Our membership is continuing to grow and we use Facebook, Twitter and our own website to keep the community informed about our activities. Our friends of K&S Lions newsletter is continuing to prove popular. We inducted two new members at our first January meeting and we have one prospective new member.

Community Services

We are still participating in the “River Stour Group” clean-up project and will be collecting for Marie Currie. Members of the club are donating goods to the Homeless Appeal,

Activities/Fundraising (including PR)

We held our Christmas meat hamper raffle in December also our Christmas sleigh runs and static collections at various supermarkets and garden centres. We had a huge following on Facebook during our sleigh runs with lots of lovely picture of Santa and the sleigh this activity takes up most of our time during December.

We purchased £12 worth of raffle tickets from hearing dogs for the deaf. We gave Sainsbury’s £200 for their charity the Food Bank in recognition of their help with our Fashion Show. A donation of £200 was given to Lion Barbara Dutton to purchase Christmas presents for the homeless in Wolverhampton. Our quiz raised £400 for Ronald McDonald House at the Birmingham Children’s Hospital. We donated £110 to the Glynne School fete from the sale of burgers and hot dogs cooked in our catering trailer. At our Presentation evening we gave 26 charities £6500 from our sleigh collections and £3000 to the Alzheimer’s Society the cheques were presented by the Mayor of Dudley.

Visits and Fellowship Activities

The first Sunday in January we had our Post Christmas lunch at Hagley Golf Club. On 4 th February we are going to Halesowen College for a meal to celebrate our 40 th Charter Anniversary. Lion Barbara Dutton is cooking an Italian meal in aid of the Homeless Appeal. Seven members of our club are going to Walsall 40th Anniversary Charter. We were joined on our static collections by members from Dudley Lions Club.

Future Events

Over 60’s concert, Beetle Drive, Plant Sales, we have other event planned for later in the year.

ACTIONS TAKEN SINCE LAST MEETING: Since the last Cabinet Meeting time has been taken up with Club activities, particularly Christmas. I have held a zone meeting which was not as well attended as usual for a number of reasons, particularly clashing events. I have made one further club visit.

Published and circulated DG’s Newsletter and Midland News to our own district and also to the Council of Governors. I have updated some profiles for the website, but even though I have asked by email, verbally and via messages I am still waiting for a few to send me their personal resume along with their job description and a photo of themselves so that the information can be put on the website. There were four candidates Leticia Salmon sponsored by Shirley Lions, Sam Evans sponsored by Shakespeare Lions, Phoebe Knowles sponsored by Castle Bromwich Lions and Jessica Goulden sponsored by Dudley Lions, there was a last minute withdrawal of the Stour Valley Candidate. Each candidate very strong in their commitment to their individual projects and the Lead Judge, Chris Parry, said that the judging this year had been particularly difficult.

The winner was Jessica Goulden sponsored by Dudley Lions, he project based upon providing bereavement counselling for young people within the confines of school or college, Jessica spoke passionately from her own experience and impressed the judges by her conviction to her cause.

Meet with Jessica to prepare her for the MD Final February 20 th to 22nd at The Village Hotel in Dudley, West Midlands. Forms to be completed and ready to be submitted.

I have been accepted as the MD Young Ambassador Officer’s Deputy and will now be working closely with her towards the Final and its smooth running.

Andrew Cooper (Head of Service ) and I have worked together in the past and this service now supports PSE in Birmingham. I met him on Friday 16 th Jan to discuss how we can collaborate and in particular launching the London Heathy Schools (Health and Wellbeing) project across Birmingham. Following a contact given to me by David I met Toni Brettell from Kinetic Youth(who is working in a young offenders unit in Stoke) on Friday 23rd to see if any of our resources could be used within their setting. She was interested in some resources, but they have no funding as they are also a not for profit organiation. She has gone to see if she can access funding and I gave her the contacts for Lions Clubs local to the unit to contact

ACTIONS TAKEN SINCE LAST MEETING:Membership numbers are reported by the Registrar, we have lost 12 members net, we have found 52 new members but lost 64 (only 6 have died). The numbers of losses and gains per club are spread far wider than previous years from +9 and +6 to 2 clubs -5 and 2 Clubs -4. There are 18 clubs with zero movement.

PDG Doug reports in detail on his work with Club issues and potential for new Clubs.

The membership committee’s main aim is to lift clubs struggling for members and we are working from the lowest number upwards firstly to 10 number, But help is always required from senior Lions.Financial help is available in most cases to help rebuild membership in these clubs.

Evesham Vale & Pershore Lions Club now increased to 3 members with their new name– work is continually proceeding to try and increase membership, a new Yellow Card drop is planned and local help is required for this, Pauline Fanti will update at cabinet

Action planned before next meetingA GLT meeting is arranged for Monday 19th January at The Arden Hotel. At this meeting dates will be fixed for workshops covering Zone/Region Chairs, In-coming Presidents, Secretaries, Treasurers, Cabinet Officers. It is also hope to update/upgrade CGLs and offer workshops for those needing help with presentation skills and mentoring/coaching.

A meeting is arranged between Pauline Fanti and myself to discuss the above on Saturday 17th January.

As GL for Evesham Vale and Pershore Lions I am fully involved in assisting Pauline Fanti develop this club. Fund raising prior to Christmas was very successful and a programme of events is already in place for this year - this will include a further card drop.

JUSTIFICATION FOR DECISIONS:1. At the Council of Governors meeting held on 24th January 2015 Council made a decision to

institute such a review with immediate effect, with a view to reporting back to Council as a matter of urgency.

2. In the circumstance that the review will have been largely completed before the date of the May 2015 Multiple District Convention, in the view of the F&A Committee the need for a review from May 2015 has been obviated.

Resolution Multiple District International Convention CommitteeThis convention asks the Council of Governors to review the role, requirements and job description of the Multiple District International Convention Committee. It further asks that Council review the

ExplanationThe costs and requirements of this committee have increased steadily over the last 20 years. Apart from DGE’s & Partners only a relatively few people attend MD Convention from this MD. The International Committee members are financed for flights & lodging for a week to assist at International Convention. A preliminary visit is also made to inspect the parade route, hotel and B&I Reception venue. This can all be done virtually now. The COG requirement of a room for 600 people to sit down in represents the major cost of B&I Reception. A thorough review is needed to examine matters relating to MD participation at International Convention.

ACTIONS TAKEN SINCE LAST MEETING: I have received this Lions year 20 “Statements of Intent” which is an increase of 8 from the previous year. However, I do think that a return of a little under 36% from 56 clubs in our District is not good enough. I have been asked by Lion Brian Dickety 105MD Health & Safety Officer to ensure that ALL clubs return to me a signed copy. This is to enable all District H&S Officers to monitor how many clubs have a H&S policy in place. To date I seem to be failing in my efforts through no fault of my own.I have therefore emailed ALL District Officers who’s clubs have not returned a copy to me, to encourage their clubs to do so. I made this request at the last Cabinet meeting which has resulted in 3 copies being sent to me, but there are still 13 clubs who have a serving District Officer that have not returned a copy to me. This begs the Question “why am I not getting the support from my fellow District officers”. Answer, “I have absolutely no idea”This sort of apathy is not new for H&S Officers in all walks of life, so you can expect me to keep “banging on” with regard to this subject until I get a return of better than 80%. I shall be failing in my duty to the District Govenor if I do not get compliance from all clubs in the District. It must be remembered, Health & Safety is Statutory Law the Lions are not exempt from this.

to Safety" document. Our Safety Management strategy is based on continuous improvement on documented procedures and processes that are applied in conjunction with relevant legislation and best practice.

District Safety Officer The District Safety Officer will assist the President in the implementation of this Safety Management System. Provide or obtain competent health and safety advice as required. Monitor the safety performance of our club. The District Safety Officer/ Adviser will assist the President in the implementation of his/her Safety Management System. Provide or obtain competent health and safety advice as required. Report and monitor the safety performance of the club to the District Governor and the Cabinet.

Lions Clubs within the District 105MEach Lions Club is an autonomous unit and as such the President and Directors of the Club, are responsible for the health and safety standards as set out in the Multiple District Health and Safety Policy and Arrangements published in the Multiple District Directory of Clubs and Officers (page 8 to 10) and in accordance with this Policy Statement. It is expected that we will cooperate with the District Governor in adopting the elements of the District Safety Management System. Lions Clubs that cooperate on a shared basis with other Lions Clubs, also share the health and safety responsibilities. It is therefore imperative that these shared responsibilities are fully agreed and documented.

Club Safety Officers. In order to assist Club Directors and Officers in discharging their health and safety responsibilities, each Club should appoint a Club Safety Officer/ Adviser in accordance with International, Multiple District and District Arrangements for all Lions Clubs, Lioness Clubs and Leo Clubs. The Club Safety Officer/ Adviser shall provide or obtain competent health and safety advice to ensure that the obligations and duties as specified in the District Safety Policy are carried out. Further guidance on the role of the Club Safety Officer/ Adviser is provided in the document "Road to Safety."

All Lions. Every Lion has a duty to look after them self and others who may be affected by their actions. When carrying out their Lions activities, they should co-operate with their fellow Lions to provide the necessary standards of health and safety. Any shortfalls or defects in any equipment or systems should be brought to the attention of the Club Safety Officer or the Club President for rectification as a matter of urgency.

Insurance. All Club Directors and Safety Officers should be aware of the requirements for Club activities to be covered by adequate insurance. Reference should be made to the Insurance Provisions made within the Multiple District Directory of Clubs(pages11 to 13). District and Club Safety Officers/ Advisers are insured for Professional Indemnity however, due care should be taken when providing safety advice.

Fire Precautions. Significant changes in legislation regarding the responsibilities for Fire Precautions have come into force recently. In general a fire risk assessment is required for every building except a domestic house. Fire Certificates are no longer valid. The organizers of any event or activity must ensure that, adequate fire precautions have been made and are robust. It is the responsibility of the owner or manager of the building, to carry out the fire risk assessment, not the local Lions Club. Further guidance can be found in "The Road to Safety" document

The provision of First Aid cover must be assessed for every event or activity carried out within the District. In general there is a requirement to provide cover, dependent on the activities and risks involved. The First Aid assessment should be carried out at the planning stage of any event and could require as little as, the details of the nearest Emergency Hospital and how to obtain medical attention, in the event of an accident, through to a need for a trained First Aider or team of First Aiders to be on duty.

Food Hygiene. All activities involving the provision of food and drinks should be assessed to ensure that the requirements of the local Environmental Health Officer are met, together with the relevant Food Hygiene Regulations. Activities involving Children, the Young and Vulnerable People Special attention must be given to activities involving children, the young and vulnerable people. Care must be taken to ensure compliance with the legislation. Additional Guidance is provided in "The Road to Safety" document.

Risk Assessments Club Events. As previously mentioned suitable and sufficient Risk Assessments, together with the appropriate control measures, must be carried out and documented for the following activities. Club Charters, and Club activities, where the General Public are invited. The above assessments should be carried out at the planning stage of the activities and amended as necessary. These assessments should be held, signed off and dated by a responsible person.

Incident reportingAll incidents or near misses occurring at any Lions function or event, held within the District, must be reported to the District Health and Safety Officer as soon as possible, by phone or email, followed by a documented report describing the occurrence, the details of any injured persons, the root causes and lessons learnt from the occurrence.

Measuring and MonitoringIn order to raise the awareness within the District, of the need to exercise due diligence in respect of the Health and Safety obligations, the following action points have been tasked.

1. The Club shall appoint a Health and Safety Officer.

2. The Club is required to keep a record of all risk assessments and other relevant safety documents (e.g. Insurance Certificate, Food Hygiene Certificates etc).

3. The Club to be made aware that the District Health & Safety Officer is available to assist the Club with guidance including the completion of Risk Assessments.

4. The Club should consult the Multiple District Health and Safety Policy in the MD Directory (pages 8 to 10), the Districts Health and Safety Policy and to the "Road to Safety" document on the District web site.

5. The Club to arrange to include (when relevant) Health and Safety as an agenda item in Business meetings.

6. The Club shall maintain an Accident Book.

7. The Club should review on a regular basis the Health and Safety guidance available from the District website. The District Safety Officer will in addition advise the Club when significant changes are implemented.

Dear Club Secretary Early August this Lions year 2014/2015 I sent the following letter, to date I have only received signed copies of the SMS “Statement of Intent” from 23 clubs in the District. The signing of this document does not mean you are signing your lives away. It simply means that you will observe Health & Safety regulations to the “best of your knowledge and ability”. It also demonstrates that you do have a Health & Safety Policy in place. As your District H&S Officer I am expected to monitor the compliance that ALL clubs do have a H&S policy in place. To be able to discharge my responsibilities I do need you to return a signed copy to me. So I ask you to please help me to carry out my Lionistic duties to the best of my ability by either returning a signed copy OR at least email me giving the reason why you are reluctant to do so. I do accept that Health & Safety regulations are a pain but whether we like it or not The Health & Safety at Work Act 1974 is legislated law that we must comply to and observe Health and Safety to both Lions and the general public. As Lions we give our services as Volunteers, this does not exonerate Lions in any way from this legislation. The “Statement of Intent” is not something I have composed, it was written by a Health & Safety Officer by profession in District 105W. It is a document similar in structure and by word to those used in commercial business, manufacturing and construction situations, therefore very widely used. It is simply a statement that you will observe Health and Safety regulations to the best of your knowledge and ability. As District 105M Health & Safety Officer I am expected to monitor by the 105MD Health and Safety Officer Lion Brian Dickety compliance by all clubs, which is why I have asked for a copy to be returned to me. These are for my records also as a back-up to the statement retained by your club. If your club unfortunately has a serious accident which involves the Health & Safety Executive, the investigating H&S Officer will ask if you have a Health and Safety Policy Statement of Intent. He also may ask if a copy of your document is on file with your HQ to demonstrate continuity.  Therefore can I ask you to make sure your club sign the document and send a signed copy to me. JUSTIFICATION FOR DECISIONS:It has been brought to the attention by the MD Insurance Advisor PDG Bryan Riley that last year we had a surplus of £24,873.38 in Self-Insurance funds which has been set up to pay for any claims made for Regalia, Equipment and Money, and Legal expense.

The Self Insurance fund is now capped at £100000 and is currently under MD General Fund ring-fenced. It has been recommended by our Insurance Brokers that MD should keep this account separately as the money belongs to the Club/ Membership and only to be used for the payments of relevant claims under our self-insurance programme.

Our DIO concurs with this in his professional insurance capacity. On current basis although the money is ring-fenced by the the MD Treasurer within the General Fund the Council could utilise the surplus to fund for other expenses.

As a result this fund can be exhausted or depleted that no money would be available to pay claims. The money raised from the Clubs specifically for insurance purposes was spent on non-insurance matters last year fiscal with approval from Council of Governors.

At present, there is Insurance Levy of £44.25 per Club for Insurance of Regalia, Equipment and Money only not for any other insurance, which is paid with Member’s dues.The amount is made up as follows:-

£11 per Club (£9.25 out of Charity Account for Legal Expense

£33.25 per Club (£16.60 out of the Charity Account) for Insurance of Regalia, equipment and Money only

The levy is clearly stated to relate to the self- fund insurance and Legal Expenses Insurance costs – not for any other purpose.

With 813 Clubs in MD, the total amount levied at £44.25 per Club is £35,975.25. This produces in the fiscal year 2014-2015 a surplus of £14,128.25, which on the present basis goes into the General Fund.

Centennial year, and the programme of service leading up to it, as an aid to recruitment and retention; I believe the Region Chairmen are best placed to be the liaison between the Centennial Committee and the Zone Chairmen; and I believe that managed communication across the District will be critical to maximising the impact of the Centennial year.

2. I think liaison with the Zone Chairmen will be very important in encouraging Club engagement with the Centennial programme, but do not wish to add to the workload of Zone Chairman by trying to programme separate Centennial meetings for them; I believe that the pre-Cabinet and Zone Chairman reviews will be a good forum for dealing with Centennial matters.

On the Lions front I am proud to say that I have been elected to serve as Chairman of Council next year a role I am greatly looking forward to. Planning for MD convention is going well.

If you would like help with funding make sure you check with PDG Andy Pemberton Membership Chairman before committing to any costs. In 105M we have a lot of clubs with small membership under 10 who we are helping to rebuild and costs are mounting, we require help from Senior Lions. Remember LCI joining fee can be automatically reclaimed from the District Treasurer for clubs with 15 members or less. Pay the account when received from Oakbrook and then ask the District Treasurer Brian Burgess for repayment – only a small amount per member but every little helps.

105M is still one of the few Districts in the MD who have an organised Past District Governors Association; it assists greatly in keeping experienced Lions active in the District

Every year we try to organise the 105M Golf Competition and set it up as a Joint event with PDG’s This year PDG John Poole is organising it at Bromsgrove Golf Club on7th August 2014PLEASE NOTE DATE We are very anxious for more Club Lions members to play in the 105M Golf Competition from all Clubs across the District.Both the Men’s and Ladies Lions Cups will be played for on the same day and arrangements can be made for Lion Club members to play at fixed times to avoid extra travelling. Remember we did not have a Lion Lady Golfer play at all in the 2014 competition

The PDG’s summer lunch is scheduled for June 24th 2015 atAt Henley in Arden Golf Club - this date has been brought forward to miss the June Honolulu International Convention

The annual Christmas Lunch is now planned for 29th November 2015 to avoid clash with 105M Cabinet Grounds Farm, Middleton, Sutton Coldfield.

I have visited a further 9 clubs and also attended Droitwich Lions Pantomime, Sleeping beauty – Oh yes we did!!! I did have to re-arrange some club visit dates though due to illness. We also celebrated our wedding anniversary and family birthdays. Attended Membership Presentation at St John’s Hotel with other DG’s, some GLT and GMT officers from around the District and DG team meetings.Attended Murder over Dinner fund raiser for DG’s Wife’s Appeal, various club events, and 3 Charter anniversary celebrations.Attended the funerals of Lions Pauline Hoogerwerf, Marston Green & District Lions and Ray McQuirk, Dudley Lions.Presented Long Service Chevrons, Growth in Membership Awards and 100% Attendance Awards at Club Visits and Charters. I have also had the pleasure of inducting several new members including a work colleague and look forward to inducting yet more, presented Long Service Chevrons, Growth in Membership Awards and 100% Attendance Awards at club visits and charters. Attended Council of Governors with Heather as VDG.
