The California Public Utilities Commission (CPUC) will hold a Utility Pole Safety En Banc on April 28.The CPUC has recently considered utility pole safety issues in various proceedings, but these opportunities have necessarily been limited in scope. For example, the CPUC has considered utility pole safety in the context of a specific incident, or an investor-owned utility’s General Rate Case, or in the context of extending rights of way to a particular industry.This day-long en banc is designed to begin a broader conversation on utility pole safety by bringing together representatives from different industries and stakeholder groups (e.g., investor-owned utilities, communications providers, public safety agencies, consumer groups, utility worker groups) for a high-level discussion of utility pole safety not limited to a specific incident, industry, or service territory.

Although a quorum of Commissioners and/or their staff may be in attendance, no official CPUC action will be taken at this event.

According to ALJ Dudney’s ruling on March 11th, the date of the Flexible RA workshop has been changed to accommodate greater party participation. The purpose of this Energy Division hosted workshop will be to address the questions related to Flexible RA requirements raised in the revised scoping memo issued on December 23 rd, 2015, and to address party proposals for amendments to the RA program rules related to flexible capacity requirements (FCRs). The scope of this workshop will encompass issues scoped in both Track 2 of the proceeding (adoption of a durable flexible capacity program) and proposals made into Track 1 of the proceeding (2 hour product, “un-bundling” NQC from EFC).

Furthermore, Staff invites interested stakeholders who have done relevant work related to modeling and understanding near-term flexibility needs to present at the workshop, regardless of party-status in the RA proceeding. The California Energy Commission will jointly conduct a workshop with the CPUC, the California Independent System Operator (California ISO), and the Los Angeles Department of Water and Power (LADWP) to discuss the near-term gas and electricity reliability risks to the Los Angeles Basin due to recent events at the Southern California Gas Company’s (SoCalGas) Aliso Canyon gas storage facility. The joint agency workshop will include an action plan describing the local reliability risks for the summer of 2016 and recommended near-term mitigation measures. Energy Commission Chair,Robert B. Weisenmiller will conduct the meeting jointly with CPUC President Michael Picker, along with representatives from the California ISO and LADWP. On March 9, 2016, an Administrative Law Judge (ALJ) Ruling in R.13-12-010 directed Southern California Edison (SCE) to file a report on the results of the renewable integration cost adder study originally required by a March 27, 2015 Ruling.   SCE’s report shall be filed no later than April 4, 2016 in R.16-02-007 and shall:

1) explain the analysis conducted to date to be responsive to all requirements of the March 27, 2015 Ruling,2) explain the results of the analysis (or lack thereof, and why), and3) provide any recommendations for next steps as a result of the analysis.This webinar will discuss the report.
