HIGH end medical equipment are in demand in China, where spending to modernize

healthcare facilities will see the sector grow to over USD 1 trillion in 2020. The United States, Germany and Japan are the top suppliers of medical technology and devices to China, with the U.S. racking up almost USD 763 million just for surgical and medical instruments alone in 2014.

Huge spending, however, is really on the big ticket items: 80 percent of CT scanners, 90 percent of ultrasound equipment and 90 percent of MRI equipment is manufactured abroad, according to Dezan Shira & Associates. Imports of mid-to-high end products have decreased in recent years, they said, but this has largely been due to foreign companies moving their production plants to China.

THIS year, there will be over 200 million Chinese citizens over the age of 60 – making China one of the

First-timer India optimistic about China marketMEDICAL and surgical equipment and

devices from India may not be as well known in China as those from

their international competitors, but with over to USD 1.5 billion of machines, engines, pumps, plastics, and electronic equipment shipped to the Mainland last year, India is no newbie in the industrial market.

As China prepares to further equip thousands of rural health facilities, six Indian companies are taking advantage of the CMEF platform to showcase their medical disposables, non-implantable devices and even offering their OEM expertise in Hall 6.2. All six exhibitors, who carry products that have been exported to major markets and carry well-recognized certifications, are excited by the growing opportunities in Chinese healthcare market.

Medico electrodes International (H6.2-H01) is reputedly the 3rd largest manufacturer of disposable ECG electrodes in the world with a very strong presence in more than 35 countries worldwide. The company, which is ISO 13485-certified and a US FDA-registered manufacturer, carries its “Medico” brand and also has extensive OEM/OBL manufacturing expertise, producing large volumes for major OEM/OBL brands in Europe and USA. Fast-tracking medical device approval

INNOVATION will be key to fast-track approval of medical devices by the China Food and Drug Administration, and that will apply to both domestic and foreign medical device

manufacturers.The pre-qualification process for foreign medical devices will be overseen by the CFDA,

which will assess eligibility for fast track approval within 20 working days from the date of accepting the applications. If the preliminary review is satisfactory, a special office of the Center for Medical Device Evaluation (CMDE) will take over the review of the innovative medical devices, and issue a final decision within 40 working days from the date of case acceptance.

CFDA defines “innovative” based on the following criteria:The core technology related to the product must be registered in China as an invention •

patent that the manufacturer owns or is licensed to use, or the patent claims covering the core technology have been published by the State IP Office;The product’s working or functioning mechanism was first seen in China, its performance •or safety improved significantly compared to similar products, and its technology is worldwide pioneering and has evident value in the clinical application; and The manufacturer has completed the early stage R&D and the product’s basic design, •the R&D activities are authentic and under control, and the R&D data is complete and traceable.

Other requirements must be also be submitted to substantiate the claim that the medical device is indeed “innovative”, according to a general guide from legal strategist Ropes & Gray. These include a search report issued by an information or patent search institution; academic papers or articles published in core journals that can fully prove the clinical value of the product; an analysis of the application of the same kind of product marketed in China and abroad; and proof of the product’s innovativeness and significant clinical value.

INTERNATIONAL participation in this edition of CMEF has risen tremendously owing to an anticipated demand in medical

technology spending as hospitals and public health facilities in the rural areas of China are brought up to par.

Of the 20 international pavilions that will be exhibiting, nine countries (France, Germany, Japan, South Korea, the Netherlands, Singapore, Switzerland, the United Kingdom, and the United States) count medical and technical equipment in their Top 10 exports to China, each one exporting over a billion dollars’ worth in medical technology goods in the past year.

Healthcare Spending Still risingIn January 2015, the State Council said its

plan to overhaul China’s basic health system to provide care across the country, particularly in the underserved rural regions was on target. Reforms intended to optimize the system have trickled down to the county level as well as community healthcare institutions that are enabling average Chinese citizens to receive preventive care and clinical treatment while paying less money out of pocket.

Government spending on healthcare in 2013 was estimated at USD 511.3 billion, and even more public funds will be spent for ongoing reforms. As an analysis from Deloitte points out, “… continued development cannot proceed without heavy investment by and strong support from the Chinese government.” By 2020, therefore, in line with its policy to expand access to healthcare in underserved regions, the Central Government aims to increase spending to approximately USD 1 trillion.

Private sector participation is also being incentivized through the healthcare reforms. Most significantly, foreign investment is now allowed in hospital and senior care, which can only be expected to increase spending on medical technology.

The impact of consumers on the annual expenditure on healthcare also cannot be ignored, as the segment of better informed and wealthier Chinese take on a more hands-on approach to managing their health. Consumer spending will in fact be the primary driver in the projected 11.8% average growth over 2014-2018.

Focus on the rural Healthcare SystemMedical equipment and device companies

will see greater opportunities as the Government shifts its focus on revamping the services capability of county-level hospitals and on implementing a standard of care for community healthcare institutions. Public investment on primary healthcare alone is budgeted at USD 16 billion, since the National Development and Reform Commission will require community healthcare institutions to act as patients’ first point of call for acute care, rehabilitation, and nursing services to

reduce the number of outpatient cases in public hospitals.

Gradually implementing a system to strengthen the rural healthcare system will lead to increased demand for medical devices. These institutions will need more diagnostic, rehabilitation, and hospital equipment – creating opportunities for both international

and domestic medical technology players.Foreign medical device manufacturers

can benefit from their participation in CMEF, which remains the biggest and platform to find the best partner. No other event in China provides a similar exposure to the thousands of key hospital decision makers and end users where real trends are shaped, to institutions and R&D firms where the next big opportunities are defined.

Local players in the medical technology, on the other hand, benefit from their exposure to new technology as well as government incentives. Already, some large innovative domestic manufacturers have been successful in entering the top category market thanks to their strong technical and financial resources.

A strong conference portfolio focusing on various fields of medical technology and market trends, including the China Integrated Medical Imaging Summit and the In-Vitro Diagnostics China Summit, draws top level participation as business leaders and investors contemplate the next big moves related to investing in the booming China health market.

There has been some speculation that a lower growth rate in China could spell a slowdown in the medical technology market. Growth in 2014 was down to 7.4% – the lowest rate within 24 years – but well within the range of the Central Government’s policy aimed at sustainable dynamics. Contrary to these misgivings, however, a national health reform program continues to drive investment and expansion in the sector.

For the last decade, the growth of China’s medical technology sector has exceeded expectations and has historically grown in excess of triple the national growth rate. As of 2013, the Chinese medical technology market was valued at over USD 24 billion and posted the world’s highest sector growth rate at 25.9 percent.

These impressive figures provide the perfect backdrop for the Health Industry Summit (tHIS), as a platform to spur developments and dynamic interaction among medical technology stakeholders from around the world.

REFLECTING France’s strengthening presence in China, the French pavilion at Asia’s leading medical equipment

fair is bigger by 25% compared to last year and will present a wider range of products and technologies.

The French pavilion, which joins CMEF for the 10th time this year, will host a larger group of exhibitors. Sixteen companies, half of which will be joining the trade event for the first time, will display their products for the Chinese market. Some of the companies, which already have an established presence in China, will be presented through their local subsidiary.

The rising adoption of made-in-France products has helped enhance French-Chinese partnership and research. Many cooperative projects between the two countries have led, inter alia, to the creation of the Club Santé Chine (French Chinese Healthcare Club) in April 2013. This exchange platform involves some 100 key players from the French healthcare sector operating in China, including major corporations, PNEs, hospitals, and research institutes. It is composed of four thematic working groups: hospital management, ageing, chronic illnesses, and the fight against infectious diseases. The Club has helped deepen the cooperation between medical practitioners and hospitals in both countries. It provides members with a forum for sharing experiences and information. Through it, French companies are collectively recommended to Chinese healthcare decision makers.

performance results from the buoyancy of its medical devices industry and a large fabric of more than 1,000 SMEs covering the areas of medicine, biology, mechanical engineering, material physics, and digital technologies. This expertise will be presented by participating companies in the French pavilion.

First-Time exhibitorsGlobal leader in packaging solutions for medical

devices Arjowiggins Healthcare will be joining the French pavilion for the first time. Its booth at H6.2-H27 will showcase the company’s Sterisheet® and Sterimed® brands. Product exhibits will also highlight hospital wraps, coated and direct seal microbial barrier top web for medical devices, medical kraft paper for pouches and rolls; transport trays, absorbent trayliners, sterilization indicators, container filters, and fabrics for drapes.

Other first-time participants in the French pavilion include Laboratoires Anios, Medecom, Mil’s, Sefam Medical, and Sonoscanner.

Laboratoires Anios, a leader in high-performance cleaning and disinfection, will display its human and environment-friendly antimicrobial products in booth H6.2-H36.

Medecom’s H6.2-H31 stand will showcase the company’s expertise in image processing and diagnostic imaging.

Mil’s, which will be in booth H6.2-G26, is a world leader in “on-site” medical fluid production. Its medical vacuum plants, medicinal air production systems, and oxygen generators built on PSA technology can be found in more than 4,000 premises.

Sefam Medical, a specialist in designing, manufacturing, and distributing diagnostic and therapy equipment for sleep-disordered breathing, will present innovative solutions for screening, diagnosis, treatment, and monitoring of respiratory sleep disorders and respiratory failure in booth H6.2-G38.

Sonoscanner will display its powerful, versatile, and easy-to-use mobile and portable ultrasound scanners in booth H6.2-G36. A product of decades of research and development on ultrasound imaging technology that started at the University of Paris, the company aims to help practitioners make faster, earlier, and more accurate diagnostic.

Favorable reputation in ChinaThe French Pavilion is organized by the

French national business development agency Business France.

The remaining exhibitors in the French Pavilion are active and enjoy a favorable reputation in China. They are among the 106 members of the French Healthcare Alliance, a consortium of French healthcare companies set up by the French Ministry of Trade and the French Healthcare Industries and Technologies Strategy Committee in 2013, during the official visit of French President Francois Hollande to China.

Benoît Colinot, senior trade advisor at Business France, said the Alliance brings together French companies active in China in the following sectors: Hospital design & management; Healthy ageing & elderly care; Chronic diseases; and Infectious diseases.

“Our aim is to offer competitive and innovative products and services to meet with local China requirements and to develop value added collaborations to advance the development of the healthcare sector in China,” explained Mr. Colinot, who is considered an expert on trade between France and China in the medical & pharmaceutical field.

Innovation never StopsReturning to the CMEF to present their

latest products and technologies are nine other exhibitors – actually 10, since air Liquide group will exhibit through two subsidiaries: Air Liquide Healthcare and Vitalaire. The former’s H6.2-H38 booth will display acute care solutions for patients and healthcare professionals via safe, efficient, and innovative gas-related drugs, devices, and services. Vitalaire’s H6.2-H40 stand will highlight sleep apnea and home oxygen therapy management systems for chronic disease patients. The booth will also present education and training initiatives for both medical professionals and patients.

echosens, a pioneer in non-invasive diagnosis solutions in hematology, will display in booth H6.2-H19 its complete range of blood tests designed for the prediction of the presence of fibrosis in the liver.

eCM Scan’s booth H6.2-H17 will showcase the company’s capabilities in ultrasound know-how.

eTIaM, another first-time participant in the French pavilion, specializes in medical image sharing and telemedicine solutions for hospitals and healthcare professionals. It will present in booth H6.2-H29 easy-to-use end-to-end, feature-rich software and services, in particular its One-Click Telemedicine (TM) platform.

Handle will display in its H6.2-G40 booth a complete range of stainless steel hypodermic cannulas for the production of various types of single-use needles and catheters.

Impeto Medical, which designs and manufactures medical devices for non-invasive examination of the peripheral neurological system through the sweat function analysis, will showcase its latest innovations in booth H6.2-H23. The company’s breakthrough proprietary technology allows the immediate detection and follow-up of small nerve fibers neuropathies present in the early stages of diabetes and prediabetes or possibly due to treatments’ neurotoxicity.

Product exhibits at Pulssar Technologies’ H6.2-T20 stand will emphasize high-performance OEM patented piston pumps with exceptional reliability and life span.

In booth H6.2-G22, Symatese/Perouse Medical will present its latest medical devices such as implantable ports, inflation devices, and vascular grafts for various fields, including cardiovascular and oncology.

Thuasne, European leader in the field of medical textile, will showcase its medical devices, orthosis, lumbar and abdominal belts, and knee braces in booth H6.2-G32.

Together, the 16 exhibitors at the 10th French Pavilion at CMEF Spring 2015 are representative of their country’s world-class healthcare system and substantial experience in handling a range of demographic, healthcare and disease challenges that can complement China’s current healthcare efforts.
