Winchester Fire and Rescue

• Presented the Memorandum of Understanding between the City of Winchester and Rouss Fire Company in reference to the purchase and maintenance of the ladder trucks to Council.
• Conducted various meetings and related efforts in order to meet service expectations and fill vacant positions.
• Hosted the INSIGHT Citizen’s Academy at Shawnee Fire Station. B-shift prepared a meal for the attendees and provided a station tour after Chief Baldwin’s department presentation.
• Reviewed alternate sites for firefighter testing. • Interviewed by WDVM reporters about the drone program

Public Services
• Continued City Hall renovations: The offices on the 4th floor are being painted. The Mayor’s office/executive session room has been painted and the new cabinets have been installed.
• Continued Crossover Boulevard (Tevis Street) extension work: The base for the Welcome to Winchester sign has been installed and the poles have been installed for the new traffic signal at the intersection of Crossover/Legge.
• Provided additional information to the Virginia Resources Authority for the City’s $37.5 million loan application for upcoming utility capital improvement projects.
• Conducted interviews for the Facility Manager position at the Opequon Water Reclamation Facility. The current Facility Manager is retiring on June 30, 2018.
• Met with the design consultant to review progress on the Hope Drive extension and Valley/Tevis Drainage and Sidewalk projects.

Development Services
• Welcomed George Hoddinott, the City’s new Business and Workforce Development Director. • Spoke at the monthly NAACP meeting about economic development strategic planning. • Attended the Chamber of Commerce Young Professionals meeting as a guest speaker to discuss
economic development strategic planning and young professional engagement in the economy. • Held an orientation meeting with new EDA member Cary Craig. • Met with developers and investors interested in Winchester.

Planning
Old Town Winchester (OTW)
Winchester-Frederick County Tourism• Have nearly completed the final CY18 and proposed FY19 marketing calendar, with a renewed focus on
the NOVA, DC and MD markets based on recent research and developed ad campaign. • Participated in a online meeting/presentation by Roots Rated on behalf of Virginia Tourism to take part in a
new, free program to provide Virginia Tourism with Winchester’s developed content (e.g. tourism-related blogs and articles) for incorporation into Virginia.org’s content distribution networks.
• Met with iEARN to continue to develop local itineraries, events and logistics for the upcoming International Conference and Youth Summit to be held in Winchester from July 8-14, with 400-600 attendees expected from around the world.
• Held Tourism Board meeting; special topic was the iEARN conference. Also covered updates on the 2018 Visitor Guide, new website, Tourism Ambassador Training, and LOVEwork program.
• Held Shenandoah Spirits Trail meeting to debrief on the annual member meeting in January, as well as plan new initiatives such as video production, app development, and presence at numerous festivals/events this coming year.
• Continued this week to work on logistics and marketing plans with the Kyle Petty Charity Ride Across America, which will be including Winchester on its cross-country tour this spring. Official media push coming on February 27.
• Staffed the January 13 City Council meeting where a Conditional Use Permit for conversion of a two-family dwelling to a single-family dwelling was approved in a commercial-industrial district.
• Staffed the February 15 Board of Architectural Review meeting where a public hearing was held on a request by Painter-Lewis on behalf of HTB Investments, LLC for complete demolition of a structure at 216 Sharp Street and partial demolition of a structure at 215 E. Boscawen Street. The request is in conjunction with a request to build new townhouses on land between Sharp Street and E. Boscawen Street. The board approved the request and the five other items on the agenda.
• Finished review of the History & Architecture self-guided tour brochure and offered several suggestions for improving the accuracy and readability of the brochure.
• Participated in Sungard Naviline training to improve proficiency in tracking development applications and processing plan review.
• Met with engineers and surveyors working for private property owners and developers regarding private development projects.
• Held successful Chocolate Escape event on Saturday, February 10. • Began distribution of 2018 Event rack cards. • Attended Apple Blossom Planning Meeting. • Met with Winchester Main Street Foundation representative about upcoming events. • Discussed changes to Movies on the Mall with Park and Recreation who manages the showings. • Met with OTW Shopping and Dining Guide graphic designer to make edits to the draft 2018 guide. • Continued to reach out to the #FriendsandFamilyOTW contest winners to award prizes for Instagram
photos.

• Began creating an online property search program with GIS. This program will populate various information about the property address entered including refuse and recycling collection day, zoning district, leaf collection area, school district, first due fire station, voting ward, voting precinct, corridor enhancement district, historic district, assessment data, enterprise zone, and floodplain. This one-spot-shop concept will help residents find information about their property without having to search various places for the information.
Support Services
• Continued work on OpenGov data connector to resolve ongoing issues. • Worked with Winchester Public Schools regarding their time and attendance procurement. • Continued reviewing NOVAtime SaaS environment to understand differences. • Resolved fleet fuel processing issue for weekends from August on. • Resolved duplication of transactions for DMV stop processing by Treasurer’s office. • Worked with Harris Computer representative to update the FieldHawk application for the tablets in
use at the utilities maintenance shop. • Attended a mass care training meeting in preparation for the mass care exercise to be held on
February 23 at the Active Living Center. They’ll be using the Emergency Operations Center in a box deployment kits.
• Continued creation of formal disaster recovery plan. • Held Network/System Administrator interviews. • Participated in conference call with IBM for hybrid cloud storage solution. • Rescheduled installation of IBM server battery backup.
