Welcome!The Hampshire Area Chamber of Commerce is a not-for-profit, non-governmental organization dedicated to promoting a prosperous business environment and enhancing the quality of life in our community. We serve as the voice of businesses to the municipal, county, and state governing bodies. We encourage the expansion and retention of area businesses while attracting reputable businesses and organizations in an effort to generate employment opportunities and stimulate economic growth and development. We create and implement business events and social activities, which promote and enhance our community. Our strength lies in the active involvement of our its membership. Both large and small businesses, from virtually every profession, are represented and influence the direction of the organization.
The Hampshire Area Chamber of Commerce is committee driven. The members comprise the organization. The more members in the Chamber, the better it can represent the business community, for it accomplishes collectively what no one business could do alone. The Hampshire Area Chamber of Commerce has 150 members and an Executive Director to provide guidance and continuity to the overall program.
The Hampshire Area Chamber of Commerce works for you. We exist to help our businesses succeed and grow by being:• A Business Partner…staffed with an Executive Director and volunteers, area businesses and organizations who work diligently for you on committees and task forces…people who know your business. • A Watchful Eye…keeping a watch on decisions affecting you and your business, and watching to maintain the high quality of the Hampshire area. • Another Voice…representing your views on issues at the local, county, and state governmental level. • A Marketing Tool…promoting your business through business networking, professional development and educational programs and membership publications. • The Front Door…of our community where visitors, newcomers and prospective developers receive their first impression of our area. • An Information Resource…developing information, answering inquiries and preparing factual data and statistics that tell the story of Hampshire, Pingree Grove and Burlington.

history of hampshire
The first settlements in the Hampshire area appeared in 1835. Gradually, quite a settlement gathered around the new homesteads, and came to be known as “Henpeck”. The first Stage House was built in Henpeck by the Steutenberg Brothers in 1837. The only public means of conveyance then was the stagecoach. There was immense traffic over the stage roads in the decade preceding the first railroad. Henpeck became a noted stopping place, not only for travelers going west, but for settlers seeking a place to settle.
March 3, 1840, an early settler suggested that the township be named after his wife. She came from New Hampshire and so he had nick named her “Hampshire”. This name was favorably received and unanimously agreed upon.
Henpeck, was located a few miles north of the present village, and was abandoned in 1874 when the Milwaukee Road Railroad went south of it. Hampshire was then platted in its current location on October 22, 1874, and incorporated November 9, 1876.
Present day Hampshire is continuing to grow. There are several new residential developments on the horizon in Hampshire, some with plans for over 1,000 new homes. Much of the growth is expected to occur north and east of the village. Additionally, Hampshire has recently annexed the gas stations, restaurants, and other establishments at the junction of I-90 and U.S. 20. Brier Hill Crossing, at Brier Hill Road and I-90, is a development under construction that is slated to bring a new interchange, industrial and commercial development (including potentially thousands of jobs), and residential development to Hampshire.

The Ella Johnson Library has been a part of the community since 1936. The district includes all of Hampshire Township plus portions of Burlington, Plato and Rutland Townships. The library offers baby, toddler and preschool story time, summer and winter reading programs and special programming for all ages.
The Ella Johnson Library provides tax forms, copying and faxing services, notary services, computer and Internet access, wireless Internet, and is a drop-off location for the Burlington-Hampshire Food Pantry.

The Hampshire Township committee also stores and maintains
medical equipment such as beds, wheelchairs, chair lifts, commodes,

Hampshire Township takes care of three cemeteries–Hampshire
Center, Doty and Aurand. There are plots available in the Hampshire
Center and Doty Cemetery.
Hampshire Center consists of 13.09 acres. There is a Columbarium at
Hampshire Center.
Doty Cemetery consists of 1.21 acres which is being used. There are
4 acres which are being developed.
The Cemetery Board meets on the last Monday of every month, at the
township office located at 193 North State Street.

The Hampshire Police Department provides service to approximately
5,200 residents of the Village, 24-hours a day, seven days a week. They
have an emergency aid agreement with the Kane County Sheriff’s
Department to assist the Village if needed. The Kane County Sheriff’s
Department handles all the radio dispatching for the department
and emergency 911 calls. The Department currently has 11 full time
officers.

Several forest preserves in the Hampshire area offer hiking, wildlife
viewing, and outdoor enjoyment. Hampshire Forest Preserve is
situated atop a glacial moraine, where oak-hickory woods once stood
in a sea of tall prairie grass. The preserve, 277 acres, comprises a
mosaic of habitat types and is a haven for wildlife. There are over
215 native species here in this 35 acre prairie and wetland, which is
a dedicated Illinois Nature Preserve. The state endangered White
Lady Slipper Orchid and also the diminutive and fascinating Carex
Crawel, along with a host of other rare and colorful species, inhabit
the area. Hampshire South Forest Preserve has a lovely lake and a
creek running through which is a tributary of Burlington Creek. This
propery has a long and proud farming history as well as a natural
history of sedge meadows and prairie.
The Kane County Forest Preserve District offers environmental
education and nature programs year-round. The monthly Senior
Stroll takes place at a forest preserve site throughout the county. The
seniors visit Hampshire and environs on a regular basis. Programs for
families and children are detailed in the districts quarterly publication,
The Tree Line, and are listed on www.kaneforest.com.
The Hampshire Forest Preserve is located on Allen Road, west of
Route 20 in Hampshire. They can be reached at (847) 683-2836.
The Hampshire Fire Department received its charter in 1931. The Hampshire Fire Protection District was formed in 1961. In 1974, the Hampshire Fire Protection District began providing emergency medical service. In 1993, the ambulance service and the fire district merged into one organization.

The current fire district staff consists of 1 full time fire chief, 1 full time deputy chief, 3 full time lieutenants, 3 full time firefighter/paramedics, and 30 part time firefighter/paramedics. The fire station is staffed 24 hours a day. The Hampshire Fire Protection District serves a population of around 6,500 in a 42 square mile area and also protects 10 miles of Interstate I90. The district responded to 900 incidents in 2012.
The Hampshire Fire Protection District has two engines, one tanker, one rescue squad, one 100’ aerial platform, one brush truck, two staff vehicles, and two advanced life support ambulances.The Hampshire Fire Protection District provides the following services:• Fire suppressions • Firefighter career program• Technical rescue • Hazardous materials response• Emergency paramedic ambulance service• Commercial/industrial inspection services• Code enforcement• Public education programs including cardio-pulmonary resuscitation (CPR) classes, station tours, blood pressure screenings, fire prevention week activities for the area school children

First chartered in 1939, the Burlington Fire Protection District has
since served the Burlington area well. There are 35 men and women
now serving the 42 square mile fire district with professionalism and
pride.
The fire station on the corner of South and Center Streets serves as a
community center in addition to housing the department’s fleet of two
engines, two ambulances, rescue pumper, equipment van, command
car and grass fire truck.

Village residents of all ages can take advantage of the recreational
opportunities provided by the Burlington Township Park District,
located on the south side of town just off of Deutsch Street. Facilities
include baseball diamonds, picnic facilities, pavilion equipped with
tables and grills, playground with various swings and slides for all age
groups, air-conditioned kitchen and meeting room that can be booked
for private functions or meetings.
The Burlington Park District provides numerous options from relaxing
under the shade of a tree to enjoying the beautiful scenery.

How is Hampshire governed? The Hampshire Village government is operated under a Trustee-Village form of government. The Village President is the chief executive officer of the Village; the trustees are the legislative body. The Board appoints a Village Administrator to administrate the day- to-day activities of the village. The Village Board meetings are held at the Village Hall at 7:00 p.m. on the first and third Thursday of each month. All Village board meetings are open to the public.
Where can I register to vote? You can register to vote at the Ella Johnson Memorial Public Library at 109 State Street, Hampshire. For information, call (847) 683-4490.
How do I establish my water and sewer service? Water and sewer service is provided by the Village. Call (847) 683-2181 for more information.
If you experience a problem with your water or sewer, contact the Public Works Department at (847) 683-2064 and leave a message.
Does Hampshire have a watering ban? Yes, effective May 1 through September 30. Watering is permitted 5:00-9:00 a.m. and 9:00-midnight each day. Houses with even numbers are permitted to water on even days and houses with odd numbers on odd days. For more information contact the Village Hall.
When is garbage pick-up? Garbage pick-up is on Thursday, except after holidays, when it is the following day. Garbage containers should not be put out more than 24-hours prior to scheduled pick up.
How do I get rid of yard waste? All yard waste is to be placed in brown yard waste bags or in labeled yard waste plastic or metal containers. Branches must be bundled with natural twine and not exceed 4-feet in length or 50-pounds. Bundles also should not exceed 2-feet in diameter. Christmas trees will be picked up with the regular garbage pick-up. Call 800.796.9696 for a recycling bin and to arrange for appliance pick-up.
Am I allowed to burn leaves in the village? Burning of leaves is prohibited in the Village of Hampshire. Only clean, dry brush may be burned on sunny days between 10 a.m. and 3 p.m. Burning is NOT permitted when the wind is in excess of 10 miles an hour. No open burning of landscape waste, rubbish, refuse, wood, garbage or other material is allowed. An owner of residential property may burn such substances as are necessary for the purpose of cooking food for consumption by family and guests.
My neighbor’s lawn is out of control. Is there an ordinance about weed control? Yes. It is unlawful for any parcel of real estate in the Village to have growth of weeds in excess of 12-inches. Any weeds allowed to grow will be declared as a public nuisance, and the Village of Hampshire will mow it at the owner’s expense.
Can I park my old car in my driveway? It is unlawful to keep or store in public view, an inoperable or unlicensed motor vehicle or partially dismantled vehicle. Cars will be towed at owner’s expense.
Are there rules about riding bikes downtown? It is unlawful for anyone to ride a bicycle, or any pedal-driven cycle, skateboard, scooter, roller skates, or roller blades on any sidewalk in the business district.
Are peddlers and solicitors allowed to canvas the village? It is unlawful for any person to engage in business as a canvasser or solicitor, calling at residences for the purpose of soliciting orders, sales, subscriptions or business of any kind without first having registered in the office of the Village Clerk and obtaining a solicitor certificate, which shall be carried by this person.
Is there a curfew for teens in Hampshire? Anyone who is under the age of 17 years of age must not be on public streets after 11:00 p.m. Sunday through Thursday and 12:00 midnight on Friday and Saturday unless accompanied by a parent/guardian.
Are building permits required? Building permits are required for new construction, storage sheds, garages, room additions, remodeling, replacing steps, electrical work, decks, swimming pools, gazebos, fences, invisible dog fences, signs, moving structures, and repair of sidewalks and driveways. The Village of Hampshire subcontracts the issuance of all building permits and the inspection of the work. To obtain a building permit, pick up and complete an application from the Clerk’s office. Building Inspection can be contacted at (847) 683-2181, ext. 28.
What are the village’s rules concerning pets? Residents in the Village may have only 3 cats/dogs. This does not apply to residents living in a subdivision with covenants. It is unlawful to permit any pet to run at large within the Village. It is unlawful to keep any animal which provokes a breach of peace by making loud noises at any time of the day or night. Owners are responsible for the removal of any waste from animals in public places. No person shall permit a dog in his custody to enter upon the premises of another without consent of the owner of the property concerned.

Are there any restrictions on mailboxes? Check with the Post Office on specifics on where to place your mailbox. Mailbox supports should be no larger than a 4” by 4” wooden post, or a 2-inch diameter standard steel or aluminum pipe, buried no more than 24-inches. Concrete or brick supports will not be allowed as they can cause damage to vehicles and serious injuries to people who accidentally strike them.
Any mailboxes knocked down during snow removal must be reported to the village, and will be reimbursed up to $25 along with a store receipt.
Are there emergency sirens in the village? Yes. The first Tuesday of the month at 10:00 a.m. they are tested to assure they are working properly.
While I am on vacation, will the police department keep an eye on my house? Yes. Contact the Police Department at (847) 683-2240 to have an officer check your residence while you are gone. The service is free.
Are snowmobiles allowed in the village? Snowmobiles may not be operated on private property without the consent of the owner. Snowmobiles must be driven at a reasonable rate of speed within Village limits, and cannot be driven on streets, sidewalks or other paved surfaces.
Are there rules about parking in the street when it is snowing? It is unlawful to park any vehicle on any street designated as a snow emergency route for a period of 24 hours following the accumulation of 2-inches or more of falling snow. Any vehicle in violation of this provision will be towed at the owner’s expense.
I got a ticket for parking in front of my house. What is going on? It is unlawful to park on all streets in the Village between the hours of 1:00 a.m. and 6:00 a.m. during the winter. This prohibition shall apply from November 1 through April 1 each year. Individuals may park across their sidewalk from 9:00 p.m. until 6:00 a.m. only.
What should I do about my household hazardous waste? Residents with Hampshire mailing addresses may call the Household Hazardous Waste Hotline at (800) 449-7587 to schedule a free pickup from your home. This service is operated by Curbside Inc., and is sponsored by Kane County. The Village has an oil recycling program. For details, call (847) 683-2181.
