The project team

Saint Gobain Saint-Gobain was established in 1665 by French Minister Jean-Baptiste Colbert along with Louis XIV in order to provide glass production at an industrial scale for the first time in history.

Saint-Gobain employs 193,000 people worldwide and is amongst the top 100 industrial companies worldwide.

In the UK and Ireland Saint-Gobain employs almost 17,000 people.

The Saint-Gobain landholding at Staveley extends to approximately 48 hectares and was previously occupied by the Saint-Gobain pipeworks.

The pipeworks closed in October 2006, however a small number of employees were retained to finish cast production and tidy the site.

Site background

Site locationThe brownfield site is accessed off Works Road, Staveley and lies within the boundary of Chesterfield Borough Council. To the south of the site is the Chesterfield Canal and further south lies the residential area of Hollingwood. The north of the site is bound by the River Rother and the railway line, with the settlement of Barrow Hill within close proximity. To the east of the site and beyond Works Road is The Chatsworth Estates landholding and beyond that is Staveley town centre. To the west of the site is Old Whittington and Whittington Moor local centre.

Staveley Works historyThe area has a long history of industrial development, the most significant use being mining, iron and steel making and chemical production. There has also been waste disposal on site through landfill but Saint-Gobain has applied for consent to restore the former tip.

The Saint-Gobain pipeworks closed in 2006 and the site has since been vacant. The ground conditions of the site have already been substantially remediated and only ground improvements/engineering improvements are required to bring this land up to the relevant standard for residential development. It follows that the Saint-Gobain landholding is the most deliverable component of the Staveley and Rother Valley Corridor.

Planning context

National planning policy contextThe Government’s National Planning Policy Framework (NPPF) encourages sustainable development and calls for Local Authorities to significantly increase their supply of land for housing. In doing this, Local Authorities are encouraged to re-use brownfield sites and consider identifying strategic sites. In relation to housing land supply, Local Authorities are however advised by Government that where they cannot demonstrate a five year (+20% in some cases) supply of deliverable sites, applications for housing should be viewed favourably. Local planning policy contextChesterfield Borough Council’s Core Strategy has been prepared and adopted in line with the NPPF’s aim of delivering sustainable development and increasing the supply of housing. In particular the Council is looking to deliver 2000 houses through the long-term regeneration of the Staveley and Rother Valley Corridor, which includes this site.

The Council are preparing an Area Action Plan (APP) for the Staveley and Rother Valley Corridor to provide further guidance on the redevelopment of the area.

This is the Council’s only strategic housing site, and therefore places even greater emphasis on the need for the AAP to be deliverable if the overall aims of the Core Strategy are to be delivered.

Saint-Gobain’s proposals have been designed with the AAP in mind and by bringing forward proposals for 550 new homes this could provide a catalyst for the wider regeneration of the Staveley and Rother Valley Corridor.

Site conditions

ContaminationThis area of the Area Action Plan is one of the very few areas already to have undergone some remediation.

Only ground improvements/engineering improvements are required to bring this land up to the relevant standard for residential development. This will only take a matter of months to undertake, will use proven engineering techniques and cause no delay to development.

The lagoonThe existing drainage pond area is subject to a separate application for the revocation of its waste management licence (with the Environment Agency), and this will lead to the restoration of this part of the site.

It is proposed that this will be done by removing the ground from the base of the pond, the ground will then be subject to engineering works and capped for licence purposes. This land can then be used to create an open space feature and the pond can be used as a water feature/balancing pond which also assists in flood management. This work will take several months to complete.

The full details of the proposed methods will be set out in the planning application and will be agreed with the Council’s Environmental Health team and the Environment Agency.

The local environment

Whilst a large proportion of the site has been affected by past industrial use, the site contains sufficient areas of semi-natural habitat and brownfield colonisation to potentially provide some ecological interest. We have therefore undertaken a number of ecological surveys, the findings of which will inform the final masterplan.

Broadly speaking the site’s ecological interest is focussed towards the boundaries bordering the canal to the south and the river to the north and it is also in these areas that development would have the highest potential to impact on wildlife using adjacent habitats.

Access

Access Vehicular access to the site will run adjacent to the southern canal joining Hall Road. The access will be formed by a wide single carriageway road with an adjacent cycleway/footway. This footway will also act as an emergency link into the site should the main access road in any event become blocked.

Alternative emergency access means would be via Bilby Lane, where some improvement measures are proposed.

Additional non-vehicular access to the site is likely to be provided via Bilby Lane to the west providing connectivity to Brimmington and the existing public footpath running adjacent to the river Rother providing a link towards Barrow Hill.

As part of the development proposals it is intended to upgrade the local highways network. There will also be potential for the Area Action Plan link road to connect to the site.

Improvement works could include re-surfacing, vertical and horizontal alignment, installation of traffic signals at width restrictions and the introduction/enhancement of footways and cycleways.

The works proposed should represent a substantial improvement to safety and usability around the site.

Transport

The application will be supported by a Transport Assessment (TA). This will identify potential impacts, in terms of transport, and put forward measures to mitigate these impacts through physical improvement measures or financial contributions through a Section 106 Agreement.

Improvement measures likely to be identified within the Transport Assessment include:

– Localised widening of Works Road; – Improvements to the Troughbrook

Lane / A619 junction; – Potential provision of an emergency

link and improved infrastructure on Bilby Lane (these will not include opening the lane up for general vehicular use);

– Improvement measures to Brimmington Gyratory;

– Potential improvements to the A61/A619 roundabout (Tesco island); and,

– Improvements to the Dukes Street / Hall Road / A619 roundabout

In addition to the above the Transport Assessment will consider the network wide impacts of the whole Staveley Area Action Plan site, highlighting impacts on the road network and suggesting measures to mitigate these impacts to ensure the proposed development is viable.

Sustainable transport enhancements, such as improved footpath and cycle links between the site and the surrounding residential areas along with enhancements to the existing bus service, or provision of new bus services will be proposed. In addition to these physical measures, various tools will be promoted to help residents to become aware of the local footpaths, bus services and cycle routes to raise their awareness and promote sustainable travel. These measures will endeavour to provide connectivity with the existing adjacent areas.

The Transport Assessment will be designed to support the overall deliverability of the wider Area Action Plan for the Staveley and Rother Valley Corridor.

The masterplan complements the Council’s Area Action and Plan and demonstrates how the site could be developed for:

The Area Action Plan

The proposed development has been designed to complement the Council’s wider proposals for the Area Action Plan.

Regeneration of large brownfield sites is often a long-term process, often taking several years and the regeneration of Staveley Works is no different.

The plans would evolve over a number of years with separate areas of the site being brought forward depending on the phasing plan and market demand.

The image above demonstrates how Saint-Gobain’s proposals fit together with the wider proposals for the area to create housing, employment, a mixed use district centre (including for example community uses, convenience retail) and potential for the HS2 depot.

Saint-Gobain’s proposals will deliver key infrastructure and access points, making the wider area more attractive for further investment.

The image above also demonstrates how a link road could be created across the wider AAP to link to this site.
