WELCOME NOTE FROM THE RECTOR

Dear all distinguishes delegates, ladies, and gentlemen

I am very delighted and excited to welcome you to

UNNES’ University Presidents Forum 2017 (UNNES UPF

2017). On behalf of the Universitas Negeri Semarang

(UNNES), I extend greetings and welcome to all our keynote

speakers, our panelists, participants from our international

and national university partners, and everyone else

attending this important forum. It is a great honor for us to

have distinguished guests from our national and international university partners from New

Zealand, United States of America, Japan, Malaysia, Thailand, Philippines, Brunei Darussalam,

Vietnam, Indonesia, as well as the honorable Education Attachés of the Embassy of the

Republic Indonesia in Singapore and Dilli (Timor Leste).

Universitas Negeri Semarang was once a teacher training and education institute, but

it was then provided a wider mandatory and currently it has turned into a more broad range

university. Currently, the university consists of 1.126 lecturers, 854 staffs, and 35.701

students. It comprises 8 faculties with 69 study programs and one Graduate School involving

21 master degree and 7 doctorate degree study programs. UNNES has a vision as

conservation university with international reputation. Conservation spirit is supported by

three pillars, i.e.: conservation of values and character, conservation of arts and culture, and

conservation of natural resources and environment. Furthermore, the three pillars of

conservation have established UNNES as “House of Knowledge, which aspires to the higher

civilization”, which is rooted in the spirit of “Arum Luhuring Pawiyatan ing Astanira”.

This year, UNNES proudly celebrates the 52nd Dies Natalis. In more than half a

century of its anniversary, UNNES has demonstrated a great of achievement and acceleration

in innovation towards international reputable university. Coinciding with the 52nd UNNES’

anniversary, UNNES organizes UNNES University Presidents Forum 2017, which is intended as

a media for the higher education across the world to build mutual partnership. In this

meeting, we are also bringing together the leaders of our national and international university

partners to provide an overview of their activities and advancements.

Hence, through this meeting we can build a strong international networking to foster

institutional innovation through research-inspired teaching and learning, student mobility,

connecting our students and staff, and wider advocacy for internationalization among

universities and education, which will nurture excellent higher education. The networking

among the university across the globe through this forum is also expected to contribute on

the improvement of the social welfare, human’s quality of life, and sustainable development.

In addition to welcoming you, I also would like to express our gratitude to our

prominent Keynote Speakers, Dr. Totok Prasetyo, B.Eng., M.T. (Director of Higher Education

Institutional Development, Ministry of Research, Technology and Higher Education, Indonesia)

and Mr. Samuel Wong (Senior Researcher, QS Asia, Singapore), Attachés of the Embassy of

the Republic of Indonesia in Singapore and Dilli (Timor Leste), all the panelists and

participants, and everyone else involved in organizing this wonderful program.

WELCOME NOTE FROM THE VICE RECTOR ON PLANNING AND PARTNERSHIP

It is my privilege to address and welcome all

delegates to the UNNES’ University Presidents Forum 2017,

Semarang, Central Java, Indonesia.

Networking among universities around the world in

order to achieve mutual collaboration in research, teaching-

learning, student mobility, and wider advocacy plays an

essential role in excellent higher education development. The

global challenges of socio-economics, education, environment, and technology are forcing

higher educational institutions in redefining their strategies through the institution, society,

government, environment, and global perspectives.

In Planning and Partnership of UNNES, we provide many programs which support the

internationalization of Universitas Negeri Semarang and its university partners to face and

solve the global challenges. One of the excellent programs of Planning and Partnership of

UNNES is UNNES’ University Presidents Forum (UPF) 2017. UNNES’ UPF provides a unique

opportunity to meet and discuss currents issues related to higher education development.

This event is conducted in order to achieve mutual collaboration among universities around

the world to enhance their quality assurance framework and to solve the global issues.

I believe this UNNES’ University Presidents Forum 2017 will ignite the distinguished

collaboration among universities around the world to enhance global strategic partnership

which creates the better world for all.

PREFACE

In the name of Allah SWT, God Almighty, the Most Gracious, the Most Merciful. It gives me great pleasure to extend to all the distinguished keynote speakers, guests, panelists, and participants a very warm welcome on behalf of the UNNES’ University Presidents Forum committee in this prominent meeting.

UNNES’ UPF 2017 is held as a part of the 52nd UNNES Dies Natalis agenda and it brings the theme of “Nurturing Excellent Higher Education through International Networking”. The aims of this forum are: 1) to discuss current issues related to higher education, 2) to develop

excellent higher education through mutual collaboration, 3) to implement the planned actions among networking universities. Specifically, this forum becomes essential to promote excellence and innovation in higher education as well as networking among the universities and institution throughout the world. It is a great pleasure for us that UNNES’ UPF 2017 is attended by 29 leaders and key policymakers of 18 leading universities and institutions from 10 countries on three continents (New Zealand, the United States of America, Japan, Malaysia, Thailand, the Philippines, Brunei Darussalam, Vietnam, Singapore, and Timor Leste), and the 23 eminent representatives of 22 reputable universities in Indonesia. In this forum, the delegates are provided opportunity to share their university’s excellence, educational visions and missions, internationalization strategy, and the possibility of developing mutual collaboration. Through this forum, together we work to drive international mutual collaboration and address issues of global significance. Finally, we wish to express our sincere appreciation to all of the honorable Keynote Speakers, Dr. Totok Prasetyo, B.Eng., M.T. (Director of Higher Education Institutional Development, Ministry of Research, Technology and Higher Education, Indonesia) and Mr. Samuel Wong (Senior Researcher, QS Asia, Singapore), Education Attaché of the Embassy of the Republic of Indonesia in Singapore, Education Attachés of the Embassy of the Republic of Indonesia in Dilli (Timor Leste), the panelists, and all participants for their valuable contributions, and also to the UNNES’ UPF 2017 committee for their excellent works in organizing this event. SEMARANG TOURISM

Lawang Sewu is a building in Semarang,

Central Java, which is the office of the Nederlands-Indische Maatschappij Spoorweg or NIS. Built in 1904 and completed in 1907. Tugu Muda is located at the first roundabout called Wilhelmina Plein. Local people call it Lawang Sewu (Thousand Door). This is because the building has a lot of doors (in fact the door that there was not until a thousand, maybe also because the window height and width of this building, people also consider it as a door)

The Sam Poo Kong Temple, also known as Gedung Batu (the Stone Building), is the oldest

Chinese temple in Semarang, capital of the province of Central Java. Unlike most temples, the building does not belong to any specific religion, but rather functions as a place of worship for people of various ethnicities and religious groups including Buddhists, Taoists and Moslems. The temple is located on Jalan Simongan, West Semarang. Sam Poo Kong is the oldest of 5 temples included in the Sam Poo Kong complex which spans across 3.2 hectares. The building covers an area of 1,020 square meters and is influenced by both Chinese and Javanese 14th century architectural styles.

Semarang Old Town is the location of

important point for Semarang city growth. On the site, trading activities involving international cruise lines have been developed since early 20th century. Utilization of steam and gas engines are the common thing at that time. Together with the train stations, ports, Kali Semarang, as well as Chinatown, Kampung Melayu, the site shaped the Semarang region as a whole. There are three key words to understand the Semarang Old City in the early

20th century, those are cosmopolitan, trade, and service. The site is also integrated with industrial plants and the natural resources that come from Central Java. So that it gives the impact of modern culture for all cities in Central Java. Colonial architecture appeared and crossed with local conditions, presents the unique character to the site. All of it is because there has been an obvious aim for directing the site as the center of trade and services in Semarang.

UNNES has collaborated with OSU for many years and recently taken a leadership role in the United States - Indonesia Teacher Education Consortium (www.usintec.org), a member organization devoted to collaboration in the field of education and learning. Over many years

UNNES has shown its leadership by sending visiting scholars to OSU for internships and by recommending S1 and S2 graduates to OSU's graduate programs. UNNES has also generously shared the expertise of its faculty on DIKTI supported scholarships to nurture scholarship and growth. For many years OSU faculty have also taught at UNNES next to their Indonesian colleagues and we are currently exploring opportunities for OSU students to come to Indonesia generally and Jawa Tengah and UNNES specifically to further their learning. Lastly, as a faculty member who has taught at UNNES, and who has taught UNNES graduates at OSU, I would like to personally thank the students and faculty at UNNES for their hard work, their careful scholarship, and their kind and loving support of our collaboration.

Congratulations on the 52nd anniversary of Universitas Negeri Semarang. Seifu Institute of Information Technology/ i-SEIFU Japanese Language School would like to express how much we appreciate your contribution in conducting Japanese Language Education Program which has been operated under the mutual cooperation between Universitas Negeri Semarang and i-SEIFU.

We accepted 5 students from Universitas Negeri Semarang as the first graduating group of this program in October 2015. Each of them achieved brilliant success which was beyond our expectations. One of the students passed N1 level test of Japanese Language Proficiency Test (JLPT) during this 11 months program. In the beginning, we had thought it was almost impossible to pass N1 after just 11 months study for students from the countries which do not use Kanji on a daily basis. Therefore, his amazing fruit of his efforts surprised and delighted us. Now we have 6 students of the second group and they have been doing very well so far. Thanks to great cooperation from Universitas Negeri Semarang, this program is running smoothly and successfully. i-SEIFU would like to continue this satisfying job with wonderful staff members of Universitas Negeri Semarang. Once again, we are pleased to express our heartfelt thanks and congratulations to Universitas Negeri Semarang.
