    The Botswana Patriotic Front (BPF) is battling internal divisions that are threatening cohesion at Bo-tswana’s newfangled political party that was formed just over a year ago, The Bo-tswana Gazette has established.

    At the core of the divisions is the battle for control of the party by certain members who want incumbent president Biggie Butale out and are pushing for the party to have its first elective congress. Butale has told this publication that a date for the elective congress will be announced as soon as COVID-19 restrictions on mass gatherings are lifted.

    Former MP for Tati West, Guma Moyo, is said to be aiming to replace Butale. Al-though Moyo did not answer numerous cellphone calls from The Botswana Ga-zette, sources close to him say he is gain-ing enough backing from the BPF mem-bership for his ambition.

    “Remember that Moyo was among the key drivers of (Pelonomi) Moitoi’s bid for the BDP presidency (in 2019),” says one source inside the party. “He already has good support from within the party, the only problem being that he decided to join the BPF a little late after the general elec-tions. But he is progressing well so far.”

    An interesting twist in the BPF fac-tions is that the party’s Secretary General, Roseline Panzirah-Matshome, has report-edly fallen out with Butale so seriously

    that she is barred from attending Central Committee meetings.

    Panzirah-Matshome and Moyo come a long and it would be little surprising if she has been working from her pivotal posi-tion to cultivate the ground for Moyo to become BPF president.

    But as plotters allegedly work for his downfall, Butale seems to be playing his cards close to his chest. He told The Botswana Gazette that he was still unde-cided whether to run again for the party presidency. Some of his associates in the party also say some members are “double agents” working for the ruling Botswana Democratic Party (BDP).

    These spies have been accused of en-couraging tensions inside the BPF for the benefit of the BDP to whose leadership they report their progress. In the midst of this dissonance, allegations are also emerging that Butale has been failing to account for party funds and merchandise.

    Meanwhile, the MP for Serowe West, Tshekedi Khama, who is party patron Ian Khama’s younger brother, is also fancy-ing his chances of becoming the next president of the BNF. It is understood that some members have approached “TK,” as Tshekedi is affectionately known, to chal-lenge Butale.

    TK has himself been mum about mak-ing a bid or otherwise for any BPF Central Committee position. His phone rang un-answered on Tuesday this week.

    In a sudden development that has sent shock waves across Botswana’s op-position ranks, Moeti Mohwasa, the all-weather ally and alter ego of BNF president Duma Boko, has announced his retirement from politics.

    The veteran spokesman of both the Bo-tswana National Front and the coalition Umbrella for Democratic Change will not be sitting for any central committee posi-tion at the BNF’s next elective congress in March next year. “People retire into politics and I have decided to retire to fo-cus on my businesses,” Mohwasa said on a telephone interview with The Botswana Gazette recently. Quizzed further on his retirement Mohwasa has said “for now, I have nothing to say, can you exercise a bit of patience?” said Mohwasa.

    Being the mouthpiece of both the BNF and the UDC is another index of his loy-alty to Boko, who is president of both formations, and Mohwasa’s readiness to be by his side wherever he goes. “I am a loyal member of the BNF and will never forsake the party,” he said.

    Mohwasa was elected Secretary Gener-al of the BNF in 2015 and has been very heavily involved in BNF central commit-tee structures for the past 15 years. He made it into the central committee at the last elective congress with the slightest of margins after everyone on his team lost.

    Commenting in the aftermath of the announcement, political science lecturer

    at the University of Botswana, Mokaloba Mokaloba, said the BNF and the UDC are bigger than any one person. “Mohwa-sa will be hard to replace but eventually they will have to let go,” Makoloba said before acknowledging that the man has been such an integral part of the Boko-led team that his absence will be felt.

    “He has established himself as a brand in opposition politics and his experience has been valuable to the BNF and the op-position at large over the years,” the uni-versity don said. “Most importantly, Mo-hwasa is seen as one of the brains behind the Umbrella model that gave birth to the UDC that we know today.”

    Meanwhile, as the BNF prepares for life after Mohwasa, they are reportedly making overtures to Ketlhalefile Mot-shegwa, the steadfast unionist who is Deputy Secretary General of the Botswa-na Federation of Public Sector Unions (BOFEPUSU). However, Motshegwa was guarded in his comment. “The party does not allow us to engage with the me-dia during this time,” he said. “We can have a conversation about anything but I refuse to mention the word BNF or elec-tive congress in the conversation.”

    Boko’s lobby includes Dr Micus Chim-bombi, who was the UDC’s parliamen-tary candidate for Kgalagadi South in the 2019 general elections, for Vice Presi-dent. It also has Justin Hunyepa for Sec-retary for Information and Publicity and Professor Motsumi Marobela for Secre-tary for Political Education.

    The Director of Public Ser-vice Management (DPSM) and Botswana nurses Union (BoNU) are expected to conclude talks over payments of risk allow-ances for nurses and doctors deal-ing with Covid-19 before the end of this month, The Botswana Ga-zette can reveal.

    BoNU president Obonolo Ra-hube confirmed that there was a meeting scheduled for November 30, at which a decision on risk al-lowances will be taken by govern-ment.

    “We will be in a better position to comment on the risk allowance af-ter the meeting,” he told this pub-lication. “At the moment, nothing has changed but we continue in our line of work of saving lives.”

    Meanwhile, as previously re-ported by The Botswana Gazette, the number of doctors and nurses testing positive for Covid-19 con-tinues to increase rapidly. To date, more than 50 nurses have tested positive. Rahube would however not be brought into discussing numbers of nurses and doctors that have tested positive.

    In a previous interview in Oc-tober, he explained that the sup-ply of Personal Protective Equip-

    “There are also a number of substantive issues that have not been resolved. Government has not provided these nurses with any form of psychosocial sup-port but people need counselling. The Botswana Nurses Union also wants risk allowances for its members but the government is dragging its feet on this issue.”

    DPSM director, Goitseone Mo-salakatane, also previously told Parliament’s Public Commit-tee on the Public Service and its Management that the issue of risk allowance was work in progress. “The biggest challenge is that rel-evant authorities, including the recognized unions, are still in ne-gotiations,” Mosalakatane said.

    But there are also issues of agreed definitions of terms and phrases that have entered daily diction since the advent of COV-ID-19. For instance, DPSM raises definition of “frontline workers” as being critical to discussions in a letter dated 10 August 2020 to the Botswana Federation of Public Sector Unions that is bet-ter known its acronym of BOFE-PUSU.

    Besides, nurses and doctors, more than 100 other frontline workers have already tested posi-tive for Covid-19.

    The state will represent and cover lead investigator, Jako Hubona, in the P105 million defamation suit against him by former president Ian Khama, former head of DISS Is-sac Kgosi, prominent South African businesswoman Bridgette Motesepe-Radebe and DISS agent Welheminah Maswabi, whose code name is/was “Butterfly,” The Botswana Gazette has established.

    There has reportedly been a change of heart by the Attorney General who will henceforward see that Hubona is represented in the defamation case. This follows talks between the Attor-ney General’s Chambers and Hubona’s representatives that are said to have gone “well”.

    The head of the Directorate on Cor-ruption and Economic Crimes (DCEC), Tymon Katlholo, has told The Botswa-na Gazette that there was no way that Hubona would have defended himself in the matter.

    “It is common practice that if any government institution is being sued, it is the office of the Attorney General who provides legal representation,” Katlholo, who is also Hubona’s su-perior, stated. “What we know is that Hubona and I can only go to court as witnesses.”

    Hubona’s lawyer, Kgosietsile Ngakaagae, was not available for a comment this week. This develop-ment follows reports that the Attorney General had decided leave Hubona in the lurch to face the multi-million pula defamation suit that is targeting him in his personal capacity. The DCEC, the Directorate of Intelligence and Security Service (DISS), Botswana Police Ser-vice and the Directorate of Public Pros-ecution have also been served.

    “He has been slapped with a defa-mation suit in his personal capacity,” Ngakaagae was quoted as saying re-cently. “So I guess he thought he may not be getting the necessary ‘protec-tion’ from the employer for reasons best known to them and so he had to make sure he is covered.”

    Hubona’s troubles began after he de-posed an affidavit alleging that Khama, Motsepe and others stole P100 billion from Bank of Botswana and routed it through South African banks to fund terrorism. The four implicated in the al-leged crime are now accusing the state of fabricating the charges.

    The state last week dropped charges of financing terrorism that it had lev-elled against Maswabi.

    FRANCISTOWN: The Min-istry of Health and Well-ness (MoHW) is evasive about whether the Minister of Youth Empowerment, Sports and Culture Development, Tumiso Rakgare, has violated rules and

    regulations for travellers entering Botswana.

    According to the rules and regu-lations, upon arrival travellers are to self-monitor and limit move-ment and association but Minister Rakgare recently went on to Fran-cistown on arrival in Gaborone from South Africa for a football

    The minister travelled back to Gaborone the following day to attend Parliament where he was eventually ordered to go into self-isolation at his home in the midst of complaints from Members of Parliament.

    However, the Minister of Health and Wellness (MoHW), Dr Edwin Dikoloti, subsequently told Parlia-ment that there was an assump-tion that as a responsible citizen, Minister Rakgare had been consis-tent in practising social protection measures.

    The health minister referred The Botswana Gazette to the Director of Health Services, Dr Malebogo Kebabonye, for questions regard-

    ing what action would be taken against Minister Rakgare. She re-quested a questionnaire but was yet to respond to it at the time of going to press, saying she needed to take advice from the ministry’s Permanent Secretary and public relations department.

    This is not the first time that the government has failed to take ac-tions against a leader for contra-vening COVID-19 protocols. A few months ago, the central com-mittee of the Botswana Demo-cratic Party (BDP) held a meeting against lockdown rules and regula-tions and was not censored in spite of pressure from the opposition Botswana Congress Party (BCP) that even opened a police dossier on the matter.

    FRANCISTOWN: Council-lors here have adopted a resolution calling for the Minister of Local Government and Rural Development (MLGRD), Eric Molale, to resign.

    Significantly, in an unusual de-velopment, councillors of the rul-ing Botswana Democratic Party (BDP) did not oppose the motion, hence its successful passing.

    According to the mover of the motion, Councillor for Kanana Ward Reuben Ketlhoilwe (BCP), Molale’s working relations with the City Council of Francistown inspired the motion.

    Ketlhoilwe told The Botswana

    Gazette in an interview that their gripe with the Minister Molale is that he does not consult and always does the opposite of what has been agreed at the ministry. “Failure by the minister to consult us also dents our credibility as civic lead-ers,” he said.

    “Molale has to understand that his ministry is responsible for the lives of ordinary Batswana and he therefore needs to take decisions that will not negatively affect them. He should be replaced because he is not right for this ministry.”

    Ketlhoilwe added that Molale’s failure to fulfill some of the prom-ises he made during the COVID -19 nationwide lockdown earlier this year is an indication that he

    It is not the first time that Molale’s is facing a call to resign. The MP for Francistown West, Ignatius Moswaane, made a similar call a few months ago, saying Molale had failed the na-tion. In a letter to President Mokgweetsi Masisi, Moswaane too cited unfulfilled promises.

    The minister did not answer his phone or re-spond to text messages.

    In all of its past general elections, Bo-tswana has had a slow upward tick and a recent regression in advancing women’s participation and leadership in political processes. The latest statistics of women’s political representation in Bo-tswana reveal that 11% of women are in Parliament, 22.2% are in Cabinet (6 out of 27 men) and 18% in local government.

    According to Rona Malema of the Ministry of Nationality, Immigration and Gender Affairs in the Gender Affairs Department, the under-representation of women in politics occurs despite the country’s commitment to international, regional and national instruments that ad-vocate for gender equality and women’s equal representation in all spheres of life, both in private and public spheres such as politics. “Women’s equal opportunity and treatment in political life is a representa-tion right,” Malema says.

    “In addition, women’s perspectives, thoughts and experiences enrich gov-ernance and make it more responsive to the needs of a diversity of country’s citi-zenry. Low participation, therefore, is a problem. Inequality of voice, representa-tion and influence in the public sector and in political processes is a problem. This reality signifies the power and pervasive nature of conscious and unconscious bias against women.”

    The Beijing Declaration and Platform for Action (BPFA) adopted at the Fourth World Conference on Women in 1995 states that women’s equal participation in decision -making is not only a demand for simple justice or democracy but can also be seen as a necessary condition for wom-en’s interests to be taken into account. Achieving the goal of equal participation of women and men in decision-making will provide a balance that more accurate-ly reflects the composition of society and is needed in order to strengthen democ-racy and promote its proper functioning.

    The BPFA called on governments to take measures to ensure women’s equal access to and full participation in deci-sion-making by creating a gender bal-ance in government and administration, integrating women into political parties, increasing women’s capacity to partici-pate in decision-making and leadership, as well as increasing women’s participa-tion in the electoral process and political activities.

    There are several factors that contribute to the unequal representation of women in politics such as patriarchy because wom-en feel marginalized and are only seen as support, according to women rights ac-tivist, Lebogang Letsie of the Botswana Congress Party (BCP). Cultural stereo-types perpetuate perceptions that politics is not a female domain. “This has caused the problem we have today as men have always been seen as natural leaders,” Let-sie says. “We need to unlearn these no-tions because women are equally capable and they should be empowered and sup-ported.”

    Another factor that contributes to the slow progress in women’s participation in politics is the lack of political party fund-ing for women candidates. Women candi-dates often have limited or no funding and carry out other family responsibilities that hamper them from full participation. Re-

    Kgosidintsi considers it important for Botswana to at least reach the 30% quota set for women in political parties and wants penalties applied on committees that fail to meet the quota. She advocates a change in political systems to proportional represen-tation and to address obstacles that prevent women participation by setting up policies entrenched within parties in cases of Gen-der Based Violence.

    The call for efforts to level the playing field to enhance women’s participation in politics is growing. It was noted at the Gen-der Links training workshop on “Reporting on Women’s Political Participation” in Ga-borone last week that media have a key role to play in helping instill among the public the idea that women’s participation in po-litical life is an essential part of democracy.

    According to the Global Monitoring Project, in 2019 men were at 79% of news subjects and news continues to portray a world in which men outnumber women in almost all occupational categories with obvious implications for the visibility of women in politics. The three-day training aimed to ensure women’s equal and ef-fective participation in political decision making in Botswana by 2013, which is the deadline for Sustainable Development Goal Five.

    Residents of Ngami and Okavango constituencies have band-ed together over the deplorable state of Sehithwa-Mohembo Road that they say is affecting the flow of tourists to the World Heritage Sites of the Okavango Delta and Tsodilo Hills.

    They have formed a group that is led by Sekwaya Pikinini of Shakawe Village that will present a petition to the Minister of Trans-port and Communication, Thulaganyo Segokgo, at the end of this month through the District Commissioner in Gumare.

    Pikinini has told The Botswana Gazette in an interview that in the meantime, the ad hoc group is still consulting with stakeholders on the road that is riddled with potholes. He dismissed allegations that the petition is politically motivated, saying it is an economic issue because road forms the basis of every development agenda in the two tourism regions.

    Pikinini emphasized that the condition of the road has resulted in slow movement and affects all aspects of life in the two constituen-cies, including delivery of emergency goods and services. Transport costs have soared and led to a multiplier effect on other goods and services while some transport operators have suspended their ser-vices for fear of wrecking their vehicles.

    “It is unacceptable that this part of Botswana should be disenfran-chised in this way when a major development project of construct-ing the Mohembo Bridge is underway,” Pikinini said.

    He added that with fewer tourists going to the Okavango and Tso-dilo Hills, it means “no one for the local communities to sell artifacts to and no money for the communities and the country from camp sites”.

    In July 2018, Pikinini embarked on a Walk Against the Deplorable A35 Sehithwa-Shakawe Road and says he counted 4 581 potholes. According to him, the fact that President Mokgweetsi Masisi did not mention the road in his recent State of the Nation Address underlines disenfranchisement of the two constituencies at the highest levels of the government. Pikinini says the hope is that the road will be included in the 2021/22 financial year.

    Women are no longer waiting for some-one to rescue them and are themselves are putting on the cape and doing it in their own unique way. Witness Cassie Paul’s recent Tea for Girls ses-sion at the Chalkboard in Ga-borone, an intervention of sorts that is aimed at inspiring change in the lives of women!

    The singer, songwriter, influ-encer and mentor led a panel discussion in which she was with three phenomenal women who are well versed in relation-ship dynamics, healing and hear-ing the voice of God. “There is a great significance in dialogue around topics that elevate and empower women,” Paul said.

    “Conversations, specifically the sharing of experiences and knowledge in general, heighten awareness and give better tools and richer perspectives needed to address challenges.” The session began with testimonies of how Paul’s mentorship pro-gramme has transformed the lives of women who have been on it. Dineo Ithusang shared a heart moving story of forgive-ness, narrating how Paul had helped her heal from her child-hood traumas and reunited her with her mother.

    Neo Outule, who is a cam-pus coordinator for Intercollege Christian Movement of Botswa-na led the discussion in relation-ship dynamics. She advised her audience to avoid ever becom-ing desperate because it results in vulnerability in relationships.

    Instead, she recommended

    having clear boundaries and in-sisting on what they want from a romantic relationship at the very outset. Outule also emphasized the importance for one to be honest with oneself and remind-ed the women to communicate clearly at all times.

    Miss Tlotlang Raphuti, the brains behind “Picks the mic, Drops the mic,” talked about healing, noting that women go through a lot in silence because many a time they do not know who to talk to. However, it is important for women to do so in order to heal. “It is possible to heal from traumas,” Tlotlang said, speaking from first-hand experience because she has been through situations in which for-giveness was the only therapy.

    She underlined the need for one to acknowledge that one is hurt as the first step to one’s healing, as well as the need for one to talk about the issues, thus letting all the baggage out. But she noted that healing has no formula, saying God was a big factor in her instance.

    Another speaker, Rebaone Motsumi, focused on hearing the voice of God. A teacher and an author, Motsumi said re-newal of the mind can only be done through God and reading the word of God. She warned against people make anyone their God because doing so “is a recipe for disappointment”.

    Rounding up, Cassie Paul said that the idea #Teaforgirls was to have women come together and exchange wisdom and share per-spectives as a means of one an-other’s empowerment.

    Since COVID-19 plunged the world into uncertainty, many slogans have emphasised that ‘we are all in this together.’ It is true that both the rich and poor have been infected and affected by the virus. However, we must acknowl-edge that the pandemic mostly discrimi-nates against the poor. According to World Bank projections, the pandemic may push approximately 150 million people into extreme poverty (living on less than $1.90/day) by 2021. Batswana are not excluded from these statistics. The calamities of the COVID-19 pandemic will mostly be borne by the poorest citizens. Unfortunately, the stable economic successes of our economy have not entirely translated into higher socio-economic living standards for all citizens because Botswana’s economic growth is far from evenly distributed. Wealth remains concentrated amongst the elites while poverty prevails in many rural areas. COVID-19 has exposes the structural inequalitiesOne may argue that urbanisation in Botswana has been driven by consumption rather than industrialisation. As a result, urbanisation has not been accompanied

    by an increase in poverty reduction. Contrarily, the cost of living, especially in towns and cities, has risen drastically. Therefore, due to scarce financial resources and unstable employment, poor people face dire consequences.

    Effects of COVID-19 on the poorPoor people occupy low-paying jobs which are usually the first to be terminated when recessions hit.

    Throughout the world, service-related occupations have been disproportionally affected. Entertainment, tourism, and care giving occupations were brought to a halt. Unfortunately, poor people are concentrated in informal sectors which involve daily hands-on labour and face-to-face interactions to earn an income. We call these “piece jobs.” These jobs exhibit unstable working conditions and unstable incomes. With social distancing measures in place, poor people are more economically vulnerable as less piece jobs are available due to fear of being infected with COVID-19. Therefore, for the poor, terms such as “remote working” and “working from home” are irrelevancies that they cannot relate to and luxuries that they do not have access to. Consequently, many who were self-employed are now unemployed. This sharp fall in employment in low-paying jobs will only exacerbate income inequality. For many poor people, almost all their income is spent on consumption. As a result, they have very little to save at the end of each month. Thus, unlike the rich, when pandemics hit, the poor often do not have any back-up emergency funds

Poor households tend to reside in overcrowded accommodation and neighbourhoods. Even so, we must acknowledge that the COVID-19 prevention measures are meant to protect us all. However, the same measures may have detrimental effects on poverty levels in our country. For instance, earlier this year, schools were closed as an emergency decision by the government at a time when little was known of the virus. However, for many poor children, free school meals may be the only guaranteed meal of the day. Thus, the COVID-19 crisis is not only a health crisis but it is also a food crisis. For the poor, extreme poverty is always one economic shock away. ConclusionAs European countries face a second wave, Botswana should reinforce its preparations well. Earlier this year, the unknown dynamics of the virus instilled fear and panic. All around the world, mistakes by governments were inevitable. As we learn to adjust to the ‘new normal,’ the government must assess policies aimed at mitigating the spread of COVID-19. It would be shameful for mitigating strategies to plunge the already suffering into more dire economic conditions of poverty. Many citizens dread the uncertain future of COVID-19. For the high-class citizens, COVID-19 has been an unexpected, uncomfortable inconvenience. For the poor, it will likely be a perpetuation of poverty. To live in poverty is to live in a fragile state. One small economic shock can reverse years of economic progress, trapping many families in a poverty trap. As we lament the social and economic impacts of COVID-19, let us not forget that the burden of the pandemic is not equally borne because the poor bear the heavier burden. Since high unemployment levels already soar in our land, shall we also prepare for soaring poverty levels?

    On behalf of the European Union, I am delighted to join you today at the start of a two-day training on cyber secu-rity for media practitioners.

    Last week I had the honour to of-ficiate at the award of prizes follow-ing the conclusion of a month long CyberSmartBW Challenge, a cam-paign meant to foster conversations around Cyber Security and encour-age young people to learn about cy-bersecurity. The project, supported by the EU through the Cyber4De-velopment was a success with qual-ity submissions. I am happy to an-nounce that once again, a bright young lady emerged the winner.

    Not the only event. Last few weeks. Internet Governance Forum. Government’s Digitalisation Work-shop. EU Ambassadors’ conference – Digitalisation and cybersecurity second on the agenda, after Climate change. The buzz is around the Dual Transition – climate and digitalisa-tion. Mr Masiga and I will have of-ficiated at three events this month. I do not want to overstate our impor-tance, but I think it is telling about EU and Botswana priorities right now. Certain digitalisation cyber se-curity is something we will continue cooperating on.

    Crucial to have media onboard, and that you follow carefully and re-port on what is happening in these areas – this is the future and you will help bring Botswana to the future. No one can deny the fact that media plays a critical role in the develop-ment of our societies particularly as it acts as the interface through which societies receive and understand in-formation and knowledge. You also create platforms for meaningful dia-logue and conversations. And for democracy.

    This morning, I am again happy that, together with BOCRA, Bo-tswana Editor’s Forum, eBotho campaign and Avani Hotels, the EU has come to the party as it is support-ing this training. And it is a rich pro-gramme indeed, with participants from UNICEF and the University to DISS and the Police…

    With this workshop, you, the me-dia, can learn about cybersecurity and report effectively, with knowl-

    edge and understanding of the various issues, some of which can otherwise be too technical for ordinary people to understand. And why do we need this understanding of cybersecurity?

    Well, the EU, like the Government of Botswana, and probably all of you, recognises the digital sector as one of the fastest evolving economic and so-cial areas worldwide, creating oppor-tunities for sustainable development and inclusive growth. The benefits of digital innovation reach far and wide, unlocking innovative solutions to com-plex challenges across a broad range

    of sectors from health and education to transport, disaster risk management, or agriculture.

    Digital technologies now underpin the complex systems, which keep our economies running. Today, almost all businesses in some way rely on the in-ternet and the smooth functioning of information systems to operate more efficiently and grow their markets.

    The digital sector has a great poten-tial to improve citizens lives in Botswa-na and around the globe, but it is also important to realize that there are risks associated to the digital transformation that we need to prevent and fight.

    In a world with over 50 billion de-vices connected to the internet, cyber-attacks are a growing phenomenon that can disrupt not only businesses or our personal systems but also the supply of essential services that we take for granted such as water or electricity, even a surgery at a hospital. Therefore, it is of utmost importance to protect the internet from cybersecurity incidents, malicious activities and misuse.

    Your country Botswana has one of the highest internet penetrations in Africa at about 47%. This means that almost half the population are partak-ers in the digital economy. I am sure that you will learn about the number of

    devices, particularly smartphones, that far outnumber our population. And soon our refrigerators will be connected – and then the number of devices will be further increasing…

    In this regard, the European Union has been working with partners, in-cluding Botswana, promoting the es-tablishment of a secure digital infra-structure. This is why we established the Cyber4Dev project. Through this project, we are working with our partners to strengthen cybersecurity, help prevent incidents, and when they occur, be able to respond quick and efficiently to them.
