History of the Site

The Site has a varied history which has formed an extremely close connection to Gravesend. Starting as a Pleasure Garden, for the last 100 years its heritage has been lost through redevelopment in the form of industrial uses.

• Rosherville New Town was laid out in the 1830’s immediately west of Gravesend for Joseph Rosher, an entrepreneurial chalk merchant.

• In 1837, George Jones bought the lease for 17 acres of disused chalk pit in order to establish the ‘Kent Zoological and Botanical Gardens Institution’. This scheme was unsuccessful and instead became a pleasure garden.

• Rosherville Pier was built around 1840 to serve the Pleasure Gardens which became a popular destination for thousands of Londoners during good weather, many travelling by paddle steamer down the River Thames.

• An array of events and features took place ranging from botanical gardens, bear feeding pits and a mix of entertainment shows and events.

• By 1909 a former open area to the north was occupied by an Electric cable works and a Printing Works; and by 1937 the entire Rosherville Pleasure Gardens had been acquired by the cable works with the gardens being completely replaced by industrial development.

• Between 2005 and 2014 a phased process of demolition, remediation and land raising commenced to prepare the site for future redevelopment.

• Key historical features that remain on the Site: o Grade II Listed Bear Pit (recorded and reserved

under the land raising) o Grade II Listed Clifftop Entrance and tunnelled

stairway through the cliff o Grade II Listed Drawdock and Quay- river entrance to

the gardens to the east of the site

• As a legacy of the history of the Site, the Art Deco WT Henley building remains in the north eastern corner of the Site, located within the Lansdowne Square Conservation Area. The cliffs to the south of the Site also retain tunnels that were previously used as air raid shelters. These are currently welded shut and in the ownership of Gravesham Borough Council.

Constraints & Opportunities

Topography: The HCA has invested heavily in the preparation of the site for redevelopment through demolition, remediation and land raising. The land has been raised across the majority of the Site up to 3.5 metres. The existing Crete Hall Road now lies below the proposed surface level; this road will be raised and realigned to allow for the redevelopment proposals.

Flood Risk: The Site has been raised to prepare it for residential development. The flood wall along the frontage with the river will likely remain and the development will incorporate a sustainable drainage system to reduce surface water flooding. There is an opportunity to create a new promenade along the river.

Noise & Air Quality: There are a number of noise and dust generating uses in close proximity to the Site which have been considered as part of the design proposals. The proposed layout has been designed to seek to minimise the noise and air quality impact and Keepmoat are currently undertaking surveys to assess these items.

WT HENLEY BUILDING

THE WATERFRONT PROVIDES A MIX OF OPPORTUNITIES AND CONSTRAINTS FOR DEVELOPMENT

Tunnel Access: The cliffs to the south of the Site contain air raid shelter tunnels dating back to World War II. There are six entrances located along the south face of the cliff which are in the ownership of Gravesham Borough Council. The tunnels have been welded shut due to past incidents of anti-social behaviour. Discussions with Gravesham with regard to access arrangements to the tunnels are ongoing but it is expected the majority of accesses would be permanently closed.

Heritage: The north east of the Site is located within the Lansdowne Square Conservation Area with the WT Henley Building providing a striking and integral landmark. The development proposals include the retention and refurbishment of the front part of the WT Henley Building. The Site also hosts the Grade II Listed former bear pit which is preserved beneath the land. Close to the south of the Site is the Cliff Top Entrance to the former pleasure gardens. These heritage features have been accommodated within the layout proposals which seek to enhance the understanding of the Site heritage.

The site present a number of constraints and opportunities. the plan below summarises some of the key constraints and opportunities.

Vision for the Site

• Delivery of a key scheme within the Garden City.

• Delivery of approximately 615 much needed new dwellings.

• Land for new 2 Form Entry Primary School.

• Inclusion of local retail and community space.

• A mix of unit types and sizes; 1 & 2 bedroom apartments and 2, 3 and 4 bedroom houses.

• All dwellings built to Nationally Described Space Standards.

• A mix of tenures including affordable rent, intermediate tenure, Starter Homes and open market sale dwellings.

• Bespoke design of all dwellings to acknowledge the industrial heritage of the site.

• Enhancing the environment of the riverfront and creation of a promenade.

• Provision of enhanced access to the waterfront.

• New and enhanced cycle and pedestrian routes.

• Creation of an attractive place to live, work and play.

• Re-aligning and raising Crete Hall Road to integrate it within the development and facilitate the Fastrack bus route.

• New areas of publically accessible open space.

• Preservation of existing cliff habitat and creation of new habitats on site.

• Retention of the front part of the WT Henley Building and bringing it back into beneficial use.

The proposed layout accommodates a total of 615 dwellings to form a mixture of 1 and 2 bedroom apartments (up to 8 storeys tall) along with 2, 3 and 4 bedroom houses in the following indicative mix:

The proposals are at an early stage and discussions about design are ongoing with the EDC. This layout represents the layout to date but may be subject to change following comments received at this Exhibition and after comments from Consultees and the EDC.

Landscaping & Open Space - Italian Gardens and Promenade The landscape proposals provide a green network of open spaces and green routes with new trees, grassed areas, ornamental shrub and hedge planting which will contribute towards the residential garden city character.

Currently the landscape design proposals draw on the site’s historic use as a pleasure garden, offering residents and visitors the opportunity to enjoy their outdoor environment in a well-designed and attractive space, which will again become ‘the place to spend a happy day’. Alternatively, the central Italian Garden Space could be reconfigured to include an informal kick-about space.

A key pedestrian axis will link the two principal open spaces: The Riverside Promenade and The Italian Gardens. These spaces will provide opportunities for informal recreation, relaxation and play along accessible routes.

Riverside PromenadeThe promenade forms a linear space along the northern edge of the development, linking a series of open spaces and the waterside frontage of the new properties. The existing river wall will be retained for flood defence purposes though levels will be adjusted to maintain a consistent 1.1m high wall, permitting views across the water.

The promenade will be planted with larger growing trees. There will be breaks in the tree line at strategic points permitting views out across the river from within the development. The trees will be generally set within grassed or shrub areas which will soften the character of the water front.

The key axis leading from the Italian Gardens converges with the promenade creating a Community Space overlooking the water. A gathering point is proposed at the end of this route with circular terraced seating and a flexible space that could be used as a performance or meeting space or public art display.

The promenade is typically set 1m lower than the adjacent properties and this level change has been incorporated in the design to optimise the usability of the spaces through the introduction of grassed terraces. These create an attractive and playful space stepping up from the promenade and offering enhanced views across the river. The upper level is connected by the key axis with a residential garden to the west and a formal play area to the east. The play area could be designed to reference the historic uses such as steam boat themed play equipment.

Technical Matters

The planning application will be accompanied by an Environmental Impact Statement. This will assess the sites potential environmental impact and any mitigation and/or improvements that can be offered. Some of the main technical considerations include:

HIGHWAYS & TRANSPORT

The future homes on the site are around a 10-12 minute walk from existing bus services and in the future a new Fastrack route is proposed to run through the site. Gravesend Station is around 20 minutes walk from the site and we are planning to connect to the existing cycle routes in that direction. As well as connecting the surrounding routes, we are proposing a new cycle route through the site connecting east to west along the waterfront.

Crete Hall Road will be filled in to raise it to the same level as the rest of the site and will be re-provided on a new alignment that will facilitate both the development and through traffic including Fastrack buses. We will be preparing a detailed Transport Assessment as part of the planning application to fully demonstrate the effects of the development on the local road network.

DRAINAGEThe land raising already completed onsite offers protection up to and including the undefended 1 in 200 year plus climate change tidal flood level of the River Thames. The on-site surface water run-off is proposed as being positively drained via a sustainable drainage system and connected to existing outfalls located along the waterfront. The system will be designed to adoptable standards ensuring no flooding occurs within the 1 in 30 year rainfall event and ensuring all surface water flooding for the 1 in 100 year plus climate change rainfall event will be attenuated on site prior to discharge.

Foul water drainage will be connected to the existing Southern Water foul water sewer running along the western and northern boundaries of the site. All onsite foul water drainage will be designed to adoptable standards. Southern Water have confirmed sufficient capacity exists for connection of the development to the existing foul water sewerage system.

Technical Matters

AIR QUALITY/NOISEThe Site is bounded by The Shore with Crete Hall Road bisection the site and Red Lion Wharf (aggregate facility) located to the west of the site boundary. Air quality impacts will be assessed as part of the planning application; this includes dust and particulate matter generation during construction phase and traffic emissions (nitrogen oxides and particulate matter) from the local road network during the operation of the proposed development. The assessment will consider both existing local users and future users of the Site.

The operation of the aggregate facility will be assessed by an air quality monitoring survey by both active and passive monitoring equipment. The findings of the survey will be used to inform the design of the Site and the incorporation of mitigation measures for protecting the human health of the future users. The same areas will be tested for noise levels.

ARCHAEOLOGY/BUILT HERITAGE The heritage of the site has been the key principle on which the design of the proposed development has been based on. This includes the now covered Bear Pit, but also due regard to the Lansdowne Square Conservation Area which is located to the north east of the Site.

ECOLOGY The Site has a limited number of habitats including the cliffs which have the potential to support notable and protected species including bats. A preliminary ecological appraisal of the Site and further survey work is currently being undertaken. The development has been designed to take account of the identified habitats and will incorporate measures to preserve and enhance the ecology of the Site.

Community Infrastructure & Benefits

• Retention and refurbishment of the WT Henley Building: The building makes a positive contribution to the Lansdowne Square Conservation Area but is currently unused and boarded up. The development proposals include the retention of part of this building and its refurbishment to provide a mix of uses which would enhance the appearance of this area.

• Starter Homes and Affordable Housing: The proposals include the provision of a total of 37.5% of affordable housing to address the growing need for first time buyers as well as specific local housing need. The development incorporates the following affordable housing mix:

o 25% Starter Homes to be sold at 80% of Market Value; and

o 12.5% other forms of affordable housing

• Primary School and Community Building: The development will provide land and a financial contribution towards the provision of a new 2 Form Entry Primary School to serve the new development and surrounding community. The school facility is also proposed to include a community facility for use by the existing local population and new residents.

• Fastrack: Crete Hall Road will be raised and realigned as part of the development proposals and will be designed to accommodate the Fastrack bus services which will link the Site with both Gravesend and Ebbsfleet International train stations. We will also be providing new and improved pedestrian and cycle links through the site.

• Open Space: The proposals include a number of areas of high quality open space including an Italian Garden and a riverside promenade. The Italian Garden has been designed to allow an appreciation of the Site’s heritage by drawing reference from the Rosherville Gardens in its layout and planting. The riverside promenade offers an area of communal open space along the river frontage with seating built into the landscape to create views across the river and provision for play.

• Retail: The proposed development includes the provision of a local retail facility adjacent to Crete Hall Road and in close proximity to the school. This will allow residents the opportunity to purchase a range of convenience goods to serve their day-to-day needs.

• Economic Benefits: The proposals will generate economic benefits to the local economy by the creation of new construction jobs, and through the new homes bonus. Further, new residents will spend money in the local economy which will provide benefits for existing businesses:
