RULES AND REGULATIONS

SECTION A – GENERAL

1. Exhibitors may include any student enrolled in school or home schooled in Jackson County. In order to be eligible for the premium auction, and show for sale order, exhibitors must be a bona fide member of Jackson County 4-H or a local school FFA chapter. (4-H rules state students must be 8 years old and in third grade by September 1, 2019 to be a 4-H member.) A special entry card for exhibitors not eligible for sale will be used.

2. All exhibitors must be scholastically eligible to participate in extra-curricular activities in accordance with the rules of the Oklahoma Secondary Schools Activities Association. If an exhibitor is ineligible, the exhibitor’s animal(s) is also ineligible and may not be shown by any exhibitor. Eligibility is to be determined by the local schools and certified by a list or signature from the school on the entry card. Failure to comply will result in forfeiture of all prizes and premiums. Eligibility of a student not enrolled in public schools will be verified by the person responsible for assigning grades to that student’s schoolwork.

3. A complaint committee of 7 officials (comprised of the Livestock Action Group Chairman, the General Superintendents, and the Superintendent from the Beef, Swine, Sheep, and Meat Goat Departments) will hear complaints that may arise. If a complaint is filed in writing with the committee and the complaint is proven, then the animal and/or the exhibitor will be barred from competition. Decisions of the committee are final.

4. Exhibitors shall be requested to attend their animals while on exhibit and present such exhibits to the judge, unassisted when called for, and answer questions the judge may deem necessary. In case of sickness or other conditions making this impossible, animals may be shown by another eligible exhibitor only if prior written permission from the Superintendent is obtained.

5. All exhibitors are encouraged to wear a vest, shirt, T-shirt or jacket of the appropriate color of the organization they represent during the show and premium auction.

6. All water and electrical use will be stopped during Church service. It is requested there be no preparation activity during this time.

7. Each animal Superintendent will be responsible for making stall/pen assignments on a rotating basis by club/community.

8. No space heaters or generators will be allowed inside the barns. NO SMOKING or straw allowed at the Expo Center.

9. The dressing, fitting, and grooming of animals is limited to the exhibitor, family members, club supervisors, or

other club exhibitors. See the dressing rules by species. Violations of this rule will result in: a. FIRST OFFENSE: a written warning to the exhibitor which includes an acknowledgment that further violation

will lead to disqualification. A copy of the written warning will be given to both the exhibitor and ag teacher. b. SECOND OFFENSE (in the same show year): disqualification from the livestock show and/or premium sale.

10. All animals are subject to inspection after the OYE nomination date for that species. Rules will be strictly enforced. Any violation of above rules will result in disqualification of exhibitor and animals.

11. No threatening behavior or verbal abuse will be tolerated. If it occurs, the individual will be removed from the premises.

12. IN NO CASE WILL THE ALTUS CHAMBER OF COMMERCE OR ANY MEMBER OF THE LIVESTOCK SHOW ACTION GROUP BE RESPONSIBLE OR LIABLE FOR ANY ACCIDENT OR LOSS THAT MAY OCCUR TO THE EXHIBITOR OR THEIR ANIMALS.

RULES AND REGULATIONS SECTION B - ENTERING, WEIGHING, AND CLASSIFICATION

1. No animals will be permitted on the grounds before 8:00 a.m. Friday. Weigh-in for meat goats and sheep will

be from 8:00 a.m. until 10:00 a.m. Weigh-in for Swine will be held from 8:00 a.m. until 12:00 p.m. Weigh-in for Beef will be held from 9:00 a.m. until 11:00 a.m. All animals must be weighed in and have entry papers checked by the prescribed closing time on Friday. Animals will remain on grounds until released. Ear tag identification will be required for all animals entered in the show (including an 840 tag for all swine). If an animal does not have any tag at weigh-in, one will be installed at weigh-in before the animal can be entered in the show.

2. All entry cards and entry fees must be received before entry and weigh-in of the animal.

3. The Jackson County Junior Livestock Show will have the following divisions: • MEAT GOAT – Female, Market, Showmanship and School Group • SHEEP – Female, Market, Showmanship and School Group • SWINE – Female, Market, Showmanship and School Group • BEEF – Female, Prospect Steer, Market, Showmanship, & Stocker division

4. Female animals shown in the Female divisions must be registered, owned and in the physical possession of the exhibitor for a period of continuous ownership beginning on the OYE nomination date for that species. Registration papers will be checked at entry and weigh-in. All female entries will be weighed. Ewes, gilts and heifers in the female division must comply with the same ownership rules for market animals of each species to be eligible for the premium auction. Exception: Meat goat females will not have to have papers and heifers without papers will be entered in the commercial class.

5. Male animals are not required to be registered, but must be shown in the class, which it resembles most. Superintendents of each species shall make final determinations for classification purposes.

6. Ewes may be shown as market lambs however, gilts cannot be shown as market hogs, and heifers cannot be shown as market beef animals. Ewes may be entered and shown in only one division of the show (Female or Market). Meat Goat females may only be shown in the female division.

7. Prospect steer division classes will be shown according to the number of entries and weight. Classes will not be determined by breed. Only ribbons will be awarded, and these animals are not eligible for the premium auction. Weight limit is 899 pounds.

8. Classes shall be divided as equally as possible based on weight. If two or more animals fall on the weight split, they will be placed in the lighter weight class unless it makes that class inappropriately large. Decisions will be left to the superintendents. Maximum number of animals in any class will be 10.

9. Entry fees are as follows; MEAT GOAT & SHEEP – $15.00 per head, SWINE – $15.00 per head, BEEF – $20.00 per head, Prospect Steers – $10.00 per head and Stockers – $20.00 per pen.

10. All animals must be nominated for the County Show in one of two ways: a. Animals nominated for the Oklahoma Youth Expo must have the appropriate OYE verification. b. Animals without OYE verification (not going to OKC) must be verified by the Agriculture Education

Instructor or the County Extension Agent with appropriate identification. Verification must be present on the corresponding OYE nomination date.

11. All animals will be subject to inspection beginning on the OYE nomination date for that species.

RULES AND REGULATIONS SECTION C – AUCTION

1. In the premium auction, which follows the show, each individual exhibitor will be limited to one animal. Only show

officials will be allowed in the show ring during the sale order selection.

2. Qualifying animals for the auction: All calculations refer to animals entered in the show and shown. A. Male animals. A maximum of:

• 6 Meat Goats or 30% of the Meat Goats entered in the show and shown (lesser of the two), • 13 Market Sheep or 50% of the Market Sheep entered in the show and shown (lesser of the two), • 23 Market Hogs or 30% of the Market Swine entered in the show and shown (lesser of the two), and • 18 Market Beef or 75% of the Market Beef animals entered in the show and shown (lesser of the two)

will be accepted in the premium auction in the show. B. Female animals. The top two does, ewes, gilts, and heifers in the female divisions of the show will also be in the

premium auction. Additional numbers of entries in the female divisions may be eligible for the sale if the following requirement is met: • If 13 or more of a species is entered in the show and shown, a total of 3 (top 2 + 1) will sell of that species. • If 20 or more of a species is entered in the show and shown, a total of 4 (top 2 + 2) will sell of that species. • No more than 4 females each in the lambs, meat goats, purebred gilts, and beef categories will be in the

premium auction. Only the grand champion and reserve grand champion commercial gilt will be eligible. C. In the Swine Market division, if there are at least 15 entries shown in a breed, the Breed Champion automatically

will be in the premium auction.

3. Weight ceilings will be imposed on the animals from the female divisions. The selling weight of the females will be determined by the actual weight of the female or the weight of the heaviest market animal in the show, for each species in the show, whichever is the lesser of the two.

4. Females entered in the show for 2 years will be allowed in the premium auction only once. The first and second

selection of each species from the Female divisions shall be the 6th and 7th animals of that species in the sale order. Does, ewes, gilts, and heifers in the Female divisions must comply with the same ownership rules for Market animals of each species to be eligible for the premium auction. Meat goats will sell after the second set of lambs.

5. Grand and Reserve Grand Champions will automatically be placed in the premium auction sale order as 1st and 2nd of

each species. If Grand or Reserve are ineligible to make the sale, the subsequent animals will move up. The remaining sheep, swine, and beef sale animals will be placed in auction order by the judge by driving the animals. Each exhibitor will be given a card with a number of placing on it, then animals are called by number and the premium auction order is made up as the show progresses. Once an exhibitor’s animal has placed for the premium auction, they have no option to drive any remaining animals; they will ‘scratch’ the rest in that species sale order. Under no circumstances will an animal be added to the sale order after the final sale order is determined by the judge and certified by the Superintendent of the show for publication.

6. Animals must be removed after completion of the species show, sale animals may remain. Animals qualifying for the

sale must be returned to the fairgrounds by 8 a.m. on Monday. No substitutions will be allowed. This rule will be strictly enforced – failure to comply will result in forfeiture of prizes and loss of eligibility for the premium sale.

7. Champion Stocker pens may be added to the premium auction in each category (steers and heifers) – $15.00

minimum premium.

8. Premiums on individual animals will be accepted in the amount of 10 cents per pound or more for swine, 15 cents per pound or more for sheep, 20 cents per pound or more for meat goats, and 3 cents per pound or more on beef animals.

9. Premium checks may* have up to 1% taken for operational costs, a pro-rata amount for premium bidder’s BBQ

costs, and the cost of a picture. There will be no carry over.

*Thanks to our generous sponsors, we do not anticipate needing to take operational costs, etc. out of premium checks in 2020.

RULES AND REGULATIONS

SECTION D – AWARDS

1. Ribbons will be awarded in all divisions.

2. Trophies will be awarded to the following: a. Grand Champion in the Market and Female divisions for meat goats, sheep, swine, and beef. b. Junior, Intermediate and Senior Showmanship as selected by the judge for meat goats, sheep, swine, and

beef.

3. Trophies will be awarded to the top school group of four animals in the Market division for meat goats, sheep, swine, and beef. School groups shall be limited to two groups or less of 4-H and/or FFA members from any one school district. No single exhibitor shall show more than two animals in all school groups.

4. Trophies will be awarded to the top pen of Stockers as selected by the judges -- one trophy each for steers and heifers. A trophy will also be awarded for the best set of stocker records.

5. Trophies will be awarded to the top Junior and Senior 4-H team (Junior 4H Division 3rd grade thru 7th grade and Senior 4H Division 8th grade thru 12th grade), top FFA team, top 4-H Junior and Senior individuals, and the top FFA individual in the Livestock Judging Contest. The Livestock Judging Contest will be held at approximately 8:30a.m. Monday. Any animal in the premium auction is subject to being used in the judging contest. Animals will not be handled by the contestants.

6. Trophies will be awarded for Herdsmanship in the meat goats, sheep, swine, and beef departments.

7. The Showmanship Contests will consist of three age divisions as of the date of the county show: Junior 8-12, Intermediate 13-15 and Senior 16-18. A winner and alternate will be selected from each division. The Oklahoma Youth Expo Beef and Swine showmanship contests are county qualifying contests therefore the winners and alternates from each age group will be submitted by Gary Strickland, OSU County Agent, to OYE in these two contests. The Oklahoma Youth Expo Goat and Sheep showmanship contests are open to any eligible exhibitor and names will not be submitted.

8. The winner of the Senior Sheep Showmanship class will be awarded the Jennifer Harkins Memorial Award. The winner of the Senior Swine Showmanship class will be awarded the Paul D. ‘Bud’ Leverett Memorial Award. The Senior Beef Showmanship class will be awarded the Jim Bob Redelsperger Memorial Award. These memorial awards will have the winners’ names and year engraved on the award and will then be entrusted to the winner for the following year. The awards must be returned to the Altus Chamber office prior to the next year’s show so they may be awarded to the next winner.

MEAT GOAT DEPARTMENT

Superintendent: Stacy Randolph (Eldorado, OK) Judge: Vince McGolden (Fairview, OK) Asst: Gary Strickland (Altus, OK) A. Meat goats will be judged immediately following the sheep on Friday. B. Does in meat goat division must be shown in breeding classes. No papers required. C. All meat goats entered in the show must be in continuous, immediate, physical possession of the exhibitor

beginning on November 13, 2019. D. Minimum weight for meat goats in the Market division is 50 pounds. Maximum weight is 160 pounds. E. Maximum number of goats that an exhibitor may show is 3 market and 3 does. F. All market does must have scrapie tags in ear.

immediately. B. Gilts in the Purebred Female division must be born after August 1, 2019. Original registration papers must be

presented at weigh in. C. All swine entered in the show must be in continuous, immediate, physical possession of the exhibitor beginning on

December 13, 2019. D. Minimum weight for Market division is 190 pounds, maximum weight of 280 pounds. E. Maximum weight for Commercial Gilts division is 360 pounds. F. All swine exhibitors must provide a copy of the Negative Psuedorabies and Brucellosis test upon entry. G. Exhibitors wishing to show a crossbred gilt must show one purebred gilt for every one crossbred gilt. H. The maximum number of swine an exhibitor may show is three barrows and three gilts, which can include a

maximum number of one crossbred gilt. SWINE DRESSING RULES Paint, powder, dye, whitewash, oil of any kind, or other coat dressing is not permitted. Water is the only hair or skin dressing allowed. Violations of this rule will result in:

c. FIRST OFFENSE: a written warning to the exhibitor which includes an acknowledgment that further violation will lead to disqualification. A copy of the written warning will be given to both the exhibitor and ag teacher.

division to follow immediately in that order. B. Maximum age for heifers in Female division is calved after January 1, 2018. Female division heifer classes will be

determined by Superintendent based upon weight of the heifers. C. Maximum weight for Prospect steer division is 899 pounds. Minimum weight for Market division is 900 lbs. D. All beef animals entered in the show must have been owned by the exhibitor on or before the nomination date for

the Oklahoma Youth Expo OKC Jr. Livestock Show official nomination date for Jackson County steers. Beef animals must be in continuous, immediate, physical possession of the exhibitor beginning on November 13, 2019.

E. Market beef animals entered in the Certified Angus, Hereford or Shorthorn classes must be nominated for the OKC Expo in the same classification unless the animal has a Breeders Certificate or Registration Papers. All other Market beef animals will be shown in the Crossbreed and all other Breeds class regardless of the OKC nomination classification.

F. The maximum number of Beef animals that an exhibitor may show is 2 steers and 2 heifers. G. Filling: No Force Filling of Animals H. Beef will be allowed to be tied outside of building all night but will be the exhibitor’s responsibility. BEEF DRESSING RULES: No hair coloring that would alter the natural color will be allowed. No ADHESIVES, No false tailfins (tailheads) or added hair (excluding false switches) will be permitted. STOCKER DIVISION Superintendent: Reed Abernathy (Altus, OK) Asst: Derick Dishman (Headrick, OK) Asst: Brent Pannell (Olustee, OK) 1. The same eligibility rules apply to this program that apply to the Jackson County Junior Livestock Show. An

exhibitor may enter only one pen of heifer stockers and one pen of steer stockers.

2. A pen of stockers will consist of 4 steers or 4 heifers. Four (4) animals will be entered on the designated entry date and four (4) animals will be weighed back in for final competition. In case of death of an animal, three animals may be weighed back for final competition provided death of the animal is documented by the 4-H agent, FFA instructor, or a veterinarian.

3. All stocker pens must have been pre-entered and weighed in at the designated location and on the designated date. Stocker steers or heifers may be of any size, description or type.

4. The grading and evaluation of stocker cattle will be done by knowledgeable cattlemen selected by the Livestock Show Action Group. Records will be judged by knowledgeable business people, who are familiar with the Cattle Industry selected by the Livestock Action Group. Records will be judged and scored. Record scores can count up to 20% of your overall score on a pen of steers or heifers in selecting the winning pen.

5. Stockers may be managed however the exhibitor wishes. The type of pasture, kind and amount of supplemental feed used (if any), medications and other management decisions are to be made by the exhibitor.

6. Steers and heifers will be in separate classes and do not compete against each other.

7. Weigh-back for the Stocker Program is scheduled for 2:00 p.m. on February 23, 2020 at Navajo Cattle Company. We will not dry lot this year; weigh-back will be done on the same day with a 2% shrink taken on each pen as customary in the industry. Weigh-back will start at 2:00p.m. Students should bring their records with them at the time of weigh-back.
