To ensure that we are aware of your child’s special health requirements, these

details will be kept confidential by your child’s Section Leader. Prior to Camps etc. you

will complete a C4 Form & any medication your child is currently taking can be noted

then. In such cases, ALL MEDICINE AND INSTRUCTIONS FROM THE DOCTOR

MUST BE GIVEN TO THE LEADER IN CHARGE OF ACTIVITY on departure. Please

keep us informed of any changes. This form will need to be updated annually.

This information is important for the Group as we rely on a pool of parent resources

for transporting equipment and children to and from camps and fundraising events etc.

WELCOME KIT LETTER 3-Mar-10

Thankyou for making the decision to have your

child/children join the Scouting Movement at Enoggera. All the relevant

documentation is attached and a brief interview will be arranged for you

to go through the papers with the Group Leader and/or Section Leader.

Your child/children will then attend their section meetings for 4-6

weeks before being “invested” - when they wear the uniform for the first

time. In that time, they will gain an understanding of the Scout Law &

Promise and how their Section operates. Plain clothes are worn until

that date called the “Investiture Ceremony”.

Your child will discover that Scouts DO THEIR BEST to live by the

WHAT COSTS ARE INVOLVED?

Weekly “Subs” (Subscription Fees) $2 (paid quarterly $20) (paid to section leader)

Subs (subscriptions) pay for the section’s costs of activity materials, badges etc. unless otherwise

specified like skating nights or other excursions. (Please note: Since materials etc are typically

purchased in advance, this subscription is payable even if the Cub is unable to attend an evening.

QLD Enrolment/Membership Fees – approx $114 per year (see Group Leader) (paid to Scouts Australia (Queensland Branch)

When you are joining Scouts for the first time, Membership Fees accompany the Youth Enrolment

Form, completed by the parents. A Membership Certificate is issued and membership is then

renewed annually.

Enoggera Group Levy (due 1st April each year OR ON SIGN UP DAY) These fees are used directly towards the groups ongoing running expenses e.g. property & den

insurance, rates, electricity, phone, water, campsite levies maintenance & equipment and

administration costs which amount to approx. $8000 per year. (Group fees are an allowable tax

deduction) Currently the Group Fees are:-

$ 100 for 1st youth member

$ 80 for 2nd youth member

$ Nil for 3rd youth member

FUNDRAISING IS NEEDED TO SUPPLEMENT THE COSTS OF THE GROUPS EXPENSES AND

CAMPING AND EXCURSION COSTS:

These vary according to the activity. Most camps are approx. $40 including food, compared to

similar school- run camps approx. $170. A Branch canoeing day costs $15, others only $5 e.g.

UNIFORM COSTS (see separate sheet) Second Hand uniforms are an economical way to start.

Where there are several National options for what to wear waste down, our Group has decided to adopt the above for

uniformity.

ON CAMP / OUTDOOR ACTIVITIES (WHEN UNIFORM NOT REQUIRED) –

Enoggera has designed its own “Camp Shirt” (green polo style with logo … Place orders with Group

Leader. Available only when minimum number of orders is placed. Approx cost $25. Uniform is usually worn whilst travelling to and from Camps or activities.

SECOND-HAND UNIFORMS are available at a small cost. These Sizes are limited though.

Contact the Group Leader for more information.

WHAT ABOUT BADGES & PASSBOOKS ? BADGES are presented to the youth members by their Section Leaders from Section (e.g. Cub or Scouts)

funds at No extra cost to you. Scouting Movement Badges are presented on investiture and achievement

or Award Badges must be earned and therefore are a reward for effort, hard work and commitment to

scouting. Please encourage your child to sew on their own badges, with help (after investiture)

BOOKS FOR CUBS/ scouts:

Each child will need a RECORD BOOK to record achievements and progress

It can be purchased with your uniform whilst at the Scout Shop.

PARENTS’ COMMITTMENT FUNDRAISING

You are expected to participate in the Fundraising Events and all families will be

rostered to do so…………Our major current fundraising is the SAUSAGE SIZZLES

AT ANACONDA. “Keep the FUN in FUNdraising with Extra hands which make

light work and turn up on your rostered day.

GROUNDS AND DEN MAINTENANCE:

We ask that you help when there is a Working Bee called and also take an interest in

the den. There is usually a Mowing Roster sent to you.

GROUP COMMITTEE:

Every parent is automatically a member of the Committee and meetings are held

monthly. Positions are elected annually but your input and support is valuable.

Currently they are on the 3rd Wed of each month. Committee terms are for 2-3

years.

RESOURCE SURVEY

Attached is a Parent Survey FORM, which details specific areas in which you can

assist the group, either by way of extra skills you may have which could benefit

the group – e.g. trailer, equipment which could assist the leaders working with the

youth members. You can help:

ON CAMPS/OUTINGS:

With transport, serving refreshments, attending camps as cooks, specialist skills,

lending a hand with outings, or on the Committee.

LEADERSHIP

Q. Can parents work with the Scout

R. Parent help is always encouraged and appreciated. Most leaders are parents

who enjoyed the fun & games of the scouting program before signing up. If

you work with the children on a regular basis, however, you are required to be

registered and a “Blue Suitability Card” obtained. Scouts Australia introduced

“police checks” on all adults working with youth. Parents can become members

of the Scout Movement as Adult Support Members or Uniformed assistant

Leaders. Scouts Australia has an accredited training program which can be

spread over 2 years and a fully trained Leader can achieve a Diploma in

Leadership (Frontline Management). Groups fundraising support and fund the

training of their leaders. Leaders get recognition for their efforts.

SECTION 4 – PROTOCOLS

4.5 UNIFORMS 4.5.1 OVERVIEW R14 Policy & Rules details the standard National Uniform. The wearing of a uniform by Youth Members is not a prerequisite to Membership. However, all means should be exhausted to provide uniforms to Youth Members. The provision of uniform pools or support from Districts or Regions should be considered to assist the disadvantaged. The Chief Commissioner may at his/her discretion allow Groups or individuals within Groups to vary the wearing of the uniform. 4.5.2 BLUE UNIFORM AS OF JULY 2004 (a) Shirt Youth Members - dark blue Scout pattern incorporating the Scouts Australia logo with short sleeves and collar. The collar, yoke and outside of sleeves to be in relevant Section colour as indicated below:

Joey Scouts - tan Cub Scouts - yellow Scouts - green Venturer Scouts - maroon Rovers - red

Adult Members – dark blue only Scout pattern incorporating the Scouts Australia logo.

(b) Belts

A dark blue webbing style belt with a metal buckle incorporating Scouts Australia logo.

Option for Sea Scouts only: White webbing style belt with metal buckle incorporating Scouts Australia logo. (c) Headwear The National policy states that “The wearing of headgear in all Sections is optional at the discretion of the Branch Chief Commissioner. Wearing of headgear appropriate to a situation is expected safe and sensible practice”. It is Queensland Policy, because of our climatic conditions, that a hat, preferably with a broad brim, will be worn during daylight hours. Headdress is not required for night time activities or Parades. The Scout Supply Centre has a range of optional head dress.

(d) Dress below the waist The style of clothing to be worn below the waist is not prescribed; however, the colour requirement is that these garments be either black, navy blue, grey or fawn. Members are required to be dressed in neat and tidy attire, remembering that the way they dress reflects on the image of the Movement. Members should dress appropriately for the type of activity in which they are participating. (e) Footwear Neat, practical footwear is to be worn. Individual choice of black or brown shoes; boots or joggers.

(f) Positioning of Badges The diagram below depicts where the various badges are to be worn. Please note

the position of most of the badges has changed, and the Australian Flag badge has been reduced in size.

Refer to Uniform badge placement diagrams at the end of this section.

4.5.3 UNIFORM PRIOR TO 2004 (a) Air and Sea Scouts The wearing of Air Scout or Sea Scout Uniform by Leaders or Youth Members is restricted to those Members of authorised Sea or Air Scout Groups. (b) Head Dress In the harsh Queensland climate, The Association needs to display its duty of care in relation to sun protection. Given that sectional meetings tend to take place in the evening and that daytime programs tend to be activity orientated, the following headdress shall be considered appropriate for Youth Members: Felt Johnson hat, moss green with dark tan plaited leather hat band Felt Johnson hat, navy blue with dark tan plaited leather hat band (Air Scouts) Felt Johnson hat, navy blue with white plaited leather hat band (Sea Scouts) Queensland Branch approved cap Cotton canvas Johnson hat, moss green Cotton canvas hat, navy blue (Air Scouts and Sea Scouts) Beret for Venturer Scout, maroon and beret for Rovers, green Adult Leaders may wear:

Felt Johnson hat, moss green or navy with white or dark tan plaited leather hatband as above Queensland Branch approved cap Green beret.

Headdress must be worn at functions where a Parade is held during daylight hours. Headdress is not required for night time activities or Parades. The type of headdress for activities during daylight should be appropriate to the activity being conducted and may not necessarily be that designated as uniform.

4.5.4 GENERAL UNIFORM MATTERS (a) Kilts The wearing of a kilt with Scout Uniform is not permitted for general wear. Persons who qualify as outlined in P&R, R14.2.9 may wear kilt with Uniform on special occasions and activities. (b) Scarves It is the Policy of the Queensland Branch that all Youth Members and Leaders wear the Queensland scarf. A Leader entitled to wear the Gilwell scarf may do so only at Training events. Trainees attending a Wood Badge Training 1 Course will be issued with a grey scarf which shall be worn for the duration of the Course. Scarves for special activities and special camps may be approved for wear by Members participating in the activity or camp as follows:

a) Group/District Activity or Camp: Approved by Regional Commissioner b) Regional Activity or Camp: Approved by Chief Commissioner c) Branch Activity or Camp: Approved by Chief Commissioner

Special scarves may only be worn for the duration of the special activity or camp and while travelling to or from the special activity or camp. (c) Gang Show and Revue Scarves Members of approved Gang Shows and Scout Revues may wear special scarves during performances of that Gang Show or Scout Revue and when visiting other Scout Revues provided that the approval of the design and the wearing of the scarf has been given by the Chief Commissioner. These special scarves will NOT be worn on other occasions. (d) Formation Name Tapes All Members shall wear a Name Tape to signify the Formation to which they belong. Name tapes shall be 13mm wide and feature the name of the Formation. Green name tapes with gold lettering are being phased out with the phase in of the new Uniform. All new name tapes shall be maroon with gold writing. Members of the Branch Team and Regional personnel shall wear the Branch Team name tape with the Queensland name tape underneath. Training Team Members who hold an appointment in a Group, District or Region should wear the name tape appropriate to their appointment and shall not wear a Branch Team name tape.

The following name tapes are to be worn in addition to the normal Formation name tapes:

Training Team name tapes shall be worn by all Members of the Training Team in addition to their Formation name tape. Scout Fellowship name tapes shall be worn by all Members of a Scout Fellowship.

Other name tapes are not authorised for wear in the Queensland Branch. (e) Queensland name tapes Queensland name tapes are worn in conjunction with Branch Team name tapes by members of the Branch Team and Regional Personnel. They are also worn by all Uniformed personnel attending an Australian National Scouting event. The QUEENSLAND name tape shall be added to the Uniform just prior to departing for the national event, and shall be removed immediately on return. (f) Branch Headquarters badges Branch Headquarters badges shall be worn by any Leader with a Branch or Regional appointment and Members of Groups attached to Branch Headquarters where there is no Regional badge. Members of the Training Team, other than those holding appointments in the above categories, are not eligible to wear a Branch Headquarters badge. 4.5.5 DESIGN OF LOCAL BADGES Design details of all new District and Branch badges shall be submitted to the Chief Commissioner for approval using Form F12 before manufacture is commenced. The World Scout emblem shall be included on all badges. These badges are to be sized 40mm x 50mm. Approval for Special Activity badges shall be submitted to the Chief Commissioner for approval using Form F12 before manufacture is commenced. All badges must be purchased through the Scout Supply Centre. 4.5.6 BADGE PURCHASES (a) Restricted Supply The supply of Award and Achievement badges is restricted to ensure that only authorised personnel receive the badges. (b) Source of Supply The District Badge Secretary is the normal source of supply for Groups and Districts. Leaders with a Branch Headquarters appointment shall only receive badges through the Chief Commissioner’s office.

District Badge Secretaries obtain their supply from the Scout Supply Centre. The Scout Supply Centre will normally not supply Award and Achievement Badges other than to District Badge Secretaries. However, the following exemptions apply and badges may be supplied to:

(a) Groups may appoint a Badge Secretary; however this may only be done with the approval of the District and Regional Commissioner. This approval is given by the signing of the “Appointment of Badge Secretary” card.

(b) The State Executive Officer (c) District Commissioners (d) Regional Commissioners (e) Chief Commissioner.

(c) Authorisation of Badge Secretaries Badge Secretaries specially authorised to issue Award and Achievement Badges shall be registered with the Scout Supply Centre in order to receive Badge supplies. A copy of a special form “Appointment of a Badge Secretary” shall be completed and countersigned by the District Commissioner in the case of District Badge Secretary or District Commissioner and Regional Commissioner in the case of a Group Badge Secretary. This form shall be issued by Branch Headquarters on a yearly basis and if it is not returned by the due date, the previous years authorisation will cease to be effective. Groups obtain their badges from their Badge Secretary on presentation of a properly authorised badge form (Form A9). 4.5.7 SCOUT WINGS The awarding and wearing of Scout Wings is defined in P&R R14.4.9(j). Applications for Scout Wings shall be made on Branch Headquarters form G3 and submitted to Air Activities at Branch Headquarters. Please provide a photocopy of licence and medical certificate with application. The wearing of Scout Wings does not automatically entitle the holder to fly Members of the Scout Association or anyone else. 4.5.8 FIRST AID BADGE Refer to P&R R14.4.9(e). 4.5.9 AWARD SCHEME BADGES When a Joey Scout who has earned the Promise Challenge badge progresses to the Cub Scout Section the Promise Challenge badge can be worn on the left sleeve of the Cub Scout uniform immediately below the Six patch and is worn until such time as the Grey Wolf badge is achieved. It is replaced by the Grey Wolf badge once achieved.

The Grey Wolf badge can be worn by a Cub Scout progressing to the Scout Section on the left sleeve of the Scout uniform in the same position as the Australian Scout Medallion badge is to be worn. It is replaced by the Australian Scout Medallion once achieved. The Australian Scout Medallion can be worn by a Scout progressing to the Venturer Scout Section on the left sleeve of the Venturer Scout uniform in the same position as the Queen’s Scout Award badge is to be worn. It is replaced by the Queen’s Scout Award badge once achieved. The Queen’s Scout Award miniature badge is worn on the left sleeve of the Rover uniform and remains once the Baden-Powell Award is achieved.
