similarly, no information of a personal or confidential nature concerning individual members of staff should be divulged to anyone without the proper authority having first been given. All identifiable information about patients and staff must remain secure at all times. Access to Computer systems is for work purpose only. Usernames and passwords must not be shared with others. Failure to observe these rules will be regarded as serious misconduct, which could result in serious disciplinary action being taken including dismissal.

POLICIES AND PROCEDURESThe duties and responsibilities of the post will be undertaken in accordance with the policies, procedures and practices of West Suffolk NHS Foundation Trust, which the Trust may amend from time to time.

INFECTION CONTROLIt is the personal responsibility of the post holder to adhere to the West Suffolk NHS Foundation Trust policies and procedures outlined in the Infection Control Manual and any other Infection Control policies, procedures and practices which may be required from time to time.

SAFEGUARDING CHILDREN & ADULTS All Staff within the Trust must share the commitment to safeguard and promote a child's or adult’s wellbeing. As an organisation we need to ensure that all staff who come into contact with children/adults in their daily activities or provide services to adults with children or adults deemed at risk receives mandatory safeguarding training which is appropriate to their role. In addition to this you will be expected to work in accordance with the policies and procedures relating to Safeguarding children and adults that have been agreed by the Trust.

NO SMOKING POLICYIn recognition of the Trust’s commitment to health promotion and its health and safety responsibility, the Trust has a no smoking policy that prevents all staff from smoking whilst on duty whether this be on or off the hospital site.

All staff must monitor and take responsibility for data quality in their area. Data must be validated with the patient at every patient contact.

CODES OF CONDUCT FOR NHS MANAGERS Managers are required to carry out their duties in a manner which complies with the Codes of Conduct for NHS Managers Directions 2002.

STANDARDS OF BUSINESS CONDUCT & CONFLICT OF INTEREST The NHS Code of Conduct and Standards of Business conduct for NHS Staff require all employees to declare all situations where you or a close relative or associate has a controlling interests in a business [such as a private company, public organisation or other NHS or voluntary organisation] or in any activity which may compete for any NHS contracts to supply goods or services to the Trust. All such interests must be declared in the register of interests either on appointment or when such interests are gained.

All employees are required to ensure they understand and adhere to the Trust’s governance policies, such as Standing Orders and Standing Financial Instructions.

FRAUD AND BRIBERYThe Trust has a zero tolerance stance towards fraud and bribery. All staff should be conversant with the Fraud and Financial Irregularities and Anti-Bribery Policies. Staff identified as having committed fraud or bribery will be subject to criminal and/or disciplinary action by the Trust. If you believe that fraud or bribery has occurred this should be reported immediately to the Trust’s Local Counter Fraud Specialist.

SUSTAINABILITY In supporting the Trust’s policy on Carbon Reduction it is the responsibility of all staff to minimise the Trust’s environmental impact by recycling wherever possible, switching off lights, computer monitors and equipment when not in use, minimising water usage and reporting faults promptly.

REVIEW & MONITORINGThis policy and procedure will be reviewed and monitored annually by the Executive Director of Workforce and Communication in consultation with Trust Council.

Pro rata for part time

Until such time as local pay determination policies have been agreed by the Trust and implemented, the Trust will, in determining the salary, take due account of the pay rates for this post, in NHS employment and any changes to those rates which the Secretary of State for Health may authorise from time to time.

New entrants will normally enter the salary scale at the minimum of the scale.

ANNUAL LEAVE: 202.5 hours per annum plus public holidays (This is the annual leave entitlement for full time employees who are working 37.5 hours per week, with minimum NHS Service and will be pro rata for part time employees)

PENSION SCHEME: All staff are eligible to join the NHS Pension Scheme. Under the scheme, contributions are deducted at source from salary. Deductions will automatically be made for eligible employees unless they opt formally to withdraw from the scheme. In order to opt out, employees should contact the Pensions Administrator at NHS Shared Business Services on 0844 931 2005.

PERIOD OF NOTICE: Three months

PROTECTION OF CHILDREN The Trust is committed to carefully screen all AND VULNERABLE ADULTS: successful applicants who will work with children or vulnerable adults via

the Disclosure and Barring Service (DBS police check). These applicants will be informed during the interview process of the screening procedure.

RETIREMENT POLICY: The Trust does not operate a compulsory retirement age for its employees and is committed to equal opportunities for all employees.

The Trust operates a flexible retirement policy and employees may voluntarily retire at a time of their choosing. Employees should inform their Line Manager in writing of their intention to retire, giving contractual notice in accordance with their contract of employment.

Written notification should be given even if the employee intends to return to employment with the Trust after accessing their pension.

Employees should consider their pension provision and take independent financial advice before making any decision in relation to their retirement. Employees need to give the NHS Pensions Agency a minimum of five months notice of their intention to retire and access their pension.

LEASE CAR INFORMATION: The Trust operates a Lease Car policy for those staff required to travel on Trust business in excess of 3,500 miles per year. A ‘business only’ car can be provided at no cost or you can select a vehicle of your choice if you wish to have private use, and the appropriate charge will be made. Mileage will be paid at the Agenda for Change standard rate whilst waiting for delivery of your vehicle and, if you choose not to have a Lease Car, your business miles will be reimbursed at the rate of 24 pence per mile.

SOCIAL AND GENERAL: The West Suffolk Hospital has two shops on site. Reasonably priced meals and snacks are available in the staff restaurant, and Courtyard Café. The hospital is sited in landscaped grounds and adjoins Hardwick Heath.

There is a swimming pool available to all staff at a subsidised rate, at the Moreton Hall Health Club. For further details, please refer to the Intranet.
