Believe it or not, we are already into September 2014. This means our local
schools are welcoming their new and returning students. We will also be seeing
our local outdoor stadiums illuminated for our high school outdoor sports activities
and Seahawk fans like me will be tuning in to watch our 2014 Super Bowl
Champions in their quest for a repeat!
As we experience the fall and look ahead to the winter months to come, I am
reminded that Good Health is Good Business! Even though it may be getting
cooler outdoors, I want to encourage you to keep true to your “Good Health is Good Business” efforts!
The local Benton and Franklin County Fair has come and gone and it was exciting and fun as always! I
especially enjoyed seeing old friends and visiting the vendor booths. Having the chance to learn more about
local businesses and entrepreneurs is one of my favorite highlights of the Fair. Other events like our August
Network Tri-Cities Luncheon were extremely special, where Representative Doc Hastings delivered the
Congressional update. The 24th Annual Golf Classic will take place on September 8th. I want to thank all of our
sponsors, volunteers and staff along with all the players that are signed up to participate and help make this
a great event! Our Network Tri-Cities Luncheon on September 24th at the Three Rivers Convention Center is
going to be a Luncheon you will not want to miss! Congressional candidates Clint Didier and Dan Newhouse
will participate in our Candidate Forum, sponsored by Frontier Communications. This is the first competitive
congressional election in our community in 20 years!
Did you know that Chamber Membership is an effective business strategy? The Schapiro Group, an Atlanta-
based strategic consulting firm conducted a study that was commissioned by the American Chamber of
Commerce Executives (ACCE), in cooperation with the Western Association of Chamber Executives. The study
found that being active in a local chamber of commerce is an effective business strategy because two-
thirds of consumers believe that such companies use good business practices, are reputable, care about
their customers, and are involved in the community. If a company shows that it is highly involved in its local
chamber, consumers are 10% more likely to think that its products stack up better against its competition.
Small businesses represent the largest segment of most local chamber membership roles, and the study
indicates that chamber membership has consistent and powerful benefits for small business members.

On Wednesday, September 24, the Tri-City Regional Chamber will host a 4th Congressional District Candidate Forum at its Network Tri-Cities Luncheon. This forum will be a great opportunity to interact with the candidates and hear their positions on important economic issues for our community.

Public Utility Districts (PUDs) across the state, including Benton PUD, already offer some of the cleanest and least expensive energy in the country. But as discussion ramps up in the legislature to lower the state’s carbon emissions, the impact to utilities must be considered to ensure we can maximize our existing clean energy resources, maintain our local low carbon footprint, support local clean energy jobs, and keep rates affordable.
The Energy Independence Act (EIA) requires utilities with more than 25,000 customers to purchase a certain percentage of their customer energy loads from qualifying renewable energy resources (which excludes hydroelectric power) based on a fixed and rigid timeline. By 2012, utilities were required to purchase 3% of their loads from qualifying resources. This requirement grows to 9% in 2016 and 15% in 2020. Unfortunately, the assumptions used in establishing these targets have significantly changed and it’s time for the EIA to be modernized.
In 2006, the EIA targets were set assuming a 1.4% average annual growth rate in customer energy loads statewide, which at the time was generally accepted in the region. Given that growth rate, utilities would have needed to purchase energy to meet new loads at a pace that roughly coincided with the timing of compliance with the 2016 and 2020 targets. But that growth rate is no longer likely for the region.
Regional energy planners now estimate the average annual growth rate in customer energy loads to be 0.6%, less than half the original projection used in developing the targets. Given this change in assumptions, there is likely to be a significant over investment in renewable energy that would not be needed to serve customer loads.
There is an easy fix to this problem. The EIA should be modernized so as to align the timing of target compliance with the need to purchase new energy to serve new loads when they occur. The target percentages wouldn’t change – only the timing to reach the targets would be affected so as to match each individual utility’s need for additional energy.

The Tri-City Regional Chamber of Commerce is pleased to announce the recent hiring of Brandan Eckhardt as Communications Coordinator, as well as Jillian Marquez and Anna Jansen, as Event Coordinators.
As the Communications Coordinator, Brandan will be responsible for coordinating and generating all external communications for the Regional Chamber, while also assisting members that would like to utilize Chamber advertising opportunities to communicate with their audience and other members.
Jillian Marquez and Anna Jansen join the Regional Chamber staff as Event Coordinators. As Event Coordinators, Jillian and Anna are responsible for coordinating and orchestrating various events for the Chamber, as well as all aspects of event planning and execution.
