AGENDAAssembly Bill 136 directs the Commission to include Speech Generating Devices (SGDs) with a telecommunications component as part of the DDTP by January 2014. Prior to issuing a rulemaking, the Commission is holding forums to get input from SGD users and others. This forum will include panels with SGD users and/or organizations that support them, as well as speech-language pathologists, and individuals and organizations who provide Assistive Technology, and SGD manufacturers. SCOPE OF WORKSHOPIn March 2012, the CPUC published a report developed by consulting firm E3 (Energy+Environmental Economics) titled, “Technical Potential for Local Distributed Photovoltaics in California.” The purpose of this report was to develop a statewide technical resource potential for local distributed PV that took into account, among other things: (a) theoretical resource potential, (b) an assessment and quantification of suitable site locations, (c) an assessment of technology costs, (d) an assessment of available distribution and substation capacity, and (e) a quantification of the locational benefits of distributed PV.Energy Division staff, working with consultants, seeks to improve the methodologies and assumptions used in this study based on feedback from stakeholders. Ultimately, Energy Division staff will apply the methodologies and assumptions developed for this study, and vetted at this workshop, to evaluate renewable DG potential statewide for all technologies to inform RPS procurement strategy and resource planning in addition to being used as an input into Long-Term Procurement Planning.The purpose of this workshop will be to give stakeholders the opportunity to vet the methodologies and assumptions developed by E3 that were utilized in this study, with a particular emphasis on the quantification of the locational benefits of DG. Energy Division staff is engaging stakeholders in this process before refreshing the study with updated real-world project data collected from the utilities and before apply this methodology and assumptions to an evaluation of all renewable DG technologies later in 2013. The Energy Division has prepared a draft Resolution E-4545 for the January 24, 2013 Commission Meeting. This draft resolution is about Pacific Gas and Electric Company Advice Letter 3989-E, which requests approval of an amended and restated power purchase agreement with Rice Solar Energy, LLC which is a subsidiary of SolarReserve, LLC. NOTICE TO DAILY CALENDARON THE REVISED DRAFT RESOLUTION L-436

Legal Division has recommended a one meeting hold on the above agenda item, currently scheduled for the January 24, 2013 Commission meeting.  The agenda item may be considered at the February 13, 2013 Commission meeting.

The Legal Division has made this recommendation to allow sufficient time to take the following steps to address concerns raised in parties’ comments, namely:

(1) to narrow the current draft resolution to address only (a) the release of Commission-prepared reports and correspondence relating to Commission safety and reliability audits, inspections, and infrastructure incident investigations; correspondence responsive to such Commission-prepared reports and correspondence; mobile home park natural gas system and propane operator annual safety reports and Commission inspection records; and annual reports filed by gas operators with the United States Department of Transportation Pipeline and Hazardous Materials Safety Administration; and (b) workshops exploring the nature and treatment of safety-related records utilities and other regulated entities provide to the Commission; and

(2) to defer to a separate Commission rulemaking the remainder of the issues addressed in the current draft resolution.

INVESTIGATION RECORDS

Resolution L-446 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division’s investigation of an electric incident that occurred on September 25, 2010 at Bodega Bay, in Sonoma County, California, once the investigation is complete.On December 21, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission’s Rules of Practice and Procedure. Comments shall be served no later than January 14, 2013, and reply comments shall be served no later than January 18, 2 013.Resolution L-446 will be on the agenda at the January 24, 2013 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order.
