Conference Registration: To register for the conference please visit Ohio Department of Public Safety Training Campus (PSTC) https://trainingcampus.dps.ohio.gov/cm/cm710/pstc/pstc.html search for “OH-200”. Due to turnover and interim directors, county EMA directors should register for the conference on their own. Registration questions should be directed to David Nunley at 614.799.3677 or [email protected].

County EMA Director Lodging: County directors or designees living or working more than 45 miles from the conference venue are eligible for one complimentary night of lodging on April 8, 2020. The cutoff date to make a room reservation is March 31, 2020. If you miss this deadline you will not be able to secure a room at the hotel and Ohio EMA will not be able to cover the cost of your room. Other Lodging Information:

Check In/Out: Check in time is 4:00 p.m. on April 8, 2020 and check out time is 11:00 a.m. on April 9. Early check in is determined on day of arrival and is not guaranteed.

Credit Card: Everyone will need to provide a credit card to the hotel for incidentals upon arrival.

Cancellation: In the event you need to cancel your room please contact David Nunley no later than noon on April 7th. Once the cancellation cutoff deadline has passed Ohio EMA cannot cancel your room and a bill will be sent to your agency.

County EMA Director Pictures: In an ongoing effort to have professional portraits of all county directors, a photographer will be available to take your picture between noon and 4:30 p.m. on Thursday, April 9 in the Capital Room (directly behind sign-in). If you are a new director or need an updated photo, please take advantage of this opportunity.

Food: Ohio EMA will provide coffee on Thursday, April 9th in the morning from 7:30 – 9:30am. Lunch is on your own, but the hotel does have a breakfast/lunch buffet on site at a cost of $12.95 plus tax.

Note on Availability of Program Offices: Ohio EMA staff from the Mitigation, Recovery, Training/Exercise, Radiological, Planning, Grants, Geographic Information System (GIS), Web Emergency Operations Center (WebEOC) Interconnectivity and Watch Office sections will be in the Cardinal Room and hallway directly outside this room the entire day of April 9th to provide assistance and answer questions about their programs. There will also be representatives from Ohio Water/Wastewater Agency Response Network (OHWARN), Ohio Mortuary Operational Response Team (OMORT), Ohio Volunteer Organizations Active in Disaster (VOAD), Ohio 2-1-1, The American Red Cross, Ohio Public Private Partnership (OP3), Integrated Public Alert & Warning System (IPAWS) and the National Weather Service (NWS).

threats to the Earth, and to human society, from asteroid impacts and solar storms. We will examine practical ways in which damage from these threats can be mitigated (if not always eliminated).

concepts of debris management operations to include: debris management planning, utilizing FEMA’s debris estimating field guide, establishing a temporary debris storage and reduction site, integrating technology into debris monitoring and obtaining reimbursement for debris operations.

PRESENTATION DESCRIPTIONS:

DAY 1

FEMA Update James K. Joseph, FEMA Region V Administrator, will provide an update on the 2019 disaster season and how the Agency is supporting ongoing local and state recovery efforts across Ohio, Region V and the Nation. He will also discuss the Agency’s progress toward its strategic goals—including the latest information on training, FEMA Integration Teams and the expansion of pre-disaster mitigation—along with FEMA’s priorities in the year ahead.

Emerging Trends in Providing Weather Support The National Weather Service will provide an update on emerging trends in providing weather support to Emergency Management and other public safety officials. Weather support for hazardous weather events, outdoor events and HAZMAT incidents will be discussed. Useful tools for monitoring the weather will also be covered.

Ohio Resources Panel Discussion Montgomery County Tornado & State Urban Search & Rescue Response: Program Director Schumann will speak to the process used for the Montgomery County Tornado Search and Rescue (S&R) response following the Memorial Day tornados that include the EF-4 and EF-3 tornados that affected a number of the communities in the northern part of the county. He will focus on the initial response of the Ohio Homeland Security Region III Regional Strike Team, the initial impact assessment, the process for requests for additional Regional Strike Teams from Regions IV and VI, the process for request and activation of OH-TF1 as a FEMA NIMS Type III US&R Task Force, and the unified, operational engagement of the three regional strike teams and OH-TF1. Evan will also speak to other response capabilities that OH-TF1 can support in the State. He will also speak to other potential services that the Task Force can provide to County EMA directors and county police and fire leadership beyond just disaster response. Finally, he will speak to current work efforts with the Ohio EMA, the EMAO, and the OFCA. Ohio Mortuary Operational Response Team (OMORT) 101: This portion of the panel discussion will detail the history of the Ohio Mortuary Operational Response Team from its humble beginnings to present day. We will also discuss the core capabilities of the team (Recovery, Victim Identification Center and Morgue Operations), team member experiences, deployment protocols, workers comp and limited liability coverage as well as cost to the requesting county.

Ohio Cyber Response

This presentation by Colonel Williams and Major Mamula of the Ohio National Guard and Matthew Ortiz from the Department of Administrative Services Office of Information Security and Privacy will provide information on cyber response at the state level and the process for engaging state resources during an incident. They will also present available resources useful before and during an incident to include pressure testing of systems and training. Major Mamula will also discuss the Ohio Cyber reserves core and their evolving role in responding to a cyber-event within Ohio.

The Columbus Zoo and Aquarium, Emergency Response

This presentation on Emergency Response at the Columbus Zoo and Aquarium, will discuss the mission, vision and goals of the Zoo and how the safety and security department fits into that framework. Some of the main topics discussed will include:

High-Level overview of the campus-wide emergency response plan

Requirements of the AZA and USDA as they relate to emergencies

Environmental and Operational challenges

Internal and external partnerships

How we have adopted the incident command structure within our organization

The added dynamic of emergency response involving dangerous animals

Continued improvements and the future

Agroterrorism: Interagency Coordination and Joint Investigations

This presentation will hit the highlights of the Animal/Plant Health Joint Criminal – Epidemiological Investigation Course held at the Ohio Department of Agriculture last May. Some of the key take ways from this presentation will include:

Understand law enforcement and animal -plant health agency roles, responsibilities, and authorities during an outbreak of an unusual, suspicious, and/or high consequence animal or plant disease incidents.

Law enforcement threat assessments, intelligence, and criminal/terrorism investigations.

Animal/Plant Health (veterinary and plant disease unusual disease incident epidemiological investigations).

Determine if disease introductions are accidental, natural, or intentional (criminal-terrorism-espionage) incidents.

Identify assets and capabilities for each discipline.

Demonstrate types of information collected by law enforcement & animal/plant health experts & how/when to share it.

Best practices for conducting a joint threat assessment, joint investigations, joint interviews, and evidence collection.

Develop inter-professional relationships between law enforcement and animal/plant health experts.

Before & After – Unite the Right Rally in Charlottesville, Virginia The Unite the Rally on August 12, 2017 turned into a deadly event that heavily impacted the small community of Charlottesville, Virginia. The Office of Emergency Management staff utilized these lessons learned to ensure the Charlottesville-UVA-Albemarle community was ready for the anniversary of these tragic events in 2018 & 2019. A discussion of how collaboration, coordination, and training can make a difference.
