Up to now such subsides have been granted to 83 enterprises in the Rzeszów voivodeship.

2. Smalllnfrastructural Projects whose authors are self-government units faced with the task of improving the technical infrastructure, in this way making possible the development of smali and medium enterprises.

3. Training and Consulting Program which provides additional funds for various types of training and consulting services for smali and medium enterprises.

P71iS is a truly unusual tOlvn. At first glance it appears to be provincial but the ener­gy and ambilion of its residems are simply astonishing. lt has not allowed itself to

Mielec from prehistorie days to today

T I he tra ces of a pre-histo ric settl e­ment testify to th e existence of people on the land of Mielec alre-

ady at the end of pa laeolithic era (around 12 000 - 7 900 BC). In the period of Im­perial Rome trade routes passed through here in the valley of the Wisłoka River. At the end ot' the 10th century this area was incJuded in the Polish state. The na­me of the village - Mielec - appeared for the first time in documents from the ye­ars 1224 and 1229. The importance of the settlement grew w hen, in the second half of the 14th cen tury, a Roman Catholic pa­rish was established here.

In 1457 Jan from Mielec received per­mission to locate a town from King Kazi­mierz Jagiellończyk. However, his sons Jan and Bernardyn only did this in 1470. For 200 years the rich Mielecki family looked afte r the town very well and thus, in spite of wars and catacJysms, the town developed successfully. A fOltress castle was built and numerous privileges had the ir influence on the development of handicrafts and trade. The products were sold not only here, but also in other big towns in this part

Exac tl y in the spring of 1939, they were producing the bomber "Łoś", but a few months later the German invasion of Poland stopped fur­ther development of the factolY ancl the town (13 IX 1939 - 5 VIII 1944) During the war the Germans kept th e aviation characte r of the plant, forc ing the local population into almost slave labour. In spite of the growing Hitlerian terror and massive executions, the population of the land of Mielec created a strong centJ'e of

Regression and ...

A reg ress ion in the cl eve lopment of Mielec took place in tbe second half of the 17tb cen tury when, during the Swe­dish Tn vasion and the onslaught o f the Rakoczy Army, the castle ancl parts of the town were clestroyed . From this time on, up to the midcll e of th e 19th century, Mielec leci the life of a modest provincia l town, macie more so by its location on the perip hery of the Austrian sector

A change came about in 1853 when a Mielec administrative district was esta­blishecl. From then on, the role of Mielec as a regional centre began to grow syste­matica ll y and, add ing to the elements of its clevelopment, was the opening of rai l­way co mmunicat io n p ass in g throug h Mielec and a major part of the district. At the time of the First World War the town was seriously destroyecl but the clamages were repa irecl in the first years after Po­lish rega ined its independence.

The 1930s and the Occupation

A dec ided change took p lace in the 1930s with jo ining of Mielec to the Cen-

resistance (AK, BCh) which carried o ut many success fu l acts of sabotage ancl combat.

And after the war

After liberation by the Soviet Army and detachl11ents of the AK, (Home Army) the rebuil cling of economic and socia l life was begun. The town and clistrict were incJuded adminis trati ve ly in th e new ly created voivodeship of Rzeszów and so­on it became one of the most il11portant economic centres. Sprzętu Komunikacyjnego, adozen other sma ller p la nts and cooperat ives were established. The dynamic deve lopment of the WSK was a strong factor in the crea­tion of the town.

The change of the system in Eastern Europe, beginning in Poland in 1989, hacl an unfavourable influence on the functio­ning of the big state industrial plants ancl the tow ns connected to them. WSK "PZL­Mielec", due to the violent clrop in con­trac ts ancl the coll a pse of the Eastern market, was obliged to limit production

and to reduce emploYl11ent severa l ti­mes, which in turn hacl an influence on the considerable growth of unemploy­ment in the town and region.

Andtoday .. .!

At the present time Mielec is town of 65 000 inhabitants who are aclapting to the new socio-economic rea lities and the laws of the free market. The admi­nistration of Mielec, wi th the support of

the state a nd vo ivod eship ad ministra­tions , is making an effort to favorab ly place the town on the newly created eco­nomic map of Poland. In the WSK factory and the other plants, the process of re­structuring is taking p lace. These firms are renewing old, and making new con­tacts, with contractors from this country as well as from abroad. New economic subjects are being created also. However, this has had no visible influence on the improvement of the stanclard of living in Mielec, but it has softened the effects cle­epening recession .

Hope for a racliGt! improvement of this situatio n is tied to the creation of th e Special Economic Zone .

I have just been talking about this with the president of Mielec -Janusz Chodorowski:

- Mr. President, what does the term "SOe­cial Beonomic Zone" mean?

- The commonest definition of the "Spe­cial Economic Zone" is the qualification of it as an institution of economic life with an unequivocally defined area in which diffe­rent economic activities may be carried on, The economic objects which have permis­sion to operate in this lOne profit from the preferences and facilities given to the lOne. The lOne operates based on the status of a parliamentary decree and under the con­troI of the state.

- What significance does this economic organisation have for Mielec, for the inha­bitants ofthis town?

- For me personally the foundation of this lOne is, in a certain sense, a measure of the activity of our Mielec community. The establishment of the SSE has demanded a lot of endeavor, strenuous and persistent work in each stage of the creation of the le­gislative base. The zone provided the possi­bility of effective and active operation and faith in it, proving that if someone desires something very much in spite of different obstacles and difficulties, it is possible to reach the expected goa!.

- What is contribution ofthe town to the organisation ofthe SSE? What kind ofdeci­sions have been taken in this matter by the Administration and Town Council?

- In my opinion the town undertook a consi- ~

derable risk in giving its ~ agreement to the crea- 2 tion of the SSE. The ~ Town Council, in voting on the decree concer­ning the establishment of the zone, because they relinquished the in­come of the taxes on re-al estate here which wo­uld have be en a big per­centage of the budget of the income of the town.

By this the town decided to make a great effort tied to the amelioration of the infra­structure , and naturaI environment in order that everyone who wanted to come to Mielec would feel well here. At the same time the Self-Government relegated one part of its authority to those who admini­strate the lOne, which might influence the efficiency of service for investors.

- Did the Town Council relinquish the fairly large financial income for the town treasury without a protest?

- The entire process of the establish­ment of the lOne wasn't free from emotio­nal discussion. The Town Council appoin­ted a special commission for this goal, which watched over and evaluated the ad­van cement of the work. AlI decisions were taken after discussions, with a certain con­sciousness of the risks incurred.

- The SSE is, of course, an interesting o(fer for businesses which, in my opinion,

will come to Mielec not only [rom this co­untry, but also (rom abroad. Are you, as hosts ofthe town, prepared for this?

- We are doing everything to improve the standards of efficiency of our infrastruc­ture in the larger sense of the word. And, at the same time, we are counting not only on those who will invest exactly in this lOne, but also on those who will invest in its sur­roundings. It is commonly assumed that two places of work in the lOne will create one place outside the lOne, mainly in the service area. We mus t assume that, in the economic market, this is also business.

- J think that they will have also have an opportunitv to profit (rom the benefits of culture, sports and recreation... What can you, as president ofthe town, assure them in regard to these areas oflife?

- Mielec has a very rich tradition in this area and I believe that more than one big town could envy us our activities in these domains. We have a very good base in the cultural domain, not bad in Polish condi­tions, also in the sports domain, The small distance and connection to attractive health resorts, as well as a large number of towns rich in historie monuments, allow us to as­sure our guests of especially interesting propositions for spending their free time.

- Perhaps at the end of our discussion you would like to give the address ofYour O(fice to those who, without a doubt, wo­uld like to come there in person in order to arrange administrative matters.

- Of course I invite them to our munici­pal town hall, but at the same time I would like to inform all those inte­rested that the organi­zers of SSE look after it so that investors can ar­range all formalities in the area of the lOne it­self, which will be a great advantage for them. And I cordially invite them!

Welcome to the Zone T I he Special Economic lone in Mielec is

already a fait accompli. The date - 9 October - will be well remembered; it was on that day that Józef Oleksy, Prime Minister of the Polish Republic, and Klemens Ścierski , Minister of Indusuy and Trade, officially proclaimed the beginning of the great experiment - the first Polish Special EconOlnic lone. The ceremony was attended by about 200 guests: ministers, re­presentatives of economic self-governments and representatives of the diplomatic corps. The ambassador of the Republic of Ireland - Pa­trick McCabe - was also present.

The symboli c ribbon was cut by Prime Minister Józef Oleksy and Minister Klemens Ścierski. Both stressed in their speeches preceding the ceremo­ny that the prime intention of creating the Special Economic lane in Mielec was to reduce unemplo­yment. It is predicted that in the course of the ne­xt ten years the zone will employ 10 000 workers.

The Special Economic lone "Euro-Park Mielec" is administered by the Warsaw-based Agency for the Development of Industry whose chairman is Arkadiusz Krt;że!. The special branch of the Agency in Mielec is he­aded by Mariusz Blt;dowski

The Zone -Three Years and Three Governrnents S

omehow, three years and three go­ve rnment s passed from the con­ception of the zone to its official im­

p lementation. The government of Hanna Suchocka defended itself against the em­bittered workers of WSK who demanded re­forms for their factory and launched the slo­gan of the zone. This theme had appeared already earlier as part of the programme launched by members of "Solidarity" who subsequently "sold" it to ministerial experts. On the other hand , the residents of Mielec had long cheri shed not ions of a special economic zon e at odds wit h the actual defi­nition. The idea itself was anovelty, never before closely examined in Poland , making the fact that it was precisely members of the trade union who were the fi rst to propo­se it even more of a paradox. The workers certainly did not expect that today's inve­stor s who declare their access to the zone will be interested in the possibility of ban­ning all trade union activity within its limits. This is a demand with which the trade unio­nists wi ll have to terms ~ no one ever said that the zon e is a place for sentiments. Wacław Niewiarowski, Minister of Indu­

stry in the Hanna Suchocka government, was the first to inform ali of Poland, via Mie­lec , abo ut a new economi c instrument which was to develop the declining region and reduce unemployment. Universal en­thusiasm created the impression that the zone was within a hand 's reach , and that it would be possible to create it, while obse­rving ali the formai requirements, in a few months. In Mielec itsel f, everyone was in a hurry and as a resu lt the passage of time and the absence of concrete moves on the part of the government produced growing

disappointment. From a perspective of th­ree years it became apparent that Minister Niewiarowski acted quite speed ily. The plan of the zone's development was to be based on the example of the Shannon De­velopment (Ireland) whose representatives spent a few months in Mielec before prepa­ring a document wh ich was to become the foundation of concrete legaj solutions; as a result, the first Polish zone could have a solid bas e of earlier experiences.

Almost a year passed from the first pro­mises mad e by the Suchocka government, and it seemed that Mielec wou ld finally wit­ness the opening of the zone ~ better late than never.. New parliamentary elections we re not conducive to the cause ol Mielec. True, up to the elections the government continued working but it regarded making weighty decisions to be an unsuitable poli­cy ... Furthermore, the absence of a parlia­ment hampered the most rational and sta­ble eventuality: an agreement to the establi­shment of a Pol ish special economic zone by the supreme legislative body ~ the Sejm of the Poli sh Republic . Open ing the zone by means of a decree issued by a res i­gning government would not guarantee se­curity for future investors ..

Declarations about the Mielec zone remai­ned a tasty morsel for all politicians taking part in the election campaign, who promised to settle the matter after ... election victories.

The left-wing PSL-SLD coalition govern­ment which won the 1993 election, claimed that a law about special economic zon es would be passed by parliament as soon as possible ... Nonetheless , a year passed be­fore the government made the final deci­sion. Once again it seemed that the Mielec

zone would be just a question of days. Suc­cessive months of the Waldemar Pawlak government passed , however, and the ap­propriate decree was still not ready. New declarations announced that the zone wo­uld be inaugurated on 1 April 1995. The previous term hadalso mentioned April Fo­ol 's Day ... 1994.

Once again hopes reached their zenith when ... after one and a half in power the Pawlak government collapsed. The new Pri­me Minister nominated his own Minister of Industry whose competence included the zone. Edward Nowak, an expert on Mielec from the very beginning, was dismissed .. The overall impression was that another lon g stretch of time would pass before new people in the Ministry wou ld "become acquainted" with the problem sufficiently to make concrete decisions.

The people of Mielec became convinced that a strange curse hung over the zone it­self and those governments who treated it seriously.

Fortunately , predictions about another delay were not confirmed. It became appa­rent that the Ministry of Industry and the Agency for the Development of Industry ~ designated for the administration of the zo­ne ~ included many people favourably incli­ned to the zone: the Vice- Minister of Indu­stry, Dr. Euzebiusz Murawski, Szymczak.

On 29 September 1995 the government passed the final decision about the inau­guration of the first Polish economic zone in Mielec, and on 9 October Prime Minister Józef Oleksy cut the ribbon and opened the Spec ial Economic Zone "Euro-Park Mielec".

- lt will be by no means an exaggeration to say tbat tbis day was eagerly awaited not only by tbe population of tbe Mielec region but by all of Poland. Tbe planned 20 year-Iong functioning of tbe Mielec zone, as well as tbe packet of prefe­rences and facilities for investors make it possi­ble to turn tbe zone into a sui generis cenl1'e of lively economic activity. A transition from a centrali y controlled economy to its market co­unterpatl was accompanied by a sudden drop in tbe production potential of state enterprises and tbe appearance of unemployment in bigbly industrialised regiom witb a significant scienti­fic and tecbnical binterland. Hence tbe funda ­mental purpose of establisbing a zone sucb as "Ew'o-Park Mielec ", wbicb sbould meet predo­minantly tbe economic and social targets essen­tialfor tbe region and recognize tbe equal rigbts of all economic subjects. The Mielec Zone Invites and he first Special Economic Zon e in Polancl is "Euro-Park Mielec", decisive fo r the competitive superiority of our region. Thanks to available investment preferences and

reductions, Mielec is becoming the best place fo r investment; additionally, it gua rantees an opportunity fo r pursuing market and pennanent economic activity which ensures success on in­ternational markets .

The "Euro-Park Mielec" Specia l Economic Zone has been established fo r a pe riod of twenty years; it covers an area of 575 hectares ol' a partially built-up industrial area, together with an a irport. The zone has at its disposal land, dividecl into lots, with production facilities and other objects to be utilized by the inve­stors. The area is outfitted with an extensive technical infrastru c­ture , media , roacls , build ing sites and a rail way junction . The Trans-Siberian railway which runs 25 kms to the north of Mielec (Wola Baranowska) makes ava ilable land cargo transport. Trans­port dpportunities are expancled by the zone's airport, whose main RUNWAY is 25 kms long ancl makes it possible to receive aircraft w ith a take-off weight of 270 T (such as Boeing 737, MD 81, A-320, II-76T) An additional aclvantage wi ll be the plannecl duty-free area , to be established within the limits of the zone.

" Euro-Park Mielec" offers futLII·e in vestors land for industrial­constructions , l'ree storage , procluction and office space as well as a well-developecl technical and economic infrastructure. Fur­thermore, it has reserves in the form of sllpplies of water, elec­tricity, gas, heat produced by the local heat generating plant, an o rganizecl system of sewage clisposal, as well as a dump for communal and industrial waste. A significant telecommllnication investment w hich will guarantee a high standard of appropriate service is in an aclvancecl stage of realization.

In the course of the twenty year clllration of the Mielec zone, investors wi ll be able to enjoy preferential economic conclitions fo r running the ir activity. These favollrable offers include : total income tax exemption fo r ten years, a 50 per cent income tax exemption clllring the second ten yea rs, the recognition of inve­stment expenses as the basis for an income cIuring the tax year in which they had been made (for those who clo not have tax

exemptions) , the possibility of applying raisecl rates fo r the amortization of real t y, and total property tax exemptions. An ad­ditional ancl consiclerable aid for investors erecting production and other objects is the fact that the authorities of the zone have been granted the pre rogatives of government administration for making decisions as regards the constrllction law, and the rights o f self-government administration as regards the bllilding-up and management of the zone.

The stability of principles binding in the zone is gllaranteed by a law on Special Economic Zones, passed by the Seym of the Polish Republic on 20 October 1994 and the Decree of the Co­uncil of Ministers of 5 September 1995 on the establishment of the Special Economic Zon e "Euro-Park Mielec" .

A key merit of Mielec is the large resource of highly skilled workers in a w id e range o l' professio ns and ski lIs stel11 ming from the tradition of aircraft and motorcar production. An engi­neering and technical staff has COpiOllS professional experience in construction , technology, production of sub-assembly ele­l11ents, and the assembly of products. The enormous technica l potential of Mielec encol11passes: research-development, the cle­sign ancl production of instruments ancl equipment, laboratOlY material research, monito ring the protection of the naturai envi­ronment ancl a cooperation-supply base . This potential includes also a whole gamut of specific highly aclvancecl technologies. Great opportuniti es are offered in the follow ing clomains: machining of metal, inclllcling light alloys ancl metaIs clifficult to

p rocess, plastic working, heat treatment of various metal alloys, special surface treatment, the production of composites and the processing of synthetics. Such potential makes it possible for the plan of the development of the zone to foresee the presence of economic subjects engaged in a procluction which wou ld take in to consicleration local inclustrial traclitions, in other worcls, the motorcar and aircraft industly. - Over twenty Polish voivodeships have proposed that they should be tumed into the first special economic zone which is conceived as a chance for revitalizing the given region. Ras Mielec really deserved to have the zone located precisely here?

- It was Mielec which " devised" and propa­gated the idea that was subsequently introdu­ced to other parts of the country. Mielec com­pleted almost the entire initial stage for the implementation of the basic conception. It has at its disposal a great amount of knowledge on the subject, which is shared not only by those who worked on the pertinent documents. Each resident of Mielec knows roughly what the zone implies while, in my opinion, the ave­rage Pole is completely ignorant on the subject of special economic zones. Furthermore, the greatest expectations and hopes were cheri­shed in Mielec.

- Does the only chance for the region really lie in the anticipation that investors will offer capital, employ people and stimulate busi­ness?

- We have to keep our eyes wide open and be familiar with what is happening in the town itself. For several years now, hundreds of poten­tial investors have passed through Mielec (chie­tly via the WSK) but not a single one has stayed permanently ... The state of the WSK was proba­bly better then, production was being continued and many specialists, who later left, still worked there ... Conditions for someone to take on inte­rest and invest were much more favourable. No­netheless, nothing of the sort took place.

-Do you believe that such stagnation and degradation would grow even more marked?

- I think that they would ultimately lead to the decline of the town. People would be sim­ply forced to emigrate.

- What is the foundation of your hopes for the success of the new venture? What are the advantages offered by Mielec?

- We have based ourselves on the experien­ces of others - mainly the Irish. The Shannon economic zone is 36 years old and involves about 8 000 people. In Mielec effects must co­me earlier. The Irish warned us that for every 100 enterprises originally interes te d in beco­ming part of the zone, only one or two, at best, will actually join it. Hopefully, we will be more fortunate because we are a larger countryj al­though Poland is hampered by considerable

economic delay, it offers an extensive outlet mar­ket situa­ted next to the really enormous market of the former Soviet Dnion. An investor expects mo­re than me­

rely reductions and preferences. It is equally important that the widely eomprehended envi­ronment be investor-friendly. What are abate­ments worth in the middle of a Sahara? We must provide a developed 'infrastructure, a sui­table living standard, staff training and eontacts with the rest of the wodd. Mielec has much to offer: abatements, access to infrastructure, we­ll-trained personnel and workers employable at a lower cost owing to the eonsiderable unem­ployment in our region. The airport, which re­quires rather limited investment, eould be ad­apted for eommercial purposes, and we are se­eking a firm which would be interested in doing business by organizing an airport specia­lising in cargo transport.

- The success of the zone will depend to a great measure on its management, in other words, the Industrial development agency. Why this agency? Will members of the Mielec team cope?

-This's is a group of people who have been acquainted with the zone from the very outset. They were trained by experts from Shannon who represented one of seven firms competing for the contract for a project of the Mielec zone. We are well aware of the fact that we are embarking upon a difficult task which we wish to fulfilI to the end. We can count on the assi­stance of the Warsaw Agency and its staff. Everyone has a ri­ght to his own opinion. The de­cision that the Agency will ma­nage the zone was made by the government. In praxis, the Agency has demonstrated that it knows how to restructure indu­stryj it is experienced in coope­rating with abroad, knows how to utlize sPHARE programmes and has the money which must be invested right from the start,

even if only for purposes of promoting the whole undertaking. No one will be attracted to the zone if its existence remains little known. The zone must be shown in a highly attractive light. One has to reach people who have the necessary funds for investment.

- What is your greatest fear - what keeps you awake at night?

-I sleep well. I also have faith in success -our cooperation with M.R. Euzebiusz Murawski the Agency representative in Mielec and the Agency board is excellent. We are eon­stantly assured of their he1p and encourage­ment. In my opinion everything is going well, and my only anxiety concerns the excessive hopes nurtured right here, in Mielec, where people are looking forward to success, emplo­yment, rapia effects ...

- Many foreign investors are afraid of en­tering the Polish market owing to our unsta­ble legal regulations. Governments change, election campaigns appear to be endless . .. Can such a perception of Poland be harmful for the zone?

- I see no such threats. The zone is extre­mely complicated from the legal point of view and it creates enormous tasks. I have not noti­ced the adverse effects of changing cabinets. No one has questioned the need to establish the zone. As regards stability, the act on the Special Economic Zone guarantees that condi­tions for working there (the zone has been se­tup for twenty years) must remain unaltered for all investors. In this way, none of the futu­re governments will be capable of arbitrarily changing the binding decree.

Mielec is located in the Kotlina Sandomier­ska (Sandomierska Val!ey) , o n the Wisłoka

River, which fl ows directly into the Vistula Ri­ver. Administratively it is part of the Rzeszów Vo ivodes hi p. Th e western part of tow n , which is the oldest, is located 160 m. above sea leve l. At the north , west, and south the town adjoins a woody complex which is the rema ining part of the Puszcza Sandomierska (Sandomierska Forest) .

The town, like al! of the surrounding re­gion, has fa vourable climatic conditions. Jt is among the sunniest places in Poland.

The average yea rly temperatu re of this re­gion is SYC and the yearly amount of rainfa ll ranges between 530-690 mm. Winds from the west and southwest predominate w hich have a mild inf1uenee on the climate of the envi­rons. The period of vegetation lasts for 220

days here . The main source of the water supply of

Mi e le c is the Wisłoka River the wa ters of which, in regard to physico-chemica l and hy­dro-biol ogical compositio n , are included in the first and second class of purity. The town also profits from large underground water re­sources.

From the "Łoś" bomber - to the Special Economic Zone

Friendly Fate

n the mid 1930s, on tbe initiative of Engineer Eugeniusz Kwiatkow­ski, uice-p1'emier, and, at tbe same

time, Minister of tbe TreasU1y, tbere began tbe dynamic indust1'ialisation of Poland. The goal qf this undertaking was the rein­forcement of a dęfensiue system for the Po­lish State and tbe creation of wo rk for hu nd1'eds of thousands qf people living mainly - but not on/y- in the ag1'icultu1'al regions. At that time a few dozen indu­strial plants were planned, located over an area qf57 000 są· km. in the forks qf the Vistula and San Rivers. The COP - Cen­tralny Okręg Przemysłowy (CentraI Indu­strial Circle) soon became a reality. Milita-1y, power, metallurgical, and chemical in­dustries were built. Mielec was also inelu­ded among the many localities on which the fales smiled. Since the creator qf COP decided to consign the construction of aeroplcmes herel In nearby Rzeszów the fact01Y qf aeroplane engines was located. COP factories rose up in Stalowa Wola, Dębica, Nowa Dęba, Kraśnik, Starachowi­c:e, Radom, Sanok, Skarźysko, Ostrowiec Swiętokrzyski and others tOWI1S.

Locations

Th e location qf the COP (Central indu­strial C'trele) was preceded by detailed stu­dies. Numerousfactors ofa strategic natu­re decided on this (distance from the bor­der: eastern and western) , communica­tion, supplies. The abundance qf a strong work force in this area was not withmtt importance. The village of Cyranka near Mielec chan­

ged into a large area qf construction. The group qf surueyors hadn 't euen .flnished th eir work when h undreds, even thou­sands, of workers bega n to start excava­lion for the constntction qf mam!factu­ring buildings. Soon the f irst .fi'agments of the walls began to grow out of the earth and growand grow . .. I The unexpected/y fast construction was accompanied by the elanking of the masons' trowels, the snor­ting qf horses pulling carts of bricks, sund and cement over the sandy tracks . 011 all sides one could hem' the shouting qf the foremen: " . .. hup, hup Blackiel !-law, whoa. I" and th e cracking of {h e ir whips. The actual site today qf WSK PZL, and also

The Regional Administratip n of Mie­lec has the duty of flllfilling the adm i­nistrative affa irs of the Polish State in this region. Under the administration of the local agency of power and the Self Gove rnme nt admini stra tio n a re the Town Comm llne (Mielec) and six villa­g e co m m lln es (Bo rowa, Cze rmin , Gawłu szow i ce, Mielec, Przecław and Tuszów Narodowy) . In the parliament of the Repll b lic of Poland the land of Mielec is represented by two depu ti es.

In th e afte rmath of the transfo rmation of the sy­stem in Poland to a de­moc ra ti c s tate ancl as a reslllt of the creation of a free market, the re had to be a restructuring of procluction and a change

in ow nership in medium and state en­terprises . Many of them, especially the com111ercial and service enterprises we­re privatised. Atter -1989, snclclenly in the Mielec region a few thousancl small ancl medium-sized private firms were created w hich now comprise abo ut 70010 of aU existing enterprises. HQwe­'ler, 5DOfo of the population active pro­fessionaUy stil! work in the' enterprises functioning with the partieipation of ca-pital of the State TreasUly. -

The government of Japan- has had a symbolic participatioh in the process of economic change, which has given Mielec .iLfinancial aUocation of money. There are already many examples of fo­reign capital investment. Co operation exists with firms from America, Italy and France and w ith paliners from countries neighbouring Poland to d1e east and so­uth. One part of the proclucts manufac­tured in the Mie lec region has a market abroacl , but the sca·le of expOlted goods is stiU not large and decidedly not sati­sfactory if it's a question of agricllltural products and alticles of food.

An interview with Wiesław Pastuła -President of the Board - General Director

- A j ew years ago WSK-Mielec was the leading enterprise in the jormer system, presented on television, written about in the papers. Perhaps it 's not easy to mana­ge alirm with su ch an overload jrom the) past.. \,.

There are also customers jor the 6-seater pIane, the "Mewa ". Jam convinced that bejore long we will produ­ce the multi-purpose combat planes which Polish pilots dream about.

- We are also ente ring a differe nt branch of aviation- cooperation with air­craft firms fro m abroad . We cooperate with the biggest producer o f passenger planes in the world, the American con­cern Boeing.

- Really before 1990, the Wytwó rnia ~ Sprzętu Ko munik ac yjnego "WSK PZL ~ Mielec" was a giant. It employed 20 000, ~

even 22 000, people at one time. Aircraft 'K production at that time was the biggest t\~ and most important task of the factolY and "­was developing from day to day. It was a "­quiet and comfortable time, which came 'l from the fact that production was guaran- ~ teed by an inter-governmental agreement. ~ It wasn't necessary to fight for customers, something w hich is the most important

- How did it happen that y ou cooperate with a .flrm that is so highly rated in the world oj aviation?

and most difficult in a normai economy. The managers worried mainly about the rhythm of production and delivery on time. It's not necessary to add that the ma in custo mer was the Soviet Union.

- The changes which took place in 1989, changed the situa­tion at WSK as well. Was this break, which came over a j ew years and p rovoked an avalanche oj workers being let go lrom the jac­to/y, onI y a result oj the structural change in the economy oj the count/y?

- A major transformation took place, no t only in Poland. For our factory the most impo rtant and most severe effect came from the changes in the fo rmer Soviet Union, w hich had be en the main recipient of planes from Mie lec. No one expected that this would provoke such a sudden break in orders for the pro­ducts of our factory .. Suddenly the factory was facing a lack of orders, which meant facing huge financial problems. It appeared that the structure of the factory up to that time, adequate com­pletely for the former needs, was heavy and not efficient. In order to save Mielec aviation and assure work, fo r at least one part of the people w ho worked there , it was necessaly to make profo und changes . We undertook this cha llenge without the es­sential examples and experience which no one had in Poland at that time .

- How did you pass the test? - It was vely difficult. We had to let a few thousand workers

go, fo r the most part specialists . They weren't always let go in groups, the people themselves resigned as they d idn 't see any future for themselves here . The goa l of all our changes was to create a factOly w hich is e lastic and easy to manage. We separa­ted smali o rganisations, limited companies, from this giant, w i­thout the baggage of debts . The parent firm took over all the debts . At the present time there are 20 companies, separated ac­cording to the ir production profiles. Their activities are coorcli­nated by the management of the jo int stock company - WSK "PZL Mielec", founclecl on 1st July 1994.

- Will WSK-Mielec be associated above all in Poland and the world with the production Cil aeroplanes as in the past?

- Ql cow'Se. The aircraft plant is also an independent econo­mic organism, moreover the biggest in the holding, and from its success the success Cil the other companies also depends to a great degree. Because oj this, the maintenance and development oj air­,z: craft production is so importantjor us. We produce training-ci.Q. combat militmy planes. We are entering on the world

- The conditions fo r buying airplanes by PLL "LOT" from the Boeing firm were that the Americans would place the produc­tion of the sub-assemblage with one of the Polish enterprises . They decidecl that WSK Mielec would fulfill these demancls the best. The cooperation in 1992 dealt with the production of do­ors for the Boeing 757 for a whiJe, but the planes of the recipro­cal unclertaking, without a doubt, won'r end with this.

- What are the most impo/1ant projects ol the holding company? - We want to create a capi tal hold ing w ith modern financial

tools, based on typical western models. The lessons of the game of capital is still ahead of us, taking into consideration the fact that there is no expe rience in this domain. But I think it's too early to tell aU the cletails of this unele rtaking.

- We have just seen the opening Cil the Special Econornic Zone in Mielec. Jt was exactly these problems at WSK a j ew yem'S ago which gave birth to the idea Cil its creatlon. In what way does WSK hope to p ro.ftt from the possibilities provided by this zone?

- The Zone is connected to great degree with WSK. The idea began here. There were people from WSK who worked on its establislunent and led to its successflll finish . I'dlike to add that this was accomplished with great help from many people outside and from Our friends. Today when the Zone has become a fact anel will operate for 20 years we want outside investors, as well as companies from the holding, to profit from the new oppotnmities. We have basecl the fllture of WSK in a celtain manner on it.

r am an optimist and I hope that evely thing will be conducive to increased economic activity in the region , give work to peo­ple and better conditions of living.

- You sald that many specialists l~/i WSK. What is the present work jorce oj WSK?

- We had and we still have the best specialists in the world. With them one can do everything, the p roof of w hich is, on the one hand, the easiness with which we implement new products and , o n the o ther hand , the ir unel e rstanding of our activiti es which don't always go according to expectations. We wouki like it if, thanks to our activity, the re were no unemployeel in Mielec, espec ially among the young people, the graduates of Mielec schools. This thought was the main motivation of our efforts in the creation of a specia l zone here. Thanks to it , there is a chan­ce to create a few thousand jobs. rf this happens, then we can acknowledge that our hopes in the creation of the Zone have been rea lised.

A conversation with the sculptor, TADEUSZ PŁESZKA at his ho me in Mielec, which is also his atelie r and gallery.

- Your home is a gallery of eagles. Why is the eagle exactly the main theme of your art?

- I've always liked to look at the sky. Aeroplanes, which soar overhe­ad, remind me of eagles, and then it is the most important symbol for us Poles, our emblem. For this reason it doesn't seem strange to me that the eagle fascinates many Polish artists. I h ave sculp te d a cyc le of eagles which could be called "A History of the Polish Eagle" . I tried to show fai ­thfully the changes which this sym­bol has unde rgone in thehistory of our country . I consecrated 10 years of my life to this work - 30 re liefs with the likeness of the eagle were created. This is my passion , although I also make scen es of genre , landsca­p es, watches , masques, heads , f10-wers , re ligious motifs .. ,

- Your works have be en acquired by the Ministl-y of Culture and Art as we l! as by the gove rnment of the town' of Mielec, but who else looks at these original and splendid works'

ol the Polish Republic in Exile

azimierz Sabbat was bom on 27 February 1913 in the village of Bieliny Kapitulne near Sta-

szów (in the voivodeship of Kielce) . He was the son of Ignacy - an orga­nist- and Franciszka , n ee Wiącek , a housewife .

He finish ed primary school in Tursk Wielki and in 1925 he was ac­cepted in the second class of the Sta­n i sław Konarski Sta te Gymnasium (Grammar School) for Boys in Mielec which he attended in the years 1925-1932.

As a student at the Gymnasium he was very act ive in the work of the Polish Scouts Association (ZHP) . He fulfilled the function of captain of the Tadeusz Kościuszko ist Mielec Scouts Team and was a member of the ZHP Scout Troop Command in Mie lec.

After finishing the Gymnas ium and obta ining his baccalaureate, during the years 1932-1933 he did his military service in the Reserve Officer Cadet School in Kielce. He went on to study during the years 1935-1939 in the De­partment of Law at the Józef Piłsudski University of Warsaw and in 1938-1939 in the School of Politica l Science in Warsaw. During his studies at the University of Warsaw, he was one of the co-organisers of the " Kuźnica "

he was a soldie r in the 10th MOLlI1ted Rifles Regiment. After the Soviet inva­sio D of Poland , he fled to Fra nce. He se lved in the Navy of the Polish Re­Pllblic and in the Motorised Brigade of Gen. Stanisław Maczek. He took part in the French campaign in 1940 .

After ending up in Great Britain , he went to Scotland and in the yea rs 1943-1945 he se­rved at Polish Ar­my Gene ral Staff Headqu arters in London . In th e years 1940 -1945 he was a member of the ZHP Lea­dership and pe~- , formed the fllnc­tion of vice presi­dent of the Main Committee of SCOlltS during wartime.

After the end of the Second Worlei War, he immigrated permanently to

Great Britain. In 1946 he was co-orga­niser of the ZHP outside the countly. Next he selved as ZHP Commander abroad. Apart from his activities in ZHP, in 1946-1949 he participated acti­vely in the social and political institu­tions of the immigration, among them: the Polish Combatants Association, the State TreasU1y Institution and the Inde­pendent Social Group. He also partici­pated in the political and cultural acti­vities of the Polish refugees in Great Britain. He was a member of the Third Na tional Council in 1949-1954 Then he was co-organiser of the Council of Three, the Execlltive of the National Union and Provisional Council of Na­tional Unity. In 1967-1972 he served as president of the Executive of the Na­tional Union. From the mid 1960s, as head of the Refllgees, he supported the activity of the DenlOcratic Opposi­tio n in Poland: KSS-KOR, ROPCIO ,

Kazimierz Sabbat was, from 1976-86, president ofthe Counci of Ministers of the Polish Republic and, for three and a half years, the President ofthe Polish Republic in Exile.

After the estab l ishment of martial law in 1981 until his death, he sllppor­ted the Solida rity Underground and anti-comJ11unist organisations and poli­tica l palties in the countly. In May of 1989 he ,vas received, with his family , in a private audience at the Vatican by Pope John Paul II. He died suddenly on 19 July 1989, after leaving the hea­dquarters of the Government of the Polish Republic in London at 43 Eaton Place. He was buried in the Gunners­bury CemetelY near the Katyń Monu­ment.

General Władysław Sikorski (1881-1943) twice Prime Minister of lhe Polish Republic and Commander-in-Chief of the Polis h Armed Forces in France and Great Britain was bom in Tuszów Narodowy c10se lO Mielec, and died during an piane crash near Gibraltar; buried in Wawel Castle in Kraków. Brigadier General Bolesław Stachoń (1897-1941) took part in Polish militalY missions in France, Great Bri ta in and the Soviet Union. He was the commander of the 4th a ir regiment in Torllll and Commander or the Polis l1 Air Force during the September 1939 campaign; at the time of the Battle of Britain he was appointcd commander o f the Swmderby an flelcl. and opportunities the country, is unfor­tunately not of the best. The prime rea­son for rhis state of offairs is the state budget which pays fo r the upkeep of schools. Luckily , the poor materia I co n­dition o f the schools has not as yet af­fected the level of teaching. For a long time, Mielec has been a town with ma­ny mo re weJl -edu ca ted p eopl e than other Polish cities of comparable size . The ca use - fo r deca des sp ecia lists from all over the country tlocked here and co-created the la rgest Polish avia­tion enterprise - the PZL - Mielec.

So mu ch for rraditio n. What abo ut the p resent?

Youn g people in c re asing ly see k opportunities in educa tion , a tendency which only a few years ago dicl not se­em so o bvious. There is a g reat de­mand for the services providecl by se­veral private fore ign language schools. Numerous courses and training cenu'es enjoy enormous popularity.

The town has three creches, twelve kindergartens with a wide range of di­dacti c work, games, dancing and En­glish lessons. The twelve primary scho­ols are attended by over 10 000 pupils - a figure which attests to the youth o f the town itself. The local teachers can boast of high qualifica tions . The level of teaching foreign languages has grea­tly improved; school sports are develo­ping and young people are learning various forms of self-government.

Secondary schools include compre­hensive and specia list institutions. The four comprehensive schools are very popular and testify to the fact that ma­ny young peopl e want to pre pare themselves for further studies in scho­ols of high er lea rning. The two oldest seeondary schools enjoy an exce ll ent

reputation and compete in the number of winners of national contests in seleet school subjects. Their students have won many of the most highly estee­med prizes in Polis h and even in inte r­national competitio ns. New subjects : management, informatics and law are being introdueed. A technical seeonda­ry sehool was opened this year - one of only a hundred such special schools in the whole of Poland. Its purpose is to tra in young people to act in the eon­ditions of a market economy and thus, apart from general knowledge, gradua­tes will be also acquainted with rwo fo­reign languages, the art of advertising and marketing and prepared for run­ning fjrms. They w ill be also be ready to ehange the ir p rofessions - a total novelty in Poland! For the past three yea rs , another new school has been training experts in in formatics . There is a school for future eonstruction techni­cians a nd professio nals in a lmost all doma ins of construction. Mielec also has a number of secondary level voca­ti onal schools. Grad uates of the econo­mic sc hoo l a re tra ine d to wo rk in banks, book keeping and tra de while th e ele ctri cal seeo nd a ry voca ti o nal school is regarded as the training cen­tre for future engineers. In yet another vocational institution girls are taught to be nurses. For the firsr time in twenty five years the loeal elementary and se­eondary musie school has a rival - the first private music school. The region of Mielec also includes a sehool which provides agricultural training - secon­dały and vocational. The last group of local educational institutions teaches less talented or retarded children. Many of the town residents hope for a colle­ge and business school -slowly, their projects are being realised.

- Does the Rzeszów Institute oj Technology plan to prepare an educational programme jor the eventual needs oj the economic centre which is the Special Econo­mic Zone "Euro-Park Mielec"?

- The Oepartment of Machine Construction and A viation of the Rzeszów Institute of Technology has cooperated for many years with WSK "PZL- Mielec" This coo­peration concerns activity with an aviation profile, as well as others. The Oepartment of Aviation has three specialisations: the construc­tion of planes, aircraft engines, and piTotage. Nevertheless, in the fra­mework of other profiles, the big­gest range has be en represented by the Zakład Pojazdów Samocho­dowych (Motor Vehicle Plant) . Hi­therto research and results we re

often initiated by WSK "PZL-Mie­lec", which gave satisfactibn to the staff of the scientific workers of our school and, as I believe , was profitable for the manufacturer. In relation to the creation of Special Economic Zone, we saw the need to adjust our educational program­me to training our scientific-techni­cal staff. We understand the pro­duction profile of WSK "PZL-Mie­lec" and also we know the needs of training the staff for construc­tion, technological and exploita­tion profiles in the do main of com­pression-ignition engines.

- What kind oj possibility do you see jor cooperation between the In­stitute oj Technology and the Zone?

- We see the possibility of such cooperation as a real chance. Coo­peration between the Institute of Technology and the Economic Zo­ne in Mielec I consider to be really a necessity. For my part, I can dec­lare cooperation concerning the manufacture of compression- igni­tion engines and injection appara­tus and cooperation in the domain of special vehicles, for example the "Melex" cart.

- What do you, Projessor, think about economic zones, duty jree zones and those similar to the one in Mielec which already exist in the warid? Do you knowany examples oj economic zones which, at the

beginning oj their existence, expe­rienced unexpected difficulties?

- I think that in the case of the economic transformation which has taken place in our country, the existence of a special economic zone is justifiable. · At the present ti­me we are a country which hasn't enough means of investment, the­refore we count on the participa­tion of foreign capital. In my op i­nion, foreign capital will be intere­sted in investment only if we crea­te stability for many years and pro­fitable conditions of operation for them.

For Mielec this Zone is absolute­ly necessary as a chance for eco­nomic and social development. Since it is the first economic zone in Poland I think that it will be, at the same time, a major experiment for future Special Economic Zones created in our country. The best example for us now is the Econo­mic Zone in Shannon. We know about their success very well and we have taken it as our example . I also know a zone of this type in China where I was at a conference and I know an economic zone in South Africa where really concrete results are visible, on the basis of which that region has developed.

rts fans aU over the world mainly know the splendid players of the Mie lec Fa­bryczny Klub Sportowy (Mielec Factory Sports Club) "Stal".

The socce r playe rs o f "Sta l", Grze­gorz Lato , Henryk Kaspe rczak and Jan Do marski , on the tea m re presenting Poland , made a major contrib ution to win the advance to the Worlel Cup (in a match at Wembley Stadium Domarski scored the "golden" goa l which threw England to its knees) where the same three, w ith the w ho le tea m , score d third place and Lato received the title of "King of Scorers", inscribed fo r aU ti­me in the annais of worki soccer.

The biggest success for the players was in 1973 and in 1976 w he n they won the champio nship of Poland and in 1974 when they were vice cham­pio ns . Other sports disciplines w hich have lu d success a re of Boxing (2nd League) , Mens'Yo ll eybaU, Table tennis and a lso athletics. The boxer Tadeusz Nowakowski in 1957 won the titl e of Champio n of Pola nd and participated in th e Europea n Cha mpionships in Prag ue . On the 20 th annive rsa ry o f the Club (1 959) the volleyball tea m, the first fi'om the southeastern regio n o f Po land , wo n a n a d va n ce to the

Extra Class and, in the following year, this success was copied by the soccer playe rs and still late r the table te nnis players . The n , in 196 1, the eyes of sports fans all over the country were directed to Mie lec. The activists o f the Club , w ith the help of the powerful at that time WSK plant took advantage of the situ ation and in 1963 a big spec­tac le-s p o rts h a ll was built w ith a s pl e ndid 25 m. ind oor swimming pool. Eight years late r the Hotel "Jubi ­la t" was open ed. A new socce r s ta ­dium was built in 1976.

The players of the "Stal" Club have represented the Po li sh C010 Ul'S in in­te rn a ti o na l compe titions on the hi­ghest level. At the O lympic Games in Muni ch (1978) Lato participated (on the Golcl Medal winning team) as did handball players - Franciszek Gąs ior , Jan Gmyrek and Ro bert Zawa da . At the Montreal Ol ympics (1 978) La to and Ka spe rczak (silver medals) and Gm yre k (bron ze) pa rticipate d. The handba ll players of "Stal" won the Po­lish Cup (1971) and fo ur yea rs la ter were the vice-champions of the Lea­gue . The swimmers of this club have also had a great c1 ea l of SLlccess, they have bea ten hunc1re ds of records in the country, bringing more than one bag o f medals from the Polish Cham­pionships. The best of this long list re -

prese nte d our co untry in W o rld Championships - Dariusz Gil and in the European Championships among othe rs, Bożena Dud ek , and recentl y Magdalena Modelska . The representa­ti ves o f athelticism have also no ted success on the ir s icie . Many of them won medals at the Polish and Europe­an Championships, setting a Polish re­cord. This list would also be long so I w ill only mentio n the best: Wito ld Ba­ran , Jacek Jakubowski , Zyta Mo je k , Marian Snoch and , in recent yea rs, the phenomenon on the club scale -Lech Kowa lski , the six time a nd present Champion of Poland in Hammer Thro­w ing. In the last decade we have seen go od res ults in Wo me ns ' Yolleyball unde r the directio n of the trainer, Ro­man Murd za. They have played in the Po lish Extra Class, taking, over the last fo ur yea rs , a place a mong th e firs t fo ur and obta ining the Bronze meda l­lio n the 1993-94 season. Comple ting this s ho rtened telegra phic list of the su ccesses of the "S ta l" playe rs , one should mention that at the club d iffe ­rent sections used to be active , along w ith th ose alread y me ntio ned , s uch as : cycling, gymnastics, and even ice hockey , motor rac ing, fencin g a nd rowing-swimming. Today they remain onl y in memories .
