ST. CLOUD STATE UNIVERISTY REFUSE AND RECYCLING REMOVAL SERVICES ADDENDUM NO. ONE The Proposal due date of May 14, 2019 will not change as a result of this Addendum No. One. CLARIFICATION: 1. Has SCSU decreased services since 2018? We reduced services during breaks and holidays based on scheduled activities and events. 2. Does SCSU get billed in advance or by arrears? Billing is at the end of each service month including any additional or reduce service requests. Monthly invoice is itemized by building. Billing should include all fees and MN state taxes/local/county and surcharges. The Solid Waste Management Tax (SWMT) is 17% for commercial properties. SCSU is considered a commercial property. Our college/universities are not exempt from SWMT and the rate is set by MN Revenue and our legislature. Stearns County has an 8% environmental service fee on non-residential customer’s solid waste bills. 3. What types of reporting does SCSU receive? An itemized quarterly report reflective of the trash and recycle weights per building. 4. What is SCSU doing about contamination and recycling? SCSU has reduced its recycling contamination this past year through education to staff and student, eliminating bagged recycling, some additional signage on the dumpsters. Pizza boxes continue to be our largest challenge. 5. Organics – how do they run? (size) Currently the organics disposal is specific to the Garvey Commons dining facility. Organics are placed in 32 gal brutes on the Garvey loading dock approximately 10-15 barrels are picked up 3 time per week during the school year. 6. Move In/Out day – how is it coordinated? 4-30 yard roll offs are ordered for both fall movie in and spring move out of the Resident Halls, one roll off is placed at each of the four larger halls, move in is a Wednesday deliver/Friday pickup. Move out is generally 9-10 days service period with all roll offs removed by 8:00 am on commencement day. Delivery and pick up schedules and placement locations are coordinated with Building Services Manager and the Resident Hall foreman.

7. Are any dumpsters inside buildings? Atwood Memorial Center is the only location that is on a regular service and has the containers located inside the building. Preforming Arts building has 2-2 yd trash containers and the Maintenance Building will have 1-2 yd recycle container, both are on call. All interior containers are serviced in the loading docks.

8. Response Evaluation Pg. 18 Updated relative to Fee Schedule Inclusion – (request to share fees charged by vendor only, not government, I.e. Taxes) Please confirm. We would like to wave having the taxes included in our pricing. Vendor pricing for each of the various trash receptacles sizes. Yearly cost should include all fees and MN state taxes/local/county and surcharges.

9. Proof of Authority. Description of Documentation requested for verification.

Vendors should provide Delegation of Authority documents as to who can sign contracts.

10. Please note change to Section II number 3 of the RFP: Refuse removal cannot begin before 10 am CST at any of the Resident Life buildings. The resident Halls are Stearns & Sherburne Hall (shared containers), Mitchell Hall, Hill/Case Hall and Shoemaker Hall. Lawrence Hall shares containers with Stewart Hall and is not included in this service schedule.

11. Please add to Section 1.4: Monday-Tuesday, May 20 & 21 Responders presentations will be in the Atwood Memorial Center.

12. Please provide Certificate of Insurance with your RFP submission.
