This is a monthly feature to inform you, our members, about what GTAR and NORES committees, task forces, and other groups are working on during the year.
Community Relations Report The committee approved working with Samson to help raise funds for Backpacks for Kids; they are holding a competition to raise money and collect toiletries. The contest goes until June 26, and so far they have raised over $1,000 in cash. The committee agreed that the goal of 350 backpacks was unattainable this year, and would now try to raise enough funds for 200; they will use the $5,000 in reserve to help with the $11,600 raised to date. June 30 is the deadline to raise money.
Education CommitteeThe committee discussed, and recommended to the GTAR Board of Directors, bringing the Xplode Conference to Tulsa in April or August of 2014. The committee further discussed the possibility having Xplode in conjunction with REALTOR® Appreciation Day, if Xplode allows it, and it will work for everyone’s benefit, particularly GTAR’s affiliate members.
RCA CommitteeThe committee started discussing speakers and plans for next year’s Commercial Market Update scheduled for March 12, 2014, at the Tulsa Renaissance Hotel. They also started working on an RCA Insight Social for September.
RPAC Committee The committee interviewed District 3 County Commission-ers and the Tulsa Mayoral candidates for RPAC funds. The committee decided to wait until after the elections to meet, and then decide on whether to make a contribution up-front or do a campaign re-imbursement.
Sales Associate CommitteeExperience Art in Tulsa, held at The Philbrook Museum on May 23 was a great success with 75 GTAR members attending. Thank you to all of the sponsors who made it possible.

• Approved placing the following reminder in the newsletter regarding Pre-Listing Advertising: "If you place a pre-listing sign in the seller's yard, the NORES Board of Directors suggests that you have an active/written listing agreement with the seller before placing the sign. Failure to have a written listing agreement with the seller could jeopardize your right to compensation. Protect yourself and your agents by having the agreement signed before placing any signs in the yard."
• Approved NORES giving a minimum of $2,500 to the GTAR Foundation for OAR'S Oklahoma Housing Foundation REALTOR® Disaster Relief Fund, plus matching $5,000 of member contributions, to help the REALTORS® whose personal residences or property were destroyed or damaged by natural disasters in the Moore, OK tornado.

NEWS FROM THE NATION’S CAPITALKeeping Mortgages AffordableNAR President Gary Thomas testified recently on Capitol Hill, urging Congress to change the 3% cap on points and fees in the Qualified Mortgage rule that takes effect in 2014. He asked them to instead pass the Consumer Mortgage Choice Act, legislation essential to maintain competition and choice in mortgage origination—legislation that keeps homeownership affordable. GSEs Announce Short Sale ChangesFannie Mae and Freddie Mac, the Government Sponsored Enterprises (GSEs), announced changes to their Standard Short Sale and HAFA guidelines to improve transparency and marketing of listed properties that will require GSE approval.
Starting August 1, 2013, any property being considered for short sale approval must be listed on the multiple listing service (MLS) for five consecutive days, including one weekend, prior to Fannie Mae or Freddie Mac approving a short sale offer. Both GSEs will require that printed copies of the property's MLS listings in the geographic area in which the property is located. Rural HousingTwo different bills are moving through Congress to address the rural housing issue. Under current law, the Rural Housing Service (RHS) is required to evaluate all communities for eligibility following the 2010 census. This re-evaluation could make more than 900 communities ineligible for RHS programs. The definition of rural has not been updated since 1974. Communities and populations have changed in that time. Relying on a decades old definition is unrealistic and won’t meet the needs of rural communities.
Last week the Senate passed S. 954, the "Agriculture Reform, Food and Jobs Act of 2013", usually referred to as the Farm Bill; that legislation includes a provision, sponsored by Senators Johnson (D-SD) and Roberts (R-KS) that will grandfather existing communities eligible for rural housing programs. This provision in the Farm Bill will grandfather existing communities, and also increase the threshold for "rural" from 25,000 to 35,000. This bill is revenue neutral, as it does not increase spending on the program, and instead simply retains eligibility for existing communities. The current draft of the House Farm bill doesn't contain a similar provision, but that bill has yet to go to the House Floor.
However, the House Appropriations Committee last week passed a bill to provide a one year extension for rural communities as part of the Agriculture Appropriations bill for FY14. The provision, sponsored by Rep. Fortenberry (R-NE), would provide a temporary extension through September 30, 2014, to cover communities while awaiting the passage of the more permanent legislation.
NAR strongly supported both these provisions. The current extension expires on September 30, 2013. NAR will continue to advocate for final passage. Click here to read the Letter of Support from NAR.
