Blood Handling Guidelines

1. On first sight of blood, the wrestling official must stop the match immediately and start the five-minute blood clock for the wrestler who is bleeding.

2. The wrestler is allowed as many blood stoppages as necessary not to exceed the five-minute maximum allowable time.

3. The match official(s) are not to be involved with blood clean-up. They are to monitor the time, ensure the bleeding is stopped, cleaned, and is safe for all to continue the match.

4. The host school is to provide a number of necessary clean-up items; a plastic lined receptacle bucket to dispose of used cleaning materials. An approved disinfectant solution, paper towels and rubber gloves at each table. Wrestlers are attended to first then all clean-up is the official’s time. Prior to the start of the event, make sure the above items are present.

5. Do not let children (youth wrestlers) be the clean-up individual. This is a task for an adult to properly handle.

6. Once the blood is cleaned, the used gloves and paper towels all should be disposed in the plastic lined bucket. The receptacles are disposed and replaced regularly.

7. Blood time is only for time used to stop the bleeding. Any necessary clean-up time is the official's time.

8. If the bleeding is serious and gets on the uniform (saturated) of either wrestler, it must be immediately cleaned and diluted out of the uniform.

NOTE: Blood and all other Body Fluids must be cleaned from the skin of the wrestlers immediately

Officials and Inspection of Wrestlers

Tournament/Dual Meets – Officials to arrive 45 minutes to 1 hour prior to start of wrestling.

All officials are to participate as a team for inspections.

If skin issues are found (with or without note), send that wrestler(s) and coach(s) off to the side. All officials/trainer will then review the skin issue and reach an agreement if the wrestler can participate.

Does the wrestler have a note on the MHSAA form?

Be discreet with a skin review and do this on the side as to not embarrass the person.

Keep comments to yourself and discuss quietly amongst the officials.

Reach a team resolution and the head official to provide that decision to the coach and wrestler.

Arrival Time / Leaving EarlyAll officials should arrive 45 minutes to 1 hour prior to the start of event.

All officials to participate in skin checks.

If possible, attend the coaches meeting.

If a team format tournament and more officials then mats, no official should be off the entire last dual.

Head official should setup a rotation where officials split the dual in the last round if necessary.

NO ONE IS TO LEAVE EARLY. NO EXCEPTIONS!

STAY IN THE GYM WITH THE OTHER OFFICIALS UNTIL WRESTLING IS NEAR COMPLETION.

Note: In a tournament format, a few officials going into the locker room a few minutes prior to the end to get the shower going, etc is permitted. In a quad format, DO NOT leave one official on the last mat alone, stay in gym with them until wresting is done.

Middle School Meets – Update - Ron MMiddle school matches are being obtained from the schools. We have most.

The season starts early February.

Ron M to send out an Arbiter email with the list of available matches.

Officials interested in working the matches will have 3-5 days to respond.

Matches will be assigned (shooting for early to mid-January to assign).

Rules Questions From First Meeting1. Wrestler A is on his back out of bounds on the mat surface. Wrestler B is on top of A, left knee down on the mat in bounds. Right foot and or knee are out of bounds. Does wrestling continue as B now has one supporting point in bounds? Does position of right leg, foot, knee matter as long as the left knee is down in bounds?

Per the MHSAA, as long as the offensive man has one knee down in bounds, wrestling will continue.

2. Wrestler A is on his back out of bounds on the mat surface. Wrestler B is on top of A, knee or knees in bounds.

Wrestler A grabs the edge of the mat causing a stoppage. Would this be a technical violation for A per the rule book page 37?

Per Dan Hutchinson, if a wrestler attempts the grab the edge of the mat, his hand would first contact the floor and thus be out of bounds. No Grabbing the mat technical violation penalties should happen.

RULE 5-19-10REFEREE’S POSITIONING

When starting the contestants from the down position, the referee shall be in front of, stationary, and at an angle to the contestants. The referee should establish eye contact with the scorer's table.

At the high school and junior high / middle school level, wrestlers may wear either the one-piece singlet or two-piece uniform. (Rule 4-1-1)

Compression Shorts or shorts designed for wrestling can be worn over singlet.

Compression shirt may be worn under singlet.

Team members can mix and match and need not

all dress the same.

New Shoelace Rule

All examples below are acceptable.

Also, a no tape, no flap, with shoelaces tied is also acceptable.

New Shoelace RuleShoes shall be a light, heelless wrestling shoes reaching above the ankle and tightly secured.

Any match delay or stoppage directly related to shoelaces shall be treated as delay of match and, therefore, a stalling violation.

Tape is ONLY allowed to secure the LACES in place. Tape is permitted around ankle area of shoe.

NO other tape is to be over or around the shoe on the foot or sole of the shoes.

Situations:

▪Laces come untied with clock running – do not stop just for laces, continue wrestling.

▪Untied during blood or injury time – ok to fix and continue without penalty

▪Untied but retied without causing delay – no penalty

▪Flap of shoe becomes displaced, laces still tied – no penalty, reposition flap.

▪Flap of shoe becomes displaced, laces untied – if laces are balled up without delay and flap repositioned, no penalty.

Headgear & Non-Traditional Head Protection

No tape whatsoever is allowed on the outside and visible

parts of the head gear.

Remove ALL tape, including tape on the straps! – Tech and Injury time?

If an athlete needs to wear any type of non-traditional

head protection (boxing-style head gear, “Guardian” cap, etc.),

PRIOR written approval MUST be granted by the MHSAA.

Mouth Guards & Braces

A wrestler with braces musthave a mouth guard that covers the braces. This may be the traditional style mouth guard OR may be the newer device where the guard fits directly over the braces. Both styles are legal in Michigan.

In bounds vs Out of bounds

The simplest way to put it is:

1. The wrestlers are considered in bounds if both of the supporting points of either wrestler are in.

2. If both wrestlers have a supporting point out, they are out.

3. Officials need to straddle line when in a potential out of bounds situation.

a. Don’t be LAZY and stay by the 10 foot circle or chase them to the line.

What is a supporting point? According to the rulebook…

Art. 2 ………

Supporting points are part of the body….holding the opponent.

A. When down on the mat, the usual points of support are:

1. The knee2. The side of the thigh3. The buttocks4. The hand(s)5. The head

Notes slide, skipNew Near Fall: Now that we have had our rule interpretation meetings and a few local meeting, let’s discuss the new out of bounds near fall rule. It is important not to make this any more difficult than it is. The NFHS Rules Committee finally came to the decision that scoring on the edge of the mat should be the same for all scoring situations, i.e. takedowns, escapes and reversals. To that end near fall points or a fall may be scored when the pinning area of either wrestler is out-of-bounds, as long as the opponent has one or two supporting points in bounds. The supporting point(s) may be knee(s), hip, thigh, buttocks, etc. The committee was specific that the toes may not me the supporting point(s) to remain inbounds to earn near fall. This also includes heels may not be the supporting point(s). Allowing near fall scoring out-of-bounds will force continued action at the edge of the mat, and wrestlers should not relax if their scapulae are out-of-bounds.

With this new approach to near fall scoring we are presented with new unique situations. We will all encounter new situations as the wrestling season unfolds. One to mention we have already foreseen is the case where wrestler A throws wrestler B to his back with a lateral drop and lands out of bounds so much so that wrestler B is laying inside the adjacent 28 foot competition circle. We work hard to be consistent, therefore this will be handled the same as our toe down takedown. Award the two points for the takedown, stop the match immediately and return the pair of wrestlers to the center and resume wrestling.

Expanded out of bounds for NF and Fall situations…

1. Therefore- the federation and state have adopted the rule that you can score near fall or pin with the defensive man out of bounds.

2. The toes are not considered a supporting point for the offensive man in regards to scoring NF. a. You can still score a TD on the edge (that remains unchanged) and then action will stop.

3. In a NF situation, if only the toes of the offensive wrestler scoring are in, then the action must stop.

In a NF situation, if ONE knee of the offensive wrestler is on the mat in-bounds, wrestling will continue .

NOTE: If the official is in too tight when looking for the pin, he cannot see the knee is down in bounds, Back up and see the whole picture.
