JOB DESCRIPTION Job title: Clinical Information Officer Job Location: St Michael’s Hospice MAIN PURPOSE OF THE ROLE To ensure that the hospice’s clinical database is configured and managed effectively to allow comprehensive and reliable patient information to be collated and enable accurate and timely data reporting. 1.0 PRINCIPAL RESPONSIBILITIES 1.1 Responsible for supporting and leading the on-going development of the hospice’s clinical information system (currently Crosscare), in conjunction with the Care Records and Office Manager and clinical managers. 1.2 Work collaboratively with Departmental Managers to adapt, improve and design information capture, written and statistical reports to meet the demands of the services. 1.3 Responsible for the development and on-going maintenance of reporting functions within Crosscare to create, produce and evaluate reports and ensure data is used and produced effectively. 1.4 In conjunction with the Care Records and Office Manager ensure that data is collected and stored in a consistent and standardised way to ensure the integrity of the system and maintain highest levels of data quality 1.5 Support Crosscare users to maintain the highest level of data quality and provide constructive feedback to enable them to do this. Escalate any ongoing and frequent poor data capture and working practices to the relevant manager. 1.6 Identify and make recommendations to implement changes to streamline processes and enable the system to be more effective and efficient, working towards a paper light system. 1.7 As a member of the Audit, Information and Effectiveness Group ensure that all change requests are considered fully and with regard to the overall operation of the system. Job title: Clinical Information Officer

Job Location: St Michael’s Hospice

MAIN PURPOSE OF THE ROLETo ensure that the hospice’s clinical database is configured and managed effectively to allow comprehensive and reliable patient information to be collated and enable accurate and timely data reporting.

1.7 As a member of the Audit, Information and Effectiveness Group ensure that all change requests are considered fully and with regard to the overall operation of the system.

1.8 Develop, implement and review user training tools in collaboration with Advanced (software supplier) to ensure they reflect processes and data quality requirements.

1.9 Ensure that all system upgrades are rolled out, in accordance with guidance from Advanced and liaise with the Education Dept. with regards to training of clinical support staff, and clinical staff when required.

1.10 Develop and maintain standard operating procedures covering all regular on-going database tasks.

1.11 As appropriate liaise with Advanced regarding any technical/user issues that arise with the use of Crosscare system.

1.12 Facilitate a Crosscare User Group to engage and support clinical staff to explore the systems capabilities and work with managers and staff to create effective working practices that will accurately capture the necessary information within the required deadlines

1.13 Be a main point of contact for users of Crosscare.

1.14 Produce and collate clinical activity information, including KPI’s for monthly and quarterly Hospice reports for all clinical departments.

1.15 Undertake allocated projects relating to Information Governance and clinical electronic systems.

1.16 Undertake clinical audit data management, identify areas of staff training and brining to the attention of the Education Dept.

1.17 In conjunction with the Care Records and Office Manager, ensure that a process is in place that collates and communicates the statistics required by the CCG in terms of bed occupancy and clinical activity.

1.18 Undertake the duties of the Information Asset Administrator for assigned information asset.

1.19 In conjunction with the Care Records and Office Manager, be responsible for matters relating to the maintenance and management of the Health Records policy.

1.20 Produce any IG audits required in relation to Crosscare. 1.21 Maintain Role Based Access Controls for system users, ensuring effective

maintenance and reviews of user accounts and associated privileges are conducted. 1.22 Network with other organisations using Crosscare to build-on existing knowledge

and gain ideas for development.

2.0 ADDITIONAL RESPONSIBILITIES

2.1 Carry out duties with full regard to the Company’s Policies.2.2 Act as a responsible individual in relation to Health and Safety and be aware of the

responsibilities of all employees to maintain a safe and healthy environment for patients, visitors, staff and volunteers.

2.4 Carry out any other duties, within an appropriate level of responsibilities as required.2.5 Undertake flexible hours as and when the need arises to maintain safe patient

practice.2.6 Ensure confidentiality at all times within the Hospice.2.7 Support and participate in the fundraising activities of the Hospice wherever

possible.2.8 Be an ambassador for the Hospice.2.9 Ensure that the disclosure and use of confidential staff information is both lawful and

ethical, and to recognise own responsibility for compliance with relevant legislation.2.10 Promote, at all levels, the Company’s vision, values and strategic objectives.2.11 Hold DBS and Occupational Health clearances appropriate to the role.

PERSON SPECIFICATION

Post Title: Clinical Information Officer

Essential Criteria Desirable CriteriaEducation/Qualifications

Good level of secondary education with demonstrable numeracy and literacy skills to GCSE Grade C/4 or equivalent.

Advanced IT Qualification.ECDL.

Work background and experience

Experience in the management, administration and configuration of electronic databases.

Proven ability to analyse data and provide meaningful and credible information

Experience of using Crosscare software package.

Experience of clinical administration

Understanding of clinical audits

EPR (Electronic Patient Records) user experience (or similar database).

Skills/Ability/ Knowledge

Demonstrable IT skills – Word/ Excel/Outlook/PowerPoint.

Excellent attention to detail and able to scrutinise numerical and written data

Problem solving, analytical and judgmental capabilities to resolve complex data and reporting issues where a number of alternative solutions are present

Developed data manipulation and interrogation skills.

Must have excellent organisational skills and be able to work under pressure to meet strict deadlines.

Able to analyse and produce accurate and timely information in various formats

Experience/knowledge of producing Standard Operating Procedures and training materials – Scripts, user guides, walkthrough’s, quick reference guides.

Knowledge of CQC, CCG.
