The Metcalfe County Board of Education met at 109 Sartin Drive on Tuesday, June 16, 2015 at 6:00 PM for a special called (regular monthly) meeting. The following members were present:

Dr. Lile Shared Chris Huffman could not be a the meeting tonight. Chris and Emory Kidd, Metcalfe

County Emergency Management Director, presented at the Safe School Conference today and they have been asked to make additional presentations. Dr. Lile also shared regarding agenda Items for Mr. Huffman. Item 5C is a FEMA document authorizes us to work with the county Emergency Management Services. We have already been doing this, Emory Kidd has been good to work with. This just makes everything official. Item 5B is a renewal of the school nurse contracts. The contracts are the same as last year. The cost to the district is $11,200 per nurse.There is a nurse at each school for a total of three.

Construction Update - We have gone to bid for the for the elementary project. The pre-bid meeting will be June 23 at 10AM on site, this allows anyone with interest to look over the site and ask questions. Bid opening is scheduled for July 02. We are looking at having a special called meeting in early July to approve bids. The bid for site work is the most pressing at thistime, this needs to be underway before school begins for students for August 12th.

English, Lucas, Priest & Owsley, LLP sent a letter regarding their services as board attorney for the upcoming year, there will be no changes. We do not have to do a contract each year, only notification.

Bids/Auditor Report Dwight Ross will share regarding the bids on the agenda. The salary schedule is 5L, prior to that, Jeff Sprowles of Wise, Buckner, Sprowles and Associates, PLLSwill report on the Auditor's Report of Applied Agreed Upon Procedures.

INDEPENDENT ACCOUNTANT'S REPORT ON APPLYING AGREED-UPON PROCEDURES

Board of Education forMetcalfe County School District

We have performed the procedures enumerated below, which were agreed to by Metcalfe County Board of Education (the specified party), solely to assist you in determining if the District's certified and classified employee compensation agrees with the salary schedules prepared annually per KRS 157.320(12), KRS 157.350(3) and KRS 160.290(1) and approved by the Metcalfe County Board of Education for the years ending June 30, 2007 through June 30, 2014. Metcalfe County Board of Education's management is responsible for the District's accounting records. This agreed-upon procedures engagement was conducted in accordance with attestation standards established by the American Institute of Certified Public Accountants. The sufficiency of these procedures is solely the responsibility of those parties specified in the report. Consequently, we make no representation regarding the sufficiency of the procedures described below either for the purpose of which this report has been requested or for any other purpose.

Our procedures and findings are as follows:

1. We compared district employee wage contracts and actual wages paid with the salary schedules adopted by the Metcalfe County Board of Education for the years ending June 30, 2007 through June 30, 2014. These comparisons were made for 172 employees that were employees of the District as of the start of the current fiscal year. Our source of information used for these comparisons were the employee personnel files, salary schedules for the fiscal years ending June 30, 2007 through June 30, 2014, and the certified and classified wage reports for the fiscal years ending June 30, 2007 through June 30, 2014. As needed we would request detail employee wage reports to assist us in our procedures to reconcile wages that did not agree with the salary schedules. Our findings are as follows:

Finding as a result of comparing employee contracts with salary schedules:

• We found thirty-five (35) occurrences of contract wages that did not agree with the salary schedules.

• Of these thirty-five, fifteen (15) occurrences were due to signed contracts not within the personnel files presumably due to the flooding of the Central Office in May 2010 since these fifteen exceptions were all found in the fiscal year ending June 30, 2009.

• Two (2) employees held positions not found to be on the salary schedule but have since been assigned a position listed on the salary schedule. We were able to agree back to the salary schedule in subsequent years of comparison.

• We found (1) employee who held multiple positions. We found no evidence of this employee's contract wages to agree with the salary schedule in any combination of rank/position and years of service.

• We found one (1) occurrence of employee contract wages that did not agree with the salary schedule due to the "salary freeze" but in subsequent years the contract wages were reduced to agree with the salary schedule for their rank/position and years of experience.

• We found fourteen (14) occurrences of employee contract wages that did not agree with salary schedules due to the "salary freeze" instituted in the fiscal year ended June 30, 2008,and

• We found two (2) occurrences of employee contract wages consistently above the salary schedule for the contract position.

Finding as a result of comparing salary schedules to actual employee wages paid:

• We found twenty-nine (29) occurrences of actual wages paid over the salary schedule for the employee position/rank and years of experience.

• Fifteen (15) occurrences we were able to reconcile due to extra hours worked at the rates for the employee for their position/rank and years of experience.

• We found twelve (12) occurrences of wages paid above the salary schedule due to the employee pay rate remaining above the salary schedule due to the "salary freeze" instituted in the fiscal year ended June 30, 2008, and

• We found two (2) occurrences of employee wages above the salary schedule for their rank/position and years of experience due to changes in the employee position and/or job duties without regard to the reduction in salary effective with their new positions and/or job duties.

Results of our procedures found all contract wage and actual wage discrepancies with the salary schedules were from classified salary positions. Many are a result of the salary freeze instituted for the fiscal year ended June 30, 2008 and effective for fiscal years subsequent"to the enactment. We have found the employee's wages which were frozen are still above the salary schedule amounts and it is quite probable that they will always be above the salary schedule if the current wage increment increase trends prevail. As stated above in our findings, there are two (2) District employee's whose wage discrepancies are a result of changing job positions and/or duties and one (1) employee who is being paid outside the salary schedule who holds multiple job duties but non-reconcilable to the salary schedule. KRS 160.290(1) describes part of the general powers and duties of the board to ..."fix the compensation of employees." It is our understanding that this duty is performed by the board approval of a salary schedule. With this understanding we recommend that the board approve a salary schedule in which every District employee's compensation is derived from. We also recommend that all employee's contract's state a position included on the approved salary schedule and without exception to be paid from the schedule.

We were not engaged to, and did not conduct an audit, the objective of which would be the expression of an opinion on the accounting records. Accordingly, we do no express such an opinion. Had we performed additional procedures, other matters might have come to our attention that would have been reported to you.

Bennie Stephens 2014 Leadership Diagnostic - Updated the board on the progress made from the 2014

Leadership Diagnostic Review. Progress had been made in collaboration in learning communities, support of mentoring, coaching, and induction programs, and an effective way certified district directors mentored at least three students during the past school year. All three areas showed improvement since September 2014.

District Assurances - The district assurances represents an agreement our school district agrees to comply to state and federal regulations in submitting accountability reports, plans, etc. indicating how the different state and federal funds are used within our school district.

Jamie Moss Shared that all of the reports due from his department have been submitted and are up to date

and current.

Beth Miller Requested approval of the bid from C&T Design in the amount of $17,082.14 be approved to

replace some equipment at MCHS that is 20 years old. Monies will come from Fund 51 for the purchase of this equipment. There will be a $1,000 rebate as we will be trading current units in on purchase. Equipment has a four week lead time. Ordering now will unsure installation prior to August 01, 2015.

June 16, 2015

Standard 1 : Strategic Leadership Ranking: Exemplary Commendations:Dr. Lile has done an excellent job in a number of areas. He continues to work with construction issues and has successfully kept the district on track for building projects. He also has worked with our finance department and auditors to resolve serious issues related to pay schedules and budget concerns. All issues are now under control and the district is headed in the right direction. Recommendations:Continue to seek alternate pathways for student success as well as working with staff at the middle and high schools on collaborative efforts.

Standard 2: Instructional LeadershipRanking: AccomplishedCommendations: We are continuing to be impressed with Dr. Lile’s knowledge of curriculum and assessment issues. We appreciate his efforts to continue meeting with principals to discuss MAP results throughout the year as well as other areas of instruction. His efforts to combine two schools under one supervisor are easing the district along with little or no resistance. We commend his efforts in helping to obtain the Next Generation grant. The exchange program with China went remarkably well and the community is excited for more students in the future. We enjoy hearing about his visits at each of the schools.

Recommendations:We would like to see the visits to the classroom and constructive dialogue with all staff members concerning instructional issues continue.

Standard 3: Cultural LeadershipRanking: Exemplary Commendations: Creating and maintaining a positive school culture is critical and often difficult. We commend Dr. Lile for creating a positive atmosphere at all our schools and in our community. He continues to talk with anyone about literally any issue. His example of professionalism with high ethical standards set great examples for other leaders within our schools and community. Many issues can be resolved upfront by taking time to listen. He also seems to involve those around him in helping form a positive culture.Recommendations:Continue present course of action.Standard 4: Human Resource LeadershipRanking: AccomplishedCommendations: Dr. Lile has worked very hard to see that the responsibility for personnel decisions at the school level is becoming the norm. We are pleased that he continues to support school leadership with guidance and reasoning.

Recommendations:Continue to provide support and resources for the schools.

Standard 5: Managerial LeadershipRanking: AccomplishedCommendations: Dr. Lile continues to work throughout the year to improve local board policies. Much progress has been made in the district due to his leadership. He is continually analyzing ways to operate the district more effectively and more efficiently in working with all stakeholders.Recommendations:The board would like to see better communication among schools. We continue to see improvements, however, there is room for more growth. Standard 6: External Development LeadershipRanking: AccomplishedCommendations: We consider this one of Dr. Lile’s strongest areas. He was/is considered a leader among the many superintendents in the state. He works with other superintendents on ideas and projects that put us on the proactive side of topics. He continues to be very visible in the community and we are continuously reminded by those members of the community of his positive impact. The Community Education program has become a program of positive highlight in our district.Recommendations:Continue present course of action.

Again, we continue to praise the efforts of Dr. Lile’s work toward ongoing policy improvement. Dr. Lile and other staff members do an exemplary job of communicating with state leaders and helping shape policies and processes that are in the best interest of our district.Recommendations:Continue present course of action.

Standard 8—Dispositions – the human elements. Ranking: Exemplary Commendations: Dr. Lile continues to exhibit a strong degree of the “human element” each day. His dedication to making the everyday work more personal are to be commended. The community enjoys his “Snow Day” videos, and his priority to keep “kids first”. Staff feel welcome and appreciated. Recommendations: Continue present course of action.

Board Comments: Members of the board feel very blessed to have Dr. Lile working in our district. He works tirelessly to make sure our children are getting the best possible education and that we are working to keep them on track to a better future. We would like to commend you on a successful year and we appreciate ALL you do. A few of the personal comments are listed below. “I am pleased to see him at so many community events. He really does want what is best for everyone”.“His ability to work under pressure without losing his patience is to be commended. He will find a way to see that the right thing is done”.“His love for the students in the district is evident in all he does. His commitment to educating and loving our students will lead us to continued success.”“Even when things are difficult, he maintains a positive attitude and searches for a way to make things better. Hiring Dr. Lile was a great decision for our schools and community”.“His work has got us headed in the right direction. We had a lot of ground to cover and we are successfully traveling along. I hope he can see the difference he is making”.
