Sealed tender(s) in plain paper for “Stationary Articles" are invited for and on behalf of the Governor ofTripura from the registered Co-operative Societies/Lamps/Pacs /bonafied, experienced and resourceful Govt. ordersuppliers for the office of the Supdt. of Agriculture, Padmabil Agri. Sub-Division, l<howai. The tenderer shouldquote their rate both in figures and words in the tender form.

Tender will be received on dt. 07-09-2018 upto 3.00 PM and will be open on the same date in the O/0 theundersigned at 3:30 PM, if possible in presence of the tenderer or his/her/their authorized representatives.

TERMS AND CONDITIONS OF TENDER

Sealed tender will be received by the undersigned on 07/09/2018 up to 3 PM and shall be opened on thesame date at 3.30 PM (if possible), where in tenderer or their authorized representative may remainpresent at the time of opening. In-between if any holiday declare by the Govt. on scheduled date i.e. on 7-9- 2018, dropping of tender/ tender will be receive on next working day.

The rate should be offered for destination point i.e Store Section of office of the Supdt. of Agriculture,Padmabil.Tenderer should quote their rates per unit of articles both in figure and in words for delivery to StoreSection of the Supdt. of Agriculture, Padmabil at their own cost, arrangement, risk etc. Anyoven/vriting/penned through etc. in any figure/name in the tender will be disqualified on the part of thetenderer and the tender shall be rejected. Quoted rate should be inclusive of all applicabletaxes/levies/handling/Iifting/loading and unloading etc. upto the go-down of S.A. office. N0 ADVANCEDPAYMENT being the cost of articles will be made under any circumstances.The rate will remain valid initially up to one year i.e. from Sept.’ 2018 to August 2019 and may be extendedfor further 3(three) months if required.Details terms and conditions and rate quoting form will be available from the office of the Supdt. ofAgriculture, Padmabil during office hour on all working days up to 48 hrs. before the scheduled time ormay download from the website www.agri.tripura.gov.inQuotationers /Tenderer shall have to deposit an Earnest money to an amount of Rs. 1500l- (Rupees onethousand five hundred) only in the shape of“D-Call'drawn in favour of Supdt. of Agriculture, Padmabil Agri.Sub-Division, Khowai District from any Nationalized Bank/Tripura Gramin Bank/Tripura State Co—OperativeBank and shall be submitted alongwith the sealed Quotation. Duly self attested copy of Up to date P.Taxclearance certificate, Income tax clearance certificate (2017-18), PAN card, GST registration certificate andNationality Certificate should be enclose alongwith tender form, failing which no tender will be entertained.In case of any part claim or have exempted by the Govt. from depositing earnest money, attested Photocopy of the Government order to the effect should be enclose with the tender. Othen/vise the tender willnot be entertained.

Earnest money shall be refunded to all unsuccessful tenderer after final decision about acceptance oftender.Successful tenderer (s) shall have to deposit security money approx Rs.15000.00 only or equivalent to 10%(ten percent) of total quoted value of articles proposed to be purchase in the shape of ‘Deposit-at-Call’fromany nationalized Bank having branch at Padmabil from any Nationalized Bank/Tripura Gramin Bank/TripuraState Co-Operative Bank duly pledged in favour of the Supdt. of Agriculture, Padmabil, Khowai districtwithin 7 (seven) days from the date of issue of rate acceptance and execute the deed of agreement withinsame period for satisfactory performance of the contract. If the successful tenderer fails to depositsecurity money and doing deed of agreement within the stipulated period, the tender shall be treated ascancelled and earnest money deposited shall be forfeited to the Government.Supply order will be issued in split and in phased manner and supply should be completed in full within 7(seven) days from the date of issue of supply order as per terms & conditions. In the event of failure tosupply in full quantity, Security money will be forfeited to the Government and Supply order(s) and theDeed of Agreement is likely to be treated as cancelled.Rate (s) quoted by the tenderer is final for the period of contract. No subsequent escalation of price will beacceptable to the Government even in case of increase of transportation cost/labour charges/wages/cost ofbags and bagging/stitching/handling charges costs etc.Only those should submit/participate in tender who have got sufficient quantity of the articles in their stockand will be in a position to supply in short notice.None need to participate who does not accept/fulfill the terms & conditions ipdicated above.Security money will be released after faithful discharge of the contract and final settlement of payment.

Whole amount of security money will be liable to be forfeited to the Government in case of violation orbreach of any of the terms of contract. The contract may be terminated at any time without previousnotice and without showing any reason, whatsoever.The undersigned reserves the right to reject or accept any tender including the lowest one partly or whollywithout assigning any reason or distribute the same to two or more tenderer, if necessary.Any penal action imposed by the Government for breach of terms of contract shall be final and binding onthe part of the supplier(s)/ tenderer.In case of disputes, if any, the decision on the matter of dispute by the Director, Department ofAgriculture, Govemment of Tripura shall be final and binding.No interest can be claimed in case of delay in making payment beyond the stipulated period of payment.No conditional tender will be accepted whatever may be.The quantity of articles mentioned in Annexure-I is tentative which may increase or decrease at any time,depending upon the need. “
