SPEAKER BIOGRAPHIES

Dr. Glenn Roquemore President, Irvine Valley College Dr. Roquemore has been President of Irvine Valley College since 2002. He holds a Doctor of Philosophy in Geology and Geophysics from the University of Nevada, a Master and Bachelor of Science in Geology from California State University at Fresno. Active in the community, Dr. Roquemore has served as a Board and Committee Member for American Association of Community Colleges, Association of California Community College Administrators, Irvine Chamber of Commerce, Orange County Business Council Board of Governors, and the Orange County Army Advisory Board.

Dr. Estella Castillo-Garrison Dean of Community Education, Emeritus Institute, and K-12 Partnerships; Co-Chair of the South Orange County Regional Consortium As Dean of Community Education, Emeritus Institute, and K-12 Partnerships at Saddleback College in Mission Viejo, Dr. Castillo-Garrison is responsible for bringing non-credit and not-for-credit high-quality learning opportunities to people of all ages throughout South Orange County. As part of her work with AEBG, Dr. Castillo-Garrison directed the launch of Saddleback’s new Adult Education Department, transitioning Adult Education English as a Second Language, Citizenship, not-for-credit and non-credit Career Technical Education, High School Equivalency and other adult-directed programs from the College’s partner K-12 districts. Her professional background includes teaching and administration within community and four-year colleges and universities, as well as the K-12 system. Dr. Castillo-Garrison has extensive experience working with diverse populations including active duty military personnel and their family members on the Camp Pendleton Marine Base. She won the Saddleback College President's Innovation and Leadership Award in both 2010 and 2015.

Dr. Cathleen Greiner Dean for Business Sciences, Online and Extended Education at Irvine Valley College; Co-Chair of the South Orange County Regional Consortium Dr. Greiner has a long career in higher education as a teacher (world and comparative religions) and administrator, with expertise and responsibility in leadership, online learning, meeting community and innovation learning needs, assessment, and institutional strategic planning. She focuses on the future of changes in higher education (especially online learning and multiculturalism), and her philosophy of education emphasizes academic quality and excellence, the learning needs of students, and the enduring impact of higher education in communities and society. She has dedicated her professional career to developing programs for student and adult learners from a variety of preparation backgrounds. As the Dean of Business, Online and Extended Education at Irvine Valley College, she focuses on credit and continuing education programs to serve adult education students, especially AESL, AWD and CTE. Dr. Greiner has been the driving force behind agreements with California State University Fullerton for an accelerated accounting program for community college students seamlessly transferring to the university. She worked directly with the County of Orange to create a Code Enforcement Officer Program that is now currently enrolling students at Irvine Valley College. She was one of the founders of the Adult Education Block Grant South Orange County Regional Consortium in 2013 which serves thousands of adult learners each year.

Rebecca Beck Associate Professor & Department Chair, English as a Second Language, Irvine Valley College Rebecca holds a Masters in TOSEL from California State University, Fullerton. She has held faculty and administrative positions with UCI’s ESL department, and in 2016 won the Teacher of the Year award from IVC. This year she is a nominee for Community College Teacher of the Year from the Orange County Department of Education. Rebecca has been instrumental in working with ESL faculty and staff to redesign curriculum to offer accelerated credit and non-credit courses for IVC students, and has presented IVC’s program success at the state level. Her personal commitment to English Language Learners has made her an important AEBG stakeholder in planning for the future of the AESL program at Irvine Valley College.

Virginia Burrows Coordinator for Tustin Adult School Virginia Burrows is an experienced adult educator and administrator who has served public adult education for nearly 30 years as a teacher, department chair, and assistant principal. She currently oversees the innovative and diverse Tustin Adult School. Virginia holds a MA in Educational Leadership from Chapman University. As a starving college student, she took a part-time job at her local Adult School as a bilingual instructional aide during night classes. This flipped the switch which has led Virginia to nearly 30 years in Adult Education. Virginia has been published in the ACSA Leadership Magazine for her article "Adult Education: Branding the Best Kept Secret".

Dr. Darla Calvet Founder, Blue Tiger Consulting Incorporated Dr. Calvet is a published author, entrepreneur and philanthropist. For more than three decades, thousands of professionals and students have enjoyed the warmth, humor and strategic leadership of Dr. Calvet’s personal development events. As a highly-regarded life and business strategist she has been called upon to consult and coach some of the nation’s finest leaders, physicians, Fortune 500 managers and CEOs. Dr. Calvet is a founder of her own consulting firm, Blue Tiger Incorporated, which she established in 2008. Through her partnership with Scripps Health and the Women Heart National Health Coalition, Dr. Calvet has played a key role in raising millions of dollars for women’s heart health research. Her prolific background piqued the interest of the TED organization, and Dr. Calvet has agreed to give a TED Talk in 2018.

Jesse Crete North County Regional Consortium (NOCRC), AEBG Director Jesse is enrolled in USC's Educational Leadership Doctoral program, and holds a Master of Science in Educational Guidance Counseling with a Pupil Personnel Services Credential. She has served students through the North Orange County Community College District, and the North Orange County Regional Consortium. After years of witnessing how poorly new employees (generally out of college) were prepared to enter the workforce, Jesse decided to become a high school guidance counselor. During that time she saw a need for guidance services for adult education and noncredit adult students. AB86/AEBG provided an opportunity to cultivate this practice, and also to allow Jesse’s innovative spirit to help the NOCRC try out inventive strategies and programs, and thereby share with other consortia her group’s successes and challenges.

Kenneth Eckman City of Orange Code Enforcement Supervisor/Building Inspector, Code Enforcement Program Coordinator for Irvine Valley College and Rancho Santiago Community College District Kenneth Eckman has nearly 40 years of government experience and is an expert in the field of Code Enforcement. He’s worked with the City of Orange since 1990 in officer and manager capacities, is the California Association of Code Enforcement Officers Coordinator at Irvine Valley College, and serves on the CACEO Education Committee for State Certifications of Code Enforcement Officers. Kenneth is IVC’s Program Coordinator, responsible for reviewing all curriculum, preparing syllabus with the course outlines, and teaching. These duties also extend to the Rancho Santiago Community College District where he developed and teaches the Code Enforcement program. Kenneth has a passion for educating the next generation of Code Enforcement Officers—particularly important for to employing former police officers that are forced into early retirement due to injury or other circumstance. Kenneth was the 2016 Manager of the Year for the City of Orange, and received the American Planning Association Award (Grass Roots Initiative) in 2013 for the “Neighbors Helping Neighbors”.

Dr. Mike Hoggatt, Learning Disabilities Instructor, Department of Disabled Student Programs and Services, Saddleback College Dr. Hoggatt holds a Doctor of Philosophy in Education from University of California, Riverside; a Masters of Public Administration from National University; and a Master of Science in Special Education from California State University, Long Beach. Before joining Saddleback College in 2008, Mike worked in social services at the Regional Center of Orange County and within the foster care system. Dr. Hoggatt’s responsibilities include running the High Tech Center, teaching, and advising the Superfriends Club on Saddleback’s campus. His

background as an educator includes educational advocacy on behalf of disabled and economically disadvantaged students through his published work and speaking engagements.

Dr. Alex Miranda Member of the Coast Adult Education Consortium, and Dean, Learning Resources Division, Library, and On-line Education, Golden West College Dr. Alex Miranda is the national winner of the 2016 John & Suanne Roueche Excellence Award for Innovation in Education (from The League for Innovation in the Community College (League). With over 100 publications and presentations, Dr. Miranda, a psychologist, has focused on Acculturation and its influences, including education, language acquisition, and mental health indicators. His 26 years as a professor/educator, researcher, and administrator lead him to the design and implementation of programs that link high schools and adult schools to GWC. Lauren Hogan-Miertschin Teacher of High School Equivalency Math at Saddleback College, Business Science Teacher at Irvine Valley College, and High School Diploma/HSE Teacher at Tustin USD Lauren Hogan-Miertschin worked in the business world for more than a decade, and then returned to school to complete coursework at Cal State Long Beach for her full-time adult teaching credentials. She holds a Designated Subjects Adult Education Teaching Credential in English, Social Science, English as a Second Language, and Elementary and Secondary Basic Skills, as well as a Designated Subjects Vocational Education Teaching Credential in Marketing and Office Occupations. She helped develop high school diploma curricula for adults and created noncredit CTE courses in adult education. Working at multiple locations on behalf of adult education she is a “freeway flyer” in the true sense of the phrase!

Mary Lou Vachet, South Orange County Regional Consortium Member, Program Administrator for the Orange County Department of Education Mary Lou Vachet serves as the Orange County Department of Education designee to the four AEBG Consortia in Orange County. She is a passionate practitioner with a degree in music and Masters in Special Education. Her background is varied, and includes being a Deputy Probation Officer and Program Specialist in Los Angeles County, an educator for nearly 45 years (30 of those with the Orange County Department of Education), and a music therapist. She served as site administrator for numerous alternative and correctional education regions, Special Education Manager for the division of Juvenile Court and Community Schools, and contract director for several prison and reentry programs in partnership with the California Department of Corrections and Rehabilitation. Mary Lou has served as Chair of the Juvenile Court Community Alternative School Administrators of California (JCCASAC); is a current board member of the Association of Criminal Justice Research (ACJR) and Starbase STEM program; a Fellow at the Center for the Study of Correctional Education at CSUSB; and was awarded the California Medal of Merit, State of California at the direction of the Governor of California for meritorious service in support of the Sunburst Youth CHalleNGe Academy. She was involved since the beginning of AEBG the AB 86 planning process and implementation of AB 104. She embraces the process of reform and collaboration and is grateful for her opportunity to be part of the innovation and work of the South Orange County Regional Consortium.

Developing Emerging and Promising Practices

Purpose and Outcome of Activity We rarely get the chance to work with other like-minded educators and service providers in pursuit of increasing our capacity to serve adult students. This is particularly important as the State of California wants us to share not just our quantitative data, but also the qualitative. The four tables set up today during the working lunch will introduce you to hosts that are either already enjoying the success of having developed a Promising Practice (as featured on the AEBG website), or that have ideas that are pertinent to how we grow programs both within the SOCRC, and collaboratively in our region. By the end of the hour your group will have “hatched” an emerging practice assisted by the expertise and insight of your table host. There is no expectation that this will be a full-fledged plan within an hour, but we hope that these plans will evolve over the next few months, and then be reported on at our Fall Professional Development Day. Although you can only join one table for the working lunch, you will be given the opportunity to join in the development of any plan presented today during the coming months.

Project Asparagus, I-BEST in action The State of Washington developed the Integrated Basic Education & Skills Training (I-BEST) program in 2004. Within 10 years, all Washington community colleges offer I-BEST which has 170 state-approved programs. I-BEST creates higher literacy, stronger skills, and greater prosperity for its students by pairing two instructors and contextualized teaching. I-BEST challenges the traditional notion that students must complete all basic education before they can start a job-training program. Who should join? This table would be a good choice for participants wishing to increase literacy capacity; looking for opportunities to pair basic skills education with CTE; explore Team Teaching; and/or hear about achievements and pitfalls from a consortium experienced in fitting an existing program model to their student demographics.

o Dr. Alex Miranda, Member of the Coast Adult Education Consortium, and Dean, Learning Resources Division, Library, and On-line Education, Golden West College College Math Preparation: From Adult Education to Community College Huntington Beach Adult School and Golden West College piloted a program to address students’ challenges in mathematics preparation, and factors that lead to college success. In an 8-week program, adult education students participate in a self-paced workshop/course designed to prepare them for college-level mathematics. Framed within a pre-test/post-test paradigm, in which the standardized mathematics placement test is used to determine level

of instruction, the students engage in a self-paced online program complementary to face-to-face instruction and a peer-student trained in supplemental instruction mathematics methodologies. Following content instruction, students participate in college success workshops. Who should join? This table would be a good choice for participants wishing to increase math capacity; looking for opportunities to engage in self-paced online programs; explore peer learning at the student level; and/or learn about adult-high-school and community-college collaboration.

o Mary Lou Vachet, Program Administrator for the Orange County Department of Education AEBG in Orange County: Sharing successes, innovative partnerships, and suggestions for collaboration between consortia Mary Lou is the liaison from the Department of Education to all of Orange County’s AEBG consortia. As such, she has spent several years participating in consortia planning processes; attending group events held by the four consortia in Orange County; witnessing the growth of programs—to include sometimes commiserating over growing pains that come with increased funding and attached responsibilities; and connecting resources within the Orange County’s adult education community. Who should join? This table would be a good choice for participants wishing to learn about other innovative models operating within the county; hearing about the trials and tribulations of consortia growth and development; explore the Department of Education goals for adult education; and/or explore emerging practices in the field.

o Virginia Burrows, Coordinator for Tustin Adult School Persistence Incubator how do we move adult secondary education and ESL students into CTE and community college programs? Virginia Burrows is an experienced adult educator and administrator who has focused on this question throughout her career. She has worked in public education serving as a teacher, department chair, and assistant principal, and currently oversees the innovative and diverse Tustin Adult School which focuses on ESL, ASE, and CTE programs. Who should join?
