The functions inherent in planning and response - and the users of the needed tools - span all phases of an emergency. The goal of this effort is a county-centric Emergency Management Common Operating Picture (EM-COP) framework that provides ESF personal consistent processes, tools, and data to in order to more effectively plan and respond.

DELIVERABLES
THE LUT
A 6-month “limited user test” (LUT) will be conducted between the SEOC and 8 CEOCs, including a May NLE will verify and validate EMCOP's capability, both as standalone application and middleware, to extend and augment the current SEOC and CEOC response plan functionality, during all phases (preparedness, response and recovery) of emergency support.

IMPLEMENTATION PLAN
FEMA IPAWS The nation's next-generation Federal infrastructure of alert and warning networks expanding upon the traditional audio-only radio and television Emergency Alert System (EAS) by providing one message over more media to more people before, during, and after a disaster”. IPAWS-OPEN 2.0, the implementation of IPAWS, is a “non-proprietary interoperability backbone that allow applications, systems, networks and devices to share information in an open, standards based format between all levels of response management”.
DHS UICDS The “middleware foundation” that enables National Response Framework (NRF) and National Incident Management System (NIMS), including Incident Command Structure (ICS), information sharing and decision support among commercial and government incident management technologies used across the country to prevent, protect, respond, and recover from natural, technological, and terrorist events.

EMERGENCY RESPONSE PLAN INTEGRATION
ESF-15 / IPAWS Generation of timely public information coordinated with the appropriate level of government is essential to avoid or minimize loss of life and property if a disaster is imminent or has occurred. Working with ESF-15 and other related personal, existing SOPs will be updated to include additional IPAWS Emergency Alert System capabilities.
ESF-2 / UICDS Communications includes information and reports, surveillance of threatening conditions, two-way radio, commercial broadcast , telephone, internet, and satellite monitoring capability. This communication is essential to coordinate and disseminate information before, during and after an impending or actual disaster situation. Working with ESF-2 and other related personal, existing SOPs will be updated to include additional UICDS capabilities.

WORK WITH STATE / COUNTY TO ADAPT ESFS
Because success of program will be measured by it’s adaptation and use, participation of county and state ESF personnel during all phases will be enthusiastically welcomed.

APPLICATION INTEGRATION
*The main focus of the LUT is to validate the selection of UICDS and IPAWS as the data exchange backbone of the EM-COP system. The baseline toolset demonstrates a broad range of the systems initial capabilities.
**Viewing the data can be accomplished using a range of different front end software tools. As the EM-COP system evolves additional front end interfaces will be connected to the UICDS Core
