Technical Paper Presentation Competition

TOPIC: "Body of Knowledge – Is it Ethical to Associate Credentials With Competency"

The following can be used to stimulate, but should in no way limit, the discussion:

Credentials are sometimes described as “paper” qualifications obtained by completing a formal

educational experience resulting in a certificate, diploma or degree. Competencies have been

defined as measurable skills which can relate to one’s ability to perform the specific tasks and

duties of their chosen occupation or profession. When compared to competencies or experience,

credentials are relatively easy to measure and evaluate when comparing the qualifications of

individuals. The American Society of Civil Engineers Policy Statement 465 supports the concept

of the master’s degree or equivalent as a prerequisite for licensure and the practice of civil

engineering at the professional level. Some questions to consider:

What, if any, are the ethical responsibilities the profession has in setting licensure

prerequisites?

What are the potential ethical issues of using credentials as a measure of professional

competency?

What are the ethical issues of continuing to maintain current licensure requirements in light of

the ever-increasing technical complexity of our profession?

What are the ethical considerations of engineering educators who are being pressured by

universities, elected officials or governing bodies to reduce the number of credit hours required to

award an engineering degree?

What are the ethical issues of only presenting competencies as qualifications?

RULES:

1. Papers are not to exceed 2,000 words in length, must be written by only one person, and

should not have appeared in any publications other than in school or chapter publications.

Reference citations of the papers should conform to official ASCE Journal Submission

Guidelines, which can be found on the ASCE Publications website:

2. A complete bibliography should also be included, if appropriate.

3. Authors must be undergraduate students and both ASCE Student Organization members and

ASCE national student members in good standing at the time of submission to be considered.

4. One electronic copy of the paper should be submitted to Evan Wilson at [email protected].

Papers must be received by March 15th

, 2013.

5. Each author will be expected to make a 5-minute* oral presentation on the paper. Up to five

minutes of questioning by the judges will be allotted following each presentation. (*Allowance of

+ or – 5 seconds without penalty.)

6. The paper portion of the competition constitutes 50% of the final score, while the oral

presentation accounts for the remaining 50% of the score. A detailed breakdown of the scoring

procedure is outlined on the scoring summary sheet.

SELECTION:

Winners will be selected by a panel of at least three (3) judges to be identified by the host school.

Prizes for winners are as follows:

Note: Submission for the ASCE Student Conference Paper Competition does not constitute an entry for the

National Daniel W. Mead Student Contest. While the paper topic is the same – and the same paper may be

Concrete Bowling

Objectives

Design and construct a concrete bowling ball that is practical, durable, and aesthetically

pleasing.

Participants

Each school may enter only one team.

Each team must have at least two members, but no more than five.

Each team member must be a registered participant of the Mid-Continent Regional

Student Conference.

Event Description

The event will consist of two parts: the bowling ball design and a bowling competition. Each

team will bowl in five combined frames (a maximum of eleven bowls in the case of striking or

sparing in the fifth frame). The bowling ball must be able to perform in all frames of the

competition; if the ball cannot perform then the team will be disqualified from the bowling

competition.

General Rules Bowling Ball Design (60 points total)

1. Dimensions and Construction (failure to comply results in automatic DQ)

a. The ball’s diameter shall be no greater than 9”.

b. The ball must be spherical.

c. The ball shall weigh no more than 16 pounds.

2. Mix Design (30 points) a. The mix design is at the discretion of the school

b. A concrete mix table must be submitted by March 1st, 2013 to [email protected].

c. Each team will be judged on creativity.

d. No resins or epoxies may be used.

e. The ball must be solid concrete.

i. Reinforcement may be used; however, none shall be exposed prior to

competition. Exposure due to breakage is allowable.

3. Durability (30 points) a. Bowling balls will be weighed before and after the bowling competition. For every

1% of total weight lost from each ball, ½ point will be deducted. If a ball loses more

than 20% of its total weight, the team will be disqualified from the event.

b. The ball must be able to perform in all frames of game play. A damaged ball may be

used after the first roll, but it must roll to the pins (no throwing).

4. Aesthetics (15 points) a. Each team should establish a theme to be portrayed through the aesthetics of the ball.

b. This will be judged at the beginning of the competition; the specifics of this scoring

will be left to the discretion of each individual judge.

c. Any theme of aesthetics found to be offensive will result in automatic

disqualification.

Bowling Competition (40 points)

1. Standard bowling rules will apply. Progress of Play and Scoring can be found at:

2. Each team will have a combined 5 frames, for a maximum of eleven bowls (in case of a

spare or strike in the fifth frame).

a. When a person starts a frame, they must finish that frame.

b. Each team member must bowl at least one frame.

3. Standard bowling pins will be used, and the alley will be grass. The lane will be 40’ long

from the foul line to the head pin. The approach will be 15’ long and end at the foul line.

The ASCE Geo-Institute has developed the rules for the 2013 competition. Please note that

the rules in the link include due dates for the national competition, so competitors should

Parking for passenger cars and vans on for the conference will be in Lot B only. You will be

issued a parking code number in a later email message. When you come into Lot B, you may park

your vehicle then immediately go to one of the parking kiosks, enter the parking code, and receive

a receipt which you put in the front window of your vehicle. PLEASE HOLD ONTO THIS

RECEIPT. You can use it for the rest of that day.

For trucks/trailers, please proceed to the designated loading/unloading zones as shown on the

aerial photo below. Quickly, but safely, unload your competition materials then move the

trucks/trailers to their designated parking area at the west end of the Lot BH.
